What is the most viable way for racing to fund the initiatives put forth in the horse racing integrity and safety act that was signed into law. Twelve days ago. Spelling out some of the various financial challenges already facing racing and then some of the ways that racing might be able to fund this new legislation without compromising the integrity and the viability of the sport and pat is with me now here on the horse racing radio network packed. Good morning my friend. Good morning mike. Thanks for having meal. This is a topic that is going to be talked about Over the next couple of months for sure but it's already been talked about for several months the proponents of this law this legislation said. Hey wait a minute. This is a big concern. What you get it in there. How are we going to fund it. So let's start. I guess pat because your letter was Y your article is very well written. Let's start by talking about the particulars and the things that are going to have to be funded with this new piece of legislation. That is now law. Sure so. I think that the easiest way to think about this is that while there. Are you know roughly forty states. That have racing right now. All of them do things a little bit differently right. They they fund the way in which racing is regulated differently. There's different testing requirements. Trainers know very well that there are different levels or for protesting dip requirements that they have different people in licensed differently in different states. So we have a very piecemeal approach to the sport while the horse racing integrity and safety authority is going to institute essentially a level of federal bureaucracy. Nationwide that will make some elements of this uniform. But at the same time it's not stripping away what's being done at the state level entirely either so now there you wouldn't just be reporting to an individual state commission for all matters now the the horse racing integrity and safety authority going to to have some jurisdiction essentially on on matters as it relates medication and doping control. Well that's expensive and just with many other liabilities. Horse racing has and have increased over the last few decades whether it be aftercare initiatives backstretch philanthropic programs Jockey health equine research. All of these things that that the industry essentially sell funds. Now it's going to need to fund federal Oversight and doping control within the sport and that is coming with a price tag so The details obviously have not yet been ironed out but it is time to start asking the questions. How much is it going to cost. Where's that money going to come from. Well that was my next question. Pat it are there any estimates As to what this funding mechanism might look like and how much it end up costing thoroughbred racing. So we put out an initial estimate Based on what. I'll call for lack of a better term to california standard which in our research. I would suggest it's probably the american gold standard or pretty close to the gold standard in terms of drug testing Within the sport that's both in and out of competition testing horse racing All of their tests run through the ken. Mattingly out in california which is one of just five reference laboratories which is also essentially the the top standard for the international federation of horseracing authority. So you go off of the numbers that come out of california and how much they spend nationwide testing cost would probably end up running about twenty million dollars the problem. That racing is going to face over the next eighteen months trying to determine how much each state has to pay for its participation in this. New authority is the standards in other states. Don't quite match. What is being done in. A place like california. We estimated that the california spends roughly six hundred thirty dollars per rates whereas other states are spending only order of four hundred dollars a rates for drug testing Both including in and out of competition test but but just averaging it out on a per race basis so it's going to get more expensive for some things and as the Bill lays out the states are going to basically be told. Here is how much you watch. And then it's up to the states to either figure out how to do that or say we're going to turn it over to you already and they're going to to tell our licensees how they're going to all essentially the cover. This well like i said there will be increased. Call so that twenty million dollar figure only for the testing. It's not for the administration. It's not gonna record keeping it's not for the like i said layer federal bureaucracy over the top of that the conversation really does need to begin. What our recommendation was. My is that At the end of the day you cannot charge this back to horse players right. The individual bettors themselves Should not be responsible for this increases in takeout or other fees or expenses that are charged back to the better that would be very counterproductive decision that you really need to find ways to grow the wagering business and within that we think there will be an opportunity to pay for it. Yeah i like that part of your article where you said grow the business of his three simple words but you mentioned it a few different times and i guess my question. There is what are we. We've had two decades of decline essentially. What are the ways in some of the measures that racing can take to turn this around and to grow the business. How do you see that happening. There is not one individual solution that is going to be better than another. It is a a combination of many things so among them. We think that what needs to be considered as is appropriate pricing best in terms of what we call educating gambles Like horse racing It is too expensive. The actual takeout rates are too high not everywhere not in every time but that it is currently inappropriately high. We need to consider ways to bring that down because we believe that will inspire more wagering. You give more money back to better. They will send more money through the windows. That increase churn is good for business. know you and your wife Sarah have have really overcome an awful lot if you wouldn't mind telling that story would love to hear it yeah no problem back last June my son was diagnosed with restrictive cardiomyopathy which is a kind of a phonetic gene mutation that just happened to him the one three or four million you know hitting the lottery but was diagnosed with that in June we were put on the Waiting for a heart transplant Sean thereafter that there is no cure for it there's nothing they can do for it I just needed a heart transplant we waited on the list throughout the summer I saw November actually the day after Thanksgiving got to the point where he couldn't be at home anymore he we were admitted into Johns Hopkins and we're inpatient of being supported by constant therapies. going keep his heart strong and we waited then until January eighteenth you got the phone call that a suitable owner had been found and and he got the transplant that day and it was a a month later that'd be were eighteen so we were back home so it was quite quite the fall and winter you know obviously a tough time for us but our on the other side now and doing well yeah just an amazing story another a ton of other similarities and coincidences to the story both children named Emerson to to get your emerson the heart and and now we have this great story on the racetrack right when we're talking about this earlier what might ponds from country life we're all I and we all have stories getting here and this is one of the more touching stories we've seen racing in a long time yeah no it was ah my owners were great last year obviously dealing with my son living in the hospital and and conversely then of course my wife was living in the hospital with him and we had two other kids and trying to keep them you know as normal as possible and had a lot of family help and you know obviously I was a little bit preoccupied with with all of that and you know obviously come into the every morning and keeping things going in the bar owners were wonderfully supportive and understanding of of my time constraints and focus constraints And a lot of my owners really rallied and and you know named a lot of yearlings last ear and honored Emerson we've got not only gifted heart but strong and brave is what the name Emerson actually means he he's a two year old barn run wants to got a horse called heart hero which was term that we use basically for for our donor because donors are are anonymous Yes I mean th th there is no information given and so all we knew that the dosage nameless faith based let's see here are out there that that it you know give the gift of life and our heart heroes we named Horace Heart Hero you know and so there has been several of them and and you know it it's been great it's really been great and you know see the community in Maryland and nationally you know people rally around to try to help you you know mazing how horses could really pick you up and your time need you know when in last June we had Ah diagnosis and it had kinda come out of left field and of course out of the blue and and kind of you know knocked us back a step and it was maybe you know two or three weeks later I had a horse jump up and win a stakes race you know a huge price out of the blue and and really kind of pick our heads up a little bit and then in in December really when things were looking very dire for Emerson and and you know he kinda needed art transplant real soon or it was going to get really ugly for us this philly waited vision who runs today as well jumped up and ran their one the politely at thirty eight to one and and and that was really emotional force so you know it's funny how when you're in this business you know there's a lot of ups and downs and highs and lows but resources can really pick your head up you know and and Kinda give you the shot in the arm every now and then and and we certainly experienced that over this past year it's been pretty emotional with gifted heart which broke her maiden impressively by just had a lump in my throat the whole way and I got a little love and my throat now thinking about it but you know like this happens fill it kind of puts everything in perspective and not to belittle what it means to win a horse race but you you kind of take a step back and say hey you know what that's a horse race and there's other things that means so much more in this world in this life than then winning a horse race what do you say to other parents who are in this position now that have children that are hanging on and battling through these things waiting for a transplant what what do you say to them I mean not just parents of kids in the same situation but really anybody who's who's going through adversity you know with health issues family issues or financial issues or whatever it is but really the the the best advice that we got along the way it really rang true in that you know all of you can do is is control the things you can control and need to wake up every morning and just focus on winning a day don't worry about tomorrow don't worry about next week don't worry about next month just wake up this morning and do what you have to do to make today a win and you can do that every day you're gonNA keep your head up and smile on your face and stay positive you know and not really worried about the things that are coming down the road or or might be around the corner you know you kinda refused to live in fear and and and be crippled by fear you know you have faith and and and various things and support but but if you can just wake up every morning and just do what you have to do to make today a successful day whether that means just they get out of bed and brush your teeth and based on sunshine at that's a win today then that's a win for you today.
