"How responsible is the name mainstream news media for our country's racial issues do they help or do they hurt that is the question they were asking for WTMJ nicer o'connor back with you wasn't it I I think it's clear that the news media does a pretty good job of of fanning the flames whenever there is an issue involving race and I will I want to be somewhat careful when I when I say that is because there are issues that we do have in this country that we that we need to address but I I hear this often from people all the time that they feel like Hey we even had a call earlier they just felt like you know no one no one cares we talk about black lives matter but to no no one no one cares when when you know when a white person is is killed that's not true but I've heard some say you know if it if it's you know it was a white person that's on the receiving end of police brutality or they're killed L. there's hardly anything on the news you don't you don't see that show up on CNN or MSNBC or CBS or NBC or ABC or any any of them fox news any up you'll see that show up and that's because that don't make money that's not that's not ratings worthy what's ratings worthy is when you have a person of color that's the victim of of violence or or or or you can pick anything that could be construed as unfair or undue treatment or or or victim of racism at the hands of a white person that's going to be mainstream news that's going to be headline news you will have people on for weeks and weeks the Talking Heads experts talking about what to do now some of its useful got a report in some of his usual and and some of it is over the top outrageous he really is some of it is just absolutely over the top but here's the thing that that I want people to remember help black people have a history of not like in the mainstream press two because of the way that we're often portrayed in the news media and the other thing people should remember to is there isn't there is a black person in America it owns it has any ownership in any of these major news networks because they're all owned by larger conglomerates to and one time I ate it I had this discussion with with the person some a couple years ago and we were talking much exact same thing and he said well look there's B. T. isn't on their own pile hearts conglomerate B. first grade teacher Angela Harris is leading that I certainly stop says chapter respond to incidents that happened within the community I don't think that that requires a contract between Milwaukee public schools in Milwaukee police departments I believe the district MP do you have a contract for about five hundred thousand dollars for an entire school year that goes for us does school resource officers as we just mentioned and for those without kids in buildings but just as the officer who is is that the school to make sure everything stays calm and and finds that decision ultimately would be up to the school board they do have a special meeting set for June eighteenth where it will come up can I just respectfully disagree with the the teacher Angela Harris can I respectfully disagree with what you said there look yes sure I love it I love a system in an environment where having police wasn't necessary but I know that's not reality reality suggested sometimes things escalate there is violence in schools whether we like it or not and sometimes police have to be called to these buildings to intervene do you want a teacher to have their lives at risk because you don't have the ability to control the situation I don't think the answer to that is yes from anybody that's one thing other students lives could be at risk by not having at least eight and ability to call the police I understand what they're why they're going down this route they see this conflict they see this tension between law enforcement community want to try to separate if they can't understandable given all the things that happen **** ultimately if you ask parents most parents they would say I want my kid to be safe in school end of an SRO or call two police officers is warranted then I endorse that I I don't think I'm going out on a limb there we want our kids to be safe this will be a conversation that will be talked about a lot especially going into fall which we're just talking about we're trying to figure out what that's gonna be like this will be part of the conversation and as we move from schools the city is there's a lot of push to push back on police are common council president cavalier Johnson asked on Wisconsin's afternoon news on Tuesday whether or not he'd support the reallocation of funds or the quote unquote the funding of the police department he says he actually is in favor of how can we make the job of police officers easier and I think an answer to that what people are telling us is to make investments on the front end of someone's life so that they don't get involved with the criminal justice system might also front end would be things like education mental health research and affordable housing Milwaukee police chief Alfonso Morales actually told John seeing the national networks replay old old football games like NFL network ESPN has the Monday night football we play every Monday night that fox is doing the same thing so I don't know three four weeks ago or so he was the anniversary I don't even know if it was the original comedian of Richmond my talking over the month of may anyway they replayed on eight on ESPN the farmer hackers Monday Night Football game in Minnesota the first game far played against Green Bay as a Viking course he beat the Packers like a week later a week later they replayed the Packers Monday night fail Mary game in Seattle okay we know how that ended you know what's happening right now tonight on FS one they're playing the fourth and twenty six game I mean it's as if it's as if the power players at these national sports networks are finding every possible game that rips the heart out of Packers fans yeah let's replay that yeah the fail Mary game that was a classic let's put that in there I was just reminded now that they're playing fourth in twenty six twenty oh four NFC divisional playoff game for the twenty six over the middle man Mike Sherman decision making in that game a problem I mean what which is nice earlier today Rick Assam bird smart man legal mind president of the Wisconsin institute for law and liberty joined at the speech graffiti show reacting to yesterday's ruling and as he often does did a really nice job of boiling it down and making it real simple to understand from a legal perspective I think the decision and it's more or less what I expected and that is that the the the court said two things about the the stay at home wondering again we have to keep in mind that this has nothing to do with the government coverage ability to declare a public health emergency that was done on March thirteenth get expired earlier this week if it's limited to sixty days unless the legislature extend this this has to do with whether or not the secretary of the department of health services content indefinitely expand on that order imposing the same restrictions that the government can impose pursuant to a public health emergency in the court said but she could not she could not for two reasons first of all if she wanted to exercise her authority in your chapter twenty two she had to proceed by what is called a rule making that means she couldn't simply decreed that this is the order that we will all live under I should have to go through a process in the law by which she administratively makes it will it requires notice to the public it requires an opportunity for public comment the governor has to approve the scope skate man asked to approve the final attacks to the rule the rule has to be based in fission legal directives elsewhere in the statute and then it's subject to legislative oversight legislature joint legislature to spend a little if it wants to be hospitable to speed that all up by making an emergency law but she didn't use that process at all that's the first observation from yesterday's decision so she exceeded her authority didn't follow the regular rule making process which you just laid out the the the legal process that we're typically used to Wisconsin right and and and that's important because it would affect the governor's ability to German whatever's going to happen next unilaterally IDT scandal involved the legislature because they have the ability to block it but the court did was it suggested that the war that even if she had adopted the state the homeowner as a rule the rule would go beyond her statutory authority in some way in particular I'm glad that the court did not go into great detail on that but he need to cater to doing things like closing all private business is prohibiting all travel goes beyond what the department of health services is you know in power to do by statute which the court read as being more specifically geared to traditional methods of controlling infectious disease and not putting people who are not infected or suspected of being infected on hold a lot and so the neon the court suggested in that in that part of its Kenyan that secretary prompting go ahead now and can promulgate a rule but the rule is going to have to be somewhat more narrow limit yet then the the stay at home longer lives how more how much more narrow how much more limited it is unclear at this point okay let's double specific things that I noticed one is they didn't utilize the the seven day stay that that that could have been done do you have any understanding or thought about why that didn't happen and I'm sorry you broke up a little bit I think they could have issued a stamp Parolin said alright so I'm gonna give you some time all of this think about this why didn't that happen you think one of the judges not say we want you to do this or what we only judges in the majority wanted was willing to do that was Chief Justice robin second I think the other justices said look if something is unlawful not be used as a basis to restrict behavior says that you can't say well now eleven unlawful order stay in place for just a few days longer to allow something to be done in the proper way that you just described in fact but that they could do that although as justice Kelly pointed out in his concurrence it's a little unclear what that we need because I know on the bonnet creek and and I know that that was granted to cream courts have said that the order that is forcing me to close my father John waffle I might very well at that point tried to open my body because I know that I can't be prosecuted or fined for doing it because the order is unlawful I think the case could have been made that that this would have been a reasonable way actually this and it is what the legislature asked for a majority of the court declined to do it the other car body seems to be schools do we have any idea why schools were at least from my reading and understanding were left alone yeah I'm I think it has to do with the second issue that we talked about earlier that the to the extent that there is a specific direction to the to the department of health services or as we'll see perhaps to local officials then it's more likely that that that type of director can be upheld and so I I think it is a little bit of an anomaly in the fact that there's no little making involved here but but I think that as we sort of move into the second phase of this and I know that the governors said he's been insured scope statement today for mold making a purchase you will making it will be interesting to see order to governor tries to narrow this order to apply only to and in a more specific and targeted measures to control the outbreak of the virus or whether he simply attempts to replicate that executive you have a good existing homeowner which I don't think the majority of the court which has got the powers that you we're talking over estimate present the Wisconsin institute for law lived in one of the other big questions is we're now seeing across the St city of Appleton brown county walkie county Dane county city was seen walking city and county essentially those communities those cities going back to the same for home restrictions I guess the question the simple question is is is this going to be challenged as well or do they have a right to do that my my my guess is that there will be some challenges because he would go back again to that second issue that we talked about there is a language in in state statutes that says that powers you know local health officials to take actions to control the spread of infectious disease but the legal question that we're faced with now is that yes Sir Wisconsin Supreme Court interpreting similar language as it applied to the department of health services said look at that that language cannot be managed directly meaning you can do anything at all that it must be rad in a way that permit she wanted to you know take that more targeted measures to to deal with an outbreak or spread infecting disease among infected people then perhaps it's not possible for these local units of government to simply attempts to okay the executive order twenty eight that once again there it would have resorted to do something about the data security would be more narrow than the very very happy a lot of searching ours it is important body in that state for homeowners so so I think there could be you know challenges I would say around the edges because I think it's more fundamental than that but but to the extent that that these orders are being you know we issued as as basically a stay at home orders that prohibit travel and the clothes on nonessential businesses I think that there there there out what it means and kind of simplifying it for us what could happen going ahead since he spoke to the governor did put out his scope statement as it pertains now to the rule that would govern the same would you say the same elements of the safer at home order going at it through a rule means a different rigmarole including went to bed seven ten days seven to ten days of in action for comment and legislative input and things like that so the credit the one way got knocked down yesterday biggest surprise was that Hagedorn conservative cortical conservative justice voted against it so was that split decision they call it at four to three we'll see and if there are you know some of you on the tech side of made a good point that there are places that were open last night right after the announcement came and now today they're not because the city or the county in which the particular bar restaurant sits has implemented their own order or ordinance as it were and who's to say that those more localized orders don't get challenged by companies businesses restaurants bars things like that mostly it is certainly seems like that and this is not something new but it certainly does "On WTMJ I think a lot about what we're going through as a nation as a community as families and hugging and touching his being discouraged social distancing the new craze that everybody's talking about staying away from each other being safe and being smart you know in a time of crisis you think about after nine eleven the thing about other times hugging touching consoling is so important to what we do in our being told that we can't do that I want to get some perspective so I talked to doctor Mike Zuckerman he is a licensed professional counselor so hugging touching obviously is being discouraged because of the social distancing we're being asked to practice I wanted to ask you some broad questions this is tough for people because for a lot of people dealing with anxiety or stress involves hugging her pats on the back or being physical that's an important thing for some people isn't it yeah it it definitely is I think I know it is very tough for people because you know in general we we thrive you know and touch and giving a kiss goodbye before you leave with a kiss hello when you come home or you know giving hugs and this is very hard for people to stay distance from that how does touch help with anxiety and stress what do the experts say what what what do you find as far as how that helps and why that's important well this is actually a lot of science behind that and there's been a lot of research done about it and what they've found is that through touch and you know we are social animals we are you know we we thrive on this so because of that you know there's there's been a lot of research on this as to why why did why did we feel good from this what they found is that to touch we were loose we release a chemical in the brain called oxytocin and oxytocin is important in helping regulate things like the sympathetic and parasympathetic response in her brain which is all related to anxiety you know when we're anxious you know you kick in sort of the fight or flight response than in your ready to go and that's really to the sympathetic nervous response and actually does and helps regulate that and keep that calm in in general as a sort of a feel good chemical for Brighton we're talking to Mike Sussman a licensed professional counselor so I think the discussions with kids right now are kind of tough Mike I mean kids we always encourage him go give grandpa a hug you know give grandma a kiss before we head out the door what's the best strategy for discussing with children why this is discouraged but maybe only for just a short period of time sure and it's hard for kids to understand and that's a great example because that's the biggest issue here is trying to protect the older population and little kids especially they really thrive off of hugs and kisses for grandma and grandpa that's just part of what they do you know when you see your demographic of people but they call it and now you you know you get position ever had it like giving kids a week stay away and it being very confused about that and it's it's a you know you have to kind of come up with a plan beforehand I know when I took my own kids over to see their grandparents as Friday and we're over at their house in we make sure to follow that guideline of you know five six feet apart keep the distance we're able still hang out and everything but to make sure to keep that distance and I had to explain to them you know when I was a Saudi germs going around and we want to make sure that publishing Grammy stay healthy so we've just got to keep our distance for now and then you know it gets warmer will be able to go back in you know hopefully get back to give them hugs again but you know just like the germs at school you have to wash your hands just wanna make sure not to get that the public as actor Mike Sussman he is a licensed professional counselor and here were very touchy here and our team is very affectionate I guess is the right word and it's been very difficult because that's being discouraged it is I think after the show you know we give ourselves high fives or you know talk about you know how the show went stuff like that even around the office building I think we're just very we would like you to hug it we like each other I don't know I mean you know when you do that you are affectionate but and that's so weird it's just a different different world I mean we stop having guests coming here to the station we have lots of guests to join us every week in the studio not anymore where where we're not doing that as we try to do our part to be responsible and it's just a different world I hope this doesn't last very long I do too I know every day I come and now it just feels like a ghost town I mean on on the outside I.
