On, train them how to deal with those. We also put emphasis on. How officers can recognize those with mental health problems. No indication in this case of mental health. But my point is. These were three areas. Three areas that we felt were very important. We've accomplished a lot in this area and Ohio. But not enough. And we must do more. And so my commitment today. To citizens of Ohio is that we will do more. That I will work with the leaders in the General Assembly that I will work with the Attorney General David Joost. And we will. where you have the press basically trying to diminish anything president trump does and try to get them debating about west wing policy instead of talking about American policy I could see in the further more with the page six section of of a Washington political newspaper we talk about who's wearing a mask in the White House in whose chief of staff has been quarantine but I can't believe that if you look at the the the massive bill media in Washington they all talk about the president's mass policy whose positive who's not positive and I'm positive the most of the rest of the country is not worried about that that's something everyone kind of decide on it's pretty clear that in these blue states they're not counting on their people act responsibly and look it Pennsylvania one to trump last time he'll be there tomorrow traveling but their democratic governor has shut down the whole state because of a few hot spots in their major city and they are congressman wolf issues because the governor wolf has said if these counties to find me I'm going to defer denied them federal funding I would be surprised the president goes past the governor if that's the case I guess in the press the the funding directly put George has re opened so far no noticeable change in daily cases now if you look at the approval rating for camp stunningly even though he's given them their lives their gyms in the restaurants back his approval rating is at thirty nine percent contrast would somebody like Mike DeWine who's got eighty six percent approval rating who is going slow and a little bit unsteady towards re opening governor Cuomo eighty six percent of approval really I guess you don't have any relatives in the nursing homes I guess you don't look at the total number of cases I guess you don't look at the total number of deaths I guess you're not looking at the fact that he's changing the goalposts for re opening in the middle of the game while the ball is in the air so some of the polls and I know it's easy to diminish a poll you don't like the results but right now sixty percent of the country fear more they were open up too fast and too slow I have not met many of those people and I might be wrong but I have not he was governor Cuomo on his schedule cut nine today in many ways is a new phase if you will may fifteenth is the end of the state wide closure may fifteenth is the end of this week and the question is now going to shift more towards localities and regions across the state to make sure they're in a position to open and with this they will be working in coordination with them but it's an exciting new phase were all anxious to get back to work yeah and the pace in which he does it will prove to me or doesn't deal will prove to me where they For thirty three years and our group of thirty in our committee was just amazing. It was very diverse though we had One operator Barbara to the one operator stylist. We had the boost renting salons represented as well as the lawns in spas all sizes. We also had nail salons haning m massage and then we also had re health commissioners that were on each and every call with us guiding us with their knowledge fell very proud of US coming together as an industry in uniting because just like the restaurants. There's so many different. Mom and pop. Shops or franchises are big salons off salons But we all do the same exact service when it comes down to let won't boils down to that personal service and that was at the core of our you know. Working on focus of our group was really how to deliver personal service on the client the professional and the safest manner and be able to be so inclusive of every type of business in our industry so I was very proud of that to work with them. It's going to be what's GonNa be different when someone goes in has a hair done Goes to a barbershop. What what are they going to feel different? And what are they gonna see differently or what's going to be different and what's going to be different from what. The person who serving them is doing well for the appointments. You might have to wait in your car until your appointment is ready. We'll also ask that the walk in appointment or the appointment. That's the only person that enters into that facility and less it is a child of course in apparent needs to come or if they need a caregiver with them and if they have a lobby are waiting area. Who is head of the Working Committee on restaurants which made their recommendations to the governor on wind reopen and Debbie penzone who also covered the personal services industries like spas hair salons and barbershops and the governor himself all with some observations? On how away reopen? And what exactly will happen? So we're going to hear from Trevor Brewer. Debbie penzone and governor dewine this morning on Columbus concerns. How you doing I find governor. Thank you thanks for joining us. You WanNa tell us a little bit about your your group and kind of who you pulled together and kind of what what will be different when customers come in. We'll be different for the employees in in the folks who who are George. Just kind of tell us how this will look a little different. Absolutely thank you. I certainly my pleasure to lead this talented group as you said we had a wide variety of folks on the team we also had representatives from the health department and it was really an amazingly collaborative effort and I felt like the differences While on the surface could look like they could be challenging. They actually strengthened the recommendation that we put together For you and it was certainly like I said my privilege to lead you ask if I could share a few examples of maybe what. The customers will experience as we reopen. Ohio are bars and restaurants. Let's start with space. So restaurants bars are going to be asked to create a floor plan that it complies with current social distancing guidelines for example under the current mandate their parties of ten or less that would be seated together and then each party is going to be separated by either six feet or physical barrier so rather than having a hard and fast percentage like some states are doing. Our Advisory Board actually focused on safety not necessarily a specific number so what we mean by physical barriers. That could be a fine. Dining for example you can have a high booth back. That's almost like a wall or in some locations. They're using PLEXIGLAS That's being installed to separate so we wanted to give each owner an opportunity to comply with those constraints Within their unique space. What about waiting areas? You might be asked to wait in your car For either seating or maybe food pickup or there might be a designated area now for queuing and we would ask customers to comply with those guidelines and be sensitive to those guidelines. I'm a buffet bar or salad bar. will now be served to you rather than self service and they'll also be some six feet guidelines that are placed in those queuing lines as well Entryways for example customers are going to see at the at the entry way when they come in. There's going to be a list of Cova nineteenth symptoms and we're asking the public to self monitor and ensure compliance before they come in Employee was also one of the areas that we we tackled. And so as you're entering end Experiencing these restaurants understand that while employees will be required to wear masks in certain positions. There are exemptions that will for the restaurant industry mostly applied back of House. But if you see employees not wearing masks understand. These are for safety risks. One simple example is you don't want someone standing over a hot grill wearing a mask so just understand that. These restaurants are complying but there are some exceptions that will be listed and you as a customer is a guest. You might be asked to wear a mask. That's going to be at the discretion of the owners and we would ask that you would respect those decisions Another thing that you might see or gloves This is an interesting topic. I know the gloves kind of makes everybody feel like Superman. They can touch anything. But and it gives this false sense of protection and I know the viewing public sees that and there's a lot of concern around it but there are very clear guidelines and food safety code that already exist today and we as a team or returning or recommendation is to return to those guidelines in many cases we all ask our staff put gloves on everybody. Even though we know that's not necessarily best practice hand washing is and will continue to be the gold standard and therefore our committee is recommending That we follow those guidelines. So you're likely not going to see gloves on your cashiers or on your servers. I'm one other area of governor that you when we talked about this idea of open congregants base so open congregate airy will remain closed during this first phase. And we'll monitor our compliances. We go through this. But you could certainly repurpose that. So if you have an dancefloor other activities space you can use that to to be able to maintain that six foot distance of your tables. So that's why we didn't WANNA put a fifty percent of fire code compliance in place. Because you might be able to keep all of your tables because some this open area and still maintain social distancing guidelines. So that's an example of how you could use that space. But I know we can do this as you said we can do. Things two things at once and I know we can do this. We can focus on safety and getting restaurants reopened so it's work through this together We're asking everyone to on your masks. Please be respectful of the associates. They are doing. The best. Can were buckeyes. I know we can do this Ohio. Thank you governor and I can certainly answer any questions that you might have at Trevor. Thank you very very much. Thanks for cheering. The group You had quite a cross section of Ohio on there if you WanNa comment about that or how that impacts but yeah yeah we did. It was really amazing. We had in fact on Thursday night when I was given the list. I plotted it because I just wanted to know who the folks were that I was being asked to lead and I was really happy to see. We had a lot in Cleveland's southern Ohio Cincinnati Dayton Akron and then we had some of the more rural areas Columbus and we had big brands big national brands at the Public. And could certainly see. That was a press release so everyone that participated You can find that press. Release the full gamut of those that participated we had fine dining. We had Pizza Italian We had a a yogurt stand. We had a taproom a quick serve Several of our national brands family dining. So it was. It was really a group that worked together and they self identified so we have the three groups customers employees in space and then they each got to identify which area they felt most compelled to help lead the discussion and then it was done Across the teams. They worked very hard. In fact of one of our team members said it was one of the most intense projects he's ever worked on so For All of those in the industry. I've certainly proud to lead this group. They worked very hard all weekend long to put the best recommendations forward and governor. We appreciated the Guy Shoe gave us. Which was you wanted to hear from us. Best Practices that you didn't. You didn't plan to override our decisions. It was our decisions to bring forward to you. Those recommendations and silly felt very empowered to do that. Extra one last question. Talk Talk to us a moment about bars bars to present a unique challenge pens on how the layout of the bar is What did you all come up with specifically in regard to bars? Yeah thank you for that. So there was one consideration. I know many states have done this in fact I think most did. They separated bars and restaurants and we chose not to do that. What we wanted to focus on was the physical space and the constraints to maintain social distancing guidelines. So for example. If you're a bar with tables and chairs you can follow these guidelines. So why should you not be permitted to participate in phase one where It can't be about the alcohol because restaurants are serving alcohol so we're not making a distinction between a bar and a restaurant what we're making a distinction on is physical space. If you have tables and chairs and can comply with these Guidon these guidelines than you can participate really for that open congregate area. We understand we would have loved to been able to include everyone in this phase one but we needed to take it through these steps and so that open space. If you put in picnic tables or folding tables you can then you can comply but it really is about that physical space and being able to make sure that we can monitor and have kind of discreet floor plans. And.
Ohio Gov with sober comments about whether college football will return this Fall
"Governor. Dewine who I think pretty sure. Ohio has the Ohio State University in there said did he is simply not sure that there is going to be college football or that. It's going to start on time. And this segue into conversation that Paul Finebaum and I had about how fans are obviously the lifeblood of any sport ballparks being full of people obviously enhances the experience football stadiums in the NFL. Being full of people enhances the experience. But to me those full stadiums. Mitch the Big House or any place that we wanNA talk about okay. That experience is essential to what college football has especially become over the last decade? Or so and I don't even know how you can possibly be planning a college football season if you don't know that you're going to have students back on on campuses by the first September.
How Michigan's governor is battling coronavirus
"Jonathan Cape Heart. Welcome to this special edition of Cape. Up Two separate interviews with two elected officials in two different jurisdictions dealing with the corona virus. Pandemic Governor Gretchen of Michigan and Chicago. Mayor Lori. Lightfoot the start with Governor Whitmer who after instituting one of the strictest. Stay at home. Orders in the nation is getting set to review them and ask her why after all the attacks and president trump. She's polling better than him in a brand new Fox News. Poll Governor Whitman. Thank you very much for coming on the PODCAST. Client to be with him. So you have one of the strictest. Stay at home orders and now word comes that you're now reevaluating that stay at home order. What's changed to make that possible so I think you know? I want to assure kind of the rational. Why we have one of the strictest. Stay home orders. Michigan is the tenth most populous state in the nation. And yet we had the third highest death in the nation and that's something that It has just absolutely devastated. Communities across my state created an incredible amount of fear and concern and we know that Cova nineteen was spreading far and wide long before it was ever detected via test so it took actions to keep people safe and there are more restrictive than other states but I thought that it was absolutely essential after a few weeks of the stay home pasture. We have seen our trajectory. Really Start to flatten. We've saved lives on one of the things about Public Health when you're successful. You've never able to really quantify precisely. How many lives he saved. But we know that. This strategy is working here in Michigan. Every day. We're learning more about Kobe. Bank teen we are crunching the data. We are learning more through increased testing. We're not where we want to be your where we need to be as a nation and sterling. That's that's true in Michigan as well but we are seeing This data that gives us Optimism and so as we evaluate extending the stay home order. We're also an a moment where we can evaluate if there are some things that we might Lighten up on not dramatic changes but changes. That may bring us more in line with some of our our other states and so this is a moment where alphabet evaluation is happening. I'm GonNa make a very Thoughtful data driven determination that centered around promoting public health but also ensuring that people are still eager to abide by the stay home. Stay safe order. I think that's always the balance fat that we have to do here to make sure that we keep compliance than and we keep giving people confidence that we've got a strategy to re-engage in a very thoughtful safe manner so this is not a just so that no one thinks that you're gonNA completely junk your stay at home order. This is. This is going to be something. That is gradual. Sure yes absolutely. This is we're going to look at it. I think the trump administration says as a some people say we're GONNA open stages I like the visual of waves were We're surrounded by the great late. So I'm always thinking in those terms but I do think that we are going to be very thoughtful. We're GONNA have to measure every step of the way There will be you know it'll be necessary that we're nimble if we see a spike Dr. Start to happen that we pull back when necessary that if we are continuing to see success as we open things up where numbers stay down in our ability to meet the needs in our hospitals that are PPA. Needs are much than we can. Take the next step forward. But I think that the the leader's epidemiology and and health sciences across our country are advocating. That is the best practice to avoid a second wave and I hope even if you're a dissenter of the current stay home order we can all agree that avoided. A second wave is the most critical thing that we need to do. It will save lives but it would be absolutely devastated under economies Leeann. A second wave two so you are a part of a compact of states and correct me if I'm wrong. Great Lakes Region Governors who have joined together in sort of dealing with the with the pandemic at can that compact that you're in hold if each of you opens up your respective economies separately or are you given the evaluate reevaluation that you're undertaking and the one that Governor Dewine Ohio is undertaking are those being coordinated so that way these the waves of reevaluation as you put it are all being done in. Concert saved us. You know one of the things that I have found incredibly helpful in these unprecedented times is that I've got group of governors with whom I can share information and data and our thoughts and learn from and I think it's made all of our determinations better the fact that we've got an open dialogue and it's open with Democrats and Republicans. I think that's really important when I pulled kids out of schools here in Michigan as one of the first states to do that and immediately got a call for my friend. Jay Pritzker governor of Illinois. Same tell me. Your thought process did you. What are your experts telling you because they were contemplating it but I had made the decision and they wanted to understand you know weeks later. Maybe a week later when he decided to close bars in Illinois and Mike Dewine closed bars in Ohio and they made the restaurants dine out. Only I got on the phone with both of eminent said. Tell me your thought process. Tell me what you're seeing so I think that the sharing of information has been incredibly helpful. There are many people who can understand all the pressures that we are under but we certainly can understand it from one another and in the global pandemic were all in the in the same situation and we've got similar economies and so I think that's important. That's what really drove Reaching out and trying to get everyone to join this kind of Compact that doesn't mean that when I make a decision in Michigan Kentucky Ohio Indiana Minnesota Wisconsin Illinois. We're going to make the same exact decision at the same cadence but what it does mean is that we are having those robust conversations. I am organizing it. So we're getting on the phone regularly and our teams are as well so that our sharing at we are learning from one another and it makes all of our decisions that are informed and I think better decisions you you created the Michigan Corona virus taskforce on racial disparities and it's dedicated to the memory of Schuyler. Herbert who had five years old is the youngest person to dive the corona virus in in Michigan. It's the Task Force is headed up by your Lieutenant Governor. Why is this task force important sort of a leading question? But I'll have you hold forth. Well you know So you know governor Garland Gilchrist as the chair of this task force and one of the things that I'm really proud that we did in Michigan. We were one of the first states to do it. And frankly not Everyone has followed suit and I'm hopeful that eventually we'll have every state following suit but we've been releasing racial data on our current virus cases now even when it's not completely full because we do have a lot of Tests that were conducted on. The race was not noted early on in the process by gathering. This data has really put a spotlight. On the fact that we've got a disparate health outcomes and anyone who studied it anyone who's been paying attention isn't surprised by that but I think I think the surprise is that is so desperate that fourteen percent of the Michigan population is African American and yet forty percent of the deaths from Kobe. Nineteen are African American. And I think that that's something that we absolutely have to in this crisis. Learn the lesson and make them. Societal changes to improve outcomes and to have real equity meister. I gave a few months ago. It feels like a lifetime ago. Now highlighted. Is that a good part of my save. The state addressing the dispirit outcomes for women of Color and babies of color is three times more dangerous Three times more deadly for a woman of color to have a baby in Michigan than it is for women. And there's implicit bias. There there are a lot of contributing factors. I think it's incumbent on every leader. Everyone who has a position of authority to understand that? That's an issue that there's a problem and we've got to fix it and I think this is held a mirror up to our country and really magnified The the historic racial discrepancies. That we have in our society and fix them

"Thank you governor DeWine I want to reiterate that again that we are we are attempting to build that support system around the people of Ohio and our businesses and institutions who are coming together to help us get through this difficult time as part of that we ask we sent this letter governor nigh to president trump and vice president pence earlier today with requests from our agencies on regulatory and other relief that is necessary we copied our congressional delegation I have received calls and then sure the governor has from both members of our congressional delegation and our legislature asking to be supportive of these requests and we appreciate that as I mentioned yesterday the genesis for this is that we've asked state employees to limit their person to person contact but some of the state employees or the very inspectors and regulators that institutions businesses employees rely on to keep the flow of work going there are a lot of issues that they need to address every day a lot of things in the pipeline and those institutions people businesses need relief as the regulated on the work and the services that they provide one example the governor give a great example of the something that the the trump administration was quick to respond on was the USDA waiver that we requested we have essentially an additional FTSE see here a seventeen requests that are in this letter and these waivers on things like inspection that are tied to funding audit requirements and the like so that there is no or minimal disruption in the services we don't as I mentioned when any regulatory delays anymore than is necessary let me highlight a few of these these issues that are in the letter so you get a feel for what we're talking about we expect one area that could be affected our staffing levels for re certification in areas such as skilled nursing homes home health agencies hospice agencies intermediate care facilities these were asking for a waiver on these recertification so that these individuals are not disruptive disrupted or their institutions in providing the services another approach that has been requested is asking for our support of federal F. map funding medical assistance percentages right now the federal government and state government share that cost as is occurred in previous recessions in difficult circumstances for example nine eleven this we ask that the federal government take a bigger share of this and then the state resources than can be put in to the response to the code nineteen pandemic additionally we are asking access to the national stockpile of personal protective equipment we are going to be soon in need of access to this equipment to keep our health care workers safe they are on the front lines of this they are to be commended and thanked for their service and we need to ensure that we are supporting them with the resources that they need again we understand and I believe the highlands are beginning to understand the challenges that lie ahead and this is just one step forward on building that support system that they will need we all need to get through this we are working on recommendations from business leaders we are working with local governments and other providers on expanding this listed this will not be the last time that the the president vice president the congressional delegation here from us were quite sure that but at this moment everyone is coming together I know I've been uplifted by some of the calls from businesses who after the governor spoke of of price gouging that promised that they would hold prices particularly for necessary and critical equipment where they are we had internet service providers upon the cancellation of a school for three weeks offer free internet service for families who have access to that broadband where they can sign up the people of Ohio the the leaders of Ohio are responding they're coming around this is pulling this together and we're going to we're going to do our part under the governor's leadership to continue to make sure the state government is playing its role thank you governor lieutenant governor John Houston speaking community is that you remove your child from daycare if you can do that that would be advice I think that would be good good advice again as we talked about yesterday children unless they have a should medical problem of pre existing medical problem the product going to get to contracting the virus okay but they are carriers and just like all of us are potential carriers and so these potential carriers will will come home and the school is certainly can spread if this would be for the day care don't have daycare but you know if you're a person who is taking care of your child is sixty or over I need to look at that again not because the child but because of of of that person who sixteen over and I know that you know this is these changes are made and society generally we have some grandparents who are in that age bracket or older who are caring for children and we just simply saying that just pointing out that the risk goes up and goes up rather dramatically the order that person is I think everybody just needs to be mindful of that and we we need to continue to to say that jobs and family services his put up protocol to the day care centers in regard to what externalities extra effort to take to keep from the spread or to try to cut down on the spread of the virus we would again remind daycare as well as every employer in the state if someone is sick send
