"Where does this stuff come from. I mean is this. Just come from and the pardon. The rather inelegant phrase business come from. The bowels of social media are people just looking for something to get all up in arms over. i'm going to say yes to all of the above. We'll leave it at that all right but don't despair and don't get yourself into a frazzle if you use the sharpie because your vote in weld county will still counts yes. It's all been counted if we had any problems with your ballot. Remember we have this great process of duplicating your balance that. I've been on your show about before and explained so even if there was some type of problem with it. Don't worry we have you covered. We absolutely made sure everything about that. We have received went through successfully on accounting machines. Your vote did count. Which brings me into our next topic about tracking your ballot. Let's talk a little bit about that because Are you getting some flack over that as well. But i'll gale. We have that one ballot tracking system however people need to understand. That is for your mail ballots. Not your in-person ballot. That's my other wonderful thing. I've been dealing with on on social media and emails as of late is people are going onto ballot tracks. And they're seeing that. Oh my gosh. My bad hasn't been counted. Well you voted in person. We don't have the ability to track your about if you voted in person because once you stick it in that ballot box your your account you can guarantee that it's been counted because that is your confirmation you putting that out in person in that ballot box. That is how you can guarantee and confirmed that you're about will be counted if you return your ballot that i mailed to you. Which is your mail in ballot. Then you can go online and check the status of it so that that's the to differentiations there we've got will be tracked in person. You don't get tracking confirmation because yeah with that mail in ballot and let's just say i got a little ahead of my skis multitasking. And we all know well. It's kind of like when you make an assumption. We know what happens there. And when you multitask you grow increasingly less proficient at east each tasks that you are doing Cumulatively and i would say consecutively consecutively but at the same time okay and i got a little ahead of my skis. There and i went back and reviewed my mail in ballot and said wait a minute. What did i do here. I made not one but two errors in voting. And i said okay. I have to go vote in person which really made me a happy camper. Because that's what i prefer anyway but if you tear with the mail in ballot you had that little orange Perforated strip that you could tear off right to track your ballot. I had that experience. When i went and voted in person. Took my Weather mangled ballots. At least in my mind down to a polling place. They did give me a sharpie. And i marked through you. Know all of the Little hashtags on the ballot on both sides and basically just said no. This is not my ballot you had to. I can't even remember what the two words were the had to put on the ballot and then they handed me a new ballot. So i went ahead. I voted in person. And i went over to the election. Judges and i said okay. I get a sticker right. And they said yep you do which. I still sporting probably on on on my purse. Yes and i said okay. Now what do i do now with the ballot and they said well you drop it in the locked box. They're right there. And i said now. How do i track by ballot. And they said you can't because as you said very clearly it's not going anywhere except into the election judges hands when.

"That could be anthem of the twenty twenty broncos boy that was a heartbreaker yesterday wasn't it eight? Oh, eight now thirteen ten KFI a thirteen ten. KFI. Dot. COM Northern Colorado's voice mornings with Gail. Via the Auto Collision Specialists The studios and Carly Compass Weld County clerk and recorder I just had to say that didn't I Right, right. You know we're just going to go back to focusing on my election. Ride. I tried to have just a Sunday where I was like, all right I'm GONNA be lax I'm not think about the job and then that happens my life. Forget it. I'm going back to work. I'M GONNA find my my safe-space in work. You know I did the exact same thing because you know I'm the typical quintessential baby boomer. I've got two jobs. So I went back to editing my book and just saying Okay I can find safety and solace right here right here in my safe-space. Feel you, carly I feel we're all feeling it this morning. All right. So today Monday October twenty six, we are eight days out from Election Day but today has special significance, right? It absolutely does today is the last day for you to put your ballot in the mail. If you were planning on mailing it, do not put your about in the mail after today, use our twenty four hour boxes or voter service and polling centres to get your ballot back to us before November third and no later than seven pm on November third because remember Colorado and enhance state I have to have your about out in my promise the are warm today. PM On November third and that's saying something because boy I'll tell you what it's anything but warm out this morning and it's GonNa be absolutely well, just ridiculously cold tonight but I want to ask you a little bit about that saying that Colorado is an enhanced state because well, let's just say I am the master of understatement here no shortage of confusion for some states as to postmarks and when ballots are do. That is correct. Colorado's election model does not accept postmark you have to have it to us by seven PM. So please you only have eight days left. Mr go broncos that answered your phone calls horning? I I told him I, call him out. So well, you know what and in his defense carly I'm one of those procrastinators well, you guys have got to get your Paladin. You've had it for how now come on. I. Know Life happens but don't let life be the reason why you didn't get your into us I mean even today. The offices are closed except for your elections department. Every single one of your election team members that work for you guys low county are in office and your election judges at your voter service and polling center. We did reduce them down to limited staff they are open for you. So even though the all the rest of the county is closed, that's this has indicated your elections team is mere in office. We're still open for you the voters. So even on a snow day, you don't have an exclusive, we make it into the office you can make bring it to us. All right. Down you thrown a down this morning. I feel that gauntlet. You know we we have thirty five percent of our ballots in today at this time with. People returning their ballot with eight days less. That's a pretty low number I. mean that's still pretty good but thirty five percent come on well county we usually are turned out by ninety percent or over for presidential let's keep our street going. You know it's interesting because you look across the country and let's just say. Early returns have been quite robust with sixteen million having already voted. So I just kind of read the tea leaves here. Why do you think the Return Weld is at this point so low Balmy, we are a little bit ahead of where we were out in twenty sixteen but you know I, I just don't have that magic ball as to to why we are not as a head as some other counties in some other states are so again, I I'm really hoping that all of your listeners and yourself and the other member of. Your team there we'll get your valid into us as soon as possible because. Every, we really do have at seven ten PM when I release our first set of unofficial results twelve Oaks dot com. That is everything we have received before Election Day. So if you really want to show everybody you know especially here in Weld County how we have voted at that first set of unofficial results I have to have your ballot into us before then so I really hope this week everybody really takes that you know fifteen twenty minutes to fill out your ballot and get it back to I. Know There's a lot on the ballot there's a lot of complicated things on this ballot I get it. But please try and get that into us as soon as possible. Feel like I've been taken to the would chats and saddened. deservedly. So Carly Compass while county clerk and recorder. What I love. But you gotTA. Give me your ballot. But you gotTa, you gotTa you gotTa get some love back here and it's got to be a two way street right edge. Not, feeling the love from too many of us this. Thirty five percent. So what trends, what are you seeing as far as trends in terms of well Republicans versus independence of versus Democrats. So at the very beginning, we had very low Republicans and unaffiliated returning.

"Agree with that because what you're trying to do is put more numbers denominator that drives your positivity rate down but. At the same time we need to have a personal responsibility commonsense approach to this regarding your question about masks. If you WANNA wear one, do if you own a business and want people wear one while they're and your place of business, you have the complete right to do that and I respect that or I won't come in your business how `bout personally commissioner wh what is your stance? I. Was running late to conversation with you because that was leading a copy shop where I was having a coffee with constituent I wore masks the copy shut asked me to wear a mask I. I do I do I. Wear One. Yeah. That a couple of MINICAR next of is I drive home right now I I will wear one if I'm not going to be in a crowd of people if I know I'm going be in a group of people that I don't know very well and I haven't been around I feel that's just again that's my prerogative you take. Decision. Matched with anything else in life should be applied with a certain amount of common sense. We'll county commissioner Scott James Joining the program commissioner and I appreciate you talking on that subject. I'm going to switch over to one that it's it's just a sensitive and hey, twenty, twenty on top of everything else is an election year and the conversations that I've had with the chairman. Mike Freeman was about the political dialogue amongst candidates you come from a communications background what are your thoughts on how some of these candidates from the local even all the way to the national to the presidential level have been conversing and the type of message that sends. Here the great thing about freedom of speech is you have the freedom to run your mouth. You also have the freedom to say the wrong things and KNBR be perceived the wrong way I know with the negative I know with many of the lies and much of the spin is not the way that I would run a campaign. It's not the way that I did two years ago, and if I decide to run again, it will not be the way. That I run a campaign I will speak more towards what I personally can bring to the table about my experience about my understanding of the issues about my understanding Weld County at edits people, I will not take up and slamming other candidate I will not try to bring negatives to the forefront I, think people tire of fat and I think political discourse needs to change in this country and and to sound overly combined with you. Let it begin with me. Well I I respect and I know that something that the commission has really wanted to do to is open those different channels of conversation between. Different residents of Weld County and the commission you guys have started some facebook lives that I know you've been doing well, how important is it for the.

"To help them find a way to deal with Kobe in their organization and develop a plan and how they communicate with with their consumer. I certainly don't dismiss the concerns I, understand the concerns, I appreciate the concerns but at the same point in time if we truly plug into the data copen situation, you live by the sword and and I would I would rather keep it on a local level dealing with it in Weld County. Closest on we're best equipped to deal with it. and. It seems based off of that positively number that weld county has been handling it relatively well, and commissioner to numbers that we look at on this program at least. I'm a firm believer in cases are going to rise the more tests you do cases don't necessarily mean we need to panic the two numbers that I do strongly consider to. Be Very important throughout all of this is the positive rate which you just mentioned that four point one, eight percent it is it is below the state average what about hospitalizations because as of yesterday, the state was at three hundred seventeen that has the highest that we have seen since July. It is and it's of concern in Weld County I don't remember our number and we have new numbers yet we're past four blocks. We have new numbers right now the number this morning I believe I, remember seeing a sixty three I can't tell you for certain that in the twelve area hospitals that serve Weld County five point eight percent of their total adult beds are currently being occupied by Kobe patients. The narrative that we were given in the very beginning of this because cannot overrun our healthcare system with five point eight percent of adult beds being occupied by cove and patience I. Don't feel that were anywhere near overrun. Commissioner I don't know if you can answer this question, but you're not a scientist I'm not a scientist, but I wanNA talk about. I Want WanNa, talk about masks. And the fact that I bought in look when we were in July, the mask mandate went into effect whether I believed it should have been or the governor should be able to say that that's irrelevant. We saw big drop in the numbers win these mask went into effect. Now we're seeing the spike and from what I can tell and what I've heard, and what I've researched is that more people now are wearing masks than they were in July in our numbers are rising. So what does this spike and what does increase across the nation say about the effectiveness of of of masks. You answered the question before you. I I I'm not a scientist, and so again, I default to personal responsibility there's science on both sides of the issues if you feel that are better protecting yourself by wearing a mask please do so if you're a business and feel that you want to mandate a mask usage in your business by all means do so and I will respect that request. I won't do business with you. I mean it's pretty basic fundamental personal responsibility kinda thing. So regarding the mask issue if you WANNA wear one where I I don't I can't speak to what you just said. It seems like our cases are going up but also let's do this. Kids are going back to school at both you know the the the. Pre K. level, and in the post secondary level as well. They're outbreaks among those of us that are least susceptible to death from this particular disease, and so of course, we're GONNA have numbers rise the the governor talks a lot about test test test test test I..

"Look now as far as percentage of ICU beds occupied we sit at. sorry. I should be quick on the uptake. We sit at five point, eight percent. So of the twelve regional hospitals that serve weld county five point eight percent of those badger occupied cut by Kobe patients five point, eight percent of the total beds available is not overrunning our healthcare system. Exactly good points, and that is a bit of information that is far too often along with the actual a death count that can be attributed to complications of covid nineteen. That's many times not even part of the conference conversation the end it really needs to be in order to get a complete look at where we stand not just the number of infections you know as we've had our conversations throughout to the this this pandemic you and I have all along said what are what are the data? What are the numbers? What are the metrics that's make make? Sure our decisions are are steeped in, in fact in data and not motion will county was an absolute auto rebel. When we said now wait a minute let's equip people with the proper information. So they can make the decisions that are right for themselves, their families or communities, their businesses, and as everybody worries about what dialogue dial meter dial meter set at and and what level are we ask people panic and and and they're trying to meet this governmental bar that changes it set daily all of a sudden. Well, county looks fairly wise when we say the proper. Information equipped individual is best to make the decisions that are right for themselves. I will still believe in the power of the well informed individuals over the power of government every day. Oh you contentious contrarian view and I. Johnny for that. Weld County Commissioners Scott. "As our conversation Rolls on this morning with Weld County Commissioner Scott. Got One ask you about that Weld Recovery Fund because I understand there's a deadline coming up quickly. Various It is in the straight. To the chase rather it is. The thirtieth of September is is when the first trunch is is doing. Of course you'll remember in. Recently the cares act passed one point six, billion dollars to the state of Colorado Governor immediately took nine, hundred, sixty, million put an education two, hundred, seventy, eight, million of that initial one, point six, billion dollar grant was was given to local governments well-crafted qualified for twenty seven point eight, million dollars of that. kind of stuff we need thirteen point two to cover covert related expenses. Twelve point to that went out to on a per capita kind of allocation for him that we we came up with when outdoor municipalities we have thirty two of them in Weld County and of course, we've taken two point, three, million dollars we kind of have left plus some moneys that. DOUGHTY's have. Basically. Three million dollars has been stood up no well recovery fund. Weld recovery dot com is is the email address where you can learn all things about that well, recovery dot com and it again, it is the thirtieth fish timber. Do. That's good to know. All right. So we're six months into the pandemic. Let's talk a little bit about the county budget outlook and the economy and where we sing where we stand and. The prospects are going forward. Well I can tell you that our budget is in good shape. It's thriving shape that we saw last year but Weld County prides itself in if anything we pride ourselves on being a fiscally responsible county with no long-term debt no-shirt turn though no county sales tax hundred, Million Dollar Rainy Day Fund GonNa have to dip into a little bit of that. Here we have the next couple of years twenty, twenty one should be okay because you know oil. And Gas assessments run two years in a rear readers We expect to see a rather major drip drop rather in the gas revenues from it. Assessment rate will be down about one point, five, billion dollars in in the coming years. From a budget standpoint, we'll be fine. We asked our department heads to go out and find fifteen percent and expenses not people fifteen percent expenses. They found a fifteen percent and we'll be able to to constrict on budget there. Are No firms are no layoffs and our service levels they remain the same. It's just we kind of tighten our belts so to speak and and the way that we do business in and pandemic or not. I think it's a good exercise for government that tighten its belt to get out there and and find that fifteen percent but I'll cutting services. What kind of people? Let's find the money that we really scrutinize every expenditure and I'm proud of our department. Heads for for doing just that from a standpoint of Economy and weld, county of our our unemployment rate since it's seven point, two percent that's lower than the state average of seven point four percent. Still Jackie good that we saw pre code of course are are major economic sectors in weld county are are market-driven. They are agriculture their oil and gas The market always continues to be a little bit of sluggish with you on gas. Well, that's soggy. You became sluggish due to the markets and and due to what they were doing and. In in the Soviet, Union are told union man I just went back beverly. Well..

"Fair. Serving meals, and so it's just a wide variety of different things said anyone fifty five and older can do and. If, you have a passion I probably have somewhere I could place you. Yeah. That's what I was. Just GonNa say wide variety is a perfect a perfect use because you just listed off a bunch of different things does that is that well received by by volunteers and say, okay, I want to get back but I don't know exactly here's kind of list of things that I'm passionate about. Can you fit me how how does that process work in isn't well received by your volunteers? It is actually we have a volunteer application and on the back lists all the things, and then we have another. Of Information that says, here's who we work with. Here's what we do do any work with Alzheimer's with cancer do you want to work with hospice? You WanNa work with everything and we look at the background and and because I have found a volunteers if they don't WanNa do what they're volunteering for that they'll quit into your so if they have a passion. I have one of my shop coordinators who build ramp and this is his eleven th year. and. Migros I two grocery persons who take volunteers who take Gershon orders who are in their nineties so Yes we have on tears. We have fifteen volunteers over ninety. That's incredible. It is. It's really you talk about giving back to society I mean that's that's incredible. We. Know we have. We think we gave out seven twenty year pence. Last year we gave out we have one volunteers. This is her thirty third year volunteering business. Yes. She's one of my nine in my nineties and at some of their stories are just so incredible. So. Watching Weld County change I mean over thirty three years I mean that's got to be remarkable. To do that, but that longevity I think it speaks volumes to the programs that you offer. We have been around forty seven years, and the first time we ever started was the grocery shopping program way back. Totti's for those who've been around a on they went our sense and then it went to kings Bursa but a lot of our volunteers have just been constantly giving and they give it the senior centers and they skip in the community library the libraries. Is another agency with us, and so we're just excited to be here and be around and be alive and have our dorsal fin through this whole process we're talking with Marsha Schafer the executive, Director of rsvp Weld County and well, you talked about covert a little this little little thing going on in the world and how has that changed how you guys operate what struggles has that brought and what increase need has cove nineteen brought for your for what you guys do. Part of the needs has been just fundraising. There is always a need for more funding people think that it's a volunteer program therefore, we don't need any funding to make it work, but in reality hello, we still have to have ranch. We still have a copier. We still have to have all those expenses gas mileage reimbursement and stuff like that for volunteers. So that's an issue about what has really forced us to re look at is volunteers who are fifty, five and older. In its dilemma even for me to say Oh, we're GONNA, go into the homes and deliver groceries because we actually go inside and the groceries in the kitchen into and I have a awesome volunteer less is incredible and he's been going with me and we've been delivering groceries, but it's that dilemma..

"As he simply going to let it expire? Look I am all. All for giving businesses I am all for giving consumers certainty as they move forward, and if a mass gives them certainty, then I believe in the business in their ability to mandate mask-wearing, if the individual the consumer wants to have certainty when they go out, and they want to wear a mask. I believe in that individual's right to make that decision I. do not agree with a government authority forcing you to wear a mask if I don't agree with it was. Some numbers here with Weld County Commissioner Scott James these numbers, and it's something that I've been pushing actively on this program. Cases are the scary numbers that you're going to see right headlines, commissioner. You've been in the media industry you know. Headlines always say it's trying to grab attention. We are a lot of media. Outlets are using big case numbers, and then just saying hospitalizations continued rise really that the fact of the matter is cases. Don't mean much. Is the hospitalizations that we need to keep an eye on? At my agree, we have seen an increase in cases especially over the last couple of weeks here in Weld County. And that is of certainly a concern now. Here's the tough part. What we don't know is the number ended nominators so to speak with all the different agencies doing testing. We're doing testing in Weld County. You can go to your health practitioner and get a test at Kroger. An an Walgreens I believe are doing tests. There are all sorts of people doing tests now. Some of these the individual practitioners you know the Walgreens of the world do not have to report a test given all. They have to report as a test positive, so if we see two positives come out at Walgreens for example, is that based on how many tests twenty two hundred two thousand? It makes a big difference than number in the denominator so to speak we. We don't know the number in the denominator are cases on the increase. Yes, but we don't know the number of people in total that have been tested, and it's frustrating almost disingenuous when you try to right policy around the situation. Well, you talked about really not having a plan of reopening. It kind of feels like that and I spoke on us. Either governor polls wasn't planning on issuing this just two days ago, or he was planning on issuing this and just flat out, said you know that the opposite of it, so you commissioner, you know the political affairs in the dealings of that. Does this just feel like something that in forty-eight hours? What? We should probably put this in place? I don't I don't proclaim to be a mind reader I do know that I. I've got the executive orders sitting in right in front of me. It certainly took some time to prep. Certainly, he has been hearing from his advisors Did he have an attention a couple of days ago I that in the press conference he gave. Think, this is from seven nine. This is the one where he said we should all wear our damn mass and wagged his finger at us. I believe that he said then. That I haven't ruled out anything I want to do whatever we can. That will increase mask wearing now. I'm not here to argue the mask is there is is amazing evidence out of the CDC that says that the mask is a good way to prevent the spread of Colon. Now we also know. Know that that individuals who are asymptomatic according to the CDC have a very very very low probability of of spreading the disease, so very for the diseases spread by people who are sick. People who are sick should stay home..

"Yeah. There's no doubt about it. And know that you also have another meeting coming up in just a couple of minutes so one final question, let's get that oil and gas question in there, of course the economic impact on gas on weld, county is just astronomical. Obviously, it's been down A. Are you guys seeing signs of a resurgence What are your thoughts on the oil and Gas Industry here in Weld County? I'm glad you said there's a lot I could touch on this afternoon here, but we. We get report that's given to us as commissioners and right now. What's happening with the pending permits down the? They've got about four thousand six hundred to. Seven percent of those are from wild county. That's three, thousand, three, hundred and two now. We also have a process here. What's called the warbler while oil gas location? assessments ten forty one permit process here since The what we haven't processed here? We've We've actually had forty five hearings into forty. One of those have been approved to date, so we're moving fairly quickly. And what what? We're doing here within the county ny, they're still nineteen thousand plus at wells in in this county, so it is a big part of what happens here in La County with the the jobs, and and and what we're doing to continue to support them. There's a lot of challenges ahead here for the industry. As you may know, there's some rulemaking discussion about some additional things in discussion about setbacks really have a lot. really concerned about what happens if. More legislation passed and more regulation to basically slow down or stop oil and gas production here. There's no doubt about it. I know. It's been a difficult year for the oil and gas industry, but signs of life a little bit with your approval of those different permits going through commissioner I know we could spend a whole lot more time, but I also know that you've got another important meeting that you've got to get to so i..

"We just had that conversation actually on the program that the hospitalization rates still under five percent, which that's for the for the entire state but That's still pretty damn well doing pretty damn well. It's it's really low. In fact, you know I think part of it is you know, and that's one of the concerning things off that'll is. They furloughed a lot of employees because I mean they need to get back to doing the things? The other things that hospitals are there for and they're. They're getting back to doing that, but you know the under the underlying circumstances, if something like this, all of the other things that just kind of get overlooked or don't get taken care of 'cause, a lot of health risks as well and so That's also concerned. Commissioner one of the big questions that that I've been asked, and that I have for you. Is this budget weld county has always been very good about having no short-term or long-term debt. Zach GonNa Change after the recent effects of covid nineteen. No it will not. We're in really good shape in Weld County You know we've always looked at. We've always looked at oil and gas as a bonus when it's there. We've always planned for that. The one thing that we're doing a little bit different is normally as we're getting ready to our budget and here starting like right, pretty quick here we instead of just doing the twenty twenty one budget we're actually doing the twenty, twenty, one, twenty, twenty, two and twenty three budget, combined reason for that is, we're going to have surplus money in twenty twenty one because the oil and gas is two years in arrears, so we're looking at We're looking at the oil and gas in comes from two thousand and nineteen. We'll get paid and twenty twenty one, so we'll be able to take that and use the the tremendous bump that we have there to be able to spread it out over twenty, twenty, two and twenty twenty three We won't see any services decline. We will be furloughing no employees we will be not. We will not be risk any employees we will continue to provide. "Representative of district to forty nine seats, but that's prompting your return from Denver to well politics, and you also previously served on the Weld County Council from two thousand eight through two, thousand, twelve mistaken, but you know you talked about the arrogance that we are seeing coming out of the General Assembly assembly particularly when it comes to the under the boulder gold, Dome Assault on Weld County in terms of oil and gas and agriculture, certainly, those will be can continue to be focal points for you. It should you win the seat and I don't see any reason that you wouldn't since it's been in republican hands for generations. I planned to run his hard in the general as I did in the primary and not going to take any vote for granted and again WanNA listen to the concerns, and what's the top issues are so That's that's that's true, but. Also. Game I have that eight years of what I stood for and I. do think you really have to have those principles grounded in limited government in fiscal responsibility in an impersonal accountability. And if if you and I think those eight years I've shown that I have stood the test kind like over the against. Your special interest against your lobbyists against. Those. You know just the rhetoric out there right because I would not be able to feel comfortable to run for Weld, county commissioner at large. If I didn't have a record that the picks what I feel. "Little bit. You know there were It has been a strange Kale I think all of us. Who if we go back? It was almost another world in January. than it is today, and you see you know with Co visited the black lives matter marches It's really been a strange thing to view I do miss policy side of it, you know. I spent you know more than you know twenty five years in well almost three decades working for members of Congress. Congress senators I was chief of staff. You know, and I kinda hearken back. You know I went through nine eleven. in Washington DC I went through anthrax, and shutting down the Senate buildings, and dealing with all health consequences that surrounded that and we're about our stop You know many of them. Young people who you know we're working on the hill and seemed are literally on a on a evening. We were told you know. Grab your personal items. you know, take home what you need to work on work shutting down the Senate buildings and they were shut down for a couple of months while they you know they sanitize the heart, and Russell and Dirksen Senate buildings after the anthrax. Yet we went through nine eleven where we had a plane. Go down the mall and go into the Pentagon and and and that so if kind of. In terms of what we're going through it kind of reminds me about twenty years ago. When in another capacity as as a member of senators, staff and chief of staff and taking care of people and trying to deal with policy. You know whether that was airport security that was hell. concerns It really reminds me and then you know going through the great recession and seeing the devastation I mean I know a lot of your listeners remember how bad it was in two thousand and two, thousand, nine, two, thousand, ten in Weld County. That we stayed in in foreclosures, businesses restaurants closing down. So you combine those two. It kind of reminds me a little bit about those two things and I do miss you know being involved in terms of coming up with solutions and trying to deal with that and You know we'll see. This is GonNa be I think this will be an election year. We really not experienced. Probably since all the turmoil back fifty years ago, during the Vietnam War and the protests, and all of that it. It's very reminiscent of nineteen sixty eight and. But we'll see but yeah I would be less than honest if I say didn't miss the political side of it. I am you know people call me. On occasion and ask for advice and counsel, and I try to give them I. Tell them the advice is free so You know you get what you pay for. There you go there. You go all right, but here's the sixty four thousand dollar question. I can't help but think you're going to be totally. From Weld County politics and if he can stick with us for another segment would love to get into that. Get your thoughts about what's going on around the country. Just so much to cover, so you can stay with us. He Oh. Absolutely I mean I'm here for as long as you need me this morning. I'm I've got my cup of coffee and I'm. "Well so thank you for that. I appreciate that okay. LAST QUESTION I! Now you were term limited and you would have. Had to be out of that seat at the end of the year. I remember the conversation that we had over the weekend before this went public. You asked me to keep it confidential which I did, but many wondering. Why did you make the decision to leave the Board of Weld County Commissioners. Well, it was very simple. I put family first My wife had had a spiraling down in her health condition during the month of December of last year, and It became very apparent that you know my attention needed to be focused on her. I was in the last year of my term You know and I just. Just said you know This is a good time to break off. We've now subsequently learned gale and I I know I've shared this with you. privately that she actually contracted Covid, nineteen and somewhere along the line whether it was airports. Greeley we in Nashville for the holidays when things really started to go downhill. But you know, answer your question. I just decided. It was time to put her first and She had put up with a lot. With me, serving over more than a decade is accounting commissioner and you know we just wanted to spend more time together and spend time we I don't regret one moment. The decision I made it has in fine and Her. Health is remarkably approved We went through a patch. with a couple of hospitalizations and a couple of other things but today I'm very pleased. Yeah, what's frightening? I'm very pleased to report that doing very well. Her all vital all of the things that she was battling high blood pressure heart conditions, all of that has pretty much stabilized, and and the most the most reassuring thing is because of of what we've done. Proactively what she's done proactively just tried to be supportive is She's getting off medications that you previously had done on a blood pressure heart rate. Her cardiologists has just said look. You're doing wonderful. And we're at that stage in our life where you don't like a lot of folks. We're entering that next chapter where we get to spend time with grandkids and visit different parts of the country which we've wanted to do for a long time. You know that that proverbial bucket list. We all kind of put together and hopefully what they get together, but it's like I said absolutely made the right decision in. Late December early. January and haven't regretted data decision a moment that is so great to hear, but I need to ask the question. You were first elected. To the board of County, Commissioners While County Board in two thousand and eight reelected again in two, thousand, twelve and twenty, sixteen, always active. In the political scene. Do you miss it? A.

"Mike Freeman Wall County Commissioner chairman. Mike obviously the the new stories dominating the headlines have been these these protests these riots. It's kind of been taking over so far. Very peaceful ones here in Weld County. Yeah, I you know I don't expect to see the kind of things that you're seeing across the country in Weld County. thank goodness I don't know. It seems like the rest of the country's forgot. There was a code the nineteen because I. Don't really see any physical distancing and going on at those protests with thousands and thousands of people, and it's not really protests quite honestly kind of those are riots. They're destroy property, and you know I'm all for peaceful protests, but that's a long way from what's going on across this country right now will. It seems like that that's been the message here. from from every elected officials that there is a difference in. That line has been crossed and a lot of these circumstances. It absolutely been crossed. And you know, and I think part of it is. People are frustrated. You know get that. They've been following all these crazy. Stay at home orders and all this stuff for up to three months, and I think they're just you know they're ready to get out and go, but they're doing it in a really destructive manner. Has the governor been speaking? With local officials it seems like governor polls. You know he was having. Weekly even daily press conferences has kinda gone a little bit quiet at least from the media front. has been in contact with with Weld County and local officials. Not To my knowledge, I haven't had a conversation living for close to a month. He has not been contacting us. Right Well County Commissioner chairman. Mike Freeman. Let's follow up with that. "Well a bit of a flyover emails and a Covert Nineteen Messaging in Weld County. Working for peace by Trevor read in Greeley trip Trevor Reid goes on to say a day after the Weld County Department of Public Health and environment issued a pandemic health emergency and a public health order in response to Cova. Nineteen departments head was told all public messaging ver had to I pass through the board of county commissioners now. Dr Mark Wallace Executive Director of the Weld County Department of Public Health and environment will retire at the end of May but according to this piece in the trip by Trevor read emails obtained by the Tribune via public records. Search suggest that Weld County officials sought to her Wallace's efforts to prevent the spread of the virus as early as mid March Weld County. Commissioner Scott James Joins US this morning commissioner James. Welcome back to the show good. So let's work through this because it seems to me that there have been additional emails in this email chain release. Is that correct absolutely? And does that provide any clarity? If we're were to read the entire tranche of emails that has has been corrected. And and for those who are are new to the program Corey is Colorado Opens Open Records Act. It's it's a requested that any citizen can can make other government to to to release records in this case it's it's easy and there were hundreds of emails in that particular core request and anything can be taken out of context well and the additional emails because There were more emails than the hundreds that were requested By the Greeley trips that correct absolutely yes and those have. Since been released they have been released a different to a media outlets and and folks are are interpreting them in their own way I'd certainly be happy to answer any question that you might have about any of those emails now. All right well as the story goes in the Greeley Trib one ten pm March Seventeenth County Commission. Chair Mike Freeman. E mailed. Mark Wallace of Course Executive Director Weld County Department of Public Health and Environment advising him the health department's Public Information Officer. Eric Ako should consult with the county's public information officer Jennifer finch with any communication outreach. Excuse me is that in of itself. Unprecedented not once. We go to an emergency operations center level. One Fan pandemic has been declared once an emergency has been declared than it is our code it has written into our county code. That could that communication goes through. What is what is stood up as a part of that emergency order the joint information commander. We love our acronyms And all communication regarding the pandemic recall regarding that particular emergency is routed through the joint information. Command. That's our county code now. Apparently there seemed to be well freeman wrote in an email. According to the trip the board is concerned about our communication message going Haywire again. A possible reference to confusion that arose after the health department issued its Public Health Order canceling events of ten more people. The order seemed to cause particular confusion to operators of childcare centers. According to email sent to weld health officials prompting and a denim as we. Well recall to that order Later that day and then there was the give and take Between the two of them now Wallace said we are requiring people to social distance in order to prevent future covid nineteen dense deaths and protect our workforce but You were actually quoted in this piece as well via an email saying that well. Perhaps that language was a little too strong. Not a big fan of government for scale I'm not a big fan of making requirements that we can't possibly in force. I would strongly encourage folks social distance. I strongly encourage that to this day but One is allowing people to utilize their their personal responsibility their freedom their their their their liberty to do what is right for themselves for their families for the communities for the businesses. I've said this many times throughout this pandemic the other is the heavy hand of government Heavy-handed can't possibly be enforced. Therefore I simply wanted to the language to say that we're not requiring that we are strongly suggesting now Mark Wallace for his part wrote in emails to other health officials across the state that he received pushback pushed back to his public health order. Did the Weld did the Board of Weld County Commissioners. Push BACK ON NICK. Wallace a couple of different points on that to in our meeting. And I think it'd be. It goes back to March seventeenth. I'm going to have to check my calendar to be. You'd be sure but but we had a meeting in the morning. Dr Wallace about this growing concerned about this this oncoming pandemic and he had talked about issuing that that that pandemic declaration and he talked about limiting limiting gathering sizes of groups to fifty or less that is what he communicated with the Board of County Commissioners then when we see his order come through it at ten or lasts and we said wait a minute. That's not what was communicated to us so that was Where we had that conversation there and Gail. I'm sorry I'm having one of those senior moments of I forget happens to the rest of us but that that was certainly a concern when we were told one thing and another thing came out and in order well and in past conversations and I appreciate the clarity that you've provided on this because I fell into that semantics trap The Weld County Board of Commissioners did not close businesses. Therefore they could not reopen businesses. But it goes to the point of we are in now time of a very delicate balancing act where we are attempting and again. It's not a one size. Fits all equation across the country attempting to take the economy off of life support in the time of covid nineteen and very carefully very methodically? Very cautiously Reopened businesses not only across the state but indeed across the country. Now there are those that would say. Well Oh those. So Evil County Commissioners. They're just all about capitalism at the expense of public health. But that's not in my humble opinion. That's not the case because it's a balancing act hat. Scott you just had one hundred doctors on Tuesday. Send a letter to President trump saying that if we don't manage the figure out a way to reopen there could be catastrophic consequences in terms of our collective psyche. It's absolutely not. The case is as far as as we'll goes you'd had mentioned that that it takes different forms across the nation to take different forms across the county. What is good ingredient? What is good and Evans may not necessarily be good in south westworld and in the heart of district that I represent if you've looked Johnstown there twenty five cases and that's cumulative we have no way of knowing how many active cases there are nonetheless so so you take twenty five cases. You compare that to Greeley. What's going to be good in? Greeley is not necessarily good in Johnstown is not necessarily a good in Fredericton. Firestone I mean this is the epitome of a local government who that we should look to to to control. This thing have had the opportunity to talk to a several small business owners restaurant owners being particularly hard hit by the covid nineteen related closures. One restaurant or I spoke to set. Frankly even if a governor police issues those new guidelines for Restaurants mother among other businesses to reopen. I believe it's May twenty fifth. If I'm not mistaken well she is still somewhat concerned about the safety Not only her own safety bit indeed that of her employees ease and that customers. Well that is a business owner choice as to whether to reopen or not. And the we've talked to to some degree about The dueling orders. We have the safer at home order. Of course they should by Governor Jared Polis and that was Countered by the Weld County boards safer at work order. But they're still seeing a guidance guidance. Excuse me yes see. Senior moment. My apologies guidance guidelines. Okay thank you. Continue to call me on that because the orders are kind of mood. They're not enforceable anyway but the bottom line is this. A lot of restaurant owners are still a little hazy on what that looks like coming to the Board for some guidance is my understanding. What additional guidance are you able to provide To a restaurant owners at this point in time I the the guidelines that I would suggest they follow the ones that are published by minded. The restaurant associations We have looked across the spectrum of businesses across business sectors. And you know. The automobile dealers association are standing up Ways that they feel that automobile dealers can get back to where we know. The Colorado Restaurant Association has done Gomez work on putting together guidelines. That are are are great thing to be followed by by the members of of their Of their trade sector so so restaurants I would suggest look for to the restaurant. Association's for that it goes back to this for me Gail. No one knows better. How to innovate then than somebody? That's actively involved in that business. We put out the general guidelines. Hey here's how this virus travels you know we've heard it from everybody to the wd p. h. e. to the Colorado Department of Public Health Environment to the CDC and they're saying many of the similar things these are the guidelines. These are the ways that this virus travels per se you as a business owner. Nobody knows better how your restaurant operates than the restaurant to. Nobody knows better how Jim operates than the gym owner. Those we looked to those industries to do it. American business does best. And that's innovate. Find a way that you can operate in this new era a coded and and have that communication have that conversation with your consumers for. Let's go this is Scott and certainly do appreciate your time on Scott James Webb County Commissioner. Back to this piece in the Greeley trip by Trevor. Read Wallace decided to retire after a private administrative meeting with the Board of County Commissioners April twenty fourth he told the commissioners in an e says Trevor Read. It's unclear what happened at that meeting. As though minutes were kept notice was made to the public. Did Mark Wallace retire of because of what could be construed as being a conflict when it came to the messaging between the board and Dr Wallace in his capacity S Executive Director of a Weld Department of Public Health and environment to questions make sure I answer them both. But let me you have a question but I want I want address. Mr Reads asser occasion. Mr Reed needs to understand exactly how Colorado Sunshine Laws Work and administrative. Meeting does not need to be noticed and administrative meeting. We do not have to keep minutes the ascertain I find quite frankly insulting and if you're going to be a journalist. I would ask that Mr Reed for just just check up on exactly what the Colorado Sunshine Law says secondly to to Mr Wallace's Dr Mollahs Retirement. The man who worked in public health done an incredible job for twenty. Five years Dr Wallace I approached the chair of the board of County Commissioners Mike Freeman and his commissioner coordinator. This year is commissioner. Steve Moreno They were both in the hallway. Doc called Mike and said Hey. Can I come over and visit with you for a couple of seconds? He came over at that point in time. He said You know. I'm tired and I would like to retire. And and of course. Mike's Reaction Admit appropriately. So along with Commissioner Moreno was well. Let's have a conversation. Let's let's further talk this through and we spent the next couple of weeks talking with Dr Walter About About how much we want to keep him around Dr Wallich game conclusion that you know what I I want. Time with my family and well county is very proudly always said family first and so therefore we simply cannot We wish him well as he retires. Because he has been an absolute icon in weld. County would've comes to to to public health. Was there any sort of forced retirement? Was there any sort of conflict? There is not It's it's interesting again. I don't know how much time I have. I know you're up against a break here but I would like to to address Doctors take an oath of office not office but they take an oath. The hippocratic oath do no harm doctor. We want Dr Wallace. One hundred percent myopically focused on on covert and how it's defeated now if you truly want to take the absolute safest route defeating covert you. Lock people up in their house but I took an oath to uphold the constitution of the United States and we have since learned. I mean particularly in New York. That wasn't necessarily true You had people under lockdown contracting covid nineteen and so there there is a balance. We want Dr Wallace. Absolutely one. Hundred percent myopically focused on defeating the disease and then folks who are elected to positions like myself have to make those difficult decisions about. How can we not only combat covert but not killing Economy.

"Thirteen ten. Kfi The whole sport story in northern Colorado state in the country tune into the whole show weekdays noon to two and thirteen ten. Kfi K walk back into Noko. Now I'm tanner Sh- went in the special edition and that may have been the fastest hour of my life. Joining me is Gayle Fallon Mornings with Gail resuming tomorrow at six. Am In gale house. A lot of a lot of information that we just got to tell you what we packed a lot in in that first our boy a lot of valuable information as news is breaking fast and furious. There's no doubt about it and I did. I'm getting texts and questions about what? What could these ramifications be know? And there's going to be those right off the bat you know rumors flying around and about how is governor? Police going to going to all those things. And I'm still texting back and forth with Commissioner Freeman here. And He. He fully expects that that governor polls will try to a intimidate them Y Weld County with a maybe sanctions of taking away funding. But there's no there's been none of that announced yet. Obviously this is brand new information So so we we expect that there could be a push back from the there will be state push back but gail what are your thoughts on on the ramifications of what could come down from today. Well I am working some sources. Some anonymous sources as you are as well Via text this morning or there you go. There's your this morning this evening. Go right but Yeah my understanding is this is from a pretty reliable source that the governor is threatening counties. That don't obey that. Do not obey the safer at home order with financial sanctions. So that backs up your source as well right and I know I know for a fact. There's been nothing specific so far in what it would look like or how that would look like and again. This is a pretty quick response from Weld County saying we're not going to be. We're not following the state guidelines. We're going to allow us for everybody so we could very well see Gale some of these more rural counties. Start to fall in line with what well done. I think that the commissioners are setting some sort of a precedent at least and there should be counties that will follow well and I think that we have seen that in the oil and wars with the passage of Senate. Bill went eighty-one Weld County saying no. We won't back down there. No stranger to a tussle with Governor Jared Polis and so wouldn't surprise me whatsoever to see other counties as you said Tanner follow suit with Weld County but the thing that just is so incredible to me is once again restoring to the people their freedoms and their liberties our constitutional rights and that is exactly what the Board of Weld County. Commissioners has done With this saver at work Move on their part to go into effect. Of course this Monday. I April twenty-seventh and this is the first announcement there's going to be in the next twenty four to forty eight hours. There's going to be so much information coming out on this. And I know you'll be having a ton of experts on a lot of those elected officials again but the word that you used about governor polls and trying to intimidate the Weld County Quarter Commissioner Board of Commissioners. Excuse me that was the term that that Commissioner Freeman said they they. They will try to intimidate us. But it's not gonNA work You know I mean if past performance is any indicator of what the future holds. I can't help the think that the board of County Commissioners will say. Nah If governor Jerry pull us does try to take retaliatory action. It's going to be interesting as we were in the middle of a special edition of Noko. Now I know we'll be back personally and O'CONNELL beyond from nine to ten but gayle fallon with mornings with Gail six to nine tomorrow morning. We'll be unpacking a lot of this. But the the main takeaways that there's GonNa be way more information being introduced but these guidelines are allowing all businesses to open with guidelines. Set following the social distancing and really following a lot of the safer at home safe home guidelines gail but it's just not selecting which businesses get to adhere adhere to those. Yeah and I think that is what is so significant because we saw for example the protests across the country we saw the protests in Denver. Because they got to the point where far too many of us were saying. You know what you are encroaching on some very sacred trusts our constitutional rights our liberties and our freedom center. We know that the government God Love Him They're kind of like a camel with the nose under the tent. And sometimes you give them an inch. You don't get that inch back. In fact you lose a mile right. It's I know there's a ton of people that have questions about it and goodness gracious. There's a there's a lot to unpack here gale. I'll open it up to you for for some final thoughts. Final comments on what we're seeing with this safer at work. Guideline that is being implemented effective. Monday April twenty-seventh in Weld County. Well once again when I so appreciate it about about The Board of Weld County Commissioners Commissioners issuing this safer at work initiative which will go into effect April twenty-seventh apparently apparently reportedly well any or could be called conjecture Two the governor's Chagrin is the fact that once again. It's up to us to make this work. Be Responsible and again. Tanner like you. I don't WanNa get all preachy. But y'all know what to do it's just exercise common sense if you want to get back to any semblance of normalcy and do it quickly as quickly as possible. Of course it's going to be very faced process. Coloradans React To 'Red Flag' Law

"A gun loving rocker Ted Nugent is entertaining a crowd talking freedom politics and guns you know why you have too many all don't you I haven't been here in years it was weld county sheriff Steve greens who invited Nugent here the event is a fundraiser for the sheriff we're talking about the red flag well that's what we get all this notoriety for in the state Colorado's red flag bill officially called the extreme risk protection order bill is now law set to take effect in January it'll allow family members or law enforcement to get a court order forcing an individual to temporarily give up their guns if they appear to be a significant risk to themselves or others sheriff dreams believe Colorado's law is unconstitutional the long and short of it is this I'm not gonna confiscate someone's guns reams is talking about all of this partially because it's a political issue he's an elected official unlike police chiefs who are generally appointed well obviously it's my role as the police chief to make sure the department enforces the laws that are on the books this is mark Jones the head of the Greeley police department who says he's planning to enforce the law but also understand concerns around it on one hand Jones supports the second amendment on the other hand I also am a police chief in an error where mental health issues are probably at all time highs all across the country not just in Greeley or just in what county I do believe there are people in our society that have no business having guns many states have passed these laws in the aftermath of mass shootings but in practice they're often used in situations involving domestic violence and self harm fire arms are the mostly the way that people die from suicide and also the most common way that people die from suicide Kimberly Pratt works in suicide prevention in northern Colorado means restriction is important she says but taking away means isn't just gonna stop the feelings it's not gonna stop the reason why they want to die for this reason and others some organizations that work with people impacted by gun violence expressed uncertainty about how effective the new law might be one advocacy group mental health Colorado said in a statement that it believes that everyone should have access to the law and that saving lives should not be a partisan

Colorado House Gives Final Approval to 'Red Flag' Gun Bill

"Tobago guns in Colorado USA radio's Timberg with the story. Colorado is on the verge of passing law that would allow officials to take guns away from people with the judge deems them to be too dangerous. Some law enforcement officials are not happy with the Bill and even calling it unconstitutional and saying they won't enforce it which could land some of them in jail. Jail fine me or just hold a contempt hearing to further this argument along and honestly, I think any of those possibilities are out there. Weld county Colorado sheriff Steve rim speaking there on CNN the Bill passed the Colorado Senate by a single vote last week and now heads back to the house for a final vote before landing on the governor's desk

60 ex-CIA members condemn Trump for revoking Brennan’s security clearance

"President Trump says more security clearances could be revoked just like former CIA director, John Brennan and there's pushback to letters from a dozen former Intel leaders and now sixty CIA, members criticizing the move is pretty strong language kind of eye opening actually to see something like this and it's a kind of reflects the the notion that this is the politics that the removal of the security clearances from Mr. Brennan has just kind, of unified the, national security professionals on the veterans who have. Been dealing with this throughout their careers and they. Just they just don't think. That this is right they think this is what's happening is pure
