"They're going to hold this safety summit in March to examine quoting here what actions the aviation community needs to take to maintain our safety record. But at the very end of this, I find it interesting that the memo here causes out by saying and I quote, we know that our aviation system is changing dramatically. Now is the time to act. I would love for him to expand on what he means by changing dramatically. What is changing dramatically? And I know there's a lot going on post COVID, a lot of progression in the pilot intake process from first officers being promoted to captain rather quickly because there's isn't a lot of first officer to pull from these days, but I would love for him to open in March on the first day of the summit to explain exactly what is changing dramatically. Well, I mean, I think a few things, one, you have to deal with the dramatic increase in rocketry. And he mentions that, you know, as far as dealing with the national air space system and rocket launches. But also, I think that the technology of flight is changing, I mean, rather quickly, in terms of aviation development, EV tolls, electric flight, hydrogen power, et cetera. I think that's what he means. But again, I would like to hear it from acting administration. One more thing we forgot to mention back when we were talking about the American runway incursion at JFK speaking technology, the NTSB preliminary report did mention that ASD X, which is basically the ground aircraft monitoring system that will notify air traffic control. If there is a runway incursion of some sort, that was functional that did notify ATC that a runway incursion was, I guess, not imminent, but occurring, and that is what triggered the air traffic controller to tell delta to abort their takeoff basically. So that's one more piece of technology that is changing dramatically for the better in that case. We'll take it. Okay, so that's a lot going on in the U.S.. Let's leave the U.S. and head to Nepal because today the preliminary report on the crash of the Yeti airlines ATR that crashed last month, that report came out this week. It was released on Monday. So over the past few weeks, we've seen a bit trickle out about the power management by the pilots and the fact that the propellers were put into a feather. Now we have a bit more information about what had happened. I do want to back up and talk about who was flying the aircraft. This is from the preliminary report and I'm quoting now. The accident occurred during a visual approach for runway 12 at V NPR, which is the Ikea code for pokhara airport. This was the third flight by the crew members on that day. The flight was operated by two captains, one captain was in the process of obtaining aerodrome familiarization for operating into Picard and the other captain was the instructor pilot. The captain being familiarized who was occupying the left hand seat was the pilot flying and the instructor pilot occupying the right hand seat was the pilot monitoring. Okay, nothing out of the ordinary there continue. So then we move to kind of the final phase of flight. And this is section 1.14 of the preliminary report. The pilot flying disengaged the autopilot system at an altitude of 721 feet above ground level. The pilot flying then called for flaps 30 at ten 56 32 and the pilot monitoring replied flaps 30 and descending. As Jason's vocalizations portend, that's not what happened. Quote, the flight data recorder did not record any flap surface movement at that time. Instead, the propeller rotation speed of both engines decreased simultaneously to less than 25% and the torque started decreasing to zero. Which is consistent with both propellers going into the feathered condition. On the cockpit voice recorder, area microphone recording, a single master caution chime was recorded at ten 56 36. The flight crew then carried out the before landing checklist before starting the left turn onto the base Lake. During that time, the power lever angle increased from 41% to 44%. At the point, the propeller rotation speed and the torque of both engines were zero. And the propellers are feather. They are not producing thrust. Yeah, not great. So basically what happened here, what we believe are we, what the investigators believe happened is that the pilot monitoring accidentally feathered the props rather than moving the flaps from 15 to 30 and confirmed that they were moving to 30 while that was actually not ever going to be the case. He had actually accidentally feathered the props. And taking a look at the, I guess, the throttle quadrant or the controls for the ATR 72, it's not the greatest design. And I know people are going to say, well, these two levers, they have a different field. They have a different travel when you move them. But looking at it, I'm sure the human factors conditions here will bear a lot of information because the auto condition for the props is that almost the same position that flaps 15 is, which is the levers are directly next to each other. The flaps are on the right, the condition controls for the propellers are just to the left. Moving down the propeller controls, there are actually two, I'm sure they're probably linked, but I don't know that, but moving them down to the feathered condition, which basically eliminates the chance of them producing any power, is almost exactly in the same position of the flaps lever in the 30 position. So I understand how this mistake could possibly be made. It is just not great design here. This specific instance is probably never led to a crash in the past. The similarities between the condition of the propellers being an auto and feather and the flaps from 15 to 30, they are just so eerily similar in their placement. I could understand how this mistake could be made, but not quite how it could not be caught since this pilot mentioned that they are 30 and descending when they were not descending. And apparently there was a master caution chime in the aircraft that seemingly may have been ignored since they just continue on with their checklist. We'll have to get these answers of course in the final investigation report, but the preliminary report here is not great. Yeah, well, Jason was kind of walking everybody through the throttle quadrant and the flaps offers. I found a photo of the ATR 72 flight deck in flight, where the auto and the flaps levers are next to each other. The central column. So I'll put a link to that photo in the show notes. So you can see what we're talking about and see how close kind of all of those levers are, including the power flaps and propeller feathering controls. Yeah, and there are some human design factors here in these controls where the flaps knob basically is actually physically shaped, like the flaps on an aircraft. So you're supposed to be able to feel the knob that you're holding here as opposed to the condition levers, which are distinctly different and also there are two of them, which is different. But yeah, the placement of those, especially in the auto versus 15 flaps configuration. They are. Very close. Yeah. Okay. Let's take a break. The UK and EU negotiators are closing in on a resolution to end their long running dispute over post Brexit trading arrangements in Northern Ireland. It comes as many in the business community are raising concerns about Brexit's impact on the UK economy. IDA Ireland interim CEO Mary Buckley is clear that brags it has brought clear benefits for Ireland. Since Britain left the U, we have more than a lot of investment, particularly in financial services. And in certainly, I think it's safe to say that over a hundred plus companies have relocated our expanded activities into Ireland on the back of Brexit. Now one of the economists who first proposed quantitative easing in Japan says the bank has made a major policy mistake. Professor Richard Werner says in hindsight Japan created inflationary pressure by turning to QE far too late. Looking back at the bank of Japan, it's clear that they have just been extremely stubborn. I mean, I told them in the early 90s and it's published in many publications in Japan also beyond that all you need to do to get a recovery in Japan is to rev up bank ready creation and they didn't do it for decades. They did it in March 2020 when it wasn't really needed anymore because bank credit had finally recovered. That's professor Richard Werner speaking to us earlier on the program. This comes as Japan's benchmark bond yield, rose above the Central Bank ceiling for a second day, mounting bats have led the bank of Japan to once again ramp up debt purchases to defend its cap. "Are not too happy right now. Look, the state of American business is fed up. When I talk to CEOs every day, large and small companies across the country, the state of their own business is strong. But they think the economy is fragile, and there's almost a state of despair over getting government to do the right thing. So we talked a lot about getting government in the right lane. Doing things only they can do and doing less of the things that they're not supposed to do. Creating room for business to solve the real complex problems that society faces today. What is American business need from government, that racially in order to do what it wants to do, be successful as it wants to be, what does it need from government? Well, first of all, the fact that we have millions of illegal immigrants pouring over our border and yet we can't get the visas for nurses and engineers that we need is a clear sign the government isn't working. Second of all, there are things that we really need to do particularly in permitting reform. And there's been some good bipartisan talks about permitting reform, but we needed if we're going to build anything, right? It can't take 7 to ten years to get a permit. Shouldn't take longer to permit than to build the darn thing, right? And then I think we need to do something about reviving a trade agenda. 98% of the companies that export are small and medium sized companies. Let's give them better markets. And there's also energy security, domestic energy production. People can celebrate today the gas prices are down, but what are we doing to have reliable clean safe energy for the future? So there are things that the 118th Congress can do right now. I think it's very actionable. First one was immigration and really doing something immigration on the other hand, keeping people out that we don't want to come in, at least not with our permission. On the other hand, getting enough workers. If you list the concerns of your members because you have an awful lot of members of U.S. Chamber of Commerce. If you learn the concern, how high up is getting enough workers. We heard Jay Powell last month say, we're three and a half million workers short in the United States right now. Well, first of all, I appreciate you acknowledging the real humanitarian crisis on the border. And when we talk to state and local chambers in those border towns, what they describe is really horrific. It's horrific for their town sort of for their citizens. It's horrific for the illegal migrants who end up there. So we're a great country. We can do better than this. But to your point on immigration, look at the end of last year, there was some good bipartisan talks about expanding E verify about doubling employment based visas about protecting dreamers about really getting engineers and nurses and truck drivers into this country. And I think we can turn those bipartisan talks into action. You mentioned permitting, something we hear a lot about from business. But that's not just a federal issue. Is it Suzanne? There's also state and local permitting. Yeah, there's certainly and you're right that it becomes a morass and it's hard. And so again, we're a great and capable country and we've passed the infrastructure Bill and the chips act and said, we need to build critical things here. We need our infrastructure to be the modern marble that it once was. And we're all on board with that. But we can't build anything until we get the permitting process fixed.
