"Back in March Congress passed the cares at it sent two hundred ninety billion dollars directly to Americans and it created a loan program for company struggling to meet payroll. It was sold as a lifeline for unemployed people and small businesses suffering from the pandemic but it also turned into a back door bailout for oil companies. Bloomberg News reported that three dozen large oil and gas companies made out with billions of dollars in government tax benefits corporates like marathon petroleum. An oil refiner worth nearly a hundred billion dollars. Marathon is at the front lines of attacking climate policy. The company is still funding climate denial groups and lobbying against any kind of federal action in January. A group of Democrats in the Senate asked marathons corporate shareholders to pressure the company on climate that included Rhode Island Senator Sheldon Whitehouse. But not even Senator. Whitehouse realized the extent of the bailout for companies like marathon until it was too late. I didn't know it existed until I saw the I report on it. By the time we actually got built text. We had half an hour before the vote. So in a decent world with coronavirus pandemic and an economy in freefall as people had to shelter in place you would have thought that the better angels of our nature would have come forward and we would have rallied around projects legislation programs that really helped people so under the premise of helping struggling. Americans out of Work Senate majority leader. Mcconnell helped push a tax provision giving one hundred thirty five billion dollars in tax benefits to the top one percent of tax payers plus a couple billion more dollars to oil companies that included four hundred and eleven million for Marathon Petroleum Mitch. South Korean rocket successfully puts satellite in orbit
"South. Korea has successfully launched the world's first geostationary environment monitoring satellite. Dr David Whitehouse is a space scientist and an author and he joins me on the line now to explain exactly what that means David what is this satellite? It's really important for South Korea it. It's the second of two satellites to monitor their environment. The first one went up a couple of years ago to look at space weather have the sun and particles from the Sun will affect The high atmosphere in the region. But this is more oriented towards the oceans around the Korean Peninsula and about pollution particulates aerosols. And it's the first time one of these pollution sensors has been placed in what we call geostationary orbit so it's positioned above career constantly looking down at the same site rather than picking up career as it passes in its orbiter. It's really important for the Koreans and so it's it's basically monitoring pollution that right which South Korea has a problem with and it interesting that Lot scientists have fascinating by this sense. Not only because it's going to provide real time. High-quality monitoring of air quality of ozone of nitrogen dioxide but also emotions and fisheries and land management. But of course to the North South Korea North Korea which has none of these things which has no industrial infrastructure of any significant. Doesn't have many cars so the comparison between the pollution of South Korea and the and the non pollution of the very agricultural sparsely populated North Korea. And and how one affects the other is going to be very fascinating for scientific weather scientists and climate scientists. So how big an area will it cover well from geostationary orbit which is twenty three thousand miles above the earth? It hovers over the same place. So it's going to have a footprint which is several times larger than the Korean printer in one mode of operation so in order to look at the the ocean current fisheries and the temperature of the oceans excetera rancor you need a wide view than just the Korean Peninsula but this is a very impressive censor The satellites built by career. The centers have been built in Europe and in North America and was launched on the area and rocket germ just a few hours ago. So everybody's very hopeful. By the time this does get to. Jeff sessions will be. It will be there in a few days time at it. Settles down that this is going to give South Korea one of the best Monitoring Systems for its pollution for it's changing climate for its changing oceans in the world. Could it be used for other purposes? It's it's it's a for for the purposes you've you've just outlined but could also be used to have a closer look at North Korea Palm Coast it's North Korea because of its position and it centers it sees North Korea as clearly as it see South Korea. So it's going to have. I'm these these. Disinformation is is known from Military Observation. Satellites it but this is going to be publicly available information that that will tell great deal about the land use about the transport structure about what's going where and where everything is of North Korea and that's going to be available to to the South Koreans twenty four hours a day can technology like this slow down climate change. It's no. I don't think that this does anything to help. Slow down climate change in this but this does actually provide some baseline data because with the debates. About how much climate change? We're going to have him in. Many people say it could be fantastically extreme but of scientists really don't know what the future's going told for us and there's no excuse for getting raw data from the ground from the oceans from the ground temperatures The atmosphere and the oceans etc. So this will provide very high quality baseline information that scientists can go away and think about particularly if this thing's expected to work for ten years. Ten years of this high quality data would be very useful indeed and just before we go. This has been built by the state run. Aerospace Research Institute in many countries. We're nothing private. Plays a big businesses taking on that kind of role where we are examining the data That is going to help us. I hope build a better world. Do we need to see other governments chipping or can we leave it up to the private sector? Well many governments want their own space programs Particularly down in in in Asia because many countries have The economy is booming down there in many respects and they have got money to find to fund these things into get information that they would have had to buy from China from the United States. And of course the tap could always have been turned off so yes private and public institutions like in in career role becoming more mixed up with because more active in what is bound to be in the future more intensive space activity. Young Republicans: The new climate activists? Maybe.
"Know the polling says young Republicans want climate action. But it's the public shift from party leaders that I just find hard to believe. The Republicans have ridiculed climate science installed climate action for more than a decade. Do you believe these new messages from party leaders for real yes definitely. I think this is real. The question is to what effect clearly something new is happening. I've had a number of conversations with folks who work on the hill who all say the same thing that Republicans are talking really differently about this issue behind closed doors fewer and fewer of them are rejecting the science. And they're feeling real public pressure to talk about it. We're GONNA hear about why later on in the show and now this is playing out publicly. So you've got Republican leadership saying they're gonNA put together this package of bills to address emissions and there is of course a lot of skepticism which you address but there's no doubt there's a shift happening both in private and in public. Yeah you know. I've got some strong feelings on on this which I'm happy to share. But first let's hear from a reporter. Who spent a lot of time figuring out what's up with? Republicans on the issue of climate. Change Amy harder is a climate and energy reporter with axios. She's been covering the issue for well over a decade at the National Journal Than The Wall Street Journal and now at Axios. She broke the story of the new Republican climate. Push and our co host. Jeff Nesbit sat down with amy to unpack it so it it does feel like there has been a shift. I mean you know you talk to Senator Sheldon Whitehouse. He says that he has private conversations with Republican. Senators all the but there's been a public shift for Republicans On climate fairly recently. Are you seeing that in your reporting? Well we're starting to see them. I've described it as coming back in from the cold because this isn't where the Republican Party has always been so you're seeing them number one acknowledge that climate change is a real problem That deserves some sort of response now. There's a huge debate about how big that response should be. But in general You're not seeing comments from lawmakers particularly in the House that are really out there on left field when it comes to the science. I recently sat down with three top. Republicans House Minority Leader Kevin McCarthy Congressman Graves of Louisiana. I'm in Congressman Westerman A Republican from Arkansas Ed. There was this interesting Exchange Between Westerman and graves when Western said something that didn't really fit with the scientific consensus of climate change. I immediately saw graves jump in and clarify so. There is a very acute concern within the Republican Party. That at the very least they don't want to fight the science and this is of course a long ways away from where Democrats and a lot of the public and corporations are but nonetheless it is a shift to stop fighting the science. So let's let's let's dive into that a little bit. What's in those new proposals from some of the house? Republicans I would say there's three main components of the Republicans plan which is to be introduced over the coming weeks and months the first one has to do with capturing carbon emissions from variety of sources. So that can be by planting more trees in in theory that would capture more carbon the other tube Parts of this plan include a ramping up clean. Energy Technologies and clean energy technology exports so giving special tax treatment to companies that export clean energy important here to note that the definition of clean energy is of course very much in the eye of the beholder. Republicans are in Wide Agreement. That NATURAL GAS. Which is the cleanest burning fossil fuel but still very much a fossil fuel with the climate impact? That counts is clean energy so expediting pipelines for example to move natural gas as part of their clean energy plan. Which a lot of Democrats and many in environmentalists would take issue with and then the third pillar is actually not directly related to climate change but more focused on plastic pollution And so this would give foreign aid to countries in Asia and Africa which is actually where most of the most polluted rivers are with plastic. The climate angle is that oil natural gas at the bedrock aplastic. So there's that connection So those those are the three main components and I've pressed McCarthy in Western and graves on this asking them if they have some sort of goal reduction goal of emissions at they hope to achieve the the answer to that is no that they sort of reject. This idea graves used the term arbitrary targets. I think most experts say having some sort of goal is good for trying to achieve any sort of outcome. I think time will tell. The devil is in the details to see if they can really say that they'll be any sort of concrete reduction of emissions with these policies. Which is of course the whole goal. So what so? What are you seeing learning behind the scenes that that that might explain? What's driving this chain change? Why is this happening now? I think one really compelling arguments that Republicans are being receptive to. Is this idea of course that it all comes down to politics that they've been given a polling that shows younger. Republican voters are really not liking. How their leaders are disavowing? The science they want their Republican leaders to at the very least acknowledged the science and put forward a range of relatively moderate policies. And so I think that's really driving them and and people often say they're just doing this for political purposes and that seems like a throwaway line but in fact compared to where we were a decade ago. I think it's quite significant. That Republicans see climate has not acting on climate change as a political liability. And that's an incredibly important shifts because the politics do need to shift when it comes to climate change if there's ever going to be big policy so what's what's the reaction to these proposals I within the Republican caucus but then also among their colleagues on the democratic side. Stephanie been all over the map. You have some environmentalists and Democrats that think that this is just another way to deny science another way to keep stonewalling big action and then you have other Democrats. I think con- Congressman. Paul Tonko is a good example Democrat from New York. They see this movement as not enough but definitely better than nothing and a big shift from a few years ago. I interviewed Jason Grandma. The president of the bipartisan Policy Center. Who has been integral in a lot of these debates and while he described the big emphasis on trees as quote aggressive gardening he also applauded the Republicans for making this shift. What Jason Grandma also said is that Democrats environmentalists should not chide these Republicans for not doing enough yet because it's a process and although it certainly not moving fast enough for some for some critics that it's certainly moving so what what is climate looked like as a voting issue in two thousand twenty and beyond and will that have an impact on the Republican. Party's outlook on this issue. So I posted a question recently to Frank Luntz. Many people may know him as Well known Republican pollster so. I posed the question to him about are these Republican policies about trees and plastic and clean energy technologies. Is that going to be enough to convince voters? And he says while trees are great. Voters are going to want more and I'll be interested to see if that's the case. I think you'll have a positive impact from not denying the science but I think as climate change becomes a worse problem. I do think there'll be a call to do more however also note that so far to date. We have not seen voters around the world support big climate policies. And so. That's what I've called the big climate disconnect and. I think that's something that's an open question. Voters say. They're concerned about climate change. But do they really support the big policies? That would actually make a difference and I think the answer to that is is. We don't know

"Tommy's they're grown i'm not putting them in the same category believe me but still it is it is just amazing as you know donald trump has gotten a great deal of criticism by everybody it seems even a among a number of his allies regarding his public criticisms and his public what many people called bullying of jeff sessions and i'm watching the situation room with uh with wolf blitzer i think they ought to call it the vomit taurean but any way wolf blitzer says well actually senator sheldon whitehouse was was on the situation room with the with the wolf meister and he said that donald trump is bullying jeff sessions because sessions won't act improperly or illegally for him this is like a real objective observer right um i mean a sheldon whitehouse what does he said on he might siknani said on intel or judiciary one of the senate committees that has actually had jeff sessions and maybe donald trump jr uh possibly paul manafort i mean this guy is involved meaning sheldon whitehouse he's involved in this impeachment investigation and he's already coming to the conclusion that donald trump is bullying jeff sessions because sessions quote won't act improperly or illegally four him for donald trump and you know amazingly this has been the narrative that of many of the democrats and i don't know if republicans are saying that's why he's bullying they are saying that donald trump is bullying jeff sessions and it needs to stop but they haven't gone so far as to say that it's because shanshan's won't acted illegally foreign or or inappropriately foreign but of course many democrats and uh a number of them in positions to vote on whether there's been collusion and get involved in this whole russian investigation they've already had a rush to judgment on this in its it's just unbelievable to me um i'm gonna tell you right now that's not why he's doing it now i said this in the opening uh i i think he uh i think the way he's handling the whole jeff sessions thing meaning president trump i wouldn't do it that way and a lot of people i know wouldn't do it that way and a lot of presidents we've had in times past wouldn't go to this perhaps degree of you know embarrassing another person even logan all person has been loyal.

"You you referenced the the dossier on what the dossier says about how if there was a quidproquo here it appears to have been or it's it was it was supposed to have been described in the dossier as having been about russia wanting sanctions relief we had marco's unball on the show last night and legendary investigative reporter reuters seven sheldon whitehouse is on the judiciary committee in the senate told him for peace this week that when it comes to the dossier a good deal of the information and it remains unproven but none of it has been disproven and some of it has been proven true when he said none of it has been disproven that caught my eye because i think a lot of people assume that parts of the dossier have been disproven can i ask him what you make of senator white house assessment there if you share that well i certainly share the view that there are parts of the dossier that have been corroborated seem credible other other parts of the dossier that were trying to determine the are the true are they not true and still other parts of the dossier i think we're not even close to being able to confirm or reject so i think at a literal sense that's true i don't think we can disprove parts of the dossier yet but there's a lot of work that remains to be done and frankly that's where we ought to have at least part of our focus it shouldn't be on trying to discredit the messenger but rather find out how much of this dossier is accurate and and that's really what we're trying to accomplish the chairman of your committee the intelligence committee who said he was stepping aside from the russia investigation devon newness signed off on subpoenas this week or sometime not this week signed off sometimes recent sometime recently we found out this week subpoenas targeting the firm that was behind the dossier targeting fusion gps there's been some confusion as to whether or not that was his subpoena that he unilaterally decided to issue even though he hasn't been participating in the investigation thus far there's been some conflicting reports as to whether you were consulted on that subpoena or weather even other members of the committee on the republican side were committed were consulted on that what can you tell us about that.
