"Hour first Ukrainian president Volodymyr Zelensky is now at the White House after meeting with members of Congress earlier today. Today I'm in Washington to strengthen our coalition to defend Ukrainian children, our families, our homes, freedom and democracy in the world. Well he's renewed his request for more military aid and Senate Majority Leader Chuck Schumer has pledged to help Zelensky. I thank him for his courage. I thank him for his steadfastness and I will keep working to ensure we continue supporting the Ukrainian people. Joining us live now is WTOP's Mitchell Miller today on the Hill. Mitch we know there's plenty of support for Ukraine on the Senate side but what is the latest with the House? Well and still a lot of opposition to more aid. It was symbolic but House Speaker Kevin McCarthy did not walk into the Capitol here with President Zelensky morning this a reflection of the skepticism about Ukraine in his GOP conference. He was instead accompanied by the House's top Democrat Hakeem Jeffries. McCarthy did take part in that meeting and said he asked Zelensky to account for what the U .S. has been providing to his country. That's been a big issue for House Republicans. The White House has requested $24 billion as you know in additional aid and while the Senate appears ready to provide it, several House members have said they don't want any money going to Ukraine arguing the money could be better spent at home and that doesn't there appear to be a plan for ending the war. Now Senate Majority Leader Chuck Schumer says Zelensky told lawmakers that if more U .S. aid is not approved, his country will lose the war to Russia. Mitch, on another military matter another major defeat for House Speaker Kevin McCarthy today is House Republicans again failed to move forward on the Pentagon spending bill. What's going on there? Well Sean this is really an embarrassing defeat for House Speaker McCarthy. It's the second time that the House has failed to pass the rule for the defense bill which is needed to move on to an eventual final vote. It's normally a matter of routine for the party and power in the House but as we're seeing lately nothing seems to be routine with the Republican conference. Six Republicans voted against it so that 826 billion dollar bill which includes military pay raises is now stuck in the House. Longtime lawmakers say they're in disbelief. Some say they can't recall anything like this in their entire time they've been in Congress. And Mitch it doesn't appear to be an encouraging sign for passing a bill to avoid a government shutdown. Definitely not. Each day is now filled with all kinds of ups and downs. Last night Republicans indicated they were getting closer to an agreement on a short term spending bill but then today they couldn't even get that routine procedural matter with the Pentagon. A growing number of Republicans including moderates are clearly getting fed up with this group of about five to ten hardliners who are managing to bring everything to a screeching halt. Speaker McCarthy had originally hoped a to stopgap get a vote on spending measure this weekend but that is no longer the case and we are now hearing that house members are being sent home even though some remain here. All of this with the deadline of course for the government one shutdown week from tomorrow. Alright Mitch thanks. You bet. His country is getting again with drone and missile strikes Russia is hammering cities from east to west. Russia is stepping up its attacks on Ukraine. Every night basically every night Russians are trying to look at our energy infrastructure. And Yevhenya Kravchuk a member of Ukraine's parliament says last no different. Yeah Sean and Ann I'm here outside the courthouse Loudoun County where just around four o 'clock a judge ruling that the indictments can stand against former Loudoun County superintendent Scott Ziegler. Now it's important to note this all goes back to the way that Loudoun County public schools handed those two in -school sexual assaults by the same student at two different schools back in 2021 and Attorney General Jason Mioris impaneled a special grand jury which eventually did return an indictment against Scott Ziegler. Due this morning, a Russian judge upholding the detention of jailed American journalist Evan gerskovic, who was arrested on spying charges as part of a sweeping Kremlin crackdown on dissent and press freedom. His employer and the U.S. government have vehemently denied the allegations. The Wall Street Journal reporter is the first U.S. correspondent since the Cold War to be detained in Russia on spying allegations and his arrest has rattled journalists in the country and has drawn outrage in the west. Russia's federal security service detained the 31 year old, accusing him of trying to obtain classified information about a Russian arms factory. China denying accusations of an overseas, police presence, saying that the U.S. was making groundless accusations following the arrest of two men in New York on charges of establishing an illegal police station for the Chinese government. WTO national security correspondent JJ green has more. For years, Chinese agents have roamed the U.S. looking for people who speak out against Beijing. They use all sorts of tools from stingrays, which are devices that allow them to vacuum up digital signals. Trolls online as we learn from the arrest and indictments yesterday. And they follow people around in cars and in other ways. They pose as students, educators, business people, diplomats, and tourists. This is a massive development, especially considering some of the other tensions and discoveries regarding Chinese intelligence in the U.S., a spokesperson for China's Ministry of Foreign Affairs says the claims have no factual basis. House Republicans expected to formally introduce their plan to raise the debt ceiling today that announcement comes just a day after House speaker Kevin McCarthy first announced the plan on the floor of the New York Stock Exchange. During a speech, he pledged to lift the debt ceiling but only if there is a cap on future federal spending. The U.S. is headed for a potential financial crisis if the debt ceiling isn't lifted on isn't lifted, it now stands at $31 trillion. Experts are warning that lawmakers only have a few more weeks to act. An investigation continues to determine if the 21 year old charged with leaking a trove of classified documents interacted with anyone from a foreign country or government or poor posting those documents online. Those familiar with the probe told Politico, there's no clear public evidence that Jack to share held foreign connections or was part of an organized foreign operation. He's the Massachusetts Air National Guard member who allegedly posted the documents to a Discord server last year. A former U.S. intelligence official says we still don't know who this guy was talking to outside of the Discord server, and if he had any other intention for leaking the documents. morning Clara You have a column out titled butcher shows the west Russia's ugliest tactic You make the case that actually without further action this is not going to be a one off What is it that you're arguing for in order to make the war more costly to the Kremlin So really what we're arguing is that the tactics that we've seen exposed by what is in found in butcher and in other towns around tech these are Texas we saw in Chechnya and potato in the second kitchen more summary execution Torture rate is better This is not new unfortunately And it really comes from dehumanizing propaganda if you cease to see the civilians in the country that will occupy people and you see them as competence you see them in this case as Nazis according to Russian propaganda Everyone is a target And that's really what we're seeing here So what we're arguing is that we really need to raise the cost of this bill for Russia It is highly but it is not high enough Okay Russia says that the images are fake that they are staged provocation staged videos is Russia in deep disinformation mode Absolutely I mean this is what we've seen Russia do this many other cases I mean think of MH 17 the jet that was shot down the Ukraine And that then two Russia denied it I mean in this case there may be it's impossible to deny the fact that they're on the ground the satellite images that are to show that no Russia of course claims that this happened after they retreated with satellite images show otherwise Okay I hope Clara hopefully you're still there In that sense then if denial is difficult impossible then the other issue of course is around the Russian forces and how demoralized they may be or what they may do next Just in terms of that piece then the idea of what may come next Those reports out of butcher and the suburbs around Kyiv really are pretty disturbing in terms of images So I guess that the idea today is that there will be more that there will be more sanctions that will be under discussion in Europe We know that France and Germany have now expelled more than 80 diplomats the U.S. also has talked about trying to convict well at least to have Vladimir Putin face trial for war crimes but and the ICC is collecting data on the ground and information on the ground but in the midst of a war this is pretty tricky Long time Russia watchers say that all of this is hardly familiar That piece on butcher Clara I think you're back with us In terms of the Russian troops then is this a deliberate move by the Kremlin these tactics or is this could this possibly be undisciplined demoralized soldiers No I think it's a little more unfortunately than just Cody discipline soldiers I mean certainly some of the behavior is it can be explained by that for me the rooting the pillaging that we've seen But not the summary execution of the killing in the torturing that we also see it in Russia propaganda the dehumanizing of Ukrainian citizens that portrayal of an entire nation as essentially Nazi collaborators and that really is what's behind the horrors that we've seen in which and another time trying to Do you think we're going to get to the point of Europe having to reconsider purchases of energy from Russia I think we are at that point Because we know from local Chechnya we know from what we've seen in butcher that this happens just happens because of this propaganda that's happened because of an ideology and it will keep happening And so we need to make the world not just expensive for Russia which we already have done but to make it impossible And that really can not happen without curtailing Russian oil and gas exports And remember the west is still the largest buyer of both of those President zelensky is going to be speaking.

"Chris uses a word in this next interview about Afghanistan, he says. It's dispiriting, and I think that's the perfect word for it. Unfortunately, welcome back. This is the best of Philadelphia's morning answer with Chris Stengel on Philadelphia's Am 9 90 the answer. I'm fast, Eddie Caiazzo. Joe Biden's first words from his vacation. By the way, we're pointing fingers and blaming everybody else but himself for the botched withdrawal from Afghanistan. So we checked in with KT. McFarland right after President Biden had spoke. And like Lieutenant General Kellogg In the last segment. She paints a very different picture and explains in depth how Afghanistan could have gone. And the makeup of the personnel within the Taliban, the geography, the terrain of a place fighting in a place like that. So here's Chris's interview with KT McFarland, former deputy national security advisor to President Donald Trump. This just feels next level, dispiriting and depressing. I'm a little too young to know of the Carter era. But I hear people speak of the malaise of the Carter era. I don't know if you want to make the comparison Is that somewhat close to what this is because I've never really felt quite this bleak. About the state of things as I do right now. Well, I am old enough to have been around during character here and yes, it is very similar, but it's a lot worse. Actually. I mean, Joe Biden is Jimmy Carter 2.0 in a whole lot of ways. But most importantly, I think, for the purposes of our conversation now is the foreign policy just a backless lack of national leadership and strength and just no plan. He's got no plan in the speech that he made yesterday. Where he blamed everybody but himself, and even then had no plan to. What do we do next is very similar to Jimmy Carter's It was July June July, 1979 speech talking about America was in a funk and had a malaise and, of course, Jimmy Carter blamed everybody but himself. And my concern going forward is what happens next is not just the tragedy of Afghanistan tragedy of our 20 years of effort, but it's the tragedy of what happens next. We now have thousands of Americans. We're trapped. And they can't Afghan forces. The Taliban forces have surrounded the one myth method of escape they had, which is the airport, and we now have 5000 American forces. Combat forces who have been sent in, I guess to try to figure out a way to get the thousands of Americans out and probably have to shoot their way out. I think that this only goes from bad to very much worse. What does it mean? When you talk about the Taliban in control of the entirety? Geopolitically speaking down the road? I mean, that's a foregone conclusion. There's no putting the toothpaste back in the tube. Is it worse? So what does it mean? Now living in a world where The Taliban has control of the nation. Well, First of all, there's no one single Taliban. The Taliban is just an aggregation of a lot of tribal leaders who hate America. And what will happen now is I mean, they look pretty unified right now, but they won't last that won't last, but for a couple of weeks each month And so the various tribal regions and the tribal leaders, all of whom will be looking for support from the outside, They will start fighting each other. So the Chinese will have the people they're working with. In the northeast of China. The Pakistanis will be working with the Taliban tribes in the south east of China. Iran will be working with the Taliban tribes in the West. Russia will probably try to work with the Northern Alliance tribes. In the north, which are very similar tip of populations on the Russian border, So they'll all start fighting with each other. And it'll be another civil war. But it will be about multiparty civil war. But looking forward for what does it mean for us?
