When will the West Seattle Bridge be fixed, and how much will it cost?
"Has been nearly a year since the West Seattle Bridge closed down because of the cracking concrete, and now we're getting some prediction on when it might be open again. Here's Chris Sullivan, and that prediction is the end of June 2022 that is the target goal for returning traffic to the West Seattle Bridge, But that's about a space Civic is the city can be. I would like to be very, very specific about the time and date when you will be able to drive across the bridge. I cannot give that to you today that Seattle's mobility director, Heather Marks, who also also cautions West Seattle residents that include herself that even when the repairs are complete, that doesn't necessarily mean the traffic is going to immediately return. This is not a repair where we're just going to drop tools when we're done and open up the bridge, too. Traffic. We want to make sure that this is safe and we want to be able to measure and see how the bridge and the repairs respond to additional live load. Drivers should expect that the lanes to will open little by little over the days and weeks after repairs are complete, primarily just for safety and to prevent backups. And there's a big push right now to allow people who need life saving medical care like chemotherapy or dialysis to use the bridge, but The problem is Terminal five, is going to reopen for business on Harbor Island next year. And so the city is worried that if they allow more access now, they'll have to take it away later and they don't want to do that. They don't want to carry that. Briscoe start opening a lot more. We'll be exactly because they're going to see significant amount of freight traffic. And because of that, they're going to see the capacity go away. As for the money, the dollar figures in all of this $175 million is the budget. That covers the repairs to the West Seattle Bridge. The lower Spokane Street Bridge also includes the money already spent for the showing process, traffic mitigation improvements being made in West Seattle. The monitoring work city already has about 124 million of that, and it's aggressively looking for Mawr's, according to Sam, Zimbabwe, the head of the Transportation Department. We're moving are a lot of different paths forward. We don't project that funding is going to be the challenge that Holds us up in this, but we still have some some fresh holds across and make sure that we have the resources needed to bring this resource back online.

"Seattle is setting up permanent mass vaccination sites at the lumine field events center also in rainier beach and west seattle seattle mayor. Jenny durkan says the expansion will reach thousands more vulnerable residents each week and thousands more with enough supplies. And i spoke with mayor durkan about this expansion and why it is so needed here. Despite the fact that seattle was the first to kind of experienced both hospitalization deaths of covid because of the hard work sacrifices that the businesses and residents have made we have for the top thirty cities or so in america the lowest level of disease in hospitalization and part of the reason for that is. We're able to stand up just a first in class testing system. We wanna first in class vaccination system and so we're building the infrastructure to make permanent some of our vaccinations sites and to be able to be one of the first cities in the country to vaccinate all of its residents that need to be vaccinated and of course it requires us to get a steady dose of the vaccines. But it's looking like we will in some very excited. They will make a couple of our vaccination sites permanent We'll stand up a mass vaccination site and we'll open additional sites as time permits well. We're the new mass vaccination site you're talking about coming online. The new the new mass vaccination side is going to be what's now called. Bloomfield used to be centurylink people. Think of where the seahawks play. And how about what's going to be going on at the rainier beach and west seattle facilities those way. We'll make the rainier beach and west seattle facilities permanent vaccine sites It's incredibly important just to be able to reach all parts of our community particularly those who've been hardest hit by the virus and we know clearly from the data that Our communities of color in particular have been hit by cove not just the health impacts but the economic impact and the health impacts have been significantly disproportionate. So i'm very excited. We'll be able to keep that rear beach Facility open and have it as a permanent vaccine location and also very excited that we can keep west seattle open because as you know not only are the number of underserved communities in that area but it also because the west seattle bridge it's access to other parts of the city has been significantly diminished. So we've got to bring the vaccine to the people that need it absolutely. You mentioned the communities of color. Do you know what the vaccination rates are looking like when it comes to inoculating these communities much more percentage of the population. Getting the disease and much lower portion. Actually getting the vaccines. That's why the city of seattle has stepped up and are are. We are really providing that equity lens or vaccinations and really proud of seattle fire department. And all the work. They've done but very proud of the community based organizations who have stood up helped us implement a program so that we've been able to do pop up clinics in the communities for those who've been under served and seventy percent of the vaccinations that we've been able to deliver have been to buy pock community. We're really pushing with our community. Based partners to get those people who might not have access to healthcare. They might be hesitant to get the vaccine or have language barriers and by doing that. We're we're reaching the people that that are most vulnerable and need the vaccine. Will you mentioned hesitancy in the groups that you've had discussions with we've heard a lot about this certain communities of color just being simply afraid to get given the us history and medical practices here in our country. But do you really think it's an issue or are we just talking about lack of access to the vaccine. So i think it is both i think right now because we are in the period where they're scarcity. We're working hard to make sure that we get the shots arms and and and getting them to the right people so using the lens for that soon. I think we will have enough vaccine to deliver. And then we'll have to shift to try to get people who would be hesitant to come. You have to remember that. For the last four years the federal government waged war against are immigrants and refugees. It's hard to then turn on a dime and tell them they can now trust government. And so that's why it's very important to have community based partners that people that speak the language or that are trusted messengers and has the new mapping tool created by the university of washington helped you achieve these goals or is there something more that can better serve these bypass communities the tool has been very helpful because it gives us the actual data showing Vice zip code where the disease is most prevalent and so we can see using that tool that we have not been able to reach some of the communities most at risk for the disease that helps us target zip codes but we still need the community based partners who can work with people that they trust to get them to the vaccine sites.

Some interesting information from realtor dot com talking about what they consider be considered to be the top 10 markets in the country on essentially, what they're talking about. Here is they're talking about the ability to work from home on not having to go into the office five days a week. I mean, the certain companies like we talked about it many times before where they're saying This is gonna be more of a permit thing. However, people are still gonna want to go into the office, right? So in their in their view, Sacramento's the number one market. Uh, in the country with the median price of 554,000. Its proximity to the Bay Area is one of the primary reasons Why on the fact that obviously it's it's You know if I don't say cheap because I'm not cheap, but it Zamora affordable. The other ladies. Oh Sisko prices. You could call it exactly exactly on that. You know, the number two market is San Jose. The median price point there There was 1.2 million. And that's just because of what it has to offer. Yeah, It's a little bit a little bit insane, However, the interesting thing Regardless of what kind of article you look at that talks about, you know the top 10 markets in the country. One thing of note is Seattle's always in that market. You know, In this particular case, Seattle's number five Boise was, it was the number one market according to them in 2020 on, We certainly heard a lot about Boise. People moving into moving moving there from California, for example, Uh, Charlotte is another popular one. Surprisingly, though they didn't mention any of the Texas City. And I consider the fact that You know, depending on who you talk to. The appreciation in and around Seattle Low people are saying 67%. I have a feeling it's gonna be a little bit higher than that. Well, you had a prediction on the show last week, and I recorded you and I've got a steak dinner on it for 10 years that the median price in Seattle will be 1.6 million in 10 years because you were saying everything doubles in 10 years, So I'm betting on that. Were casting in on this, said Steak dinner in 10 years from now as well, That's true. Maybe the state will be worth about $1000. By then. I already owe Rebecca and Pat a steak dinner from a bet about interest rates. It's going to be a camera your dinner, but it's gonna be Oh, I like that. They those those those are pretty cool. No mortgage to get one of those dinners. That's funny. Um, you know, one thing that we haven't talked about much here is You know, in the summertime when the Conversation was grossed about the West Seattle Bridge. I'm about how it had to be repaired or they weren't quite sure what they were going to do. There was a lot of euro with call of calling into the show. Talking about how they were gonna sell how they were going to liquidate the real estate holdings in West Seattle. And now it's interesting to look back upon and do just for six month review. There was an article that times about it really well. While the appreciation was just a little bit less, there was still appreciation. Compared to this compared to the Seattle core, Andre It was the effect of the bridge. We're home. Holden, west Seattle. This in 2020 then did in 2019. So I mean, you could look at it from a couple of perspectives. Yes, there were people that left because of all of that, And but There are people that left all over the city going further east further north or even in another state altogether for West Seattle, the appreciation to just be slightly affected and yet have more sales. We all stop people moving into west Seattle that once that sort of Ah, you know, the bridge did not matter to them. And to be honest with you. We have, you know, it's we don't have some of the same. Issues with encampments and stuff in in West Seattle and the crime that we're seeing elsewhere in the city, so it's just become sort of a little destination community. Seattle car tabs: Designate for bridges only
"Tabs, right? We wanted to talk about car tabs and how In the Seattle City budget yesterday, the council budget that they passed there's that $20 extra car tabs. Just when we found out that car tabs you know what I 9 76 working. We were going to get a break from that. So Seattle added another 20 bucks. To their car tabs, but It was about what it was going to go for. So this was all page towards the end of the budget process. And essentially Lisa Herbold wanted it to be out there to cover some of the investments in bridge maintenance. Because Seattle got a terrible city audit, saying they should be spending 34 million or so a year on maintaining the bridges and which is, of course, a big deal because of the West Seattle Bridge right now and all of the other bridges. We're only spending the only spent 6.6 million a year. They're supposed to be spending 3 34. So you know, she said, Let Z do this. This 20 bucks car tabs of the wood. I think it would bring in 3.5 around million dollars next year and then double that for the years after so, But then they got all all mucky because of the last minute they wanted to say, You know what? Let's wait. Let's go ahead and have a stakeholder group get together and we'll see if we want to give it to the people who want to ride the transit and walk and bike. Um, you know, and or do we want to put into the bridges? So when this captivated yesterday, we obviously had issues with Lisa Herbold, who was concerned, concerned that the council is handing the decision of whether we should provide funding necessary to partially implement auditor recommendations to a stakeholder group who might decide that the fund should be used for other purposes. Now. Councilman's Camels Council member, Alex Peterson was also not very happy, disappointed. The initial proposal on the dedication of these resource is for bridge maintenance didn't go through. I will be voting in favor again today at the full council, but remain committed that if not this funding resource at the end of the stable or process. That this council continue to look for for ways to find additional resource is to meet the The greatness of funding goals outlined in the recent audit on four bridge maintenance on that this still be considered a potential source as we go through the community stakeholder process. So he wants to keep that on the table, even wrote an op ed. "A new Seattle car tab fee questions how the money raised should be spent almost Corwin Hank reports. One proposal upsets climate activists, members of the City Council Budget Committee have approved renewal of a $20 car tab fee to replace an expiring fi. Previously this money has funded transit and walk ability. Improvements correct about dedicating the source for bridge maintenance. That's Kelsey Beshir in public comments, noting that some on the council support dedicating some of the proceeds to Maintaining the city's older bridges bite the pandemic. There is still a lot of transit need out there, and the $20 increase in the deal left could provide tens of thousands of hours in critical access for people during this time. At the same time, problems with the West Seattle Bridge illustrate the critical role bridges play in overall mobility. If the full council passes the car tab fee as expected, more discussion is expected on how to spend that money.

"Repair the cracking West Seattle Bridge. What does that all mean for you? Let's bring in our traffic guru Chris Sullivan for details. Traffic traffic No more trap. Hey, sully. Morning, guys. How we doing Good. So was this a big surprise? There was this the way they were leaning all along. Well, Was it a big surprise to me Because I was I spoke to the mayor last night on. She gave us her decision last night, but we were asked to hold it until nine o'clock this morning when she had her press conference, But I kind of have been flowed back and forth. I think, as she did, throughout this whole process of what you thought was best. Very placement sounded great. But boy was going to take really long repair sounds the fastest and it's the cheapest but will it really work? So in the mayor admitted she was leaning replacement, especially when we got that rapid replacement issue coming up, you know, late in the game, or we can get this done Brand new bridge. We did it in New York, and it's only going to cost you only gonna take three years. Um, and then everyone kind of realized. Well, I don't think we can get that done in the Seattle process with the permitting and all that stuff and Repair makes the most sense for west Seattle. The bottom line is we got to get a lifeline back to West Seattle. Those that community is just just getting just getting hurt. Big time. I mean, you talk to all the businesses over there. They are barely making it By plus all the neighborhoods that are taking all the extra traffic repair makes the most sense. But We don't know if it's 100% feasible. I mean, the city says it can get 15 to 40 years out of it will see. Well, you just brought up my next question, which was get 15 to 40 more years. It doesn't seem like that's such a prudent. Financial decision given that this bridge that was supposed to last us what 75 years, 100 years didn't even make half that or made half that? Yeah, it was. It was supposed to last 70. We got about 35 out of it. Now you take things into all the engineers, even the outside engineers that were brought in to look at this believed that this repair can get 15 to 40 more years out of it. The on Lee X factor we have At this point is the fact that the shoring work that's not going under way, which is technically part of the repair work and the stabilization. The post tension ng of the steel Inside hasn't gone through a full winter cycle. We haven't gone through a full winter when we know how that changes. The cold weather changes the way the concrete reacts, and so if they realize come March You know, it didn't really do too well over cold weather. They may have to just go right to replacement anyway. So the proof is going to be in the pudding over the next couple of months as to whether or not this bridge will be able to Maybe get At 15 to 40, and then they'll be able to go forward with the bottom line is we get people back on that bridge if this works by 2022, which is really important for the people of West Seattle. You have a special number to call the mayor because we've been trying to get the mayor on our show. He talked to her last night. I just want to let you do that. Well, our transportation reporters we We have our ways to speak with the mayor. They actually set up something for us to kind of get a head start on this so we would know the transportation reporters. There aren't many of us. Who concentrate on this, so we were able to speak with her last night. It's not like I called her up and said Hey, mayor, what's up? No, I It was set up for we believe me are selling. Let's get down to brass tacks, man. Look, I know. Look, this is great. This is awesome. This is amazing for all the great people with Seattle. They need this. I'm glad they're not gonna be replacing that are gonna be repairing it. All right. What's the ticket man? What we're talking about. What's it was to take you? What? What is it gonna cost on our on our pockets? Way? Get regular attacks there. Get maybe some more tabs. Tell me what's the deal, man? Well, right now the city of this council has already set aside for $70 million. They kind of moved funds around to help begin. The repair the shoring work that's underway. They have authorized $100 million in debt that they could go for next year. Doesn't we're not going to be there isn't going to be some special tax for the West Seattle Bridge. However, the discussion this week of Seattle at the City Council of that $20 car tab feet, potentially going toward West Seattle Bridge amongst other things is still kind of in play, so you could see that go up and it's $47 million on the front end to build up. The problem with the repair over replacement is that there is longer term maintenance that we're gonna be paying for this bridge over its life span to make sure that the repairs sticks. S O. There is going to be some back end that they haven't quite estimated how much it's gonna cost. I would not anticipate a new tax in Seattle. But this is the Seattle City Council, and we know how much they like taxing, so we'll have to wait and see. But right now it doesn't look that way. Actually, there is that one proposal about $20 additional in car taps, and that would be to pay for road maintenance. Record in the West Seattle break. Exactly so I think right now there are three City council members behind that. Yeah, And they were also going to look at whether or not to reinstate the $60 car tab that everyone has been paying in Seattle that goes primarily to transit. They held off on that.

No, Erin was able to get to Mexico for a short visit to see his newborn son the first time that I've picked him up and then then I laid him down and I saw me and he just got a smile in space. By tearing up thinking about it. They tried all summer, and finally, with help from a congressman. They received a passport for Little Lucas after seven months. The family was reunited last week. I mean, they're grasping at straws to try to find ways to finance this certainly concerned the way that the federal component of projects like this has gone down over the last several decades, and you know through a pandemic. It's not like people are opening up their wallets to these kinds of things. As for the bridge itself. Contractor task was shoring up the cracking span is close to getting the first sections of carbon fibre rap installed. That's going to be added to the cost benefit analysis, So it appears the tunnel is going to get at least a fair shake from the experts as a potential replacement. Going forward to this cracking span. I'm trying to imagine how this is gonna work. So there's this carbon rap doesn't come on rolls like cellophane, and they just wrap it around the concrete. It's basically I think, as I describe it to you before it looks and feels too. My best guess kind of what you do with a cast these days. You know that kind of the you know the ones that colored cast And you and yes, you mean you wrap it around, and what it's trying to do is, you know, keep the cracks from moving at a little, You know, add the support to it so they can actually put people up on the bridge safely. That will help mitigate Yes. So they're basically going to wrap it there. Some pictures will be upon the bridge just to wrap it. Don't that is correct and underneath. That's what this lifting platform is going to do. I mean, they're going to put the giant Hoisting mechanisms. They're on the bridge. "Everybody Mason might hope you're having a wonderful Wednesday nine eight ninety seven threes the state roofing tacks line if you want to be a part of the conversation that's a great way to reach out to us during the show Mike I'm I'm very excited to to talk to our next guest here we we all know that the west Seattle bridge is closed it has been closed since March twenty third and what are we going to do about it seems to be the big question and so now there is a a citizen task force that has been assembled it is it is co chaired by Paulina Lopez she's a do I miss river community advocate and a former mayor of Seattle Greg Nichols and they are going to sort of contribute some ideas listen to some ideas and figure out how we can solve the traffic mess that day is going to be happening now that this bridge is going to be closed and probably need to be replaced and so joining us now Cairo nights is former mayor of Seattle Greg Nichols thanks for talking to you good evening mayor Nichols this is still a question on about whether or not the bridge can be rehabbed and eke some time out of it while long term plan is put in place or a question of whether or not just bite the bullet now tear it down and start on something new is a community task force going to be dealing with any of those issues are just primarily how do we manage in west Seattle without our major arterial to downtown Seattle no we will be advising the mayor on a range of issues including whether we think that the repair of the current bridge makes sense from a cost benefit analysis or whether we should go immediately to opt for a permanent replacement for it we were going to try and figure out how to mitigate the impact on people who relied on the bridge and on the neighborhoods in the south a two one ratio area who are impacted by the new traffic that's going through their neighborhood so we're gonna look at that peace and then we're gonna take a look at what you know what should be a replacement lookalike whether it's done now or in a few years when repaired bridge would would hit the end of its useful life which is no more than ten years what I mean if you had to when you first saw this and thought all playing out not to presume what the community task force is going to come up with but I mean on the natural lease from my point of view seem like why not just devote yourselves to replacing it because that it's just such a short lifespan when it gets fixed and it's gonna take a while to fix anyway does it does it in any way speeded along if if you move directly to a new bridge orders or am I misunderstanding the situation no you're you're you are expressing the questions that were going to try an answer through this process how difficult would be repaired me how expensive would it be how reliable would it be verses going directly to either a full replacement or if there are parts of the bridge that are still good but partial replacement looking at the seventy five year a life so so those are unanswered questions and we're gonna be working very very hard to try and find those answers share them with the public and and then give our best advice to the mayor on how to proceed I know there's been discussion for a long time and about light rail and getting light rail to west Seattle to connect that there is there is there any talk any consideration about maybe incorporating that into a new bridge plan yes that'll be one of the one of the things that we we look at whether that makes sense if it if it saves a significant amount of money and potentially hi in then that's something we'll look very very closely at on the other hand one of the things you lessons perhaps we've learned here is redundancy if we had for instance kept the old four lane west Seattle bridge that was still working even after the ship at the other one we would have four lanes coming in and out instead of the two lane swing bridge that replaced it redundancy in a transportation system is is a benefit and will lead the way that the potential cost savings along with the potential benefit of the logo of redundancy like rail went out we still have the vehicle bridge of the vehicle bridge went out we still have the light rail that can have a question what about the the ancillary traffic movement ideas are used specifically going to stay with the bridge and focus tightly on that or are you folks also going to have discussions about expanded water taxis rerouted fairies chains to surface street configuration all of those.

So I'm hearing from Seattle DOT that we do have some heavier traffic on some of the downtown streets. Like Merthyr getting up to I five you're gonna find it on the west Seattle bridge from highway basically from ninety nine out to I five northbound five and southbound I five for that matter, basically a right around the downtown corridor. How wanna talk about the first avenue south and fourth avenue, south drives because those have definitely filled in outside of the stadiums. I f from just after t mobile park and heading out towards Spokane street four thousand not that airport way, south might be the way to go. I'm starting to see some heavier traffic on beacon avenue south as well. All right drivers. Let's talk about these lineups. And these drive times trying to get out of the city are derived from Seattle to Everett sitting at little over an hour. None is some heavy traffic outside of the convention center pretty much off and on up towards Northgate once again as we get into Mountlake terrace. The real lineup starts from just after one twenty eight and that's pretty much all the way into parts of Marysville. I'm looking at a north on highway nine drive to be brutal after one. Eighty eight and that continues in Snohomish your northbound four zero five drive difficult into Kirkland, southbound four zero five slammed outside of view and heading in towards Newcastle. And of course, the valley freeway valley freeway drivers are finding nothing but brake lights from the valley medical center heading out towards two seventy seven and it's going to take us a while to recover on southbound I five about mid Boeing field all the way up and passed it can Moines interchange. "Working with a crash on the shoulder in Seattle northbound I five hundred the convention center, and we're dealing with this very slow drive from about mid Boeing field. Now, I'm hearing of a new issue that sitting over on the west Seattle bridge. So that's not going to be helping out our drive very much northbound I five is also slow out of Federal Way into Southcenter Federal Way to Seattle that's coming in and about an hour. Also want to mention northbound I five with delays around the Nisqually area. And then in Tacoma crowded around fifty six and again at the Tacoma dome. Now southbound I five that drive is moving very slowly from about four zero five through shoreline. Lynnwood to Seattle at thirty seven minutes about the about thirty five minutes, and it looks like we've hit ten dollars now in the toll lane northbound four zero five that's going to be a pack dry from Talbot. Northeast forty fourth eastbound five twelve is now rough between the mall and about one six seven. Then we'll find this off and on slowing northbound one six seven through Sumner toward Pacific between highway eighteen and five sixteen. More congestion around four oh five and we've been working with a crash in Seattle at fifth in Seneca. But it's improving looks like just one southbound lane is now blocked an olive are westbound lanes are back. Open are next. Komo traffic at six fifty four.
