And they're seeing that. Oh my gosh. My bad hasn't been counted. Well you voted in person. We don't have the ability to track your about if you voted in person because once you stick it in that ballot box your your account you can guarantee that it's been counted because that is your confirmation you putting that out in person in that ballot box. That is how you can guarantee and confirmed that you're about will be counted if you return your ballot that i mailed to you. Which is your mail in ballot. Then you can go online and check the status of it so that that's the to differentiations there we've got will be tracked in person. You don't get tracking confirmation because yeah with that mail in ballot and let's just say i got a little ahead of my skis multitasking. And we all know well. It's kind of like when you make an assumption. We know what happens there. And when you multitask you grow increasingly less proficient at east each tasks that you are doing Cumulatively and i would say consecutively consecutively but at the same time okay and i got a little ahead of my skis. There and i went back and reviewed my mail in ballot and said wait a minute. What did i do here. I made not one but two errors in voting. And i said okay. I have to go vote in person which really made me a happy camper. Because that's what i prefer anyway but if you tear with the mail in ballot you had that little orange Perforated strip that you could tear off right to track your ballot. I had that experience. When i went and voted in person. Took my Weather mangled ballots. At least in my mind down to a polling place. They did give me a sharpie. And i marked through you. Know all of the Little hashtags on the ballot on both sides and basically just said no. This is not my ballot you had to. I can't even remember what the two words were the had to put on the ballot and then they handed me a new ballot. So i went ahead. I voted in person. And i went over to the election. Judges and i said okay. I get a sticker right. And they said yep you do which. I still sporting probably on on on my purse. Yes and i said okay. Now what do i do now with the ballot and they said well you drop it in the locked box. They're right there. And i said now. How do i track by ballot. And they said you can't because as you said very clearly it's not going anywhere except into the election judges hands when.

Recently the cares act passed one point six, billion dollars to the state of Colorado Governor immediately took nine, hundred, sixty, million put an education two, hundred, seventy, eight, million of that initial one, point six, billion dollar grant was was given to local governments well-crafted qualified for twenty seven point eight, million dollars of that. kind of stuff we need thirteen point two to cover covert related expenses. Twelve point to that went out to on a per capita kind of allocation for him that we we came up with when outdoor municipalities we have thirty two of them in Weld County and of course, we've taken two point, three, million dollars we kind of have left plus some moneys that. DOUGHTY's have. Basically. Three million dollars has been stood up no well recovery fund. Here we have the next couple of years twenty, twenty one should be okay because you know oil. And Gas assessments run two years in a rear readers We expect to see a rather major drip drop rather in the gas revenues from it. Assessment rate will be down about one point, five, billion dollars in in the coming years. From a budget standpoint, we'll be fine. We asked our department heads to go out and find fifteen percent and expenses not people fifteen percent expenses. They found a fifteen percent and we'll be able to to constrict on budget there. Are No firms are no layoffs and our service levels they remain the same. It's just we kind of tighten our belts so to speak and and the way that we do business in and pandemic or not. "Fair. Serving meals, and so it's just a wide variety of different things said anyone fifty five and older can do and. If, you have a passion I probably have somewhere I could place you. Yeah. Can you fit me how how does that process work in isn't well received by your volunteers? It is actually we have a volunteer application and on the back lists all the things, and then we have another. Of Information that says, here's who we work with. Here's what we do do any work with Alzheimer's with cancer do you want to work with hospice? You WanNa work with everything and we look at the background and and because I have found a volunteers if they don't WanNa do what they're volunteering for that they'll quit into your so if they have a passion. I have one of my shop coordinators who build ramp and this is his eleven th year. and. Migros I two grocery persons who take volunteers who take Gershon orders who are in their nineties so Yes we have on tears. We have fifteen volunteers over ninety. That's incredible. It is. Is another agency with us, and so we're just excited to be here and be around and be alive and have our dorsal fin through this whole process we're talking with Marsha Schafer the executive, Director of rsvp Weld County and well, you talked about covert a little this little little thing going on in the world and how has that changed how you guys operate what struggles has that brought and what increase need has cove nineteen brought for your for what you guys do. Part of the needs has been just fundraising. There is always a need for more funding people think that it's a volunteer program therefore, we don't need any funding to make it work, but in reality hello, we still have to have ranch. We still have a copier. We still have to have all those expenses gas mileage reimbursement and stuff like that for volunteers. So that's an issue about what has really forced us to re look at is volunteers who are fifty, five and older. All for giving businesses I am all for giving consumers certainty as they move forward, and if a mass gives them certainty, then I believe in the business in their ability to mandate mask-wearing, if the individual the consumer wants to have certainty when they go out, and they want to wear a mask. I believe in that individual's right to make that decision I. do not agree with a government authority forcing you to wear a mask if I don't agree with it was. Some numbers here with Weld County Commissioner Scott James these numbers, and it's something that I've been pushing actively on this program. Cases are the scary numbers that you're going to see right headlines, commissioner. You've been in the media industry you know. Headlines always say it's trying to grab attention. We are a lot of media. Outlets are using big case numbers, and then just saying hospitalizations continued rise really that the fact of the matter is cases. Don't mean much. Is the hospitalizations that we need to keep an eye on? At my agree, we have seen an increase in cases especially over the last couple of weeks here in Weld County. And that is of certainly a concern now. Here's the tough part. What we don't know is the number ended nominators so to speak with all the different agencies doing testing. We're doing testing in Weld County. You can go to your health practitioner and get a test at Kroger. An an Walgreens I believe are doing tests. There are all sorts of people doing tests now. Some of these the individual practitioners you know the Walgreens of the world do not have to report a test given all. They have to report as a test positive, so if we see two positives come out at Walgreens for example, is that based on how many tests twenty two hundred two thousand? It makes a big difference than number in the denominator so to speak we. We don't know the number in the denominator are cases on the increase. Yes, but we don't know the number of people in total that have been tested, and it's frustrating almost disingenuous when you try to right policy around the situation. Well, you talked about really not having a plan of reopening. It kind of feels like that and I spoke on us. Either governor polls wasn't planning on issuing this just two days ago, or he was planning on issuing this and just flat out, said you know that the opposite of it, so you commissioner, you know the political affairs in the dealings of that. I'm glad you said there's a lot I could touch on this afternoon here, but we. We get report that's given to us as commissioners and right now. What's happening with the pending permits down the? They've got about four thousand six hundred to. Seven percent of those are from wild county. That's three, thousand, three, hundred and two now. We also have a process here. What's called the warbler while oil gas location? assessments ten forty one permit process here since The what we haven't processed here? We've We've actually had forty five hearings into forty. One of those have been approved to date, so we're moving fairly quickly. And what what? We're doing here within the county ny, they're still nineteen thousand plus at wells in in this county, so it is a big part of what happens here in La County with the the jobs, and and and what we're doing to continue to support them. There's a lot of challenges ahead here for the industry. As you may know, there's some rulemaking discussion about some additional things in discussion about setbacks really have a lot. really concerned about what happens if. More legislation passed and more regulation to basically slow down or stop oil and gas production here. There's no doubt about it. I know. "The auto collision specialists studios all right just wanted to pass this along piece out of the Greeley trip by Trevor Read this as three inmates at the Weld County jail tested positive for covid nineteen in a second. Second round of jail wide testing by the Wild County sheriff's Office. Five inmates test results were inconclusive cording to a news relief from the sheriff's Office, and they indeed will be retested. Testing was conducted June twenty second and twenty third on three, hundred, eighty, five, hundred and twenty nine inmates. A sheriff's office only tested those inmates who had been in jail for more. More than two weeks at the recommendation of the Weld County Department of Public Health and environment testing of new inmates is ongoing Joe Joe Moylan. Spokesman for the sheriff's. Office said new inmates are I taken to a transitional housing unit where they can be monitored for covid nineteen symptoms if a new inmate doesn't show any symptoms, there moved to the general population those. Those who do show symptoms are tested. Moylan said how long new inmates spend in transitional housing varies based on the number of arrests wants. The transitional unit is full. "Little bit. You know there were It has been a strange Kale I think all of us. Who if we go back? It was almost another world in January. than it is today, and you see you know with Co visited the black lives matter marches It's really been a strange thing to view I do miss policy side of it, you know. I spent you know more than you know twenty five years in well almost three decades working for members of Congress. Congress senators I was chief of staff. You know, and I kinda hearken back. You know I went through nine eleven. in Washington DC I went through anthrax, and shutting down the Senate buildings, and dealing with all health consequences that surrounded that and we're about our stop You know many of them. Young people who you know we're working on the hill and seemed are literally on a on a evening. We were told you know. Grab your personal items. you know, take home what you need to work on work shutting down the Senate buildings and they were shut down for a couple of months while they you know they sanitize the heart, and Russell and Dirksen Senate buildings after the anthrax. Yet we went through nine eleven where we had a plane. Go down the mall and go into the Pentagon and and and that so if kind of. In terms of what we're going through it kind of reminds me about twenty years ago. When in another capacity as as a member of senators, staff and chief of staff and taking care of people and trying to deal with policy. You know whether that was airport security that was hell. concerns It really reminds me and then you know going through the great recession and seeing the devastation I mean I know a lot of your listeners remember how bad it was in two thousand and two, thousand, nine, two, thousand, ten in Weld County. I remember the conversation that we had over the weekend before this went public. You asked me to keep it confidential which I did, but many wondering. Why did you make the decision to leave the Board of Weld County Commissioners. Well, it was very simple. I put family first My wife had had a spiraling down in her health condition during the month of December of last year, and It became very apparent that you know my attention needed to be focused on her. I was in the last year of my term You know and I just. Just said you know This is a good time to break off. We've now subsequently learned gale and I I know I've shared this with you. privately that she actually contracted Covid, nineteen and somewhere along the line whether it was airports. Greeley we in Nashville for the holidays when things really started to go downhill. But you know, answer your question. I just decided. It was time to put her first and She had put up with a lot. With me, serving over more than a decade is accounting commissioner and you know we just wanted to spend more time together and spend time we I don't regret one moment. The decision I made it has in fine and Her. Health is remarkably approved We went through a patch. with a couple of hospitalizations and a couple of other things but today I'm very pleased. Yeah, what's frightening? I'm very pleased to report that doing very well. Her all vital all of the things that she was battling high blood pressure heart conditions, all of that has pretty much stabilized, and and the most the most reassuring thing is because of of what we've done. Proactively what she's done proactively just tried to be supportive is She's getting off medications that you previously had done on a blood pressure heart rate. Her cardiologists has just said look. You're doing wonderful. And we're at that stage in our life where you don't like a lot of folks. We're entering that next chapter where we get to spend time with grandkids and visit different parts of the country which we've wanted to do for a long time. You know that that proverbial bucket list. We all kind of put together and hopefully what they get together, but it's like I said absolutely made the right decision in. Late December early. They're destroy property, and you know I'm all for peaceful protests, but that's a long way from what's going on across this country right now will. It seems like that that's been the message here. from from every elected officials that there is a difference in. That line has been crossed and a lot of these circumstances. It absolutely been crossed. And you know, and I think part of it is. People are frustrated. You know get that. They've been following all these crazy. Stay at home orders and all this stuff for up to three months, and I think they're just you know they're ready to get out and go, but they're doing it in a really destructive manner. Search suggest that Weld County officials sought to her Wallace's efforts to prevent the spread of the virus as early as mid March Weld County. So let's work through this because it seems to me that there have been additional emails in this email chain release. Is that correct absolutely? And does that provide any clarity? If we're were to read the entire tranche of emails that has has been corrected. And and for those who are are new to the program Corey is Colorado Opens Open Records Act. It's it's a requested that any citizen can can make other government to to to release records in this case it's it's easy and there were hundreds of emails in that particular core request and anything can be taken out of context well and the additional emails because There were more emails than the hundreds that were requested By the Greeley trips that correct absolutely yes and those have. We go to an emergency operations center level. One Fan pandemic has been declared once an emergency has been declared than it is our code it has written into our county code. That could that communication goes through. What is what is stood up as a part of that emergency order the joint information commander. We love our acronyms And all communication regarding the pandemic recall regarding that particular emergency is routed through the joint information. Command. That's our county code now. Apparently there seemed to be well freeman wrote in an email. According to the trip the board is concerned about our communication message going Haywire again. A possible reference to confusion that arose after the health department issued its Public Health Order canceling events of ten more people. Perhaps that language was a little too strong. Not a big fan of government for scale I'm not a big fan of making requirements that we can't possibly in force. I would strongly encourage folks social distance. I strongly encourage that to this day but One is allowing people to utilize their their personal responsibility their freedom their their their their liberty to do what is right for themselves for their families for the communities for the businesses. I've said this many times throughout this pandemic the other is the heavy hand of government Heavy-handed can't possibly be enforced. Therefore I simply wanted to the language to say that we're not requiring that we are strongly suggesting now Mark Wallace for his part wrote in emails to other health officials across the state that he received pushback pushed back to his public health order. Did the Weld did the Board of Weld County Commissioners. Push BACK ON NICK. Wallace a couple of different points on that to in our meeting. And I think it'd be. It goes back to March seventeenth. I'm going to have to check my calendar to be. You'd be sure but but we had a meeting in the morning. Dr Wallace about this growing concerned about this this oncoming pandemic and he had talked about issuing that that that pandemic declaration and he talked about limiting limiting gathering sizes of groups to fifty or less that is what he communicated with the Board of County Commissioners then when we see his order come through it at ten or lasts and we said wait a minute. That's not what was communicated to us so that was Where we had that conversation there and Gail. I'm sorry I'm having one of those senior moments of I forget happens to the rest of us but that that was certainly a concern when we were told one thing and another thing came out and in order well and in past conversations and I appreciate the clarity that you've provided on this because I fell into that semantics trap The Weld County Board of Commissioners did not close businesses. Therefore they could not reopen businesses. But it goes to the point of we are in now time of a very delicate balancing act where we are attempting and again. It's not a one size. Fits all equation across the country attempting to take the economy off of life support in the time of covid nineteen and very carefully very methodically? Very cautiously Reopened businesses not only across the state but indeed across the country. Now there are those that would say. Well Oh those. So Evil County Commissioners. They're just all about capitalism at the expense of public health. But that's not in my humble opinion. That's not the case because it's a balancing act hat. Scott you just had one hundred doctors on Tuesday. Send a letter to President trump saying that if we don't manage the figure out a way to reopen there could be catastrophic consequences in terms of our collective psyche. It's absolutely not. The case is as far as as we'll goes you'd had mentioned that that it takes different forms across the nation to take different forms across the county. What is good ingredient? What is good and Evans may not necessarily be good in south westworld and in the heart of district that I represent if you've looked Johnstown there twenty five cases and that's cumulative we have no way of knowing how many active cases there are nonetheless so so you take twenty five cases. You compare that to Greeley. What's going to be good in? Greeley is not necessarily good in Johnstown is not necessarily a good in Fredericton. Firestone I mean this is the epitome of a local government who that we should look to to to control. This thing have had the opportunity to talk to a several small business owners restaurant owners being particularly hard hit by the covid nineteen related closures. One restaurant or I spoke to set. Frankly even if a governor police issues those new guidelines for Restaurants mother among other businesses to reopen. I believe it's May twenty fifth. If I'm not mistaken well she is still somewhat concerned about the safety Not only her own safety bit indeed that of her employees ease and that customers. Well that is a business owner choice as to whether to reopen or not. And the we've talked to to some degree about The dueling orders. We have the safer at home order. Of course they should by Governor Jared Polis and that was Countered by the Weld County boards safer at work order. But they're still seeing a guidance guidance. Excuse me yes see. Senior moment. My apologies guidance guidelines. Okay thank you. Continue to call me on that because the orders are kind of mood. They're not enforceable anyway but the bottom line is this. A lot of restaurant owners are still a little hazy on what that looks like coming to the Board for some guidance is my understanding. What additional guidance are you able to provide To a restaurant owners at this point in time I the the guidelines that I would suggest they follow the ones that are published by minded. The restaurant associations We have looked across the spectrum of businesses across business sectors. And you know. The automobile dealers association are standing up Ways that they feel that automobile dealers can get back to where we know. The Colorado Restaurant Association has done Gomez work on putting together guidelines. That are are are great thing to be followed by by the members of of their Of their trade sector so so restaurants I would suggest look for to the restaurant. Association's for that it goes back to this for me Gail. No one knows better. How to innovate then than somebody? That's actively involved in that business. We put out the general guidelines. Hey here's how this virus travels you know we've heard it from everybody to the wd p. h. e. to the Colorado Department of Public Health Environment to the CDC and they're saying many of the similar things these are the guidelines. These are the ways that this virus travels per se you as a business owner. Nobody knows better how your restaurant operates than the restaurant to. Nobody knows better how Jim operates than the gym owner. Those we looked to those industries to do it. American business does best. And that's innovate. Find a way that you can operate in this new era a coded and and have that communication have that conversation with your consumers for. It's unclear what happened at that meeting. As though minutes were kept notice was made to the public. Did Mark Wallace retire of because of what could be construed as being a conflict when it came to the messaging between the board and Dr Wallace in his capacity S Executive Director of a Weld Department of Public Health and environment to questions make sure I answer them both. But let me you have a question but I want I want address. Mr Reads asser occasion. Mr Reed needs to understand exactly how Colorado Sunshine Laws Work and administrative. Meeting does not need to be noticed and administrative meeting. We do not have to keep minutes the ascertain I find quite frankly insulting and if you're going to be a journalist. I would ask that Mr Reed for just just check up on exactly what the Colorado Sunshine Law says secondly to to Mr Wallace's Dr Mollahs Retirement. The man who worked in public health done an incredible job for twenty. Five years Dr Wallace I approached the chair of the board of County Commissioners Mike Freeman and his commissioner coordinator. This year is commissioner. Steve Moreno They were both in the hallway. Doc called Mike and said Hey. Can I come over and visit with you for a couple of seconds? He came over at that point in time. He said You know. I'm tired and I would like to retire. And and of course. Mike's Reaction Admit appropriately. So along with Commissioner Moreno was well. Let's have a conversation. Let's let's further talk this through and we spent the next couple of weeks talking with Dr Walter About About how much we want to keep him around Dr Wallich game conclusion that you know what I I want. Time with my family and well county is very proudly always said family first and so therefore we simply cannot We wish him well as he retires. Because he has been an absolute icon in weld. County would've comes to to to public health. Was there any sort of forced retirement? Was there any sort of conflict? There is not It's it's interesting again. I don't know how much time I have. I know you're up against a break here but I would like to to address Doctors take an oath of office not office but they take an oath. The hippocratic oath do no harm doctor. We want Dr Wallace. One hundred percent myopically focused on on covert and how it's defeated now if you truly want to take the absolute safest route defeating covert you. Lock people up in their house but I took an oath to uphold the constitution of the United States and we have since learned. I mean particularly in New York. And there's going to be those right off the bat you know rumors flying around and about how is governor? Police going to going to all those things. And I'm still texting back and forth with Commissioner Freeman here. And He. He fully expects that that governor polls will try to a intimidate them Y Weld County with a maybe sanctions of taking away funding. But there's no there's been none of that announced yet. Obviously this is brand new information So so we we expect that there could be a push back from the there will be state push back but gail what are your thoughts on on the ramifications of what could come down from today. Well I am working some sources. Some anonymous sources as you are as well Via text this morning or there you go. There's your this morning this evening. Go right but Yeah my understanding is this is from a pretty reliable source that the governor is threatening counties. That don't obey that. Do not obey the safer at home order with financial sanctions. So that backs up your source as well right and I know I know for a fact. There's been nothing specific so far in what it would look like or how that would look like and again. This is a pretty quick response from Weld County saying we're not going to be. We're not following the state guidelines. We're going to allow us for everybody so we could very well see Gale some of these more rural counties. Start to fall in line with what well done. I think that the commissioners are setting some sort of a precedent at least and there should be counties that will follow well and I think that we have seen that in the oil and wars with the passage of Senate. Bill went eighty-one Weld County saying no. We won't back down there. No stranger to a tussle with Governor Jared Polis and so wouldn't surprise me whatsoever to see other counties as you said Tanner follow suit with Weld County but the thing that just is so incredible to me is once again restoring to the people their freedoms and their liberties our constitutional rights and that is exactly what the Board of Weld County. Commissioners has done With this saver at work Move on their part to go into effect. Of course this Monday. I April twenty-seventh and this is the first announcement there's going to be in the next twenty four to forty eight hours. There's going to be so much information coming out on this. And I know you'll be having a ton of experts on a lot of those elected officials again but the word that you used about governor polls and trying to intimidate the Weld County Quarter Commissioner Board of Commissioners. Excuse me that was the term that that Commissioner Freeman said they they. They will try to intimidate us. But it's not gonNA work You know I mean if past performance is any indicator of what the future holds. I can't help the think that the board of County Commissioners will say. Nah If governor Jerry pull us does try to take retaliatory action. It's going to be interesting as we were in the middle of a special edition of Noko. Well once again when I so appreciate it about about The Board of Weld County Commissioners Commissioners issuing this safer at work initiative which will go into effect April twenty-seventh apparently apparently reportedly well any or could be called conjecture Two the governor's Chagrin is the fact that once again. It's up to us to make this work. Be Responsible and again. Tanner like you. I don't WanNa get all preachy. But y'all know what to do it's just exercise common sense if you want to get back to any semblance of normalcy and do it quickly as quickly as possible. Of course it's going to be very faced process. We understand that we know we might not get back to whatever. The new normal is going to look like for months but the bottom line is it's our decision. It's our choice.
