DC A jury found Roger Stone own guilty of obstruction witness tampering and lying to Congress these conviction stem from a case brought by former special counsel Robert Muller as part of the Russia investigation. NPR's justice correspondent Ryan. Lucas is back in the studio to tell us more. Welcome back you were at the courthouse where the trial took place. What did you see today? Well the jury sorry actually began Its deliberations yesterday. This was a six day trial and then just before noon today. They returned their verdict. The nine women and three men on this jury found guilty on all seven counts so one count each of obstruction and witness tampering and then five counts of making false statements to Congress. Stone was of course in the courtroom. Today is dressed in suit had a pocket square. Dark Tie some glasses After the jury filed in stone was asked to stand put his glasses on and listen to the jury is one count after another came back guilty now for a man who is known for his outsized personality. He showed no emotion. He was impassive as happened when he left the courthouse. He was surrounded by this gaggle of cameras he got into into into a black SUV and left. He did not speak at all. There is still a gag order in him on this case at least for now ahead of his sentence he's prevented from speaking Remind us how how we got here because as we mentioned the roots of this are in that investigation into Russian interference in the election. Right so back in two thousand seventeen house. Lawmakers were investigating zero Russia's interference in the in the two thousand sixteen election stone testified before Congress is part of that This case against him stems from that appearance before Congress in in that that testimony stone lied to lawmakers about his efforts to contact wikileaks during the campaign he wanted to find out from wikileaks. What the group was up to what it planned to do with thousands and thousands of democratic emails that it had in its possession? These are emails of course at the. US Government says were hacked by Russia and wikileaks ultimately did publish those emails during the campaign and they became a big part of the discussion of that campaign as the government ultimately proved at trial stone also tried to intimidate a witness to testify truthfully to Congress All of these actions amounted to obstructing house investigation and prosecutors. Interestingly during the during the trial so that stone did all of this effort to protect trump. What about stones owns attorneys? What was the defense case? They made to the jury so they argued that stone never intended to light congress. They said that there was nothing wrong with trying to find find out what wikileaks was up to at route. They argued that basically this case against stone was was misguided stone himself did not testify. Interestingly his lawyers didn't call any witnesses witnesses on his behalf now there has long been talk. That stone has been angling for a pardon from the president. These two of course have known each other since the Nineteen Eighty S. The the White House did not immediately respond to requests for comment about a possible. Pardon the president the president however did Did take to twitter to comment on on the on the verdict and stones case he he complained about stone being found guilty by a jury and he asked why Hillary Clinton Former FBI director James Comey a special counsel. Robert Muller Why those those three and others aren't going to jail? I WANNA come back to the convicted here because the Muller investigation is closed so what kind of impact can this verdict have. This verdict on Roger Stone have for the Russia probe in general so the the Russia investigation is closed. There are a number of investigations at spun out of it that we know of from the Muller reports. Some of those may still be ongoing but stone was the last person charged as part of this investigation. He was the second person to be found guilty in a jury trial. The other was Paul Manafort. There are a number number of others who pleaded guilty as for stone. Adam Schiff suggests that that the president's tweet could be seen as witness tampering or witness intimidation and an attempt to derail the congressional probe before going public today. Uganda bitch had also testified behind. Closed Doors Byron. What else struck you about her appearance before Congress today we know I think she came across as a A career career public servant. She went out of her way to emphasize that she served presidents of both parties. She joined the Foreign Service during the Reagan administration. She's been appointed ambassador by both George W Bush in Barack Obama. She came across as sober she. She generally avoided waiting into the partisan controversy and and tried to stick to the facts but she also spoke from the heart quite often talking about her family. Escaping persecution in the Soviet Union Nazi Germany and and what serving America means to her and talking about what the personal impact of basically her removal as ambassador hat on her in her wife. We've now heard from three witnesses. Who testified publicly this week taken together? What kind of picture are we starting to see? Or what kind of picture they painting of what went on here here between the. US and Ukraine. Will they certainly raise a lot of questions about the direction of US Ukraine relations specifically who was managing it. We've we've now heard from three State Department officials who say essentially that there was this sort of outside channel outside influence on. US foreign policy that had a direct lines president trump and bypass the normal channels in the State Department. Democrats are pushing the notion that the president's actions around in Ukraine warrant his removal from office and Republicans essentially are saying nothing to see here. But in general we're seeing this portrait of Career State Department officials official's being very befuddled by the direction of the president trump decided to take US foreign policy. What can you tell us about what exactly federal prosecutors are looking into regarding? Rudy Giuliani and links to Ukrainian energy projects. Sure federal prosecutors shooters in the southern district of New York are looking into whether Rudy. Giuliani wasn't a position to profit personally from Ukrainian natural gas business. That was being pushed promoted by two of his associates. Eager Furman and left Parnis. Remind us again about these associates. Are they revealing more details about their work with Giuliani. I don't know if it's it's them I think reporting has been you know across a lot of different media. Let's has been talking about what they were up to. They seem to have been crisscrossing Ukraine and in the United States as part of it sort of an arm of Mr Giuliani. They were helping him sort of circle the wagons on some investigations. Mr Giuliani was pushing for on behalf of president trump. They were sort of working with him there and they were charged last month in the southern district of New York with campaign finance related violations. So Oh have you heard from Rudy. Giuliani in regards to your reporting on the story. I did speak with him and his lawyer this morning. As the restore shows he vigorously denies being in a position to prophet from this or having any business interests in Ukraine and of course our story is merely saying that southern district prosecutor looking at that and that And and more broadly that Mr Freeman and Mr Parnasse were in the Ukraine representing that they were working with Rudy Giuliani and this project and then he would have a piece of it so it's a little bit complicated. But I'm I'm sure that reporters and prosecutors will get to the bottom of it so all eyes are on the impeachment hearings today. So what are the potential implications here for the impeachment inquiry. Well I think one thing that's interesting and it's not. I don't have any indication. This is part of the southern district inquiry but it does fill in another piece of this puzzle about the broader pressure campaign. That Rudy Giuliani. Juliani was apparently part of what we learned in my reporting. Is that in these meetings. In Ukraine which Mr Kearney's Mr Ferman were seeking assistance with investigations into Joe Biden and the two thousand sixteen election and gathering support for the ouster of the ambassador who testified today that they were also talking about these energy projects and Nafta gas which is the Ukraine's state-owned energy company. So it fits into this broader piece of sort of influence peddling peddling which is at the heart along with Rudy Giuliani's work of what was going on in the Ukraine. Finally it's been a bit of a strange week on Wall Street on Friday. The Dow closed above twenty-eight thousand for the first time on optimism over trade and the economy and on Tuesday the Dow also did something. It almost never does. It ended the session exactly where it closed on Monday. Exactly and that got some market watchers in a tizzy our Karen Langley explained. And when you think of the thousands of trades that are going on all around the world throughout the trading day in the stocks that make up the Dow. It's just remarkable that all of those numbers would balance out at the end of the day to the precise to the decimal point number as the Dow closed off the day before. It's just really weird that that that would happen. Our team investigated and found that in the past one hundred twenty three years. That's more than thirty. Three thousand trading days. The Dow has ended the session unchanged change just one hundred sixty seven times Nand. It's been awhile since that's happened. An unchanged Dow or an in Wall Street parlance hadn't happened for more than in five years. It last happened in April of twenty fourteen and when we looked back we saw that this has happened three times since two thousand and did it happen more frequently in the earlier. That's not where the conversation went with my brother because his focus isn't on politics. Focuses on the goodness of this country is that what motivates him everyday? And he said, you know, how many times in history this country's overcome moments that we think were at the brink, whether it's civil rights, whether it's a Vietnam war, whether it true, the civil war. He said we will get their side of this. And we will get there because they are noth- good people in this country that care about each other that will get us there. And I'd say on the show. This. It's not about whether or not the president to your earlier conversation has the right to do something. It's about whether or not what he's doing is. Right. That me Giuliani could possibly go to jail is. No now. Yes, Sunny's analysis is it possible. Yes. But I do not see that. I don't see shining of former US attorney for the southern district of New York. Right. It saying the things that he is saying to you. Yes. To me. I'm open to it happens on a daily basis. I see report coming out that is damning in terms of wrongdoing things that people knew wrong and did anyway things that the president knew about in wasn't honest about with the American people, which I believe should be the bar of accountable behavior from the highest elected official in the land, not criminality. So if he didn't commit a felony. It's okay, that's not our standard. But there is a specially on the left a bar of satisfaction that as well. The presidency must ended after this just a little bar. He must be impeached. He must be gone after this. I tell people to slow their role on that. But because the concern isn't legitimate. But the process is all votes Joyce happened. If they run all we have tremendous amount of circumstantial evidence. On witness tampering on collusion on on obstruction of Justice right to face. Yes. Why is he still there because this is a political process? We know that the guidance from the DOJ is you don't indict a sitting president has Muller asked for different guidance. We don't think so has Rosenstein ask for different guidance. We don't think so. All right. So that's a rule shot somebody Fifth Avenue like he said, he then go to Jim. I heard this. A lot of people's heads. Are exactly where yours is. So here's the answer. Would you be indicted? No, you would be impeached because that would be something. That's so heinous that even the Republicans who want to back the president right now would have to say avenue. Yeah. Would be would be I disagree. He would be. House. And that means that like his family and everybody else he's like on the bus driving the bus and being like bumping, and it's all the bodies of the people working for him. But Julie did say, here's here's what I don't think. Giuliani's getting the benefit of with his critics. You're looking at them through the sunny lens of this guy is supposed to be a lawyer this guy in the southern district. This guy was America's mayor. As a PR agent. He is setting out. Yeah. Spreading doubt, the heating lawyer. Yes. But no, no, no, let's let's be honest. He's part of legal team. He's not the one to go sheeting with Muller. He's not one of the legal minds was figuring out. Right Radidy scenario. He's going out there. And he's betting with the president's backing that at the end of the day. This is going to come down to a poll, the irony, right? That do American people think this is so bad. What's been put out there that he should be removed from office by Republicans and Democrats, and the the strategy is clear and the execution is he with Giuliani trying to spread as much doubt about as many things as possible. Investigators about that really quickly. Bobby now Roger Stone I understand was not hauled away to prison right away. That's right so there's a dispute that has to be resolved still about whether or not Roger Stone should receive a new trial. The judge has put a pin in that and will return to it soon until that is resolved. His sentence will not take effect so he was sentenced today to three to four. Sorry three that's right three and a half years in prison. But he's he's not being hauled off to prison just yet. Okay thank you. Michael Cohen back out of his live testimony over fears for his family, Donald Trump who's mentioned Collins father-in-law publicly is being accused tonight of witness tampering in plain sight, plus Muller front the documents. We saw today and what they say about Paul Manafort what he did. And did not remember, and it's turning the capital into a thunderdome. Trump versus Pelosi on a possible state of the union address during a government shutdown soon and during its thirty four th day as the eleventh hour gets underway here on Wednesday night. And it goes on good evening. Once again from our NBC news headquarters here in New York day, seven thirty four of this Trump administration, and as the government shutdown heads in today thirty four by the end of this hour, a senior officials telling NBC news the White House is preparing for this impasse. Get this to potentially continue for many more weeks. That is just ahead. We begin with longtime Trump personal attorney Michael Cohen, suddenly pulling the plug on his upcoming live. Congressional hearing Cohen says he will not testify publicly on the seventh of February because of intimidation coming from the president Cohen's legal advisor. Lanny Davis issued a statement today that reads in part and we quote due to ongoing threats against his family from President Trump and Mr. Giuliani. This is a movie script as well. As Mr Collins continued cooperation with ongoing investigations. By advice of counsel. mR, Cohen's appearance will be postponed to a later date. This is a time where Mr. Cohen had to put his family and their safety. I last week on this network. Davis made a similar accusation. There's only one person in the country one president in our history that would threaten family as a tactic to make fear of somebody who calls a rat for telling the truth, and that's President Trump today. The president weighed in on this. I would say he's been threatened by the truth. He's only been threatened by the truth. And he doesn't want to do that probably for me or other of his slides. He has on the client's also I assume, and he doesn't want to tell the truth from me or other of his lines just to review here. Michael Cohen has already pleaded guilty to campaign finance violations, which he says occurred under Trump's direction he admitted to lying to congress about the Trump Tower negotiations, but in recent weeks, the president has suggested Cohen's family members be investigated. This message is from Saturday quote line to reduce his jail time. Watch father in law last month. Trump wrote this he Cohen makes up stories to get a great and already reduced deal for himself and get his wife and father in law who has the money question. Mark off scot-free. Congressman Elijah Cummings of the state of Maryland chairs the house oversight committee. He had called on Michael Cohen to testify back in December today, he didn't seem to be backing down. And this is something upset. Every single American. This is the United States of America. This is not Russia. We have not decided to exactly how we will proceed from here. But I guarantee you. This show is night becomes day in day becomes night. That we will hear from Mr. clock period. In the meantime, house oversight has opened up another inquiry. The committee is also looking into White House security clearances you remember those they're asking for information about how multiple current and former officials obtained said clearances big questionnaire how Jared Kushner managed to get access to certain classified documents before he was given his permanent clearance. And as we mentioned there is new information from Paul manafort's lawyers concerning special counsel Muller's allegation that the former Trump campaign chairman lied while cooperating with investigators today manafort's legal team submitted another heavily redacted document in an effort to knock down the Muller claim that they right that it quote does not support the conclusion that Mr. Manafort intentionally provided false information rather when placed in proper context much of the evidence presented by the office of special counsel. Merely demonstrates a lack of consistency in Mr. manafort's recollection of certain facts and events well written. Let's bring in our leadoff panel on a Wednesday night. And welcome Mimi. I wanna play for you something we watched unfold on live television, four o'clock eastern time. This is Donny Deutsch known well to our viewers, but he's been drawn into this because of longtime personal friendship with Michael Cohen. Now, you might say in the news. We'll talk about this on the other side. I happen to be spending to Michael right after the pure interview. I'm not doing it. I'm not testifying. My wife is sitting here. Crying. That calling out Mike my poor father-in-law. He's eighty so this is a man who's never done anything because he's the president nited states. The Justice department report, he could do whatever he wants the president got on the air and tweeted publicly watch out father-in-law made me Rocca. This may not require exactly how much legal knowledge you already. Have. What are we watching in plain sight, we're watching witness intimidation or attempted witness intimidation in in real time? And frankly, we didn't need Michael Coen's reaction to prove that to us. I mean, anyone and you don't have to be a lawyer or former prosecutor who's watching Trump with any objectively in what he saying about Michael Cohen family concede that of course, he's trying to intimidate him. He's trying to make Cohen believe that if he goes ahead and testifies someone is going to come down on his father in law. Now, I don't know anything about the father in law. I don't know what he's done or not done. But. That's not the point the point is if I were prosecuting a mobster and some cooperating I had a cooperating witness who was going to testify against him, and that mobster went up to the cooperating witness and said to him, privately I'm going to tell them about what your father did already to be a member of your family right now. Right. Exactly. It could be more subtle. But Trump was pretty explicit. I would consider that witness tampering because that is suggesting it is saying I'm going to try to get the government to investigate your family member. Who I believe did something wrong in order to stop him from testifying that is what Trump did. And he's doing it with the weight of the presidency behind him dunning twitches point. There was xactly right? He's tech. Trump is technically the head of the department of Justice. He can technically and this is the president unbounded by norms direct investigations are they going? No, I'm not saying the father, should or shouldn't be looked at that's up to the prosecutors who are working on the case where we're trying to get Michael Cohen to cooperate. But no one should be looking at the father-in-law because Donald Trump says so and no one should be looking at him because he doesn't want Michael Cohen test to our control room. We had a graphic made of the federal statute that encompasses all of this. I think at air just prior to the Donny Deutsch interview this afternoon will effort. Getting that on the screen as I say to Jeremy bash reports from the control room are that you were nodding aggressively whiled counselor was speaking. Yeah. I think the president is unique as a as a witness intimidator in two respects, I as many pointed out he does oversee the executive branch. She oversees the arm of the government that conduct investigations of other family members. He also oversees the bureau of prisons who will set the conditions of Michael Cohen's imprisonment. I think Michael Cohen probably should be worried about any efforts to influence that that organization but second the president has a massive bully pulpit, not just on Twitter. But in all the ways that the president communicates, and he can inspire, and he can incite, and he can urge followers and other people who are inclined to his point of view perspective to do very tough things against the Michael Cohen family and make that testimony for Michael Cohen, very painful. But also wants Michael go. And goes away to prison. There's not there in effect to protect his family. I think he feels like his family, particularly his wife is father in law are very exposed. And Mimi as a former federal prosecutor, you can probably repeat along with us as we read the statute, which we have found we'll put on the screen who when folks at home here, I was talking about witness tampering tossing around the phrase. Here's the law, whoever knowingly uses intimidation threatens or attempts to do so with intent to influence delay or prevent the testimony of any person. That's not a terribly tough argument to make now, and particularly I know people are using the word threat. I I've you this is an intimidation type again, you're not going to just look at one statement by the president you have to look a whole course of conduct. I know we say that us prosecutors say that all the time, but it's true. And you have here it has been an ongoing attempt, and it can it doesn't matter. Ultimately, if it's successful. Even if Cohen went ahead and. Testified and said, you know, what a mock gonna let this scare me. I'm going to go testify, you can still technically charges under the statute. I think it's sort of evidence of how intimidating it's been that it seems to be having an effect on him. But I've already heard people saying, well, that's not really the only reason why cones not testifying really doesn't matter at the end of the day. I will say this at the end of the day for whatever investigations, and there's reporting the Cohen is still working with investigators both and especially tonight. Yep. And in the attorney general's office and in the southern district of New York. This is probably a good thing for those investigations. And none of those people involved in those investigations prosecutors would want Cohen testifying publicly. I'm not saying that is the re the reason why. But the result may be that you have some relieved feds right now, he meant thank you for your patience. There's kind of an unwritten rule in Washington that allies your comings is not a guy you wanna make angry who wins. In this. And what do you think is the next move here? Well, Elijah Cummings all but saying he plans to subpoena Michael Cohen, if he doesn't alternately agree to testify. My one of my colleagues talked to him today and asked at my request. Hey, what happens if he goes to prison? You know, he's set to report to prison on March sixth about a month after he had been supposed to testify incoming said, essentially, we'll go get him. We'll have the marshals go get him, and he'll still testify. I think there would be some new logistical hurdles to figure out what the bureau of prisons there. But he definitely wants to make this happen. We'll see if it can though I mean Cohen does not seem to want to do this. He has cited the threats. He's also cited I think very importantly, and sort of being missed in this the advice of his attorneys, you know, his last go round before congress didn't go. So well, he ended up getting charged and pleading guilty to lying to congress his testimony the most interest. Aspects to the public would probably be on ongoing investigations, the one in SDN y into campaign finance violations, and maybe the more important one that Muller is conducting into Russia and Trump connections. You know, I think there are a lot of reasons he wouldn't wanna testify, and he would have a lot of say in preventing that he could take the fifth amendment. Clearly this would his own wrongdoing would be at stake. He's going to prison. I think there are legitimate reasons that the committee might wanna back off, you know, this guys only got a month or so left before he goes to prison, but Elijah Cummings is intent on getting this guy before congress, and I wouldn't be completely surprised to see a subpoena at some point. Okay. Jeremy you're a veteran of Capitol Hill. What would be the problem if coming said, you know, what we're going to do this in closed session. It would kill the television ratings. It would reduce the theater of it. It would reduce the chance of grandstanding especially among people new to the congress people who want to stay. Take their claim on this hearing. What if it was under seal for a finite amount of time? Aren't there ways around this other than? Go to hell coverage on all the networks on live TV coverage. I think they could do portions of it behind closed doors in closed session, perhaps as an accommodation to the special counsel's office to explore areas, like the Trump Tower Moscow deal that we know are are under investigation active investigation by Bob Muller. But there are other areas that for the purposes of oversight you want in public because the oversight function is to increase transparency. And I think in some ways it would be a capitulation to the president's intimidation tactics to say, we're not going to do this in public. And by the way, I'm not sure that really saves Michael Cohen much of a headache. At all we still have the president United States making threats against his family, and that could won't go away. Brian if it's an open or closed session and a quick question. That people have asked me are you going to learn any more in the hearing room than all the conceivable questions the feds are going to come up with to ask this guy. Is there a chance that someone will come at it from an unusual angle and ask? That one key question that becomes the sound bite on broadcast like this one from my perspective. Absolutely. And more importantly, congress is an independent branch of government, and they have an oversight function and oversight role to understand the leverage that the Russian federation has over the president United States, and the Trump organization and its inter workings are key to that investigation that that may be part of what about mothers looking at. But it's not the entirety of Muller's looking at. That's a good point to make. However, hey, Matt, what did we learn or not learn in this document concerning Mr. Manafort today, the terror of the black lines? Well, we learned that Manafort is sort of resisting the notion that he intentionally loud allied to the special counsel. We kind of knew it, but this was manafort's occasion to publicly into the court respond to the allegation from the special counsel's office that he had continued to lie to their investigators after he pleaded guilty, and he sort of chalked it up all to memory issues. Special counsel, not presenting him with documents. So he could sort of refresh. His recollection him sort of changing his story midstream, but feeling like well that was okay. Because I wasn't lying. I just didn't remember, right. And then I did remember right in the middle of an interview. I was very disappointed though, that the redaction just made it impossible to learn anything substantively knew about what he lied about. I really hope that at some point the special counsel will make those allegations public. It feels sort of just inherently unfair to me to say, hey, this guy lied and not air it out, a special counsel has intimated that they sort of have lots of evidence testimony that points to him lying, but so far they've put it all behind black boxes and forced Manafort to put it all behind plaque boxes with the exception of few weeks ago when he sort of slipped up and put it behind transparent black boxes, I guess, I would say, but today we learned that he doesn't believe he intentionally lied. We unfortunately didn't learn much about the. Substance of those lies, which is the big question for us. We have really put you three guys to work tonight. And later we go way back to win. The Trump administration held its very first official White House briefing. Remember those days we will when we come back on a Wednesday night. Well, we have a little animation because at eleven twelve pm tonight, the leader of the world's largest arsenal. And best fighting force was in the White House using his phone and did so again at eleven eighteen a dramatic reading follows as the shutdown was going on Nancy Pelosi asked me to give the state of the union address. I agreed. She then changed her mind because of the shutdown suggesting a later date. This is her prerogative. I will do the address when the shutdown is over. I am not looking for an alternative venue for the state of the union address because there is no venue that can compete with the history tradition and importance of the house chamber. I look forward to giving a great in quotes state of the union address in the near future. Donald J Trump from the White House tonight now to the business of the the process of this shutdown forgive the phrase. Is the Washington Post reports tonight? The White House is asking around to agency leaders for a list of programs that will be jeopardized. If the shutdown continues into say March and April the post points out, quote, it's the firmest evidence today that the White House is preparing for a lengthy funding lapse tomorrow, the US Senate year US Senate is expected to vote on two competing bills to reopen. The government here's the problem. One of them is Trump's plan. He announced on Saturday that would include the wall. The other is a short term Bill to get the government up and funded. Get people paid through February eighth. Both bills are expected to fail. Some house. Democrats say they're working on a deal that would offer more technology spending at the border and B C news reports this counter offer would quote meet or exceed five point seven billion dollars for border security asterisk, but no money for a physical wall. Democrats still hold the position that the government. Should I be reopened immediately before negotiations take place over border security at the same time? The counter offer signals some movement on Capitol Hill. Meanwhile, as the shutdown drags on. We got this stern message from the vice president of the national air traffic controllers association today, we cannot be in this any longer. It is already less safe than it was a month ago. When we shut down we have critical components to safety that are not there, we have processes not their training, not taking place distraction in the workplace. We have controllers actually reporting to us that they're making state mistakes when they are giving clearances clearing planes in places where they shouldn't be clearing them in conflict with other airplanes because they're so stressed out about how they are going to take care of their family. Their livelihood is threatened at this point some outlets were they? Had personnel shortages before the shutdown. Some controllers were working six days a week ten hour a day shifts and tonight unions for air, traffic, controllers pilots and flight attendants after all released a statement saying there is growing concern for safety in their industry due to the government shutdown. It reads in part, quote, if in our risk averse industry, we cannot even calculate the level of risk currently at play nor predict the point at which the entire system will break. It is unprecedented with us to talk about all of it. Jeremy Peters political reporter for the New York Times and Anita Kumar now White House correspondent and associate editor for politico, Anita it boggles the mind that we are about to with straight faces have a conversation about God forbid, a disaster or loss of life required as a triggering mechanism to get both sides to. Reopen our federal government after a month. I actually have been hearing that for the last few days that even people close to the White House or saying that they will not budge that the Democrats won't budget until there's an accident or some kind of security safety issue. Both sides aren't going to come to the table. But I think you you hinted here that there is going to be some movement. This house proposal that they're talking about. I think that's probably going to go somewhere. I mean, clearly the Senate bills that are coming up are not going to go somewhere. I think the house saying that they would look at spending some money not necessarily on a wall, but on enforcement issues is going to get some attention. Jeremy same question to you. And what just happened to the balance of power at least within the beltway in the past few minutes. The president has agreed something we've never had to state of the union that will await a reopen government. Right. I think Brian the ultimate impact of presents tweet. Just now saying he'll wait to give his state of the union is pretty minimal. I mean, it just kind of ads. The latest twist in this ongoing squabbling back and forth. Give your speech, Mr President, no way. You can't give your speech. Well, now, you can't go on your trip. I'm going to give the speech anyway. No, you're not I guess now. We're at okay, I won't get the speech. So I guess we'll wait to see whatever happens tomorrow, which at this point really could be anything. Although I have been hearing slightly more optimism that at least with the Senate votes, though, those are doomed to fail it appears that could provide some type of forward moving momentum here to get the gears of government at least somewhat grinding again and need a Jeremy just use the oh word for optimism. Are you hearing any of that being shared? Especially the subset of that question is Republican defections who's had enough. Yeah. I mean while I mean, it's been going on for quite some time. Right. So you think that they'd both sides would have enough. I mean every paycheck. I think that goes by that people aren't getting and messages like you heard before about safety. I think that it's going to get there. But. They're both sides are just really dug in on this. I mean, you mentioned the state of the union thing back and forth. I mean, this just shows you that they are not looking to compromise. They both have have their way and they want their way. So, you know, I just go back to this house proposal that's out there to me. That's the only glimmer of hope I don't know that I would say optimism though, because the president has been adamant that he still wants this wall. It's something he campaigned on he talked about and that he he thinks that it's necessary. And that that he wants to get the money for that. This is the time for him to try to do that. Germany. I have three visuals. And then a question visual number one is a letter by all the former secretaries of homeland security as cabinet agencies. Go it hasn't been around that long, but they all signed onto this letter saying in effect, and this it also includes the former. Homeland security secretary general Kelly who is the most recent White House chief of staff. Visual number two is some polling information, and it shows the president deeply underwater when people were asked the question by CBS news posters is this border wall worth the government shutdown. Seventy one percent say it is not worth it. Now, add to that the following visual. This is all the aircraft over the United States right now. See some of those routes that really pop like DFW up to New York the European flights leaving this time of night to begin their long arching flight over the North Atlantic and all the Pacific activity as well. That's what the skies over this country looked like and here's a prediction. They will all land safely tonight because of the true professionals the public servants working without pay in all the trae con stations all the local towers at all the airports in this country. But for how. Long. Jeremy and our first question comes back God forbid is this going to take a tragedy? I sure hope not. But I think what this speaks to more than anything else. Bryant is the degradation of our political culture, and the willingness that political leaders have to really subject government workers to this prolong period without pay but also just to show blatant disrespect for the government for the functions of our government that our constitution has set up, and it's really a change from this. When these things were rare, right or when politicians had more of a capacity for shame. When the Republican party dared not shut down the government for twenty years after the nineteen ninety five and nineteen Ninety-six shutdowns because they thought it was not only bad politics bad governance. That kind of shame doesn't exist anymore. Today's Republican party because what you've had over the last ten years or so is a party that is more and more hostile to government. They think that government doesn't do much good for them. When of course, there's plenty of evidence and money in their social security accounts and money paying for their Medicare to prove otherwise. But I just don't see a Republican party that exists anymore where shutdowns are perceived as bad politics. Even though the overwhelming majority of Americans don't like them, which the topic was more cheery. But I thank you nonetheless, both of you for coming on and adding your reporting to this segment to Jeremy Peters, two Anita. Kumar two of our returning veterans. Are thanks coming up more of the shutdown politics with two political veterans. Here's a hint both of them from the same state. Including a look at one component that could sway Trump his whole numbers. More on that when we come back. Protesters outside Mitch McConnell's office wanna get back to work. They would like to get paid for their work as well. There's been little public talk of an actual shutdown solution the house passed its tenth Bill date a reopen the government, but it doesn't include wall money and the swollen go anywhere over in the Senate leader McConnell blocked, a similar Bill in the Senate. Now, they're these bills that are both expected to fail. Tomorrow nothing like managing expectations and the longer the shutdown drags on the lower the president's approval rating, sinks, this may get his attention. This new AP NO RC poll shows his support dropped eight points since the shutdown started in December his disapproval ratings are now back to what they were after there were good people on both sides in Charlottesville here with us tonight apparently no-one available in forty nine other states. We have to Marylanders, and it's a good thing. We like them. Donny Edwards, a former democratic member of congress representing the state of did. I mention Maryland newly minted Washington Post columnist and Michael Steele, former chairman of the Republican National Committee and former Lieutenant governor from the state of wait for it Maryland. Thank you both for being with us. Michael the whole rap on Mitch McConnell is his ability to count noses. Any good leader? Any good whip in the house or Senate? That's what they do. They're like a western rancher counting ahead of cattle. But there's no way to get to sixty apparently on either vote without doing how a Bill becomes law, which none of us paid attention to when we were in school. Why bring them up? Well, they're bringing him up because probably trying to position for the back into this conversation, which is going to be around something that's beginning to form it in the house. I don't think this Bill that's going to close rather open. The government is going to emerge out of the Senate is going to emerge out of the house. And it's going to have I still believe at the end of the day. Brian is going to have elements that make it look like a wall. Make it sound like a wall. But it's not going to be a wall. Trump will be able to go and say, I got money for the wall. However, that's going to be framed in architecture for him to be able to do that. That's what the next phase as after these because Friday is day of reckoning as already been discussed a lot of folks for the second pay period. Now will go without a check. And if it wasn't real before it's going to get very real Mitch McConnell and a whole lot of. Members in the Senate. And so I think they they show motion with these with these bills that they're going to be voting on tomorrow. And then the heavy discussion begins down, a you, of course, serve with Nancy Pelosi in the house, and you of course, have a ton of federal workers in your former congressional district. How do you think the speaker of the house will know when it's time this can't be entirely one sided after all well now, and I mean the way I feel is that the speaker probably has a real sense of where her caucuses, and where the points of negotiation are, and I think that the move by the Senate to dispose of these two bills. Neither of which will get sixty votes needed to move them on begins to open the door and create a pathway by which there can be a resolution. The point is the resolution can't happen was building a wall. And we all know that I think that Democrats have always said that they? Can see a way to to doing fortified reinforcements of what already exists of making sure that there is increased border security, and technology and increasing immigration judges in all of those things that actually contribute to security, and I don't think any of that has changed and what needs to change is the president. And I think in some ways that can happen because he will see the failure of these two two bills coming up in the in the United States Senate, Michael this is not billiards, nor is it terrapin football. But at the risk of having something thrown at the television inside the White House was this advantage Pelosi today that she just went around. Oh, yes. Yes. She punked good. Yeah. Now, you just got some thrown at the TV. Yeah. Sorry. But yeah, she called his bluff he thought he was calling hers, but she called his and the president tonight recognized that probably the only place you get hold of speeches some alley in DC. So, you know, I'll just wait until after the shutdown Nancy Pelosi. I think to the congresswoman's point she knows her caucus. She knows where where she can go. How far out she can go. And there is no reason for her to move Bryant to just isn't the president at the very beginning of this thing back in December. Once he rejected the Senate Bill that he sent the vice president up to say, yes, I'm behind it. Now, go for it said to Chuck Schumer and ANSI Pelosi. I take full responsibility for this. I all this. And I won't blame you and this is like, okay. And here we are. Yeah. He said used the word mantle gimme the mantle of this. The mantle wonder how that mantle feels right about now. Hey, I got one for you. This is from our friend. Peter Baker over at the New York Times Democrats accused Mr. Trump hostage-taking tactics, but among the hostages has been his own presidency other than his single minded pursuit of a border wall. Mr. Trump has all but. Put on hold advancing the rest of his agenda. It has become as one administration official put it a one issue White House, though, Donahue, and I both know this speech if history is any guide, and who knows that this point will contain words like infrastructure. Remember that word. Yeah. I remember it. I don't think the president doesn't mean here's the thing. The president backed himself into a wall. He was always going to lose this fight. And now the question is just how does he lose or how to Republicans allow him to save face to to move on? You know, the fact is he wanted to do a state of the union message. But you can't stand in front of the entire United States and proclaimed Americans at the state of the union is good when the government is shut down. And when it's not functioning and he is the head of that dysfunction. So I think that right now the most that the president can count on is that he's worked himself into full on into an election cycle now. And I just don't know where this administration goes up from here. I want to go where angels dare and that is to talk about twenty twenty for just a moment. You may not recognize this fellow you might find his name difficult to pronounce, but he would like very much to be your next president the latest democrat to join a very crowded field. Take a look. I believe that we need new voices. It's time for a new generation to step forward to offer leadership at the end of the day. I have more years of government experience than the president of the United States. I have more executive experience than the vice president, and I have more military experience than the two of them put together the group of twenty twenty candidates gained one more today. That was the thirty seven year old mayor of the great city of south bend, Indiana. He joined seven other declared candidates, including Senator comma Harris who also announced this week. She sat down with Rachel in this very studio tonight sock about why she is right for the job. We are a country that has always been aspirin. We have these ideals. We were founded on these ideals are strengths that we fight for these ideals, and our strength is also that we speak truth and acknowledged we've never quite reached those ideals. We still have a whole lot of problems around issues of equality and freedom and fairness, right, but people are prepared to fight, and I'm prepared to join that fight and if necessary, and if if folks will have me, I'm prepared to help lead that fight. Okay. Mr Chairman, here's the here's the question. I'd like to ask and Donna I'm coming to you right after this. So have a brilliant answer ready, which democrat as of now poses the greatest threat to Donald Trump. Joe Biden, why what because I think Joe Biden is the one who takes away from Trump without having to go where Trump will take all the rest of these candidates where he took Marco Rubio in the in the two thousand sixteen cycle the he can avoid that he is blue collar. He's always been blue-collar. He's authentically such. And so when you're looking at the Wisconsin's and the Ohio and the Pennsylvania's and and the Michigans of the world he will resonate with them uncle Joe. He's called that for reason. Yes, there have been gaffes. And there have been the crazy stuff. But compared to Trump people like, okay, that's a walk in the park. We can do. But what about comma Harris presents as a person who's going to be rolled presumably by Donald Trump? Well, you know, I don't know you asked me based on what I know. I have any what Comal and others are going to do Joe is been there. He's done the raise. He's got the connection. He's got the ground game. He knows he knows the opponent. We'll see as he's other candidates come on how they develop that. I'll tell you though, the person who's impressed me the most of those who have been announced has been Elizabeth Warren because she's come out. She's laid out very, you know, where she's going. You know, what his fight for commerce? She's gonna fight fighting for what are you going to do on taxes? What are you going to do on health care? How much is that progressive part of the base that Lisbeth Warren really represents pulls a comma Harris from California or a mayor Pete, you know. You know from Indiana into that space that's going to be interesting to watch. Joe I think has has a leg up right now. Congress res note, the former Lieutenant governor Maryland just took a pass on the last name of the mayor of south bend as booty juice disc-. We're going to get into trouble here. So did I full disclosure now congresswoman you've had the advantage of two entire minutes of listening to the former chairman as the Republican party. What is your answer to the question who poses the greatest threat to Donald Trump? Well, as so here's the thing. I don't actually know that yet. And I'll tell you why I think it's the candidate who gets through this field and demonstrates they're able to take a punch and get back up. And I think for some of these candidates are kind of untested, and I would put calmly Harrison that category as well. In terms of running a I mean. I mean, really tough race for the for the Senate that didn't happen. I think some of these other candidates are going to have to prove that they can take that. And then they can get up. I think Joe Biden, obviously has done that. I think Elizabeth Warren has done that as well. But I'm not saying that they can't. And that's why I'm actually looking forward to even though it is a crowded feel looking forward to it. Because I think it's really going to be important for Democrats not to just anoint. Next nominee for our party. But somebody who really is going to be the standard bearer for the brought for the breath of our party. And I think the only way that you can get through that is through a tough hard fought primary. That's gonna put you in the right position to fight it out for for the presidency. We ask a lot of them, but congresswoman Edwards, and Mr Chairman Steele, keep coming back, and we're very fortunate to have them. It's not like Maryland is underrepresented on television these days. Thank you both appreciating coming up those of us who are old enough to remember White House press briefings get downright wistful for a time when our government communicated with the people directly on a daily basis are wistful look back when we come back. It's like wild kingdom out there. Sometimes it's dark often they're on the run. And this is where we like to. To insert our regular reminder. They work for your government. The money you pay out in taxes puts food on their tables. So we decided to dig deep into our video archives back to a simpler time long ago. Twenty seventeen the first official press briefing by the brand new press secretary, not counting his rant about the crowd size at the inauguration here once again, Sean Spicer. Good afternoon everyone. Thanks for coming out to our first official briefing here in the eighty room, as you know, we are all about big viewer ships in large audiences here US Vice thing those the most watched inaugural address sherve, it was the most watched inaugural when you look at. It was the largest watched inauguration ever, do you dispute that? Well, I don't wanna get into two numbers. I do I think sometimes we can disagree with the facts we hit the ground running on day one on Wednesday. The president will host a swearing in ceremony from inland from income from new secretary of homeland security General James Kelly, John Kelly, the president's very successful businessmen and negotiator. He's going to sit down and work with congress to get the best deal possible. But he understands better than anybody had negotiate a great deal keeps getting told what he can't do by this narrative that's out there any exceeds it every single time. We're here today. I'm going to stay here as long as you want. So I wanna make sure that. Again, the last full blown press briefing December eighteenth of this past year, eight months after what you just watched Sean Spicer was gone and one more personal update Anthony Scaramucci, the former White House communications director last week landed the coveted slot on the cast of celebrity big brother, he vowed to survive in that role longer than the eleven days. He was Trump's communications guy. But tonight, he is out out of the big brother house under mysterious circumstances. Coming up what this soon to be thirty four day long government shutdown is doing to our country and the people who work for it or try to every day. Last thing before we go here tonight. If you've been watching, you know all week, we're trying to keep the stories of our fellow citizens front and center, the citizens we refer to as federal employees who've now gone over a month without pay this week Larra. Trump wife of Eric Trump was asked about the human toll of this shutdown and her answer is getting a lot of attention. It's not fair to you. And we all get that. But this is so much bigger than anyone person. It is a little bit of pain, but it's going to be for the future of our country. Now about those citizens being asked to endure a little bit of pain and go without money for food. You name it rent child-care mortgage car payments, chemo utilities college loans. All of it. We begin tonight with a couple who went to that protest at Mitch McConnell. Senate field office in Kentucky. You're going to hear stories across the nation from federal workers who are having to choose between their medications whether to keep their lights on whether they can pay their car note or buy groceries for their family. This is dire. Emergency we've been held hostage. The federal employees put us back to work and continue the negotiations be myself have handicapped I had to get a lot of medicine. I'm not able to afford the co pays right now because I have no money. Kevin. I have no money. I don't know what I'm gonna do. If this keeps on it's very three days. We need we need to be working. So we could be having our money back. I'm just trying to survive on what I have. I have my husband little dove, the whole wound is gonna be a kid's this kid's zoo. I can't have my Toya whatever, and I'm gonna to attention. Just feed. What situation how about that that last gentleman works for homeland security three federal workers are fellow citizens being forced to go without us. Wong reports Michael Ryan. Director of WHO's Health Emergencies Program says he's very confident that scientists are well on their way to inventing drugs that work well against covid nineteen. More, than five hundred plaintiffs filed suit claiming the trump administration is illegally blocking their path to green card.
