Do we have the wherewithal to supply the amounts of uranium? The other was we lost. That is say, I guess a different way of putting it is the price going to go up? You said it's going to be brought in gradually over time. But you expect this will actually support the price of uranium to the utilities. Well, what we're doing is reducing the Russian content from about 20% to about 17% directly, and then we're making the other technical changes. And that change occurs over a period of years. So you're talking a very small portion of the utilities, input and uranium. For nuclear power is only a small portion. They could throw around 20% of the total power so it will not be noticeable. Especially since there's such volatility in the prices of the other sources of power, namely oil, not true gas and coal. So this will get not noticeable to the consumer, but it would be very noticeable to the US producers. So I understand Mr Secretary. Why this would be helpful to us producers and I understand your point about strategic strategic significance for United States. What was in it for Russian? Put it directly. What did they get out of this deal? Well, what they get out of the deal was assurance of a stable relationship here for many years to come the alternative to this suspension agreement. "Judges in New York aggressively questioned the Trump Administration today about its plan to exclude undocumented immigrants from the final census tally used to determine congressional seats and much more. The lawsuit against the president's memorandum, which came out in July, was filed by New York state on behalf of more than 20 other states as well. Thank you for having me. Jamie, can you remind us first? What the president's July memorandum actually says it calls for an unprecedented change. Toothy apportionment count. This is the set of census numbers used to determine how many seats each state gets once every 10 years that redistribution of congressional seats. The Constitution. 14th amendment specifically calls for the whole number of persons in each state to be included in that count. Resident trumps memo that he put out in July calls for unauthorized immigrants to be excluded from that count, and it specifically directs the Commerce secretary, Wilbur Ross, who oversees a Census Bureau to come up with information to provide to the president. That would allow the president to carry out that policy. Well, that gives us a bit of a sense of what went on in court today, but drill down on it a bit. What did each side argue? And how did the judges react? It was a fairly speedy hearing. But the main issue here the judges were trying to figure out how quickly and when. Exactly, they have to rule on this that the clock is really ticking. And these plaintiffs are arguing that they need a ruling as soon as possible because they say that this memo is already hurting ongoing census efforts and the trouble administrations attorneys with the Justice Department. They're arguing that The judges don't have to rush and that any decision should really wait until the president receives any information from the commerce secretary. But another part of the equation here is that the 2020 census forms have you taken a look at them? There's no question about a person's immigration status, so the Census Bureau has been collecting information for this year's count. Without knowing. What a person's immigration status is so judges were really pushing hard on the Justice Department attorney to explain Does this promise you should have a plan? Justice Barman said. I've Nathan Hager in the Bloomberg 99 1 Washington newsroom and we have just had a remarkable week. We could be heading into another one because they're growing signs of some discord within the GOP. For more. I want to bring in a B. Morris here in our 99 1 newsroom. Maybe thank you, Nathan. One thing driving discord among some Republicans, and perhaps within the Trump campaign itself is the president's poll numbers We want to bring in Bloomberg chief Washington correspondent Kevin So, really, He's been tracking this very carefully. Kevin is always great to have you. Thank you so much for joining us to talk about all of this. Thank you for having my friends. Okay? The latest Quinnipiac University poll showing 50% of voters say they trust Joe Biden do a better job managing the nation's economy. That same poll, also showing Biden has a 52% of 37% lead over the president. And that's a 15 point margin. We haven't seen anything like that. Since probably last October. Some stuff to unpack here. First of all the economy is the president's wheelhouse. That is his thing. So to show him neck and neck with Joe Biden in that area. Is that an aberration or are we starting to see a trend? What are you learning? Well, look, This comes at a time in which the Biden campaign over the last week has had a rollout of his economic plan. And, quite frankly, it was a very well orchestrated to tear to problems approach in terms of its unveiled the first approach. Was to talk about work force development as well as regulations to some extent with regards to taxing the wealthy and whatnot. However, they were very careful to not make the financial services and worked of development portion of the plan be viewed as too far socialist, so to speak. And in fact, many of the forces that were driving sort of the conversation surrounding this part of the plan, where many of the centrist sources that were a part of The Obama administration. I spoke last week with former Commerce secretary Penny Pritzker. She, of course served in the Obama administration and Amy was one of the key forces driving the workforce development behind that she's seen is a more moderate Democrat in the party. Contrast that with this week when they had their rollout of some energy policies, and while the vice president former vice president is being advised by some progressives, including freshman Congresswoman Alexandria, a Costco, Cortez in private discussions and conversations with sources on the campaign, I can tell you that they are very much also bringing to the table. Some union leaders. Why, because in a battleground state like Pennsylvania, which President Trump won in 2016 the issue of fracking is crucial, crucial in order to union members in that particular state. They're often times at odds with the so called proponents of the green new deal as they call it, so Biden has walked a very, very, very delicate political tightrope in its unveil, and you're seeing the success of that. The poll numbers His bunch that he's gotten in terms of the economic plan rollout. It's interesting the way you're couching this and the way you're explaining it, because instead of looking at it, perhaps as the president's slipping in that area in the area of the economy, perhaps it's Biden catching up, and we're seeing Biden catching up in other areas as well in some of those national polls, where we might even see the president Consistently pulling behind Joe Biden. But in other areas, Biden it's still sort of sort of playing catch up. Is that also a trend you're saying? Yes, you know, look, and I think at that point, Amy, I also think juxtaposed with sort of the I have a sort of juxtaposed with the disorganization for lack of a better word in the Trump reelection campaign. This has been a very good summer for the Biden campaign. There's still plenty of time. Between now and November. I would anticipate the race in Titan's sometime in August and September, especially once the debates begin. But really President Trump has been running against Cove in 19 and not against Joe Biden and the biting campaign has enjoyed that luxury because they're being able to tell their own plans and not really have to draw a contrast. That will end of course during the debate season, But for right now, it's It's almost as if there's two different races going on, Kevin. I love it when you anticipate my next question. I want to dig into that a little bit more. The Trump campaign is, you know, put a lot of money and energy and ads and tweets and other things that oppose Joe Biden even before Biden was the presented Democratic nominee So is that not working? Or is it the Corona virus that the president now finds himself running against? That's the X factor that really nobody counted on? It is definitely the X factor that nobody counted on. He also, I think, has Joe Biden strategy has been make this a referendum election. Do not make it a contrast election and so that that strategy right now, if you based the the results upon the polls right now, in the snapshot moment in time, the Biden campaign has been more successful. But I think that you know the Trump campaign is is pushing this. Get out the vote effort in battleground states like Michigan and Wisconsin. When I talked to sources on the Trump campaign, they say they're really running a county by county election effort there going to be looking specifically in those battleground states, Michigan, Wisconsin, Ohio, Florida to see where how their policies there playing, and I think a lot of times it would be a massive mistake..

"Pawn pay. Day, title loans, all of these things are varieties of the same thing. What Pont is is you're bringing in a product of value. So you're, you know, wedding ring, your laptop something like that. And they're giving you a loan and they're holding onto this piece of property as collateral. It's not about the the ring or the laptop. They don't really want to resell that that's just there in case you default. What the, you know, the business model of these of these lenders is the interest and fees that you're paying on the loan itself. So the pond broker is sort of taking something from you just in case you default that's same thing with title loan. So titled owns is the take the title to your car. So in the event that you don't pay back the loan and all the fees and interest. They're able to take your car over payday is you're there is nothing as collateral, but they can garnish wages and things like them. Let's talk about who's taking out these loans. I mean, we're talking about this, obviously, there was a spike during the government shutdown, and we did extensive reporting here on the show about how families were struggling to get by many. The American families are living paycheck to paycheck can't afford to take a couple of weeks without pay. But generally, speaking beyond what we see in the shutdown who is the target demographic. If any for this type of product, I mean, these are in to quote of politicians the average American this is not a there's not the destitute. You have to have a paycheck. You have to have an income to take out a payday loan. And so the Federal Reserve at the study about half of the American population, if they need it if they had a shortfall of about a thousand dollars, they would have to borrow to make ends meet. So if you need a thousand dollars, let's say if you're furloughed federal employee who doesn't have a ton of savings, which is the case for most Americans because we're just not making enough wages to meet our expenses. You would have to borrow that money because you're not getting paid. And so some of us can go to friends and family to borrow some of us can have some other means of getting that income, but but that's complicated on its own right, friends and family, there's other sort of calm. Complexities that come out one. There are and and I want to bring in one more voice here because we're talking about the complications of that. Let's take a listen to what our commerce secretary Wilbur Ross had to say about this issue of the credit union should be making credit available to them true. The people might have to pay a little bit of interest. But the idea that it's paycheck or zero is not a really valid idea. I wanna sort of break that down because that's the commerce secretary Wilbur Ross as telling people to take out loans for quote a little bit of interest. And that the idea of not having a paycheck. And isn't it isn't it pathetic that poor people who ought to be homeless people want to be getting that food. They're not getting it because it's being diverted to government employees because the government is them. How pathetic. Scary. This is scary that other poor people won't won't get get the help. "So if your community gets undercounted, right, you're not going to necessarily see your fair share of the resources that your communities. I mean, you can imagine a school school district. That's getting federal funding that has a lot of transient kids, right, right or kids, whose parents are not documented, right? Who are scared about answering a census question and that school and that school district is not going to get its proper share funding. And that's the kind of school district. We think about in our heads it probably needs it a lot. Exactly. All right. So we're gonna have. A twenty twenty census, right? Tell me about which department of the federal government runs. The twenty twenty s the census bureau is located within the department of commerce, which by the way is a crazy Schwarz's board. If you ever get into the sort of drill down into federal agencies, the con commerce up there is more like a phrase, easiest in terms of all the things that are in there, all sorts of crazy. Stuff's in commerce. Yeah. You know, international trade issues or something I guess handled out of commerce largely in addition to state, right? So commerce's in there and the head of commerce is Wilbur Ross. Okay. I don't even know the chronology. So when does it come to be a public thing that they are considering adding a new question to the census in December of two thousand seventeen the department of Justice sent a letter to the census bureau requesting that the census include a question on citizenship in twenty twenty and the purported reason, the department of Justice says is that we need more accurate data on the number of citizens. There are. At a very granular level of geography, basically blocked by block for purposes of enforcing the federal Voting Rights Act. Why? Well. That's that's complicated. But I think the first thing is, you know, what's implicit in. Your question is they've never had this since the Voting Rights Act existed in nineteen you know, since it's been enforced since nineteen sixty five citizenship has never been a question. That's on the census that sent to every household in America to the extent DOJ's needed citizenship info. And it does they've used sample surveys in order to get that data. Now, the reason they needed is under some circumstances. The Voting Rights Act requires the drawing of districts that are going to give minority voters particularly African American and Hispanic voters an opportunity to elect candidates from their own communities, and our majority minority districts, shorthand them, right? And you know, one way of assessing whether or not a district actually does that is if citizens within a district that is eligible voters citizens eighteen and over a majority of the of those people are either African American or Hispanic right because if. A district is fifty one percent African American in terms of its citizen voting age population than in feary African Americans ought to be able to elect their preferred candidates. So this kicks off the department of Justice sending a letter is that letter public in seventeen UK, and this is Jeff Sessions Justice department. Correct. Well known to be super super obsessively into Voting Rights Act. They haven't brought a single lawsuit under the Voting Rights Act since the start of the Trump administration that right? Yeah. This is an outgrowth of conservative movement that has worked for years to bring suits challenging the Voting Rights Act and its conservatives, of course, a conservative court that gutted a big part of the Voting Rights Act in the infamous Shelby county decision. So there tends to be kind of two sides in American life. I don't think it's crazy to say that in terms of the two collisions which one is like really into enforcing the Voting Rights Act in which one is not. Yeah. So that itself is a little bit of a little bit of a like like this Justice department with this attorney general is like we need. To do this new thing because everyone over here in this shop is hopped up on making sure that we enforce the Voting Rights Act. And so you've gotta do this totally new thing you've never done before right Addison ship question. The census, right. Let's just be clear. What that means? The main scandal seems to be that we learned three leak of offshore banking records that Wilbur Ross continued well into his tenure as commerce, secretary to own steaks and a variety of global businesses that were directly affected by the policies. He was making. He owned a stake in navigator holdings, which is a Russian shipping company linked to allies of Latimer Putin. And then there are other assets that he technically doesn't own any more, but they're in a trust that benefits is relative. So you know, he's still retains an economic interest in them. That includes a major manufacturer of auto parts that's going to be heavily impacted by the decisions that Trump makes about auto and auto-parts tariffs which will be recommended by Wilbur Ross. Linda, I feel like when when Ross was confirmed didn't didn't. He make this big show about how he was divest his financial assets that he can do his job without exactly these sorts of conflicts that we've now learned has. It was a love fest. There were democratic senators who are, you know, congratulating him on being so open and honest. And I think that one of the actual scandals that got lost this week was at two days ago, broths set. Pulled a a lawsuit from one of his ex partners and that he settled because a judge was about to rule that he might have to produce documents about his the financial documents that he handed to the Senate. He did not include this lawsuit in his in his disclosures to the US government. So there's something about his issues with this partner. This nine million dollar lawsuit that was settled for an undisclosed amount that really made Ross nervous. He did not want to appear in court. He did not want to have those documents Cepeda and we know that he's a liar. He has been lying about his wealth to Forbes magazine for as long as there's been a billionaire list. We figured that out when people were like, hey, you said you're only about where two hundred and fifty million dollars in these documents to the government. Are you lying to the government and or Forbes magazine? And he said, whoops, I'm lying to Forbes. He has this amazing Mr. Magoo. Of exp-, you know, being like, oh, it was who was just just silly little mistake or then using financial vocabulary to explain things in a confusing way. "And I have to say being familiar with Wilbur Ross's business and his business history. I have been waiting since he was nominated to be the secretary of commerce for the dam to break on the multiple very swampy involvements and business history of Wilbur Ross. And you seem to have done it with these interviews and the pattern of business he engaged in before becoming secretary and what he's done since becoming secretary. Yeah, you know, there's a lot of rich guys who get sued for various things, but not like this, not by so many former partners by so many investors to have such consistent allegations and to have it all add up to such a significant amount of money. I mean, one hundred twenty three million dollars is a huge sum for anyone including Wilbur Ross, and Dan just take us through what he was supposed to do in terms of what he. He said he would do with his finances when becoming a commerce secretary and what he actually didn't do. Sure. So like all public officials, Wilbur Ross made agreements before he took office that he would divest the majority of his holdings and in November of last year, he certified that he in fact had done that on a sworn statement when in fact, he had not done that. And instead he's still own more than ten million dollars of stock in the parent company of his former private equity fund company called. Invesco that he didn't sell until about a month and a half after that. And he'll still held stock in an air leasing company that he held onto for more than a year after he was supposed to and he'd shorted a company that he said that he thought that he had an interest in. So he was taking a short to cancel out that interest. But in fact, he didn't have an interest in the short wasn't necessary. All of this stuff he said was a result of simple mistakes, but it's hard to believe that one of the most sophisticated investors in the country would make so many large mistakes at so many different companies, Tim O'Brien, how could this have gone wrong for Donald Trump? He told his audience, you don't want four people doing this kind of work. You want rich guys doing this kind of work. You want rich guys in congress who can't be corrupted like Chris Collins, you want rich guys in the cabinet like Wilbur Ross, right Lawrence. And so what we've learned is that Trump did not drain the swamp. He just filled it with bigger alligators and Dan's great. Reporting, which I admire so much as really exposed just around the fact pattern. Everything that's untored about real Barastas holdings. Wally serving as the commerce secretary, and there's been a lot of really great reporting in addition to dance around this, and the list is almost so long. All of this stuff is it just smells and it's amazing. It's taken this long for it to come to a head. Dan, how long have you been working on the Wilbur Ross story? Well, there have been many Wilbur Ross stories, but I, I started covering him about a year ago when we were looking to see how much money he was worth. And that was when we uncovered that. Although he'd been claiming to us for years that he had billions of dollars. He in fact, did not. And once you figured that out. Then sort of all this other stuff. So I run Raveling and there's one investor told me. I said, once you figure out that the guy is essentially for lack of a better word of fraud, you figure out that anything that he says really isn't quite correct.
