The issue of corruption has exploded as an issue in this campaign says it got started. Almost everyone of you up. There has throw a brick or several bricks in the direction of some of your opponents. So let's get down to it. What is your plan? To restore integrity to city hall at why are you the person most on the stage, which it'd be trusted by the people Chicago actually accomplish that Mr. Chico? Thank you very much. Appreciate cranes in WGN, providing this form to us to talk about these important issues. I think we need to do three things. One end the all dramatic privilege, which is at the heart of all of these matters that are being exposed right now in the city council. Secondly ban all outside income, you work for the city of Chicago that your comments about one hundred twenty thousand a year that's enough for anybody and finally term limits, ladies and gentlemen, listen to me, none of this will be done by the city council unto itself. People don't act that way. I've made a proposal called the Chicago voter initiative to take each of these reforms to the voters of this city by binding referendum to make sure that it actually becomes the law of the city of Chicago. You're the boss not us. And we've won we take this matter to the ultimate. In this city. We will bring reform and it needs to happen right away. Thank you, Mr. daily. Yes. The I I think it was the first day after I announced my candidacy for mayor. I laid out series about the reforms term limits. No outside no lobbyists could work for my campaign, and then lobby I would not take money from any lobbyists in a campaign, even though legal unless you're the incumbent mayor I laid out a series of reforms that are no family members could do any business with city government or any agencies that I would be overseen. And then also I laid out I think we're at a point in the city that we have to look at structural reforms to the way the city council works. I recommend that we strength. The city council. The fifteen members full-time jobs, no outside income transparency. Any alderman approaches a person in an agency of the government has to be recorded when I was commerce secretary about I got a letter or call from a Senator or a congressman that was recorded. That's transparent. I think I'm the person who can do it. I've had the experience in business and government, and they know how to do this, right? Massena? Thank you. So one of the overarching principles is to not have existing ties with those who've been part and parcel of the corruption in city hall. That is the first criteria second. We have to institutionalize corruption mitigation measures. What that looks like is taking all of the controls administrative functions out of the hands of legislators in many instances ultimate I'm making decisions about signs for their businesses for small business owners. They create opportunities for corruption or where business owners feel that they're shaken down those administrative functions needs to be moved into executive departments in city hall seconds, automatic privilege, making sure that we Aratu Kate that because it has been a tool that has actually been quite harmful in terms of how development happens in the city who gets access to decision making in the city and many other things that have happened where we're experiencing a lot of corruption third is expanding the oversight of the inspector general the inspector general should be able to investigate city council members across the board. That has to happen in fourth is a commitment. Transparency across the board. Okay. But why you rather than any of these other people? So the first criteria that I laid out is not having ties to existing individuals that systems that have been part and parcel of corruption city hall is okay. Thank you the slight. But I think what we've been witnessing over the last month or so is the crumbling remnants over broken Chicago machine coming into the four, and what I've heard from people all over the city is frankly are sick and tired of the give to get funky style of government. I'm a former federal prosecutor who put a corrupt alderman into federal prison long before most of the people on the stage got into the race back in August. I put forward a good government plan things that we're now talking about we're we're a part of that plan turtle events for mayor making sure that we took back control other workers compensation system. Not allowing elected officials appointed officials to monetize their positions. Making sure that we had a government that was not only accountable to the people, but also transparent in the last seven years, we've said hundreds of thousands of dollars fighting for your suits that eventually the city lost and had to pay legal fees. So those are the kinds of things that I think are critically important to make sure that we are leading our government in the right direction. Mr mccarthy. So first of all we have to have leadership that is intolerant of Abirin behavior. We didn't integrity on the fifth floor to start with because it shouldn't be do as I say. If you take a look back what has happened over the years. The inspector general for the city council would not get to power because he had s for the city council to give it to them. So I propose what we're going to expand the power of the inspector general just like some of my colleagues said except in this case, we're going to just staff it with police officers to do the investigations. So they can just go lock people up when they have to. And why me I've locked up a lot of people in my life. I've locked the police officers because I spent two years as a captain in internal affairs. But we do need to end automatic prerogative. We also need term limits. But we need a culture that is intolerant. Of the Chicago way we laugh at it. We wink about it. We say, hey, I got a guy I can get something done. We as a culture have to get away from that. Okay. Moving on again. The question is what's your plan to restore integrity to Chicago city government? Why are you the best person to do it? Ms mendoza. Thank you. I have the most comprehensive anti-corruption ethics and accountability plan of any of the candidates today. You could read about it on my future now plan, but it's been also by the help of the former federal prosecutor, Dan Webb who walked up more corrupt politicians and judges than anyone in the history of Illinois. And it was he was the lead prosecutor operation Gaylord, which make people probably remember. I also believe that at the core of everything that we do with this. We have to get rid of Alder manic prerogative is the single. Most important reason why alderman ended up getting convicted in the city of Chicago. And I think almost every candidate running for mayor today agrees that this has to end with the exception of president preckwinkle who still defends it. I think it's a it's a policy of the past. And if we believe that we need to clean up corruption. It starts with that. I have a slew of other things like ending jobs shacking exempt positions for the children are the family members of elected officials. Again, I'm gonna go back to the question of why you. Good guy. But why are you here because I put forth most comprehensive plan, and I would say that in any job that I've ever had whether it was as a state Representative or a city clerk, or as controller of the state of Illinois every time, I tell taxpayers, I'm gonna do something for example, take on Bruce Rauner and navigate the state through the worst fiscal crisis in our history. I've done it. I've under promising over delivering now did the same as mayor this practical, we should have no tolerance for corruption in the city of Chicago. It's particularly an important in a democracy that people have confidence in their government and the swirling allegations and rumors undermine that confidence. Let me just say I think the beginning has to be no dual employment. I was elected alderman in in one thousand nine hundred ninety one I've never held any outside employment never held any outside employment. I think that's the critical step that we have to take people shouldn't have to try to decide. Whether you're looking out for the interests of your clients, your constituents it has to be focused on your constituency. And let me just say I have to say that if Edberg is guilty of the allegations that have been made against him. You ought to be in jail. It's really important that government be. The people have confidence in their government because government can really improve people's lives. And one of the challenges are city faces this opportunity people in the city need to believe that there's opportunity for themselves and for their children as one of the reasons that I support fifteen dollars an hour minimum wage and why I've said that we need to implement that by twenty twenty one. But also a ban alderman giving contracts and Hari individuals who work for them who are in their families, and you have to have full transparency and that begins with schools in your your income taxes, but the fundamental question of why me over other candidates. Well, you know when Chicago schools, I pulled all the construction projects onto the Billy commission. So I could bid them fairly and Oprah openly. People were part of the pay to play culture. Don't go to New Orleans to rebuild the devastated Katrina devastated city, or for that matter go to Haiti after the earthquakes, so my entire career has been public service. And my entire career has been resisting to pay to play culture. Mr wilson. I think I think okay in this town fell I got my first job in radio and in my hometown of Stillwater, Oklahoma, caviar radio, and I worked in Oklahoma City came to Chicago without a job following a woman up here. Workout as well as as we had hoped, but it did get me a wonderful career here. I. I actually was out of work in this town for seven months during the blizzard of seventy nine which we just celebrated the fortieth anniversary. I was actually out of work canned. And then got on BBC radio WBZ, NewsRadio wonderful place tall. Yeah. I was so lucky I worked there for fourteen years, and it was just a wonderful experience. Those are great people, and I don't want now that you're competent. Oh, that's okay. We're all we're hearing. Your home of million mid America. In a circle, but we're gonna circle back to this. We want to hear more chasing the girl up. You know? No, we're not gonna hear anymore. And that's what led us to you. Phil Rogers wonderful for you to be here. Thank you so much. Shame to me. Yeah. I'm at black club, Chicago. Now, we started it about a year ago. Jen Sabella Stephanie and myself had all been at DNA info, which abruptly ended one morning or one afternoon, and so many things in this business happen. Exactly. Right. Exactly. And we heard from so many of our readers that they would have paid for us. If if we kept it going. Hey, why did you stop just because we weren't weren't making any money? That's no reason to stop a media company. Right, right. So we we relaunch block club same as DNA info. We've got all the trademarks and the assets and all that. The differences. We're a little bit smaller, and we're charging a monthly or annual subscription that so far so good people are into it. Excellent as they should be. And if you don't subscribe, please do at black club, Chicago. All right. Let's talk a little bit about some of the news of the day before we delve into your background who you chase to come here. Or why you wanted to or not? I know, but I promise no more. No more of that. But big news today aside from the weather, which we'll get back to as well, we have a state of the union address that will happen on February fifth. House speaker Nancy Pelosi today sent President Trump a letter and he quickly accepted. It's the first correspondence between the two since Trump halted the government shutdown for several weeks. Now, he's still want this border wall. And he's indicated that we will be right back to square one. If he doesn't get funding for the wall at the time. And I think what was craziest about this shutdown. This time aside from it being the longest one in history of our of our government wore the personal stories that came out of it. I mean, we were covering and I was seeing on channel five as well. The stories of the TSA workers are the people who weren't getting paid. I felt as though this shutdown had a little more heart to it and was really hitting people a lot closer to home that that we could relate to what did you guys think I thought it was shameful? And I spent a lot of time for instance, on Thursday afternoon with with an air traffic controller, and you know, he was saying look these people have been paid paychecks. And and they're worried about their kids soccer payments and their house payments, and whether or not they're gonna put braces on their kids teeth. I mean show me any other industry, and especially the news business where people would keep coming to work for free. Okay. And we had people in air, traffic control towers, TSA stations and some people in national parks. Although they finally started closing those down. I mean, it was Donna shirt that these people continue to work. And and and I mean, that's that's her roic and this. Nations should not do that people. Andre I was blown away by the lack of understanding that there's so many people that work paycheck to paycheck that if you miss a paycheck bills, don't get paid. You might not be able to pay your doctor. You may have to make tough decisions about food. And then the disconnect is we heard from from secretary Wilbur Ross who said, well, you you just work it out. You could go to the grocery store and work out a deal with with what I'm going to go to Marianas and asked for some bread. Right. Right. And the the food lines too. I mean, I was almost reminiscent of I don't want to say, I don't want to save the great depression and compare it to that at one point. But the food lines where there was someone who works in this building who sister-in-law worked for the government and was having to go to a food line in the burbs. Yeah, that's incredible. And you're right. I think of those stories that really made it start to crumble when people could save can't get a loan. I'm I've got a fulltime employees. And I'm gonna foodline just because we've got a standoff in Washington. It was it was ridiculous. And I think the the country's let everyone know that this has gotta stop it was so unexpected for workers to if you're a member of congress had adjourned and was folks were headed home for Christmas. And so there was no time for the workers to prepare to save money. -ticipant this in in the past we be on the brink of a shutdown for at least a month maybe longer. So that that hurt people as well. You had an interesting point two tomato where you said, oh, can you just go to barrios? And say, hey, let's make a deal, you know, go to the deli counter. I felt that same way too. When I was hearing different store different politician saying, well, they'll get back pay. Okay. But the Commodore people's or whatever it might be the bills have to be paid. Now, you know. So I can't imagine calling an electric company or the gas company and say, hey, let's work something out. You know, let me go when I get paid you could get paid. And there was tremendous economic costs me think about all of the work that didn't happen over those thirty five days. There was eleven billion dollars lost to the US economy. You know, they're real consequences. When we when we shut down the government, and it was about to get very ugly because it was getting to the point where the air traffic controllers this a requirement in their in their work guidelines that say if you're fatigued you're required to call in sick. Right. Okay. Well, a lot of them had not done that yet. But it was just beginning to happen. And they had to do it. And one of the reasons is a lot of these guys had had to take other jobs overnight and things. Like that to put food on the table and pay the mortgage and things like that. And they had to by law start saying I can't come to work when you want to see this nation change shut down the air system here. I mean aside from the travelling public. This is the way commerce moves in America. This is way Amazon packages travel across the United States. And and you start shutting down airplanes. It's a whole new ballgame. Right. As soon as they had the ground stoppage in New York earlier this week. It's like, okay. This is this is coming to an end now. Right. Right. The tipping point. I think that absolutely was with with LaGuardia being completely closed down the trickle down to families were saving money. Okay. It's cold. We're going to go to Florida or DisneyWorld. Disneyland in California. They're saving up money. Boom. You're trips cancelled there's a ground stoppage. So yeah, we'll see what happens on February fifth. It'll be very interesting state of the union address. You guys are specialists in covering local news, and when it comes to telling people stories. Think that's what my admire about each of us. Well, you always bring those personal stories home, and you really hit home with many of the stories that you tell I'm curious to see what you all think of the buzz of the mayor's racist. I don't think we've ever seen this many candidates in the race for mayor yet. Do you think anybody hearing any buzz is maybe the top two candidates who have emerged? I've I've kind of broken this into pre Rahm announcing. He's not running and post, rob and initially. I thought Gary McCarthy, Paul Vallas. And now, I'm thinking all right, Toni preckwinkle Susanna Mendoza, Bill Daley. It just it seems to have more every every day or every week. And with every poll, it just seems to morph into a different front runner. Well, I think that we have a top tier in. Then I think we have a bottom tier as well. And that's kind of how I divided and we really only had the one son times poll that was conducted by news organization. We have internal polls that have been released, but those have a partisan slant to the right, right. So I think it's clear that Toni preckwinkle and Susanna Mendoza by virtue of the fact, they have important jobs are front runners. They also have money they have infrastructure strong campaigns. But according to that poll Gerry Chico is strong as well. And Willie Wilson Willie Wilson polls. Very well among African American voters who are crucial of crucial part of the electorate, and there we Bill Daley as well. I should mention. So I think we always assumed that preckwinkle Mendoza in daily comprise that top tier there could be room for someone else to emerge Paul Alice Amara in yet. But it appears Willie Wilson because of his name I d because of all his good work in the black community giving us that top tier? Sure. That is very interesting. Yeah. I did. I didn't expect that dynamic. You know, what's weird about this? This time is that if you look back eight years ago when Ron became mayor. And was it eight years it was a year ago? I mean, there was this era of inevitability. It was it was I'm going to be the mayor if you wanna have the election. Go ahead and have it. But I'm going to be the mayor that was roms whole attitude. And of course, people kind of rolled over and said, okay, I guess we'd better vote for rob. And so you manual became the mayor. You don't have for the first time in a lot of elections..
