"Each 12 03 We welcome you in on a Thursday afternoon. December 3rd partly cloudy skies right now 50 degrees in Washington. Good afternoon. I'm Deborah Feinstein and I'm Mark Lewis with the top local stories we're following at this hour new developments in the killing of a one year old boy in D. C last night. The mayor, as well as chief Peter Newsom just held a news conference. They say the boy was riding in his father's car when he was shot. Let's go live to W. T. O. P s making clarity with more details. Mark 15 month old Carmelo Duncan is now the city's youngest victim of gun violence this year. Ah, year that has already seen a 20% increase in homicides on do you could feel the emotion from both the mayor and the chief of police when discussing what happened last night at 9 35. In the evening. Basically, the chief said that they had a shot spotter technology alert nearby investigators that there were shots fired in the area of Central and Southern Avenue southeast. When they arrived. The baby had already been taken to the hospital. Apparently there was a fire crew that was there an engine and an ambulance that we're responding to another medical emergency. And Carmelo's father saw them pulled over and handed the baby over to them to take to the hospital. Unfortunately, he did not make it. We understand from police that the baby was shot multiple times. They don't know exactly where he was in the car. But there was another child in the car as well. Who is fine? And Carmelo's father was driving the car. There was a baby seat in the back, caught in the back seat of the car. So the chief, you know, speculated that he was in the back seat, but that he's not sure we knew that he was shot several times. The mayor called this an unfathomable tragedy. Right now, there's not a lot as far as leads that they're sharing with the public other than the fact that they saw a dark gray SUV with heavily tinted dark windows in the area. However, given the child's age, given this photo that we're sharing on w t o p dot com you see this baby? I mean, it just breaks your heart and the amount of tragedy that this community has suffered. The cheer from gun violence is just can't be, you know, can't be explained so apparently. According to the chief and the mayor, This entire community is just outraged. And they're going to do everything they can to try and find who did this, Including asking the community to look for any, you know, Surveillance video. They might have businesses to look at any surveillance video. And also, they're offering a $60,000 reward to any tip that leads to a conviction. In this case, reporting live Meghan clarity. W T O P news. Okay, thank you. Making the Corona virus has taken a deadly and destructive toll on the elderly Montgomery County now making some plans to get that vaccine out to elder Care facilities. Hopefully in the weeks ahead when it comes to a covert 19 vaccine, the county's HHS department will work.

I'm Mark Lois with top local stories. We're following this hour. Some attention last night between D C police and dozens of black lives matter. Protestors, officers surrounded the protesters and arrested 41 people for felony rioting and assault on police officers in the Adams Morgan area near 18th Street in Florida Avenue. W. T. O P spoke to Josh Evans, who was on the scene, he says police used pepper spray. A group of protesters were trying to make a accident until hoping to cop held them and I've gotten reports about people gone made, including myself. And one person got arrested on being I got that on video. They've been making threats that we cross over, Deplete blind. We will be arrested and one person Take me to the hospital for unknown reasons. W GOP has reached out to D. C police form or information. The department released a statement on Twitter and quoting from that statement. There is a difference between peaceful protesters and individuals destroying property. You're setting fires. The statement continues. Yes, MPD did make numerous arrests last night, but only of those who were engaged in rioting behaviors. 11 0 for a mailer sent to voters in D. C was supposed to help registered voters to confirm their address. Instead, it has lead to confusion. Hundreds of thousands of D C. Voters got cards from the board of elections this week, asking them to confirm our update their mailing address. But tear apart those cards at the perforated edge, and some of the vital information the board would need is not included Councilwoman Elissa Silverman telling our partners and NBC for selection. "Have the illness and she says if you suspect you have it don't just go to the doctor call ahead Mike Morello WTOP news I'm the law can steam as with previous by restraints over the years part of the challenge for public health officials is better understanding it and any potential risk to the general public the CDC says the symptoms are fever cough and shortness of breath and symptoms can appear in as few as two days are up to fourteen days after exposure but the CDC is still studying how contagious the corona virus is only people who've been in close contact with infected person have gotten sick and while it's happened in China person to person spread has not been detected in the US and the CDC says the overall risk to the American public remains low the law can stay in W. "Of a big demonstration planned for early next week this morning to flush the cell W. T. O. P.'s Max Smith is covering on what's happening in Richmond this long weekend to start some background Monday is Martin Luther king junior day so it's a big day when the legislature is always in session so people call it lobby day people have the day off from work they go down to Richmond they hang out with their legislators and say Hey please do this for me well one of the things this year that's a big issue with the new democratic majority are a series of gun bills the Senate could actually pass some of its first gun bills and in this case the Virginia citizens defense week is one of the pro gun groups they've established a big rally scheduled for Monday and then it is kind of morphed into this bigger thing with people from across the country deciding they're gonna come there's a lot of threats based on false information online some people based on real concerns but some based on these false pieces online and so state police capitol police Richmond police and the governor say these credible threats against lawmakers and others have led to this state of emergency declared around the state capital and that does include new security measures for this weekend and Monday that include a ban on weapons in capitol square what's it going to mean for Monday's demonstration on how those pro second amendment protesters are demonstrators will try to get their points across it depends on where exactly everyone wants to go this ban applies only right in and around capital square if you're across the street it's unclear whether that would change anything about what you want to do it also doesn't change whether you can physically go there it just changes whether you could bring any weapons and that's far beyond guns you know anything like nun chucks anything like that and so it changes that but from a perspective of how many people are showing up state police do not and Capital please do not think this changes that still expecting thousands of people at minimum alright let's talk about a gender equality Max and the equal rights amendment which is poised to be ratified in Virginia by the full house and Senate but just because Virginia passes it doesn't mean we're going to have a national equal rights amendment does it correct the house of delegates voted to pass it Senate voted to pass of the Senate voted passed in past years this is the first time the house has voted so those resolutions have to cross over but in the next few days or week they will formally vote to ratify the amendment the problem for the supporters is there's a congressional deadline that was put on for decades beyond so it's unclear whether the states still have the ability to ratify it there's another question about whether all the states that did once ratify it are still holding up on that some tried to repeal that so ultimately all this means is that the lawsuits will be what ultimately.
