"David west and the day after his address to his nation, Russian president Vladimir Putin met with the chief diplomat from China Wang Yi. This is part of what he had to say after that meeting. Russia, China relations developed like we planned in previous years. Of course, we are waiting for the head of China people's republic to visit Russia. Welcome now, true expert in Russia and particularly in Vladimir Putin. She is Angela stent, senior fellow at the brookings institution, doctor stent is the author of Putin's world, Russia against the western with the rest. And that is out in a new edition SF yesterday, which includes a chapter on the war in Ukraine. And thank you so much for being with us. We heard there. President Putin saying he's waiting for president Xi to come visit him. What is he expecting? He expecting a peace plan is expecting lethal weapons. Maybe he's expecting both. You know, we've heard from the Secretary of State that in fact the Chinese are thinking about providing lethal weaponry to Russia and of course they've been warned by secretary blinken and others that they shouldn't do that. I don't think Putin is interested in a peace plan as your previous speaker said, he thinks that he can toughen this out, that the west will still the unity will fall apart and that in the end he will achieve his goals, although it's really not completely clear what his war aims aren't at the moment. And you wouldn't be able to know that from the speech he made yesterday. So he'd like the weapons, but if he can't get the weapons he just wants more Chinese support and probably also the Chinese may have been helping Russia evade some of the sanctions. So I think economic assistance would be on the table too. And so it strikes me that just watching president Putin, it appears that he has a very different perception of what's going on in Ukraine than what we in the west do. And there's a tendency for us to say, we're right and he's wrong. At the same time, is there anything he's seeing around that would indicate he has to change his views and his economy and the support of his people and his generals. Is there anything causing him to rethink the thing? And not that we can see again if you go back and you watch a read the speech that he gave yesterday gave yesterday, he's just digging his heels in. And he keeps going back to World War II and saying this is just like World War II and the Soviet Union toughened it out then and we endured and we can endure lots of suffering and the west can't do that. So what he's also done I would say in the past years since the war broke out is he's really consolidated his power domestically. He really seems to have no rivals, no one who could take over from him. There are no checks and balances on either his power or really that of the army. So he doesn't seem to be changing his plan. He's going to throw more soldiers into this new spring offensive, get more ammunition, get more drones from the Iranians and just keep fighting on. And from your wonderful book, Putin's world. I took away that he's a very smart man. He's a clever man, certainly a cunning man. How can you look at this situation and not think I've got to have a plan B? I think that we see the effects of two years of isolation during the COVID period when he really wasn't interacting with any world leaders. He was just surrounded by a small group of people who reinforce all of his prejudices, his view that the west is out to get him. So he really seems to be quite blinkered in what he understands. And he's convinced himself that U.S. native support for Ukraine is step one of a purported attack on Russia in the future. And so he's really blinked and I think by his own particular view of the world, which of course is very different from the way many of us are seeing this war. Angela, one thing we heard in that address yesterday was president Putin saying that he's going to suspend as I understand it. Not withdraw from suspend participation in star two, which is I think the last nuclear control nuclear arms control agreement we had with Russia. How concerned should we be about the effects of that? I think we should be concerned. So the treaty goes until 2026. And what Russia has done is it's suspended its participation in regular onsite inspections. Part of that treaty says, we inspect their facilities. They inspect us. So we have some transparency into what the other side is doing. And if we can't see that, then we don't really know what the Russians are doing. I think the more worrying issue is, if nothing is replacing new start, which expires in 2026, and we were supposed to be having discussions with the Russians before the war began about what would be a follow on to that. Then we would lose, as you said, the last remaining uncontrolled agreement with Russia. This goes, it goes back to the 1972 soul treaty that president Nixon signed with a leader abrasion at them. And so there's really nothing to prevent either us or the Russians from engaging in a new arms race, but also nothing to prevent other countries from deciding or maybe the world's a dangerous place and we need to have our own nuclear weapons. So proliferation could really be one of the consequences if we do not renew or have some follow on to the start treating in 2026. And finally, Angela, as much as the west has succeeded in it being unified in the response to Russia, they have not had much success in apparently getting president Putin to rethink what he's doing. Tony blinken, the Secretary of State evidently pressed Wang Yi, the senior diplomat from China over in Munich to say, can you help us some with Russia? Assuming familiar, it's a big assumption that in fact, president Xi were willing to intervene in any wish of form. Would president Putin listen to him? That's a great question. And we're not, I mean, it would depend what the Chinese were offering. But I mean, Putin is insisting that there are minimum at least the four territories that he says are annexed to Russia and which Russia doesn't fully control that Ukraine would have to make significant territorial concessions to Russia. And I think anything short of that if the Chinese proposed something else, he probably wouldn't take it seriously. But we might the Chinese say that they're going to present a peace plan very soon. So we might see them present one and what we might see, let's just say, okay, let's think about let's discuss it and try and put the onus on the Ukrainians and to make them look as if they're not interested in peace. "All right, thank you, Paul. U.S. president Joe Biden surprised visit the Ukraine in the hopes of rallying new pledges of help from European allies for Ukraine, zelensky addressed the president of Vladimir zelensky addressing the gathering saying that he extended words of gratitude personally to President Biden. Biden promised an additional nearly $500 million of military aid and in Poland will meet with Eastern European leaders to make sure that they are on the same page. Now, the rhetoric and outright barbs between China and the U.S. have not cooled off, but have escalated over the past couple of days. We're joined here live by Bloomberg Beijing executive editor John Liu. John, let's start with the paper published by Xinhua that in essence criticized the U.S. across the board from military to cultural, very pointed. Yeah, these are long-standing issues that China has had with the United States specifically in the western general. The idea that they are doing things to try and contain China's rise be it economically, politically, military wise. And that everything that's happened Vis-à-vis the U.S. when it comes to chips when it comes to tech and around the world has been done to try and hold down China's China's rise. And so this coming now obviously is interesting with Wang Yi having just met with secretary blinken and headed to Moscow, but again, these are long-standing issues that China is again voicing out. Yeah, and Wong, as a matter of fact, you mentioned him. I said today that China is a neutral player and they'll endeavor to broker a Russia Ukraine peace. How does that play? Well, I think throughout the war, China has tried to frame its role as being a neutral, a neutral party to everything, not involved, but I think that has been a very hard argument to make, especially to the United States and to Europe. China has at places like the United Nations, has rhetorically supported Russia, Chinese diplomats have argued that it was NATO's expansion that sparked the war not Russian aggression. So it is a very hard thing to try and paint China as a neutral broker trying to bring about peace, especially when it comes to Europe and the United States. It's a bit of an easier sell in the developing world when it comes to India, Africa, the global south as we might say. Yeah, so that's where it would play. Now, in the past few days, U.S. Secretary of State to Antony Blinken has been very outspoken and saying, he's really afraid as a matter of fact that they have Intel. That China is contemplating, sending a lethal weapons or aid to Russia. Earlier today, he used Joseph borough, said that in his meeting with Wong that he told him China does not plan to aid Russia in its invasion effort. So that is the concern. I mean, is there any water in that whatsoever or anything to indicate that they might do that? So we don't have a lot of detail from secretary blinken about what he said when he had that meeting with Wang Yi. We do know the secretary of Lincoln did say that China has not crossed that line yet. And so we understand and we do the United States emphasize several times that that is a red line they are very intent on seeing China not cross. This would be there would be strong opposition to try to provide a weapons providing other sorts of substantial support to Russia's war effort. It could just be the secretary blinken is again underlying emphasizing that opposition as a warning to Beijing, especially with why you headed to Moscow. And so looking forward, I think we need to see more detail. We need to see more evidence before. We're going to be able to tell if China is actually going to do that. And then the meeting today, between U.S. congressional delegation, Taiwan's president Siam web, when Nancy Pelosi visited, it set off a firestorm in China. Will this be different? I think it will be different. This is not the Speaker of the House, Kevin McCarthy is not taking part in this visit. We have had a large and growing number of congressional U.S. lawmakers visiting Taiwan in addition to European lawmakers as well as Japanese and other countries. And so I think that has been a trend and I think China will not react too strongly to this visit today. But obviously with any visit by the House speaker being number three, the line of succession for the U.S. presidency, that will set off potentially a new mouse from between the United States and China. Asian stocks were up this morning after that optimism from Goldman strategists in a note, the CSI 300 up 2.5% at the MSCI Asia Pacific index up 6 tenths of a percent also playing into markets this morning was that hawkish fed speak from Thomas barking and Michelle Bowman, traders now pricing fully pricing quarter point hikes at the fed's next two meetings, also investors watching the geopolitical tensions between the U.S. and China we've heard lots about that this morning currently the Bloomberg dollar spot index pretty flat up .01%. Okay, those are the markets, speaking of those tensions they do remain high between Washington and Beijing. That's after the U.S. Secretary of State Antony Blinken exchanged blunt messages over the balloon fiasco and Russia with his Chinese counterpart Wang Yi. Concerns that we have that China is considering providing lethal support to Russia in its efforts in Ukraine. And I was able to share with him. The growing sense of unease between the two superpowers comes as Goldman strategists say Chinese stocks of the potential to rise by 24% this year, Bloomberg's Brian Curtis has more from Hong Kong. Goldman thinks the recent sell off of Chinese stocks will reverse and that MSCI China can hit 85 by the end of the year. That's up from around 70 now. What's interesting about this call is that the strategists say that the rise will be led by earnings and not just multiple expansion. Some investors might quibble with this given the rise in geopolitical tensions of late and the property crisis. But the bank sees a shift from reopening to recovery. "First, trading day of the week in Asia, I love it talk in the morning in Tokyo will be on the lunch break in about 30 minutes from now. If you're joining from Japan or anywhere in the apac good morning, I'm Doug prisoner at the Bloomberg interactive broker studio in New York. And I'm Paul Allen in Sydney, one minute past one Monday afternoon. Here, the ASX looking pretty flat and it's a kind of a black lust picture and the region really duck. Yeah, it is. And because of a holiday here in the states, I think that may be having some impact as well Paul, U.S. markets will be closed to observe a president's day. So we're not having any trading in U.S. sovereign debt in the Tokyo session. In the equity market, we've got the nikkei rising just a tenth of 1%. Now we did have the NASDAQ golden dragon China index down last Friday here in the U.S. by more than 3%, given the spike in diplomatic tensions between the U.S. and China and right now if you look at the cash market in Hong Kong, the hang seng down about two tenths of 1%. But a little bit of positivity on the Chinese mainland with the Shanghai composite up by about a half of 1% in Seoul that cost be better by about a tenth of 1% and as Paul mentioned the market in Australia essentially flat. The dollar picking up a little bit of ground we were weak in the state's Friday, given the fact that U.S. yields moved lower. Now I mentioned the fact that we're not having any trading in U.S. treasuries today, but in the Friday session, the ten year was down just about 5 basis points in yield. So here we are last quoted at three 81. The yen quite a bit weaker one 34 50 or thereabouts off against the greenback by around three tenths of 1%. We've got a lot of economic data to consider in the week ahead the critical number comes Friday with the U.S. PCE. That is the personal consumption expenditures price index. It's the fed's preferred measure for inflation will also have minutes from the last fed meeting they will be out on Wednesday. We'll take another look at markets in roughly 15 minutes. Paul. Oh former treasury secretary Larry summers says it's too soon to argue that the fed should have reaccelerated pace of rate hikes next month. He said it should avoid locking itself in with any kind of strong declarations. The risk is that we're going to hit the brakes very, very hard. And then when we hit the brakes very, very hard, that's going to kick in at the same time that some of those negative cyclical dynamics about rising savings and excess inventory and so forth are kicking in. He thinks high inflation raises the possibility the fed won't land to the terminal rate and the next few months. Yeah, meanwhile, a blinken on the balloon says that, you know, he did the right thing. The balloon attempted to surveil very critical, important military installations. We protected the sensitive information that it was trying to surveil. Yeah, as for the other three balloons of blinken says that in airspace, it could be dangerous a civilian aviation. Meanwhile, China's Wang Yi issued a statement, according to Xinhua that says U.S. should change how it's handling the balloon incident and the speech of the conference he calls it incomprehensible and almost hysterical the way the U.S. acted. He says it was 100% an abuse of military force and clearly violated international norms. Now, there's also a U.S. delegation of congressional members and Munich and senator Lindsey Graham says that he has come out of the meetings with a real fear that China will provide lethal force to Russia as well. To the Chinese. If you jump on the Putin train now, you're dumber than dirt. It would be like buying a ticket on the Titanic after you saw the movie. Don't do this. Does he speak in metaphors? Graham is also strongly urging giving Ukraine the weapons it needs as expeditiously as possible. And South Korea, the U.S. flew B one B bombers escorted by their fighter jets over the weekend. The joint air drill and American bombers in U.S. and Japanese fighter jets took part in a separate exercise, statements say the allies wanted to show aerial force after North Korea's ICBM test earlier in the weekend, but North Korea is apparently responded this morning, Japan's defense ministry first reported it had conducted another launch, NHK saying missiles landed outside Japan's EEZ and then North Korea saying that it did fire two missile launchers and says the area could become a missile test firing range. New Zealand is still trying to recover from cyclone Gabriel. 28,000 homes remain without power. Telecommunications have been severely disrupted. Frisch water is in short supply in some areas and roads have been badly damaged, limiting access to some areas and causing significant delays in others. Prime minister Chris hipkins says thousands of people are still missing 11 confirmed dead. Lives have been tuned upside down. Many people have seen their homes in all of the oppositions completely destroyed. Countless others have been displaced. And P I'm hipkins says supply chains have been disrupted. We'll take a long period of time to fully recover and estimates are the rebuilding will cost billions of dollars. On our CBS News, Munich, the 5 former Memphis police officers accused in the beating death of 29 year old Tyree Nichols, pleaded not guilty. CBS is a least Preston, was in the courtroom. Shelby county district attorney Steve mulroy says there are an additional 20 hours of video that show other angles of what happened. This is an important case. And if we are going to hold police officers who violate the law, accountable, then we need to make sure that we get the prosecution correct. We get it right. Nichols's death sparked a protest nationwide and renewed calls for stricter police reforms. The fired officers face charges that include second degree murder, aggravated assault and aggravated kidnapping. 52 year old Richard Dale crumb has been charged with 6 killings at a convenience store in a two homes in rural Mississippi. Police say crumb left the store and gunned down a woman in her home. At some point, a sheriff's deputy spotted him in a car and took him into custody after a brief chase, but by then four others were dead. Police say two were found inside a home and two more outside near the suspect's house in Archibald. Krum is charged with first degree murder and now his own town is in shock

"Russian president Vladimir Putin says the United States is out for world domination. Ed Baxter has global news. Yeah, there's a speech to his nation today, rich says the west as a whole has taken steps to escalate conflict in recent months. He points to what he says as U.S. escalation in Ukraine and talk of military action in Taiwan, as well as he says choking supply of energy markets. Again, this Putin talking about the U.S. as for his nuclear weapons threats in Ukraine. He says we don't need a nuclear strike on Ukraine. There is no point. Either military or political. He said Russia had only dropped hints. Meanwhile, China's foreign minister Wang Yi has held a conversation with Russian counterpart Sergei Lavrov and says China wants to deepen cooperations with Russia at all levels. Meanwhile, the U.S. is fearing falling behind both China and Russia in the arms race to deploy hypersonic weapons. It's tested its own today in Virginia, a navy vice admiral Johnny wolf says this will have the capability of operating internationally. This hypersonic weapon gives us the capability to get deep inland in some of the things that we need to do. And most importantly, for what we're doing in the navy by putting in on a ship and putting it on a submarine, it allows us to pretty much go anywhere in the ocean. Have ice admiral says they should be ready to be deployed next year. And with the volatility of the world situation, a new U.S. Pentagon strategy paper today is rejecting a ban on using nuclear weapons against conventional threats. It says burgeoning threats from China and Russia by 2030 may have to be put down in very strong terms. Hong Kong is going to loosen up bars and restaurants allowing them to stay open longer. The limit on operating hours will be scrapped starting November 3rd, camp on the number of people who can sit together will remain, although with 12 people allowed for table in a restaurant 6 in a bar. Nevada, well, the nation is looking ahead, of course, to the midterms in just a lesson a couple of weeks, and then to 2024. Bloomberg Emily Wilkins has spent a week in Nevada on the ground and reporting back to Bloomberg's David Weston on balance of power today. And it'll be really interesting to see what happens with Nevada's unaffiliated voters. They make up about a third of the state. That will obviously be on the table when president Xi and President Biden do speak. John were also awaiting to hear whether or not the U.S. will ease those tariffs on Chinese products. When can we expect that? So President Biden did over the weekend say that he was considering a rolling back and adjustment of those tariffs, but a decision had yet to be made. We've heard from a different parts of the administration, Catherine tied the trade rep pointing out that the tariffs are a great bargaining chip for when the U.S. does go to the trade table with China. And also hearing from Janet Yellen, the treasury secretary saying that by rolling back some of these tariffs, it could help reduce the burden on the American public, which is going through a terrible bout of inflation at the moment.
