He gets more disturbing is the section titled What if They Never returned, and Here's the Official Police advice? In such situations. "The Lady Gaga? Saga with I guess this robbery and her dog. Walker was shot and critically wounded. Her dogs have been taken. She's over or was in Italy. I didn't realize people were allowed to be in Italy. That sounds amazing, but she's put out a half million dollar reward to try to resolve this situation. The thing that struck me was a as a dog lover. The idea of someone stealing Roy is just Infuriating to me and heartbreaking. But I also couldn't get over how much of the reaction in the media and on social media? Involved people playing up the dog angle and sort of as an afterthought, saying, Oh, and by the way, the dog Walker was shot in the chest and is in the hospital is like, okay, that's As much as I love dogs. That's sort of the lead here, and the good news is that person is now in stable condition out of critical condition. That's excellent news. But I just wonder as Music lover, a dog lover and an opponent of people getting shot in the chest. How you're feeling about this story. So as a dog lover and a friend she owner My heart is right because we know that our dogs are our babies. They're part of our family and you know, and people who have kids and have got you know the love that you have for both, and You know how much you love your dog as part of your family, So my heart really, really broke for her. I had my dog stolen from Seattle back in the nineties that a new English bulldog And she was returned by the grace of God. Thankfully, and I hope the same thing happens for Lady gaga because my heart is, you know, it's like We all love our dogs. But I have a special fondness for Frenchies. And obviously she does, too. And I hope that her fans are just relentless. And you know, pursuit of the horrific people. I hope the two guys who did it are charged with attempted murder, which you know, just because You weren't successful doesn't mean you shouldn't have the exact same punishment as someone who committed murder The guy Ryan, her dog. Walker was bleeding to death on the sidewalk. The only reason he's alive because of quick thinking neighbor work to stop the bleeding while performing chest compressions all at the same time. And S O. That's how his life was saved. But you know, it's just the brutality. The coldness of just shooting someone in the chest and leading them for dead over to animals is awful. I hope this guy makes a full recovery and He's heroic because not only was he fighting these two guys who had a gun pointed at him, he literally put his life on the line. But then, when he was shot, he still hung on to the third dog. It's an incredible person. I mean, that is a truly self with person and I hope that I get my coat in the story. He might get a little bonus from Lady Gaga for his trouble. I mean, what an amazing So is it basically confirmed. Sounds like you have much more granular detail on this than I do is it confirmed that these robbers were specifically targeting the dogs? On purpose, like they showed up with the goal of stealing her dogs. And we're willing to apparently kill to get them is. Is that what we know? That's what it sounds like. You don't you don't know motive yet because they have not obviously apprehended that you guys, but I hope they do. I know the LAPD and FBI working Together on this, and it's scary for people just walking around a normal neighborhood and one of the neighbors said We all do this. We walk around the neighborhood with our dogs. Every night. It's it's not uncommon on you know, he said, Like the guy wasn't a braggart. He wouldn't advertise that he was Dog sitting for Lady Gaga. "Citizen tip calls and surveillance video. Tracking him to his West Philly neighborhood led to the arrest of a man accused of raping a woman inside a department store bathroom over the weekend. Illinois governor signs bill making state the first to end cash bail
"Justice reform bill that was signed into law by the governor. Fundamentally changing the way criminal justice is done across the state. The first state Illinois becomes the first state in the U. S to end cash bail, and I know a lot of law enforcement groups and attorneys generals across the state have come out. With some questions about it or not, they're they're a little concerned about some of the language language in this 700 plus Page Bill chief Mitchell Davis, though he's not one of them that that I understand he people leaves. This is going to be very good for the state. He's the hazel crust. Hazel Crest Police Department chief. Thank you, chief for spending time with us here on WGN. Thank you for having me. Tell us what it is that we should know about this. Why it is you are so much in favor of what was just past. We'll get to some of the concerns too. But what do you What do you like about this? How do you see this is the path forward? Well, I look at this as an opportunity for reforms. And I guess before I go toe reform for me is that after the definition says, is to make things better not just change, but the change them for the better. And this just gives us an opportunity to put reforms in place that can allow law enforcement to be more equitable in our administration of justice. Mm hmm. So, uh, specifically, some of the things that come out is the end of cash bail. There is the state wide use of force standards so statewide, they'd make determinations about what kind of use of force which is okay. These officers have to be equipped with body cams. Some of the ones that have him have to that goes into effect right away. If you don't have him, you've got some time to do that. Do you have those in Hazel Crest? We actually are in the evaluation process for our body cams. We were. It was already number one of our list of priorities. Before this. This legislation was enacted and it just, you know, just was right in line with what we were doing so many, many departments that don't have them, uh, law enforcement in general, I believe once by can, but it's the financial responsibility that comes along with him. Is what hinders most folks and that's what delayed us in getting Yeah, I hear that a lot. I hear that both the good officers, the law abiding ones, the ones that the vast majority overwhelming majority of folks who wear the badge would like them. They think that they help them sometimes to ever, maybe more often than the folks who are the suspects in the case. I don't know, but they say that it's not a bad thing. I think the only complaint I've heard is that how do you get the money for that? Right? They're expensive. They're expensive to buy the expensive to operate. Keep running and that for smaller police departments like yours That becomes a real sort of obstacle. Our burden? Yes, ma'am. And so the state of Illinois has a Body worn camera Grant fund through the Illinois Law Enforcement Training and Standards Board, and you can apply for grant money through that entity. And while initially when that program was started, there was a lot of different caveats. If you take this money, there was a lot of different quote things that you had to do in order to take the money and to get the body cams and what ultimately ended up happening it happening is a lot of people did not take the money because they didn't they weren't able to comply with what was being asked of them. What's happened since then, is those things that were initially asked were put into law. So whether you got body cams are now now you have to comply with those things. So, um, that Grant Fundo we need for it to be expanded. S O. Once again. Most folks are not against body cams. But we do need that financial assistance, especially as you say the most departments are like Hazel Crest. Most departments are Chicago. Most departments are, uh most municipalities don't have that money to outfit all of their their people that we work for them. So we absolutely need funding to be paired with this legislation, and that's one of the things that we have to try to make sure that is implemented. Because the unfunded mandates are what we're going to make this bill fail in a big way, and I'm just prayerful that they will have the commitment to making sure that we have the funding to make sure things happen. Chief. I've heard. I'm sure you've heard this. I've heard this number of law enforcement folks. I know who say this anonymous complaints thing. You're allowed to make anonymous complaints against a police officer. While that sounds like it should happen for certain reasons, people would be afraid of intimidation or something. Someone patrolling the neighborhood who now is going to hold something against them. There are a number of reasons why people might be fearful to come forward. And so I get the thinking behind it. What officers think, believe many of them and I'm sure you've heard. This isn't in this environment where there is a lot of anti police sentiment. Some people don't even believe we should have police. That there are just going to be targeted attempts to try to remove officers and if you could do that anonymously, boy, that's going to be a lot more simple to do. Well, you know, and I've heard that argument as well. But we have to realize is that just because somebody files a complaint, somebody's not gonna lose their job. They're still due process, so whether it's an anonymous complaint or whether it's somebody who's filled out an affidavit. They act. It has to be substantiated. It has to be investigated and an officer is not held accountable to that complaint until that whole process has done so that due process is in place. Okay, So you feel comfortable that you you tell your officers visit? You've heard it right that they come to you and said that I've heard it from from officers from all over the state of a little bit. That is a concern that you know departments will be overwhelmed with anonymous complaints and and I get it. It may require more work for us. But the the end result is there are areas and there are some communities where people need to be able to file anonymous complaints. And if we can find a way so that we meet that need for folks to file anonymous complaints and not cause undue burden on our police departments and not jeopardize our officers, making sure that they have that due process That's what we have to meet in the middle. And that's where moving forward we gotta come up with solutions that can help us solve those challenges. Yeah, I think a couple things that I don't like about the bill. One is that the way it was past it sort of was this lame duck session middle of the night. Truly, like three or four in the morning, They dropped this 700 page. Bill and they said, Go ahead, take a look at it and you got an hour and we're gonna vote. And so suddenly over the weeks and weeks that followed, there were little things in there and maybe some big things to the people found that they thought, Wait a minute. This This might not be the way it's written may not be what we really need in terms of That delicate balance between preserving public safety and also giving suspects who have not been convicted rights and not not going after poor people simply because they're poor. I get that one of the things that's pointed out to me, and this is more of a prosecutor thing and judges, but it has to do with law enforcement to is that Now, in order to detain someone that the whole no bond thing in order to detain someone, you have to show that they pose a threat specifically to a certain person. So anyone who does sort of crime of convenience, whether it's a Carjacking or sexual assault or robbery or so many of the crimes That you see unless you can say that this person actually would go back out and go after this person. The judge and the prosecutors don't really have a lot of leverage to detain that person. Do you think that that will lead to that person may be a person who does violent crimes. To just think. Well, there are no consequences. So I believe that the you know, and once again as you mentioned this is for the judiciary and for prosecutors, more so than the police, But I believe that the foundation of it is that the person cannot be a threat. Now what the determining factors are for that person being a threat. Those are things that that's all gonna have to be hashed out. And one of the things that I'm once again. I'm hopeful for I'm prayerful for is that the no cash bond. It does not go into effect for a couple years. So that gives time for judiciary for prosecutors for legislators to sit down and really hash this out and look at unintended consequences that may have resulted from the initial language and I think that for me, that's where I'm most hopeful is that throughout the entire bill, what the legislators have told us And they asked for input all along with this well what they what? They've told us that even with this initial passage that they're looking to make things better in the bill, and so that's where the collaboration comes into place by everybody by the legislators. By my police officers, everybody by the community that we all come together and look at things were not going to agree on everything. But if we could make it more palatable so that it at the end of the day it works out for what's best for everybody. I believe that this bill can ultimately be something that can be. It'll be was used around the country as a standard. Hey, they These are the mistakes. They made it to the things that they've done right, But at the end of the day, I think it can help everybody if it's done right with collaboration and proper funding for the mandates that are being given to us. "Back to another episode of this week and photo. I'm your host frederik van johnson today on the show got gerard exupery. He's a veteran new york city based street photographer. That knows more about street photography than than or has forgotten more about it than i probably will ever know about street photography. We're gonna dive into that a little bit as well as what. It's like shooting in and around new york city now and before pandemic all that stuff going to talk about gear all this stuff so gerard. Welcome to the show man. How's it going very well. Glad to be here. Yeah it is good to hear man. I'm excited to chat. So we've got you know. The the john mara of photography. And then this genre of let's call it of photojournalism or that that world of shooting. What's the difference. What's the difference between street photography. And that i think that in journey with photo journalism you tend to think in terms of projects. Not just one image. You know a a series of images that tell a complete story and i think with straight photography. is generally just one image. Okay okay has got to tell the story one at a time. So let let's rewind back to the time to. Let's let's do origin story thing so cue. The flashback so the origin story of girard. Where what was that moment where you knew that. Okay i feel like. I need to be taking pictures of this. This amazing city. I live in well on my planet. We didn't really have photography. And when i came to earth. And i'm sorry all right more and you know it's funny. It's the only thing i've ever wanted to do since As far back as i can remember one of my earliest memories of my father staying his role affleck's in my hand. While i took the first picture took and which was a ship underneath the verrazano bridge and it just stuck in my mind. He passed away about a year after that. And you know. I it just all these feelings about photography and loss. Let's say i don't know all came together. And i just knew that this is the direction i wanted to go. Yeah yeah and it's a good direction. It's the world photography from my standpoint on of you agree with this but it's it's equal parts. Geeky ray is we like the technology and all that stuff and then it psychology you when you're dealing with the public and trying to get the right shot or get the shot or permission to do the shot and the you know the all of this stuff in between psychology science physics wrapped up into the time machine that we call a camera to fast forward to now the president or the recent the recent present. Let's call it like this last this past five five or so years me decade your adventures in and around new york city. The i can't imagine being a street photographer. There for just an extended period of time when i'm there is overload. It's just like what. Do i take pictures of two months. It's too much going on you get analysis paralysis. What would have been some of the standout experiences you've had in city over the past decade or so that you like okay. I got to tell this bar story. Wow pick were got to pick one. I think defining Well this is. It's further back than ten years but sure for for the finding event was i was involved in a robbery and a camera store. And it's a long story but rather traumatic thing. Somebody was killed and and i got roughed up a little bit and it was it was. It wasn't pleasant. But it was. After that i i realized well putting yourself out there making yourself vulnerable and taking pictures strangers asking or you know. I don't think covertly taking pictures of people is for me. It's just not right so if you're going to ask or you're just going to be obvious bat it you've got to put yourself out and up until that point I didn't know what i was expecting to happen but After that i figured well. What's the worst that can happen. I already found out what the worst that can happen. And it really It helped me in. Maybe be taught me to be very aware of my surroundings almost in a comfortable way though. So that okay. Let's not ever forget. I've gone into situations where drug dealers on a corner. And i was taking a picture of this house that was closed and abandoned actually in patterson not beard city paterson new jersey which is really exciting. We've got a water tower waterfall. There you go and a crappy movie was made by. Jim jarmusch bad it. It lasts two years ago and any case so i am standing there taking pictures and You know. I hear this guy walking up to me and it was interesting because there were like three. Get two or three guys on each corner but not the corner i was on the house was and i'm i'm taking pictures and i hit. This guy comes up behind the camera up to my eye. And i can hear him. I'm aware of him and he said. Hey what are you doing. I told them flat out. I'm taking pictures of buildings that have been foreclosed on You know and properties that have been abandoned families that have gone kicked out. And what have you. And he goes off and you know then he goes How much do you think they want that house i should. Oh i don't know but whatever it is going to be pretty cheap
2 men injured in overnight shootings in Chicago

They were banned from any in person gathering outside of team facilities after they got a whiff that the day before they were hanging out at the high school we Brady, deal with the bucks. I mean these are things day after they had their workout. That's when NFL came and said correct no gatherings of any sort outside the facility but I made it clear Christmas.
