"Trillion coronavirus Relief bill will go to a vote this week. Republicans in Congress say it is too much money. Here's Congressman James Comber from Kentucky. Congress already appropriated $150 billion in the cares act for state and local governments. And not all this money's been spent. So the Biden administration is looking outside of Washington, D. C to build their case. Here's NPR White House correspondent Tamara Keith. When Mesa Arizona Mayor John Giles looks out his window at City Hall, he can see the convention center. It's become a hub for those seeking help in the pandemic. And on alternating days it is people that are there too. Up there drunk and get £50 of food, putting their trump or its people. They're waiting in line to get the vaccine. So it's a pretty sobering view from the mayor's office. His city got $90 million in relief funds last spring spent it all and Giles says they easily could have filed receipts for double that. Sobering view from his office window explains why this Republican mayor is pushing hard for the $350 billion in funding for state and local governments in the bill. You know this is it's just too important to engage in silly partisan debates. Most cities and towns didn't get direct help, like Mesa did. They had to wait for it to trickle down through their states and counties. The deadline to spend it isn't until the end of this year, so some are trying to make it last as they manage strapped budgets. For months now, a bipartisan group of mayors has been pushing for more. In July. We called ourselves July or bust. That's Dayton, Ohio Mayor Nan Whaley, a Democrat. Her city's budget has been slammed by the pandemic so much so that she isn't sure they'll be able to train a new class of police officers or firefighters. This year. We're not like the federal government, we have to have a balanced budget. So if we don't get a federal money, no fire class Dayton is recruiting new firefighters and police officers but may not be able to bring them on board without more money. When it comes to the schools. It's a similar story. Congress has approved about $68 billion so far for K 12 schools. Well, not all of the funds have been spent. Education officials say the money is spoken for, and they need more. In Pennsylvania Palisades School District Superintendent Bridget O'Connell says they were able to reopen in the fall. And that meant hiring more teachers to reduce class sizes and to teach online So it is a staff intensive endeavor to educate kids during a pandemic Staff aren't paid up front, which is one reason why it may look like funds or unspent. And the bulk of the money Congress approved for schools last year is just now going out. Superintendent Sean Record from Pema, Arizona on Lee found out last week how much his district can expect to get. I have a list of all you know of things that we need in order to be able to You know, provide better social distancing more safety for teachers, more safety for students. They've been open nearly full time since the fall making do with the money. They have his message to critics who point to unspent funds and say schools don't need more. It isn't a light switch. The money doesn't get approved one day and spent the next And that's why President Biden and Democrats are pushing ahead with new funding and say they can't wait for Republicans in Congress to come around tomorrow. Long and hard about how the money's will flow to cities and states and I will just say asses one of the cities that got direct funding. We were grateful for that. Obviously want that to happen again. But I also lied. And I said this another context. A conversation with regional mirrors around Chicago, 300 plus Who didn't get a nickel at all. Or if they got something. They got it in September and October from the states who got their money at the same time that we did last April. That just can't be a thing going forward. So one of the things I I will add that hasn't already been said if you're going tol Send monies through states, which I do not recommend. And clearly not for a city the size of Chicago, You got to put some specific controls around dispersing that in a timely fashion to other minister Palate ease. I would put a specific time limits on it because a lot of these municipalities that are smaller in size are smaller than Dayton. Smaller than other places on bit may not be practical for you to be able to distribute money to them directly, but then makes a state. Give him the money and give it to me in a timely fashion, where we can actually help when people everybody's on a different budgeting cycle, But when they don't get money allocated from the federal government till six months or longer afterwards, that's a crisis. That's absolutely Entirely avoidable so that that's issue one on vaccines, I would say again. We welcome the partnership, which would be a huge change from what we've experienced over the course of this last year, but But you've got to talk to us because it's not one size fits all and Julie, As you just said, We're all the different stages in Cycle where all the different stages in which we built infrastructure ready to go, and I will tell you, you know, we've had this challenge with our state. We have actually good relationships with the same party. But when we hear, not directly, but Oh, there's this resource coming. It is coming into the city of Chicago, and it's going to be this is the nest. It just adds confusion. If there's not a conversation and collaboration on the front end. We don't wanna be in that situation with the new administration and the last thing I'll say, and I'm a broken record on this really seriously. You've got to stand up a bipartisan, geographically dispersed size. Just first Group of mayors. You cannot do really much of anything that you want to accomplish without us at the table, But bring us up to the table on the front end at the back end here what our experiences are get a diversity of opinions. You know you're doing that to some extent with the governor's. You got to do that with the mayor's. I just can't tell you enough. Your success depends on us. And our success depends on you. So let's link arms and do this together. Set up Mayor's Council of some sort. These calls are great, but I'm going dialogue from different parts of the country. Different demographics, different sizes, Republican Democrat independent You'll figure out how to put it together, but we've got to be at the table. So that's the last thing I'll say they're like. Some Mayors Sound Alarm About What Happens If Federal Relief Falls Short

"Down to the wire on Capitol Hill. After a months long political tug of war with very real consequences. Consequences, like whether jobless Americans facing hunger or eviction will get any more relief whether businesses will have more help to stay in business. And whether cities and states get federal dollars to help a police, firefighters, teachers and other crucial employees. Dayton, Ohio's Nan Whaley has been one of the mayor's sounding the alarm about what happens if federal relief fall short. She's a Democrat, and she joins us now to talk about her concerns. Welcome back to all things considered glad to be with you all today. So tell me, what do you see happening specifically in Dayton, Ohio, if, as it looks to be the case, aid to state and local governments just Doesn't make it into this package. Lawmakers are negotiating on Capitol Hill. Well, it will have a direct effect on city services this past year to get through 2020. We had 102 employees take a voluntary separation program, so we have huge holes throughout the organization that we haven't re aligned yet. For example, housing inspection. You know, the number of folks retired in housing inspection. And so that makes housing inspection pretty much almost non existent right now And then for our 21 budget, which is balanced because we are a local government, we must always balance our budget. We have no police class for 21. No fire class either. So that will mean you know as people retire, You know, we have. Ah, pretty, You know, robots. Attrition rate that one class equals the people coming in. We will have less police officers and firefighters in 21. We ask you. Senate Majority Leader Mitch McConnell has often called the relief that you are waiting for that is state and local relief. He calls that a blue state bailout you know, sending money to places that haven't managed their budgets well, is how he has characterized it. What do you say to that characterization? Well, Iet's so off base. He just has no sense of what's going on on the ground and what's happening in normal people's lives. The fact of the matter is is when the first care package came The top 38 cities in the country did receive significant relief. The thousands of other communities that people live in did not receive any so we're talking about small towns, Cities cities much smaller than Dayton. That haven't seen any sort of fiscal help. And this is where the rubber meets the road in the frontline workers are so that's what's so frustrating about this, you know is it has nothing to do with the facts on the ground or what we're seeing in our communities. It just has everything to do. With the political football game of the D. C. Beltway that said, politics aside, some jurisdictions have actually seen their tax revenues pick up since the start of the pandemic. So the urgency to help those particular jurisdictions isn't as great right now. What is the case? For Dayton. Well, we've We've lost millions of dollars this year and expect the recovery to be very slow in 21. I mean, we still don't have the vaccine in the city of Dayton this week. So you know, we aren't one of these big cities that has all the assets and access to those kind of things. So so your front line health care workers, your senior citizens? They're not getting vaccinated right now. Right now. No, we're not going to start until Christmas Eve is my understanding. If we get the Madonna vaccine, we have got no Fizer vaccine in Montgomery County or in Dayton. So There are lots of places across the country like Dayton that is still waiting. And still, you know, mired in a very slow economy. You know, when this Senate was negotiating they had revenue loss is part of the decision. Absolutely, you know, put put it population and revenue loss. But at the end of the day, the vast majority of small communities and local communities are hurting. And what do we do? We provide police service We provide fire service. We pick up your trash. We fill your potholes. We move the snow. We provide your water, these air, not fancy things we're doing and it's not something that's a Democrat way or Republican way of doing this work, and that's what's so frustrating to me is You know, the D C Beltway has gotten so out of touch that they don't even understand the work that local governments do every day for everyday citizens. So let me ask you as this debate in Washington over coronavirus relief has gone on and on on on. How have you been explaining it to people in Dayton? I think people you know, definitely. Local community leaders have been watching this for months and months, and, you know, I think that's what people are saying they're seeing a D. C Beltway mentality that is so out of touch of what's going on and everybody's lives on the ground and And you know that's hard for me, too, because I believe that you know if they stopped playing games and would just do what the American public needs, it would help and still trust in our government something I really want to have to just give us what we need to get through this pandemic. It's not You know, Cities faults. It's nobody's fault. We're in this situation. The federal government needs to step up and do that. Nan Whaley is the mayor of Dayton, Ohio. I couldn't even tell you how old it was as a kid and it actually was with my dad the outer banks always ended up being a place we would go for vacations. I like for instance when i graduated from high school. Joe double hills is where we went for our Graduation party week. Whatever you wanna call it But i've been there before and my family. And i now go actually. I live in richmond. Virginia right now uh-huh even though i'm the head of an organization is down in kitty hawk north carolina but For probably about the last twenty years. We've gone every august for for summer vacation. 'cause we discovered as vacation place all those years ago and we just love. It can't think of a better place to go on vacation so we still do it now when you were a kid and you went there did the significance of the location of the you realize the significance of the location or was it just a a neat place to go for vacation. No no i completely did and much chagrin the rest of my family. They didn't look at me. Like how many times can you go to the same place you know what changes nothing changes. But i. i don't care. It's like a pilgrimage to go to the wright brothers national memorial to go to the park to see where that first powered flight happened and i'm a fanatic about it since i was a kid and when two thousand and three came around and i knew it was going to be one hundredth anniversary of flight trying to figure out. How am i going to get. I'm gonna get down there. Because i had a job. It's in december and then as it turns out my wife said. Hey i put for your birthday put together a trip for you and your dad to go down and spend a couple of days at kitty hawk and be there on the seventeenth and she'd actually only set up for a couple of days and my dad said well. This is wonderful but if we're going to go we might as well go for the whole time. And i think it was a five day celebration so worked it all out. I begged my boss to please have a couple of extra days off and We were there for all the days of celebration. And i have to tell you there was nothing never been anything like it. I don't know if i don't know if you've ever been to any of the celebrations but that one and of course was worldwide as far as the publicity for it but i can't remember how many people they said were there but the thing about it is i saw every kind of playing you can think of especially military plane fly over during those days. 'cause there was an air show every day and let's see also saw a lot of famous aviation people so the great thing was being able to see. Neil armstrong john glenn bob who hoover patty wag staff any number of people who were being honored that week And then on the actual seventeenth john travolta introduce president george w bush and he made a speech on the seventeenth of course out of all those days. Which day was the ugly rainy day. Yes it was the seventeenth. It was cold. It was rainy The attempt to do the flight at ten thirty five did not go off like it was supposed to. But i was so glad that i was there so now. I'm just curious. And i don't know the answer to this question. The wright brothers choose that location because they were building the airplane in dayton. Is that correct. That is correct. Actually wilbur wrote to the national weather service. And said hey. We're looking for replace. That has a lot of wind and his isolated and they could do their experiments in in private. Kitty hawk was a bonus because all the sand dunes. Which makes it a lot easier if you have an accident while you're trying to fly instead of trying to land on hard ground Which is essentially what they had in ohio flat hard ground right so they had gotten a number of different places they could try and they went ahead and wrote to the postmaster down in kittyhawk in he basically said hey. If you come down here. We'll do everything we can to help you find a pleasant group of people and we look forward to it so they basically took them up on that offer. So now when did you. Did you start the first flight organization. No no no under current president but the first flight organization or now you got me saying it's the first flight society actually started in nineteen twenty seven as the kill devil hills memorial creation. I hope i said that right. It's changed names a few times but yes Nine thousand twenty seven kill devil hills memorial association basically what it was was a group of about forty six businessmen put together by a newspaper publisher named W sunders who said hey. Let's let's this an important place. Let's get a memorial built. You know and this is something that would be seeing nationwide and would also you know side benefit is would be reason for people to come and visit each daughter bax back. At that time there was no bridge over to the outer banks from the mainland. You had to take a boat a really. Oh yeah you know. And that was the same. As in the time of the wright brothers. They had to take boats with crates of all their parts for their their planes and it was quite the trip and and even the first when they were building the memorial and people were coming down and they were dedicating. I believe it was demolition where we had the troubled mass and banned in one of the corner of hair arena and they would play. All it was great and it you never would've thought that a high school band and hockey would mix. But let me tell you high school hockey and excuse me high school band and hockey mix although high school hockey in high school bands mix as well. Don't have children at all that have season tickets to their local high school team. You know or they get so upset you know with what happened in Wayne with coach Mittens replacement. People just. I really thought some of them may have just got up and moved out a few nights. You know it's quite amazing the dedication and they haven't had children in Wayne or they don't have children in Huber Heights or never have or they have it in decades and they have that utter undying loyalty you get that with you E to. Ud Basketball especially. I. Mean Try to get you the ticket sometime. You know. It's it's I tried to go to a few games who that's a noise level that rivals any NFL stadium in. You Ud arena and I think that sort of thing is really what makes the Dayton sports scene awesome the the huge amount that goes still to the Dayton dragons you know, and that is probably one of the some of the best days in summer and let me tell you a quick story of a friend of mine named Doug. Who's WHO's no longer with us Doug had had some problems in life had been working on getting his life better but he works a couple of part time jobs and you know he still had some substance abuse problems. L. team and it's been open for quite some time I don't think quite ten years but it's it's been open for a long time and they still haven't been able to get NHL team into Quebec City I mean that I'm not You know we build arena we're waiting for an NHL team become the Dayton. Ohio. That's not what I'm saying at all. If you build an arena like that the multi multi purpose arena, we're GONNA have your hockey team, a basketball team indoor football team. Purposes the keyword there exactly. I mean you would know more than me but that's helsing. Do they hold them other events like concerts or? And such yeah. I think I think that they do up in the caller it replaced the Pepsi caller say which was the nordiques last home until they moved to Colorado in nineteen, hundred, five but Yeah, I mean multi-purpose. That's how you're GONNA make. That's how you're going to stretch your dollar and that's how you're going to get things in there. Now, the big question is if you build this multi multipurpose van you are you putting it because again? You can try to you know renovate Ding Convention Center I think that'd be pretty nice spot but S- I don't do agree there but. Going back to what else said. Having Room in the place, it's having room in downtown. It's going to be very, very difficult. and. It can be hard to find land. So interesting I thinking renovating something exists if you WanNa, keep it in downtown maybe the best option. The only other thing I can think of just going back to trends and such is that this is just a random thought. The last dome bigger read the first big arena that was built. I mean that wasn't you the Reno was Hera Rena I remember and Nauseam. Part of like a big shopping center area would sail a mall and everything. I mean that's where the gem city Roller Derby were for couple seasons and that will that wasn't too bad I mean if Actually if I remember I, think the original Dayton determine had their last season in the convention center as well as the last year in Dayton before they moved to. Cincinnati. Stayed there three years and then folded which I always laugh the fact that you know Dayton Dynamo two point. Oh, which will probably talk about during the Stream. Dayton Dynamo two point. Oh, they got their start in Cincinnati as saints came over to Dayton for last two seasons and. That was that it's it's funny how both Dynamo teams either came from or went to. Cincinnati. And in the Latter case I think they were sold to a group that. was either based in Cincinnati or northern Kentucky I WANNA say Cincinnati. But and then that was the end of it. I mean if someone really wanted to set up a very successful minor league team there probably look they probably have to build the venue, and if you think about what's around dating, you're probably going to have to build in the suburbs just because downtown is. It's pretty full and that space that I thought. I think you thought this to you probably thought this and then I was like That's a good idea. the the town that lawn, the corner of Kiwi and webster that might have been nice place for field and. That that's no longer there's a building there. I know a lot of logistics going involving into building on the stadium anywhere. The only other thing that might make sense at from any angle would be. Top to bottom renovation of welcome stadium. But then you get with the Dayton public schools and all that. Yeah I mean I'm pretty sure. They wouldn't object to it if Sony waved enough money and had enough promises and such but. It's hard to see that happening if nothing's coming. I need to see the money and you know some concrete plans and make sure that you're not just going to run off. We say okay. But that's again with them. Talk about indoor venues and outdoor venues. "That's probably a better way to put it I mean the whole deal was you know the gems would fold and then here comes this new hockey organization Doron through downtown Dayton I. mean this was back in the seventies when you know dragons wasn't even a thought in people's minds and no hockey was you know celebrating some good successes with the gems winning back-to-back Turner's. Exactly there but also remembered the same time I mean I. Wasn't around at that time I like to think that trump would at that time was a pretty bustling suburb at the time with the. Salem Mall was there I came up but I don't even know what remember what time period that was I vaguely remember going to have place once or twice during my childhood when my parents had some business up there. For. ME. I can remember the Salem when I was a kid and you know I'd be with my mom and my grandma. You know stroll through Lazarus and you know once the Fairfield Commons was built up on the other side of six, seventy, five, I mean. That's when Salem all started to go downhill and. You know I I've I feel for the city of trouble because it's you know it's hard working folks said, you know they they rally round the rams and It's going to be I think the rams are one of the few teams around few schools excuse me around here. That said no fall sports but after today's news which by the way. Looks like we will have fall high school sports after all and Brian I think you must be excited. I'm pretty excited. We have all sports. It's going to be something. It's going to be nice. It's really interesting but I'm more interested in the execution of dumb. I I saw something what they're not requiring testing at all that's going to be interesting. To. Tell you the truth that's the bit that kind of scares me the most. Yeah I I I don't know how this fall season supposed to turn out but. At. least we have a sports back in the fray so it'll be nice to get back behind the MIC phone and. Call few games here there. There's a there's a great history here in Dayton Ohio and I I feel like you know along with the great musical history in Dayton and just what all Dayton Ohio is brought to the states in the world. You know people forget about it and when you say so much you put a team in Dayton Ohio they just laugh at us like Dayton there's nothing to do there. because they said it's under doing they noticed are looking are enough exactly I mean. Granted. I'm glad it's kind of like that. With any smaller a mid sized city I mean no, we're not a New York City or Chicago or Los Angeles Sir. A Dallas or any other major city like that. That was the year that the what was called the Dayton warbirds the first. Indoor hockey night in hockey. Indoor football team in Dayton in quite a time since the skyhawks I believe. And I was a part of the group there and. Thou. That year was the basis for that I M. Bit that I wrote for jumped say sports about last year where. It was that your where? There was pretty much any team you wanted you could find it was again, Dane warbirds in North Football. The bombers were still around that time. There was a basketball team that only lasted one season called Dayton jets which played most of their season at. All and their last two games at the. At Colonel White High School which no longer exists. It's crazy to think that colonel white is no longer a thing in terms of high school it's it was replaced with Thurgood Marshall I believe. And actually I remember my senior year maybe the year after that that was the last year of Colonel Wide before they turned over to Thurgood. Marshall Valley view actually played them in football so Yeah. It was It was different. See Karma white fold but yeah. Going back to Dayton sports thing. There is just about anything you could want here in town. exactly on to the next year. That was when in. Oh six. That's the Miami Valley silverbacks. Him, Hobart arena in troy a a lot of the early stuff for me was indoor full. That was kind of my flavor of the week if you will or flavor on decade for lack of a better term but they're not time I also had season tickets to the bomber for the last four seasons and. Had got a season ticket for the Jeff Dayton gems to point out for their last season. But I didn't really get into the sort of business if and if you will of sports until two, thousand seven when I was the For few years, the Webmaster for the Miami Valley silverbacks. which was a very, very interesting jogging. It's it was for a young kid I was on a few years out of college. It was interesting to spe- sort of be on the other side of sports if you will just a fan but to see things from. The just again from the side for lack of a better phrase. Absolutely I if you think about it just. Did. The silverbacks kind of coexists with Dayton's team at another center or am I off by Urasoe? For brief period in two, thousand and six, there was a different team called the Dayton bulldogs. and. They only lasted about half a season in them at. I think the only play maybe one two, maybe three games before nutter basically kicked them out. If I remember right the college radio station at Wright state covered those Games. Yeah, been here all my life other than college very cool. When did you decide you wanted to get in the broadcasting? Kind of A Funny Story I. Went smu in Dallas and I was in. My Major was psychology and my dad said well. Are you sure you WanNa go that route? Because if you go that route you know you should then. Become a psychiatrist. And I said well. I don't know about even more and more school. So I started looking around the AD I. This is my freshman year. Start looking around at other majors and kind of just fell into broadcast, news, journalism and Continued to started taking classes, and and fell in love with it yeah, so that was my major and. I interviewed Sanal back. Then you send out, resume tapes physically nowadays. Everything's over the COM. You know computer and Youtube, but. I Rana cly my first job. Offer with in Dayton Ohio. So I came home. That leads to my next question. What was your first job outside of college? It was channel seven. Yeah I started there part time. And boy I think I was doing everything from. help Ri- help right the morning show I sat on the assignment desk. I did some. Some reporting and and I think it was about a year maybe a year and a half or so. did I want full-time with with WHO and I was there until I had my son. Very cool, that's a long time at channel seven. I remember you as a kid on. The newscast I remember those days. Yeah. Yeah, yeah.

Reds fans and Bengals fans in the Dayton area yes And then there are To a large degree large not Lebron's fans into a smaller degree some Indians fans but You know we're not Cincinnati North This is a very Autonomous And in a very parochial area. And I love that about it in that You know Friday nights you know were High School Football Stadium you know. That's that's what we do here and I love that the fact that Local sports have as high a profile As anything that would be happening at the at the collegiate level and at the professional level nationally. I mean you go to some. I remember going to Philadelphia and getting my haircut tournament barber shop and get my haircut. Augusta's where you're from Dayton Ohio will bring you here. We are for the Atlantic ten tournament. It was what's that was that. Well it said it would lead Danes Long with LaSalle Saint Joe's really. Oh I had no idea. Yeah so you know. Most of the metropolitan areas are so consumed with professional sports that You know anything. Taken Place. Collegiately or locally. Just don't didn't resonate. There's a lot of everything around here. I mean like you mentioned high school football. That's Fridays than you. Got College Football Saturdays and pro football the next day. There's a little bit of everything for everyone here in sports game. Well in two thousand and four There was a a game in February Dayton played. Saint Joe's hosted Saint Joe's and had a horrible snowstorm that weekend the Dayton mall was shut down. The mall was closed. flyers had a sellout crowd that Saturday night. Be Saint Joe's you know the next day. Everything is still shut down completely snowbound in K. Churches are closed. The Altar is playing in Saint. Vincent Saint Mary with Lebron James and CJ is going to play a believe Cincinnati Princeton in a doubleheader at the at the arena well Princeton says. They can't make it up. It's too snowy Akron. Same Business. Mary's they make it and so as alter against Lebron his high school team and again a sellout crowd in I just sold out to sold. I mean butts in the seat sold out on back to back nights when the area is supposedly completely shut down by snow. So that told me a lot about Dayton fans right there. I mean that's some not always tip my hat to UD FANS. There are probably the most loyal that you can meet. It's it's fantastic. And when the malls and churches close you think everything's closed but nope it's still basketball time. Get get there yeah. I mean it's GonNa take a lot more than just a on the only thing they can keep. Obviously the only thing that can keep flyer fans away is Kobe nineteen. It's it's it's still such a shame and it's the first tournament since what the thirties or something like that. It hasn't been played I. It's not good match a lot of great things about the Dayton sports scene. But in your eyes what would you like to see? More out of Dayton sports in Dayton sports media or Dayton media in general You know I think I just just keep the focus where needs to be in. That is The focus on what is happening. That is not going to get the attention of. Espn you know that in that is you know what's happening with local athletes. Local teams The you know the local stories about you know the people who are involved. I mean the news organizations are quick to say. Well you know. We don't need to be doing a sports because sports fans can get all of that off of ESPN. Well they can national stuff. But that's not the you know but that should not be the focus you know We don't need to you know if I want to know about the NFL draft. I'm probably not going to watch a local TV station. If I want to know about Adam trautmann status. I will So that you know that's the difference in so Yeah keep the focus. Local for those are interested in joining the field broadcasting. What advice and tips can you give? Well develop a brand Develop brand no one is going to You know no one's going to give you job. Security known is going to give you anything Your your value to an employer or as a self employed freelancer. If you will is is that you've got to have a brand you know. So so focused on. What is it you do? That's unique? What is it you do that makes you Someone that people want to pay attention to to give up something very valuable and that time and focus on that really kind of hold your brand. Okay what is it that I do? It could be that you just do everything. You're a jack of all trades or something to be said for that it could be that you know what I am the best Bmx bicycle broadcaster in the nation. In focus on that. You don't have your niche but you gotTa have a brand you have to have a brand So that both employer knows who you are and a listener viewer reader is going to know who you are like that advice about building the brand being professional with it too.
