"There's no system keeping you down. There are incidents of stupidity. We should address and racism we should address. Those are typically in Democrat areas where the supervisor of elections of the Democrat and they, frankly either didn't plan through acquisition of equipment or didn't plan making sure they had additional polling places open to make sure people can vote easily. It's looking at the idea that if you believe that a black kid in America really what it is today, a poor kid in America somebody on the on the on the low end of the socio economic spectrum. Doesn't have access to the education they need. Then the solution isn't to put more money into the same system that has failed people before. It's actually reinvent the system reform the system around market principles because market principles have proven to provide more product and more service to more people at a lower cost to those people. Than any other system on the face of the planet.

It's been in roughly twenty years and that's a problem for the biden administration particularly as they expect the numbers to pick up. I think what's hard in is a continual issue for democrats in this is that it's a little bit unexpected. It's hard to know when there will be surges. What is driving the surges when the surges will stopped enter immigration. Something one thing that kind of jumps out to me though looking at some of these numbers is the notion of like thermostatic public opinion. Which is that opinion. Kind of tends to actually go in the opposite direction of whoever has power whoever is president under trump democratic opinion both among democrats reconcile voters shifted in a much more pro immigration direction over the course of four years of trump when biden enters office and now sudden key would bear blame or credit..

All these concerns that we've had about you know what trump would do to the rule of law. This is what people were worried about. This exact thing was that people and we've seen we've seen this sort of trend line. We've seen the vector going unions this direction with trump trying to get jeff sessions fired. Saying where's my Roy. Cohn he wants Jensen Department to be his own mob law firm and just protecting him. You know he's been talking about this and then they bring bill. And you know I thought I I kinda thought we'd see more of this just happening in the shadows the shadows that you guys live in that we notice but this is as public and as is an obvious and I think the brazenness of this you know is what shocked. General Lynch on a tarmac. Everyone on the Republican side was convinced that something wrong had what happened and that Clinton had some output in the fix on the Hillary Clinton investigation. It was something that was dumb and shouldn't have happened. There was no evidence of any wrongdoing doing but it was it was certainly improper. And I'm just waiting. I mean I Mitt. Romney hasn't tweeted yet. But I'm just waiting for Susan Collins to speak up strongly. Ah I've learned my lesson. Think you may have a long way to the justice. I husband they've known each other for a long time and it's not as if she's coming out and endorsing Joe Biden and criticizing Bernie Sanders. She's just criticizing Bernie Sanders. So take from that what you will i. I don't know maybe the door still is open in in her mind but it's very clear that that she will never forgive Joe Biden. Excuse me Bernie Sanders for you. Know running against her there was not but that was her nomination in her mind. Nobody was allowed to challenge. It also just shows you what a Bitch Bernie Sanders is. I mean the fact that Bernie Sanders bent the need of this woman went around endorsed. Her went around campaigning. Being for and then this is what he gets in return. I've talked to a lot of people and I know some people actually worked for the campaign and stuff there's a lot the people around Bernie Sanders. Who get really frustrated with this part of him I thought they were frustrated that he endorsed Hillary Clinton that he he you know like campaign for her That you know there was that whole like grass roots Bernier bust movement. And they want. That's what they wanted burning or bust and you know he he He basically told them No. Were Supporting Hillary Clinton and I know that there's a lot of them who are just fucking very frustrated that he won't fight he likes refuses to fight. Think about this right. Let's say Bernie Sanders is telling the truth which I tend to believe he has because Elizabeth Warren is you. You know a known liar. Let's say he was telling the truth that they like. This conversation never happened and he never said that a woman couldn't be president. Just assuming that's the case as I'm sure most Bernie supporters would would believe so Elizabeth. Warren lied about him. A couple of weeks before Iowa in front of tens of millions of people Lies About him. Basically calling him a sexist stabbing our friend in the back for political purposes And and then at the end of the debate he goes to shake her hand like a fucking chump and she refuses to shake his hands and attacks him and says you called me a liar On national television and what is Bernie Sanders instinctual response to that. What does he say? Let's not do this here. That's Bernie Sanders in a nutshell. Let's let's not do this here. Okay let's go that's it no fight. Nothing I'm sorry but if you're saying I want to overthrow the entire establishment album and I want to lead a revolution I don't you have to be a little bit more of a fighter than that. Now I'm not saying that Bernie Sanders is talking about leading violent revolution like okay. You don't need to be a killer chiller but you have to be willing to to stand up for yourself. And if Hillary Clinton you know it's like Oh my God the argument is right there in front of you it. It doesn't even take that much. How would you respond to Hillary Clinton? I don't know you could just say that you could just say Like well I don't know I campaigned and supported Hillary Clinton and she seemed quite fine with me. The addition of questions to the census was James Madison's idea in seventeen ninety so it's always been done but it was not the original purpose if one of the founding fathers I had this bright idea to amend the Census Act Seventeen Ninety say as long as we're asking as long as we're counting has why don't we ask people what they're if they're a man or woman or what their ages or what their occupation is and so so that's why all these extra data are in in the census <hes> and it comes back to the head count so there's no way that administrative records Kurds can do an accurate headcount right now and the question is what additional questions you want to add on the census itself like age sex race as well as on the American community survey about how the work and so forth that cannot be accessed by <hes> not existing records this census for the first time he right in two thousand ten about two thirds of people Hausa got a census form filled it out and send it back which means the census bureau had to worry about the other one third and and that's called non-response follow up and they send them a letter and they make a phone call and they eventually send someone to the door this time for the first time the Census Bureau is gonNA use administrative records Kurds as part of non-response follow up so there are using administrative records if someone doesn't fill out the form and they refused to talk to someone sends us now has the capability I looking at Howard now. It's not going to replace it. You need to keep in mind as well just by the nature of our country administrative records or not the they're not going to be the end all be all. A do you have to have a certain balance in your country and you can't have you know or at least as yet we've not been able to figure out how to have a diverse and extremely extremely diverse and extremely free country that also has perfect administrative strata records yes and now I WANNA go back to that part of the U._S.. Code I mentioned earlier Congress told the Census Bureau and the Commerce Secretary use administrative records first before you ask questions. That's what the court says Secretary Ross violated so that's on the law. The idea is for Census and commerce always being look at for administrative records that allow them to not ask a question. <hes> you mentioned a couple of minutes ago <hes> some legislation way back in seventeen seventeen ninety on the census <hes> right now congresswoman Maloney has the vice chair of our committee has a bill called the census idea act which calls for three years of testing and research before any question could be added to the census. Does that seem. I'm like reasonable methodology. Do you think that would be <hes> a prudent way of going about things so the insights association was <hes> an endorser of endorsed the idea act <hes>. We think it's a good approach. Actually there've been there've been a variety media different kinds of bills on this issue and I think the congresswoman's is probably the best approach because there are a couple of others that just simply wanted to forbid the asking of US citizenship question forever which we don't agree with because what we wanted to ask next time you know and again it's and I think the census idea gets to the point of adequate testing. I don't know I don't pretend to know enough to be able to say what the right amount of testing and the right number of years of preparation is but I think that that's certainly on the right track and it sounds like like the way the Census Bureau would not to approach adding any kind of question so that's why yeah we endorsed it. I approve and I support the legislation and the legend of the fact that legislations needed indicates failure on the part of the commerce secretary to to adhere to the Census Bureau statistical quality guidelines to to adhere to own bees paperwork reduction at guidelines until end to adhere here to the National Academies Principles Practices the Federal Statistically sees all three call for extensive testing and clearly the <HES> secretary ignored all that so the only none of them are in law and the only recourse is to put that in law to ensure that <hes> testing happens the way it should have and that concludes the second episode of of the economic explainer with the J._C.. The staff and today we're here with Dr Andrew Ramer and Mister Howard Feinberg with a quick chat about how an upcoming Scottish ruling could affect the twenty twenty cents and our economy. Can you talk just briefly about the Supreme Court decision are are you optimistic. The thought the rule in the way that you want them to and where are they in this process right now <hes> based on the what I understand to be the questions that the conservative justices asked at at the April twenty third hearing it's not there questioning is not a cause for optimism <hes>. I'm not a Supreme Court expert. <hes> a lot of people are pessimistic. The hope comes down to John Roberts pulling a A._C._A.. In other words that Roberts was the key reason why obamacare lives because he voted with the Liberals and the hope is that he would do the same thing this time and and I think there's potential for Cavenaugh to do it as well but for the three justices hostesses as conservative justice. It seems like they're willing to do whatever Ross wants them to do and so I think the insight association daily filed an amicus brief in the case with a lot of other businesses we've really focused focused on the the ultimate impact on response rate and accuracy from the addition of the question but certainly just looking at it as the the bystander. I see a very clear line for the justices where they can say this was although the administration has pretty wide latitude as a constitutional matter in determining what's GonNa go on the census. They've also been given very clear guidance guidelines on what they're supposed to follow a process when it comes to setting up the census every ten years and they didn't follow that process so for pure process violations there is I see the armchair constitutional scholar here the receipt I put I put the constitutional concern us is and I'd say the process violations are enough. Enough that that should be able to provide an avenue for them to provide a prison produce a narrow ruling against the addition the three the Supreme Court is reviewing the results of three court cases that that all agree one in in New York one in California and one in in Maryland all three courts agreed that there were two violations of federal law by the Commerce Secretary the Administrative Procedure Act which is just Howard describe the process by which the census the Commerce Commerce secretary is supposed to go through before making a decision like adding citizenship question and all three courts ruled that he violated that he did not follow the process the second violation all three courts agreed on is <hes> <hes>. I'll just give you the the legal code is titled Thirteen Section Six which which says that the Census Congress told the Commerce Secretary the commerce sector that cannot add a question to the centennial census if the data are available through administrative records of the idea was not the burden households with questions for which the government can get the data from existing records. "Sort of more money in the pockets of low income people depending on how much money they make on the other hand, we've got Cory Booker proposing every newborn should be given a Bank account interest bearing Bank account with a thousand dollars in it that they are able to sort of keep keep the interest that accrues on that money and put it toward qualifying expenses like college things like that things that are really meant to build wealth for people who don't have it. And as you right where really seeing some of these proposals. Go beyond what we traditionally here from Democrats raising taxes on the wealthy more spending on. Programs that would benefit low income households. How were they expanding beyond those core issues? Yes. So Democrats traditionally have thought about spending money in terms of safety net programs. So it's, you know, it's beneficial to give people something that also incentivizes them to do something, for example, if you give people Medicaid, they're incentivized to use the healthcare system, you know, not go to the emergency room all the time because they actually have healthcare coverage. It's something that's beneficial to them and the system and same goes with public education, you know, benefits for people like low income housing. This is sort of different in the sense that it just puts money in the pockets of low income people to do with what they want and proponents of the idea say, you know, that's that's really good for them. Because people in different parts of the country really need different things, you know, people in New York City were housing costs have really high really need rental assistance. People living in rural Kansas might really need help with getting fresh food. And so this money just allows them to sort of better help themselves. And what are we hearing from critics who say safety nets like these could discourage recipients from looking for higher paying work or they responding similarly to these new proposals were hearing. Absolutely. And I think it goes even further than that Emory because it's you know, Democrats are really talking about sort of not just very low income families, but sort of more middle income families, you know, the middle class sort of getting money back. And so I think, you know, policymakers who sort of opposed this idea tend to think it it subsidizes people's lifestyle who only work part time or who don't work, and you know, on the right? I think it's it's sort of stoked stronger feelings that Democrats are trying to, you know, insight class warfare take money from people who have earned it and give it to people who haven't. There are also plenty of other issues that Democrats are focusing on as we look toward twenty twenty another other big one that comes to mind is health care. How does income inequality fit into these other issues? Terms of prioritizing strategy. It's a good question. Because all of these proposals cost a ton of money, you know, the direct cash transfer programs that I wrote about here cost anywhere from hundreds of billions to trillions of dollars. So that's you know, that's the same cost that tax law. And and if you have to pick and choose you really don't have money to do one or two things. So I think, you know, Democrats win the presidency in twenty twenty one they would have to think critically about you know, is it really that? We want to just give people more money is a really want that we want to pay for Medicare for all is that we want to do a massive infrastructure package. "Then what is the point of just changing our party leadership just for the sake of that what I'm hearing from you is that you don't feel like there's ideological or substantive sort of agenda driven core of this objection. No. I mean, if anything I think that what it does is that it creates a window where we could potentially get more conservative leadership. And when you actually look at the signatories, it is not necessarily reflective of the diversity of the party. We after about sixteen signatories, fourteen of them are male. There are very few people of color in the caucus. They're very there's very few ideological diversity. It's not like, they're progressives that are signing on. It's not like you have a broad based coalition uh. So I find it. I I I'm not totally bought into the concept. You just as Democrats just attempts which group that had sort of worked with your campaign early on you, and they sort of announced your plans to continue the process of primary incumbent Democrats, which is how of course, you got to congress. I wonder like how that how does that color the relationships you have with the incumbents there? Well, I think what's important to articulate what Justice Democrats is about is really. It's not their mission. Their mission isn't were gonna primary Democrats their mission is we're going to support working class candidates to run in midterm elections. And so they have supported and endorsed candidates in red to blues in open primaries, and but they do not shy away from from actual primaries and blue races either. And so, you know, I don't I don't I'm not sure if it really changes much because incumbent Democrats support and endorse against other incumbents all the time you had Dan Lipinski earlier this year. That's what had come and see is that is done. Part of the club hound. So so, but you have people that also support other primary challengers to incumbent as well. Like again, you have Dan Lipinski this year where you have Kirstin gillibrand Pramilla Paul that came in and said, we need change in this community. So I don't think it's anything to out of two to I don't think it's a departure from precedent? But I also think that we need to realize that at least for me, and what I tell my community is that we don't once we get elected to congress. We don't own these seats. We rent them from our communities, and we have to make our case every single time, and that's not can be. I'm saying this to you as an incumbent to be. And I realized that that that that means I hold myself to that standard as well. But I think it makes our democracy health very open that you a lot of what a congressional office does obviously in district is like social security. Disability payment wasn't held up in some logistical problem. And I'm calling up my member of congress be like help me out like that stuff that my my understanding is you don't have that much experience with that. Well, I mean, I know you were content Kennedy's off for like, are you how are you thinking about setting that part of this operation and actually constituent services was what I did in the late Senator Kennedy's office. And that's where I really learn. How important it was for us to have really robust constituent services because that is the real interaction that in everyday person has with their elected official. They say, hey, my Medicare isn't working out. Hey, my my visa application for my fiance isn't getting blacked. What can you do? And so really it cutting through that red tape of. Government bureaucracy in order to serve our constituents is a huge service that we can have. And it's something that we're really looking forward to building out an innovative way your district.
