Thank you Zach since you were on the most recent episode of this podcast and between then and now wow There was a weekend and there was also a semi major development in the timeline of this whole Ukraine scandal. Candle and that development is that we saw an email from Mike Duffy and Owen beneficial D- tailing that. He was officially putting hold on the in. The military is secure insecurity aid that was set to go to Ukraine. And this is such a big deal because it occurred about ninety minutes after the phone call on July twenty fifth between President Trump and Ukrainian president President Vladimir Zielinski We've spent a lot of time on this program and certainly in the Impeachment Watch newsletter. And I know you've written entire stories about everything everything that happened on July twenty fifth reconstructing that day the fact that we see this new email is important to me for two reasons reasons number one. It shows there's a lot of stuff we still don't know about what happened that day and Democrats interesting trying to get this done. They're not waiting for court orders. They're not waiting for the entire fact pattern to emerge so. I think that's a really important point. And this shows us their stuff That we don't know but it also I think more importantly than that shows us that all of the evidence that we get about that day about this Ukrainian scandal all seems to reinforce the fact pattern what we know about it. That trump pressured Zielinski and that the aid was held up. So those are the two two things I see and they're sort of say opposite things here but what do you know you see this e mail what what runs through your head. And you've spent more time thinking about specific moments the next day than anybody shore. Yeah I mean I think that's a great point. Zack this is not exculpatory for the president I wouldn't necessarily say that it's a spoken spokane. Gun of what. His critics have accused him of doing per se. But it doesn't help You know zoom out for a second right. We got these documents after a transparency group filed a freedom of Information Act lawsuit against the Office of Management and Budget so the Democrats in Congress want these exact same emails in fact. They subpoenaed the White House and they subpoenaed O. M. B. The budget office for documents. It's about Ukraine and about the hold up of assistance. So let's just be totally clear. Democrats few months back while they were launching beginning. This investigation investigation asked for these documents. And the President gave the directive to the entire administration. Do not cooperate. Don't turn over anything thing. And the Democrats ultimately said that. They thought that that was tantamount to unconstitutional offense which became article two of the impeachment. So these are documents that Democrats think are important to the impeachment investigation. We are lucky to see them now because of of a foia lawsuit and because a judge ruled the right way and because the judge set the schedule for when it would be coming out quickly they could set it for whatever they want because come on February February or June. For whatever reason so there's a little bit of luck here so that's part one part to the actual content of the message and it dives deep deep into July twenty fifth two thousand nineteen as you mentioned this critical day. There was so much more happening that day than just the phone call with the president. There were so many anything's happening behind the scenes And it really tells you the story of who knows what what was going on and there are some people that do know Michael Duffy. This political political appointee at Mike Pompeo who was on that phone call and communicates regularly with President. John Bolton who was the president's events national security advisor later talked one on one with the president about the military freeze for Ukraine. So this tells us a tiny tiny little nugget of what happened but it also to me tells us that there is so much more we don't know it's true and it's so interesting because has Democrats are now trying essentially in the house. They were trying to speed the process up. And now the shoe's on the other foot they're trying essentially to slow it down and say we need more testimony testimony. We need to see you know what else we can learn and Chuck Schumer was talking about this. At a a an event he told reporters taking a listen to this. How important he thinks thinks this new set of emails? If there was ever.

Colonel Alexander Vin men from the National Security Council Jennifer Williams State Department employees on detail to Vice President Mike Pence but we're still anticipating the public hearings of Kurt Volker. He's the former special envoy for Ukraine and Tim Morrison Morrison vitamins boss at the National Security Council at the time. Luckily I have to stellar guests to help me through all the revelations emerging from this consequential day in a few minutes we'll be talking to David Sanger political and national security analyst and national security correspondent at the New York Times but I I'm joined by my colleagues CNN national security reporter Kylie Atwood. Welcome back to the PODCAST Kylie. Thanks so we've just heard from Jennifer Williams and Lieutenant Colonel Alexander van men. I think he was probably the to the more anticipated of the Witnesses but they are both people who were on the call and by the call. All I mean the call on July twenty fifth between the Ukrainian President Vladimir Zielinski and President Donald Trump. So what did you take. Take away from this morning session where we finally heard from people who listened in in real time to what president trump said the president Celeski. Yeah so they were both on the call and we now have them speaking to the public about what they heard and the bottom line is they both had concerns about what happened on that call and and as as we have all talked about repeatedly at length president trump did ask presidents lunch. Do him a favor and to investigate the Biden's on that call and so however one thing is that Jennifer Williams who works in the vice president's office Didn't actually raise her concerns to the lawyers at the National Security Council at the White House but Colonel Lieutenant Colonel Vin men who is at the NFC at the National Security Council. He said that he did raise concerns about that call and so he was a bit more full-throated in how concerned he was about what had went down He called it inappropriate and improper improper for the president to making a request for Ukraine to investigate a US citizen that being a President Vice President Biden at the time but He also said however that you know there were political implications with the ask that was being made and there were concerns at the White House about leaking out Just because of how political in nature it would be viewed. And I think it's important to know the Jennifer Williams She also thought thought that the call had political undertones to it because of the nature that president trump was asking about something that had to do with his political rival and not something that was consistent with. US policy towards Ukraine. But she didn't raise any concerns about it whatsoever really. She said she thought it was unusual. That there was this political so You know politicalness underneath it. But she didn't like then went to the National Security Council. Lawyer she basically Put it into a binder To give depends before he was gonna meet with Zielinski and that would that was about it. Yeah and she couldn't even say if the vice president had seen Those notes that she put into the binder. She wasn't aware aware of that. But as I said Lieutenant Colonel Vin men Went even further and he said that it was actually something that would be viewed as a demand by hi the Ukrainians and he was pushed on that because the language that the That president trump uses in the calls that he's asking for a favor and so they asked Lieutenant Colonel Vitamin why he would see it as a demand and that's when he spoke about kind of power disparity between trump and Zilenski and he also spoke about the fact that in military culture when a senior asks you to do something it's taken as in order and that was his interpretation Shen of the ask that vice that president trump was making a presence Lonski. This is a really good point and we have so we can. We can play a little sound of him Driving this point I went home. I think it's important to hear him say chairman culture. I come from the military culture when a senior asks you to do something even if it's play in pleasant it's it's not. It's not to be taking as request. It's B it's to be taken an order in this case the power disparity between the two leaders. My impression is that in order to get the White House meeting presidents alinsky would have to deliver. Are these investigations. This is a military guy. Donald Trump is not a military guy. You could sort of hear the wheels turning and Republicans heads maybe commander and chief. You sure he's the community. Ah but a civilian and so when he has ruined Donald Trump asked for a favor. Maybe he means it maybe he doesn't. This isn't pressure is at the end of the story and the Republicans did actually bring up that exact point you know they. They asked Vitamin is it appropriate to cast this expectation on president trump. Because he hasn't served served in the military and vitamin didn't have an exact response for that but he stood by his assessment. And that's really important here and the other thing that Vinnie Vinnie did was paint this picture for us of a moment at the White House in July when July tenth. That's right when the US ambassador to the U.. Gordon Sunland came out to Ukrainians and asked for specific investigations at the White House and it was a really incredible incredible moment to hear him describe because he talked about Ukrainian officials seeing discord among White House officials. Now it's no secret to you and I to to anyone who has covered a White House that there's always discord competition amongst. US officials to see that on display in front of the Ukrainians was really something something that was very very significant especially for vitamin and he also disagreed with what ambassador saw lynn was asking of the Ukrainians Dan and he told Ambassador Song then he told lawmakers this today that Ambassador Song that he told him bathroom stall and it was inappropriate and that his asks had nothing to to do with national security. We've now heard a couple of different You know versions of this July tenth meeting. It's turning out to be one of the more important moments and I it will be really interesting to see what Gordon Sunland says when he gets his turn To talk on Wednesday for so many reasons but this is one of them okay Kylie. His office in the White House he listened in on that call between president trump and the president of Ukraine what he says he heard on that call and then reported on multiple occasions and tonight what we have just learned from it inside the questioning the shouting that erupted were members of Congress trying to get the witness to reveal the whistleblower. ABC's Mary Bruce Leads us off from the hill tonight Lieutenant colonel Alexander Vitamin a decorated combat veteran arriving on Capitol Hill today the first person working inside the White House to testify and the first witness who listened in on the phone call between President trump and Ukrainian President Vladimir Zielinski Vin men who works on the National Security Council telling lawmakers that he was concerned earned that on that call trump was pressuring Alinsky to investigate Joe Biden and his son Hunter in his Opening Statement Veneman said I did not think it was proper to demand is that a foreign government investigate a US citizen adding that it would undermine US national security he said he was also troubled by the behavior of Gordon into the US ambassador to the European Union in a meeting with Ukrainian officials then men recalled ambassadors sunland started to speak about Ukraine delivering specific investigation agents in order to secure the meeting with the president he says then National Security Adviser John Bolton interjected cutting the meeting short later Vin men recalled he self-stated to ambassador Sunland that his statements were inappropriate that the request to investigate Biden and his son had nothing to do with national security vitamins testing Oni raising questions about what SOM- Lynch told lawmakers the ambassador.

I think the assertion in the whistleblower complaint or at least the implication is that the new Ukrainian the government starting to feel that it was under pressure to cooperate with president trump and his political aspirations to find damaging information that would help him in two thousand twenty and they were starting to get signals that the weight of the US government might be brought down upon them or certainly that they would they would please as president trump if they were more cooperative in this effort to get to the bottom of what Ukraine didn't didn't do in two thousand sixteen and then not long after all oh this is going on in July. The report says that military aid to Ukraine is put on pause and then this is on in the appendix on page two it it says it on July eighteenth the whistle blower talks about how earlier that month government officials had been instructed to withhold security assistance to Ukraine and and the whistleblower notes that in some internal meetings it emerges that the direction came quote directly from the President Right right in this I think is one of the more explosive parts of the whistle blower complaint because it flushes out that the president suspended congressionally eh authorized a military aid to Ukraine in July and it creates the impression that the Ukrainians no the aid has been suspended spended and it creates a source of leverage over the new Ukrainian government because they want this money and they are wondering what do we need to get released least and then in that context the president has the conversation with the new president of Ukraine. Why is military aid for Ukraine so important well so so the problem for Ukraine has been an ongoing one which is that it feels under pressure and even under threat from Russia both politically economically weekly but also militarily and to make sure that they can resist efforts by either Russia or Russian backed Ukrainian forces yet get wants help to make sure that it can rebuff those threats in defend itself if necessary so this is from the Ukrainian point of view an existential question not a small one. It's after this money is withheld that on July twenty fifth president trump and Vladimir Zielinski. Get the phone and on that call trump. I brings up how the United States has been very very good to Ukraine Zilenski. Thanks the president and mentions military supplies that he'd like to get it from the United States. It's after this that the president asks for a favor he talks about the twenty sixteen election and then brings up Biden in suggests alinsky and the Ukrainian government look into both he also says that Zilenski should connect with Rudy Giuliani and with Attorney General L. Bill Bar to get to the bottom of it but one of the biggest allegations in the whistleblower complaint is about what happens once they hang up doc. That's after the break..
