"Dropouts and the high school graduates once you adjust for inflation. Are making less than they were in 1980. Economists and policymakers have been debating why for almost as long is it outsourcing of manufacturing jobs? Is it automation or weaker unions and organized labor? Well, a new working paper from a bunch of top economists argues. The main reason is machines. But as marketplaces Scott Tongue reports, this will be far from the last word on where American jobs are declining. And where they are growing. Wages in America are increasingly unequal. And the biggest reason according to this paper is automation machines, replacing workers who perform routine tasks. Think elevator operator toll collector And then there are fewer of these jobs. It's lead author Darren Asamoah Glue MIT economist. You have to compete for these jobs or go to something else where you don't have the right skills and you're going to experience a decline in your wage. As you make that transition, he says. People attempting the transition tend to be men with less schooling. These jobs also get squeezed when companies send work abroad but to assume a glue. That's a smaller factor. Automation has happened. More pervasively across the economy, so offshoring has focused on a fewer number of sectors. This paper will still get peer reviewed and one peer economist Brad her spine at the Upjohn Institute for Employment Research. Argues there's another related reason for low wages at the bottom declining unions. If there's weaker bargaining power on the point of employees, it's a lot easier to implement technology that's going to replace a lot of their tasks than if a union, for example, fights that where most economists do agree is that education matters specifically post high school, her spine, says. That doesn't need to be a four year college degree, but it could include additional certificates, skilled trades, training or reforming high school itself. In the past, workers replaced by machines found new jobs that were more productive and lucrative. But that's a mogul at MIT says it won't just happen by itself. It only comes if we invest in new technologies that create new tasks and new opportunities for work. And he worries those breakthroughs.

"On the express jobs, app. been too long since we chatted with you about the conditions in the markets in Asia. There's been a little news since we last talked, but I'm going to begin with the ambition of the PRC about made in China 2025 Particularly when it comes to semiconductors, You know, and everyone knows there's now a semiconductor shortage around the world. This is bedeviling the automobile industry, and we're told that it could last into 2022. How is the PRC doing in its ambition to be self sufficient and semiconductors in a few years' time? Good morning to you, Andrew. Good evening, John. Well, in a word badly. Basically. China Xi Jinping sees China The feature of China is creating these great global industries and Certainly in certain areas. They've had success like some of the 10th Sandton, Alibaba some of these domestic companies that you services and payments and so forth in technology, though, um, they're starting from ground zero. Basically, they've had some fabrication plants and semi cons. You know Intel's out of plant there for quite some time. But they don't have a lot of domestic, uh, design, engineering or or even capacity, So he's been trying to throw money at the problem. But if you look closely at the numbers, you realize that there's a limit to how much China can do. And so when Biden came out with his infrastructure plan that was, you know, a bipartisan effort with Congress. I was kind of laughing because I thought, you know China is going to make some games, but I don't think they're anywhere near the threat. That we think they are. I mean, for example, Hewlett Packard was founded in the thirties and had its first contract doing Fantasia the film with Walt Disney in 1938. That was 80 years ago. So America has been doing this for a long time. Um, so China is going to have a tough time catching up. Gordon. Andrew, You point out that these startups that China has been putting together they've got a lot of money, and they've got a lot of support from the Chinese central government and, of course, the technology for much of the semiconductor manufacturing. Is well known, so why have they not been able to put these elements together to build a healthy industry on Chinese soil? Well. Part of the problem is that they have thrown money companies that have not been using it very well. Two of the companies started by the MIT and the Harvard of China, Beijing University and King Juan University. Both of them are near defaulting on the bonds that they've issued to raise money because they squandered a lot of the money instead of investing it wisely. Then in in other cases, there is a great example in the city of Wuhan, which we all know from the Covid. They tried a bunch of guys tried to launch the semiconductor firm and managed to convince the government to give them $1.5 billion a month. But they had no knowledge, no technology. They basically were scam artists. Um so a lot of these provincial officials, you know, the local of the Texans are the New York State or the Arkansas of China are, uh, throwing money as as much as they can get from the private sector and the government and they're not doing a very good job of spending it so China's cannot have a long way to go to compete with the United States. I'm glad you told that Wuhan story I was about to ask Gordon if I remember it correctly. Gordon that was in the Wall Street Journal. And I remember reading that thinking Wuhan Wuhan. We hear it about all the time. But what that was was an enormous I was in an enormous crime, Gordon. They stole that money. And under false pretenses. I think some of them have grammar school educations. In any event. They were very ambitious. But it told me right away that the central government doesn't audit or if they audit They wink can allow friends of the party to get away with it. How did you read that story? Gordon when it first appeared? Well, it shows one of the weaknesses of essentially directed technology, innovation. And clearly what you do is when you put a lot of money and a lot of determination. You can have results. China has done very well, for instance, with quantum communications, even quantum computing five g they had done well, but you know, they seem to have failed across the board when it comes to manufacturing semiconductors, and I think it's because, um, it's not just a question of resources. It's not just a question of failure of the government to, um To monitor this. I think that it is a failure of the system. When you have this top down, direct, essentially directed innovation. It just doesn't work Most of the time, Andrew I want to tell the story from another business. This is the automobile industry What I was told And this is some time ago. Maybe it's aged. Is that it isn't about The manufacturer at right in front of you. The building. It's about the class make people who contribute to that manufacturing that the reason that Germans are so good at it is they've had several generations now. Inheriting the ability to turn out quality. Now I'm talking about automobiles. I'm wondering in your opinion, if that extends to semiconductors, because we know after several generations, Taiwan The U. S. And even the UK have gotten very good at this. I was told early on that China had was at least 10 years behind. But are they developing the craftspeople who make up the success as such as the automobile industry? Well, that's a good question. And remember, China has had a lot of foreign and manufacturers Germans in the United States, particularly for several decades, so they've had time to pick up some of the knowledge base that with the West communicated to them. The problem with automobiles is that they allowed all the provinces developed their own company. It's New York and Texas and Pennsylvania. In Ohio, all had automobile manufacturers competing with each other. You can't do that. It's just not going to work. It's to an ineffective For semiconductors. They haven't had as much experience and I think the level of technology to do some of the small micro I'm uh, semi, uh, extending conductor plant. Is fairly sophisticated and and you can't hire enough. You can't buy enough talent. The Taiwanese are the experts and some will some have gone over because they've been offered huge salaries. And move to China. But a lot of them wouldn't want to do that. Because of the sensitivities politically and also you need hundreds and hundreds of these people. I was in Shanghai for a semiconductor meeting a couple years ago, and we interviewed a lot of the local people. They said, Yeah, it'll take years to catch up. Because we can't just we can't get enough people. How many years Andrew? I heard 10 years Have you heard a number? Yeah. That's probably about right. But the other point I've been making in some of my research is that you know China's funding limitations..

One is that they are training people to be technicians into service electric car charging stations. What's interesting to me about. The idea is one is who knew that that was a job. You know. I didn't in to who knew that you could do that type of job and not have a bachelors degree so in a sixteen week program. They're able to train someone to do this job and they can go and make upwards of hundred and fifty dollars an hour but the company itself charged for help actually pays their employees up to fifty dollars an hour but they're giving them this training. That has a great market potential. And so that's one example. Another example that we're really excited about is generations. Usa there are national nonprofit ner actually international in many ways but they're allowing people to on the job while they're like learning a new trade and they do everything from building trades to manufacturing to data to technology while they're getting the technical training they're also giving them the wraparound supports of that professional training. And what some might call soft skills but are you know really important professional skills if we're going to actually obtain a job. They're getting paid while they do it. They're tuning to like the wraparound supports. A worker might need so in terms of transportation and childcare and they are promised a job on the other end of it and so as a learner. When you're thinking about that opportunity cost of taking you know sixteen weeks or three months off to learn. You're getting some upside in the beginning. And also you've got this guarantee on the back end.

I've been putting eight to ten percent. Mit because someone told me to. But between two thousand eight and two thousand fifteen. I left it in a fund that essentially earned two. Maybe three percent interest never lost money but it earned two percent interest while the rest of the stock market was earning twenty thirty percent returns coming out of the two thousand and eight recession and i just ate it so i could have way more money in their if i just know where to put it or what more money in. So it wasn't until two thousand fifteen that i really cranked up and started putting twenty thirty Last year sixty percent at one point in my in my thrift savings plan. Loan and the lender actually told me not to because he told me quote unquote you can only use it once which is wrong air so much confusion around the va loan.
