Easing fires not as simple as climate change vs. forest work
"The West Coast are again putting a spotlight on climate change. But it is not the only reason why we are seeing such destruction, even in the iconic and typically wet woods of the Pacific Northwest. For more. We've got NPR's Kirk Siegler, who's covered wildfires for this network for more than a decade. Kirk Hi, Good morning, Rachel. So we know that the forests and the brush the grasses in the West. Are extraordinarily dried out because of climate change. Kind of remind us how we got here. Well, right. There are a couple other big things going on here that we have to consider. And one is that we've also spent the last century stamping out Wildfires, and we actually continue to do this today. It's just the few that get away there in the news and healthy forests need fire, and what we've gotten ourselves into is what the experts call the wildfire paradox. So by doing this, we're actually making the problem worse, because now the forests and the brush lands are overgrown and in this really unnatural state, So you add climate change to that mix, and it's the worst case scenario that we're seeing. Right now. We hear the U. S. Forest Service often referred to as the Fire service because so much of their budget goes to fighting fires, not actual forest management work. But hasn't the federal government and individual states haven't they made some progress in doing some prevention work? Not very much. You know, the people who say the government isn't doing enough to manage is for us, to some extent, have a point. But a lot of that actually comes down to funding. If you're spending all of your resource is on trying to stop wildfires from burning in tow whole towns, then there's not going to be a lot of money left over to do the things like The thinning projects that prescribed burns. The plan burning Forster Andrew Sanchez Madore has been keeping close tabs on this where all the states are with their prevention work. He heads the Ecological Restoration Institute at Northern Arizona University in California. Oregon. Treatments that they've been implementing for years haven't really been at this scale that they need to be to cost a wind driven and climate change is exacerbated event. Some of this has to do with money, he says. And the lack of a really big, clear national strategy, But it's more complicated than just blaming the forest Service or the firefighting apparatus in the country. Or, frankly, is the Trump Administration likes to do try to just make this about logging and logging on Lee. We are now seeing those these fires. They've destroyed whole communities. It doesn't seem quite adequate to call them forced fires anymore. I mean, these are burning up residential areas, urban settings. That's right. And here's where things get really messy on the West Coast. In particular, there's been this huge amount of development into the forest that you say there now very vulnerable. The burning, especially with climate change. Now, in some cases, people have to live in these places because it's the only place they can afford. But regardless all these subdivisions, these new towns are actually becoming the fuel that's helping make these fires even bigger and local building codes are still pretty loose. Kumiko Barrett I talked to about this. She's at the research firm Headwaters. Comics, and she told me the county's still don't really have any disincentive to stop this development because of one big reason When you look at when a wildfire does occur, it's the federal government that comes in and pays for that suppression cost. So there's this inverse fiscal incentive on what is happening about local scale versus who's actually paying for the wildfire cost. So basically local communities they don't have to pay for the cleanup. The federal government does it, so they make money when these developments keep getting built. Exactly And there is no disincentive like she says, because they know the federal government is going to come in and pay for the suppression and the cleanup. But at some point you look at all of the disasters happening at once. We're in the middle of hurricane season and We're not even really at the peak of wildfire season in California, there is going to become a point where this just isn't going to be sustainable anymore. Alaska's Salmon are Shrinking

First of all, I want to ask you what is your thought on military leaders. Millet certainly retired ones but coming out and actually doing what they've never been I don't remember ever doing before and saying this is out of order. What's your thoughts on? Why I think you're you're crossing the line and I think part of that was driven by decision. The United States made post Vietnam where we chose to no longer have a draft where we would select people to serve in the military for a defined period of time but instead went to the all volunteer force and the way I have always approached it is. When you choose to serve and you'd like, I've mentioned in in part one was you choose that life of consequence in the service to your nation Yes enduring your period of service there may come decisions. That are going to be political in nature and let's face it. You can have the military giving you orders but who ultimately gives that direction? It are political appointees. And if you as a military officer spun to mentally disagree with the direction of those orders being given by your political masters because that's how our nation is designed in, you really get to choices in life. Put Up and shut up or get out. and. At some point in time serving in the military is not supposed to be a job for life. You hang up your Spurs. If you stayed long enough, you'll get a retirement check every single mom and then guess what go find work that contributes positively to the future of our nation, and that's I've tried to do is to give back to teach people those leadership skills. That we need out in the business world, I mean when eighty percent of the retired admirals generals go to work for the defense industry they're not sharing that expertise that they could be sharing with business in the civilian community to make even better and make sure that we understand as Americans how the military works and how we think wire we are the respected institution that we are. I think it's very disappointing when you got a lot of these military officers who choose to speak out against the president of the United States because. If you're going to have a military where they've enjoyed all the benefits including the political benefits of being senior in rank like that, and then they want to use that positional authority still wearing their stars on their callers or on their sleeve to somehow now feel that they are entitled to speak out about the commander in chief. That's fine. If you want to take on the policies, that's one thing when. You attack the individual I don't care what president it is whether it's President Bush. President Obama President Trump Benue are crossing a line at that point that even though you may have come from the civilian ranks served in the military in your civilian again if you want to maintain that professional ethos exemplified by General Marshal. The presumption is that this includes from pollster if it's live on a phone call and this bears out in the methodologies. She is down five points where she was down nine points and a similar poll previously. Speed look at. Oh, predictive trendline since December, it follows what we'd basically know to be true that trump was ahead at the end of last year and pre pandemic. Then things got really bad. We know that no one is denying it, but the race is tightening in the president's favor. Republican plus two in December to a low, of Democrat, plus nine and plus in May, and now it's improved for trump to Democrat plus for for now. And, now, here's a new promising poll that shows trump is beating biden conducted by Rasmussen pulse opinion in the State of North Carolina. The poll of Seven, hundred, fifty likely voters shows the president beating Biden by a single point when leaners are included. So we can cherry pick polls and there some polls that show trump down in some of these states. But the enthusiasm index is definitely in the president's direction. I think there. There, are some major issues here that are missing from the conversation. If the president can continue to show significant gains when it comes to the Chinese Corona, virus get college football back on the airwaves I think this is how his election lose I? Think he's going to have massive gains and I think the more the president is ahead of the curve on the issue of the economy and law and order the better.

So for the next two years, Kathy bounced from one random gig to another unable to hold anything down at first it was just laziness.
