"U.S., U.S. Secretary of State Brian Anthony blinken says his main focus on building an international coalition to stand up against China, starting with Taiwan. He says the situation is at an inflection point. Republican challenges to president Joe Biden's student loan relief plan have failed in two courts today, one federal and the other before a Supreme Court Justice Amy Coney Barrett. UK will have a new prime minister well, it looks like as early as Monday, Liz trust will be the shortest term prime minister in UK history after resigning today. Ukrainian president Vladimir zelensky has told European leaders that Russian forces have mined a dam in the occupied south and he says it threatens the safety of thousands of people. White House has accused Tehran of sending trainees and trainers and technicians to Crimea to support Russian attacks on Ukraine with Iranian made drones. Chinese officials are debating whether reduced the amount of time people coming into the country must spend in mandatory quarantine they have not made a final decision. In San Francisco, I met Baxter. This is Bloomberg. All right, Singapore, stand up, Juliet Sully. I'm standing up, Ed, thanks. All right, let's hope that she's chanda is still standing up to found and CEO at crystal. And we want to get your thoughts in terms of what is attractive for Asian stocks when you look at the short term horizon. Given we are hoping that China's reopening will kick off in 23 and as we mentioned earlier, the U.S. recession doesn't go beyond a year. Yeah, so China definitely is in some kind of deep value territory. Well, there's a lot expected in terms of COVID easing or other fiscal packages coming out of there. But we're waiting to see what happens this Sunday when the meeting kind of concludes. And what the new deal leadership looks like. But in terms of looking forward, quite optimistic on how things would play out over there, especially since domestic demand is likely to be robust as COVID restrictions is if they actually take the easy stance there. Social and other economies like the Indonesia or Vietnam India as you spoke with domestic demands should be quite focused. So does that mean you add to positions or take new positions on the equity side or are you more interested in fixed income opportunities at this point? It's a short dated fixed income in dollars, investment grade is a very clear winner. Today you have interest rates and corporate bonds going to 5%, which really makes it easy for a certain portfolio to deploy cash and that restricts the amount of money that can go into equities. So you see the traditional 60 40 portfolio, you need to have 60% that's inequities to earn a particular return. Today, the 1890% fixed income you could get there. So definitely shorter IG is there. But at some point in time, when the rate hikes, pressure is over and let's say inflation is tamed down, which you're hoping to see in Q one, then you should see the equity pullback coming in. Interesting to highlight one of the problems in the UK pension fund system, of course, that's all to do with the volatility we've seen in the last 44 days or so with Sterling. What sort of stability do we see now? I know in Singapore and parliament yesterday they were talking about this too many people have pension funds in British pounds. This is clearly this kind of an uncertainty where there is a lack of clarity for the leadership or the economic packages. It's very unsettling for everyone, especially the pension funds and especially the people who have a large pension portfolio independency. So clearly, the market wants to see a clear sign of leadership, which is why I think it's right that they are trying to get the next three to decided pretty much within two or three days. Or let's say a week. And that's the signal that the market wants to see. Because you can not have this kind of instability in markets if at the leadership level you don't have any clarity. Speaking of instability and currency markets, the Japanese yen right now is trading on the weak side of one 50 against the greenback and Jules has been wondering for days now when, when Japanese authorities will intervene to support the currency, do you think that's imminent or are we always away from that? I think we've started seeing more verbal intervention talking about that we are okay with the deposition and let the currency be weaker for longer. It's only the speed that matters and so on. Also the last intervention in September was close to 20 billion. And if anything needs to be done, it has to be larger sized. And that intervention didn't really achieve much, right? We went from one 46 to one 43 and then back to one 50. So intervention unless it's in size, it may not result in much. And I think that's where the BOJ is taking the right stance we're just talking about the speed of the precision rather than the extent of the precision. All right, almost the end of October hard to believe, so only a couple of months left in the year. What's your kind of best bet to take advantage of all of the volatility and of course the fact is we mentioned earlier, we still don't know what other risks could emerge, but if you had to take a bit today, what would you look at? It's really like to play it safe for an extra month. So whatever money people have made or let's say not having for the losses are just going to preserve whatever cash you have. Deploying it and short it at bonds waiting for the two rate hikes to finish and then hoping that the hawkishness that has been shown by fed goes down and then start the new year with some more positivity and coming back into discuss it. All right, yes, let's hope it is a positive and calm new year as she's trying to found it and see your crystal on the line from Singapore probably not when we're all talking about recessionary concerns though. We are counting down to the reopen of markets in Hong Kong and China. There was

"120 countries This is Bloomberg radio Now a global news update this is a special report the Russian invasion of Ukraine China is not showing its cards on whether to align with Russia during the ongoing invasion with Ukraine White House press secretary Jen Psaki said China must decide which side it's going to stand with That followed a nearly two hour call between President Biden and Chinese president Xi and Ukrainian president Vladimir zelensky is working to provide assistance for displace Ukrainians In a video message zelensky reports Ukraine's ministries are in the process of developing a program to help those fleeing or have lost their homes in the war The program will help people find jobs where they're located with providing housing and support Zelensky added quote at a minimum they will receive reimbursement of their utility expenses related to housing the resettled people Biden warns she about implications and consequences of Chinese assistance to Russia I'm Jim Forbes You're listening to Bloomberg businessweek with Carol massar and Bloomberg quick takes Tim steinbeck from Bloomberg radio When they started this 20 some odd teams now we have thousands of thousands all around the world First has given me the opportunity to become better and better into never stop dreaming It is way more than a club Teaching you the skills of life Yes Technology respect the work It is more than robots That's a new documentary that last week premiered at south by Southwest it is now streaming exclusively on Disney+ It's called more than robots It follows four teams of teenagers from around the world as they get ready for the 2020 first robotics competition Dean kamen is the founder of first which stands for inspiration and recognition of science and technology and he's been on a years long mission to spark interest in achievement in stem education Yeah he's been doing this for a long time We always remind everyone too that he's the inventor of the Segway He holds a variety of patents many many patents In fact his focus though now really has continued to be expanding the reach of first robotics competitions and the minds of young people I've got 3700 corporate sponsors committed to helping first become a reality in every school in the country I have 200,000 volunteer technology people now as mentors working with these teams we have tens of thousands of teams and it's almost exclusively a volunteer organization It's driven mostly by passion by smart parents smart teachers smart industry leaders smart government leaders that recognize unless you give kids a shot at understanding what really will be their future if they embrace technology and develop that muscle hanging between their ears This world is going to be a great place but if anything I think first is now becoming more accepted because 30 years ago I told everybody you can all try to solve the problem we don't have claiming that our educational systems are lacking And instead why don't you go after the real problem in a free society where you get the best of what you celebrate 30 years ago and even still to this day all the heroes particularly to young women particularly to minority kids all their role models and heroes come from the NBA the NFL Hollywood Motown they don't see young adults successfully pushing ahead in careers in science technology engineering mathematics inventing and it's not that those things really are not every bit as fun as accessible as bouncing a ball It's just we have a culture that made sports superstars crowd out everything else but a sportswear all I did was very simple You steal a good idea that works I said let's turn science technology and engineering into a sport And then we'll attract all the kids that already love sports They love the competition They love the excitement but let's let them develop that muscle hanging between their ears It'll be the only sport where every kid on everything can turn pro Right There are millions and millions of jobs out there In the technical fields Dean take us back to your childhood though and talk to us about how you were inspired at an early age And how you see that not happening today I mean what did you have access to in your childhood that you want to recreate for children today As a kid my parents didn't mind that I did a lot of take read I took off to their basement I started building things I bought both meters and oscilloscopes and played it Were you taking it apart appliances on your parents Yeah I did all of that stuff But I got as a teenager I started making money doing technology for people And I realized that most kids don't see the power of that And I also realized my mom is a teacher And I realized just the way school work goes you're intimidated in a classroom learning equations And if you don't get them right you get a red mark Where is that same teacher becomes the coach after school And if you didn't hit that ball or you didn't get that basket just this teacher that's required to be judgmental in the classroom becomes this coach That's so nurturing that helps you after school And I said no one the kids love sports No wonder they're intimidated by science and physics and that Come on Let's get those teachers The opportunity to coach a team that's using all the things that we claim a valuable about other sports that's using teamwork and exciting stuff to give kids the skill sets they need to build a future I want to talk a little bit about where we are as a society and trying to really understand how we can get more kids into stem And what we need to do as a country in order to do that And I want you to draw parallels between again how you were able to get inspired and lead the life that you have and how you can in turn see that happening with kids today I just have to say the world has changed so much And I wonder if we have the educational infrastructure in place today Four kids to thrive like they did In the 1960s So I believe we have the educational infrastructure Everybody I know has a teacher that they think changed their lives We've got the best systems in the world We spend more per CAPiTA on education than anybody in the world That's the whole point at first was it's not an education crisis It's a culture crisis It's not what we don't have enough of It's what we have too much in a rich culture and a rich society We've been able to turn leisure time into a phenomenon We've turned sports into something bigger than life itself And it's crowded out to kids the idea that they can excel at something else They can become superstars in some other way and the entire premise of first Look at our name For inspiration and recognition of science and technology kids will always do better at something if they're inspired to work hard at it That's why the U.S. is still leads the world in sports and in entertainment and Hollywood and the NBA So we just said let's take that model and create a sport that will be available to all kids Again particularly women in minorities in the United States that are so subtly but effectively convinced by the time they're even in middle school that science technology and engineering is difficult It's frustrating It's boring It's only for the gifted view And ironically it's where all the big jobs are going Well so these kids have to get into it early You took me exactly where I want to go Tim and I were part of a Bloomberg live event It was all about work shifting and just how things.

"Dot com and schedule your free estimate today It's ten ten President Biden is calling Russian president Vladimir Putin a war criminal as the atrocities in Ukraine mount and the president of that nation begs the U.S. Congress for more military assistance WTO's Dmitri sodas talks about the label of war criminal with William hartung who covers national security and foreign policy at the Quincy institute for responsible statecraft I think he's seeing what's happening on the ground in Ukraine which I think is heart rending for all of us to witness And I think that may have gotten him to that point of using that designation Whatever happens is going to have to be some sort of negotiated end to this So that may also be why he waited a bit to use that kind of rhetoric Who's to say how it ends When it ends but wouldn't this perhaps inflame Putin's emotions a bit to be called that I think there's a danger of that Of course Putin's already fairly inflamed on many fronts But I think there is that risk But I think probably what's most important is defensive support for Ukraine and making sure we don't escalate to position whether it be U.S. Russian direct combat And being willing to lift the sanctions if there's actual movements by Russia to get out of Ukraine So I think the strategy needs to hold firm and the rhetoric may or may not make a huge difference at this point Well you kind of walked us up to the rest of the days Ukraine news that impassioned plea from Vladimir zelensky the nation's president He told Congress he's got Pearl Harbor and 9 11 in his country every day and $800 million worth of weapons and aid now going to Ukraine from the U.S. How would you assess where we are in this war with that new equipment coming Well I think it remains equipment for inclined to defend itself which I think is fine I think ideally Ukraine is able to resist enough to help its position and bargaining away out of this I don't think we want to see a long war but obviously there's many players besides the United States who will decide that I think the one thing that president zelensky said that I think is a nonstarter is the notion of a no fly zone Because it raises the risk of direct U.S. Russian combat and you don't want that between two nuclear armed powers Something that zelensky I saw him on Sky News in Britain perhaps a week ago and he said eventually they will close the sky That's his expression for the no fly zone He thinks that's going to happen sooner rather than later and I guess his argument is why not do it now before Putin tries to roll into Poland Now we don't know that Putin is going to do that but does zelensky have a point that no fly zone could be delayed but not necessarily a never done Well there's not a lot of support for it even though he made an impassioned plea Biden administration has been pretty firm but not doing it President Biden said it would lead to World War three potentially As did senator Rubio from Florida so there's been some Republican criticism as well There's been polls that say only about 25% of the public supported once they realize what's entailed It's actually involves combat It's not just kind of a rule that has to be followed So I think there will be mountain calls partly based on the eloquence of president zelensky's presentation But I think things will hold And that there will not only be a no fly zone William hartung is a national security and foreign policy expert at the Quincy institute for responsible statecraft He was on Skype and coming up on the commander's making roster moves while the wizards could have used a little magic tonight It's ten 13 Moments like making my kids my famous meatballs mean a lot to me But after being diagnosed with metastatic breast cancer or NBC which is breast cancer that has spread to other parts of the body they mean even more I take IBRANCE Cabo cyclop IBRANCE 125 milligram tablets with an aromatase inhibitor is for postmenopausal women or for men with HR positive her two negative NBC as the first hormonal based therapy Ask your doctor about eyebrows and visit IBRANCE dot com IBRANCE may cause low white blood cell counts that may lead to serious infections IBRANCE may cause severe.

"Capital actually This morning CBS congressional correspondent Scott McFarland starts with Ukrainian president Vladimir zelensky's upcoming address to Congress this Wednesday midweek Wednesday 9 a.m. it'll be a virtual address from the president of Ukraine President zelensky to the U.S. House and Senate at the capitol visitors center Members only at this briefing No guests are allowed to attend but we're getting the sense that there will be some type of stream available so that we can broadcast or disseminate it to the public This comes not at all in a vacuum though It was just a few days ago Congress approved a new federal government spending plan that included billions of dollars of humanitarian aid for Ukraine and this address comes days after members of Congress from both parties were really pushing on The White House and the administration to make more planes available Somehow some way to Ukraine so that underscores the significance of what happens here Wednesday at 9 a.m. Emergency COVID funding all of a sudden is in doubt What's going on here And are there any plans to revive it get it going Yeah Ukrainian humanitarian aid was included in that government spending plan last week but the COVID emergency funding was pulled out There was concern inside the democratic caucus about how that was going to be paid for They couldn't get agreement with the Senate So they stripped billions of dollars in emergency COVID money out And right now there's no clear passageway to getting that approved both in the democratic House and in the democratic Senate where you need 60 votes At this point that's just dangling out there And I spoke with Republican Richard Shelby of Alabama top Republican on the Senate appropriations committee He says he's of the mindset the money isn't needed that there's already funding there to be used And if that's his position there is no trajectory towards getting that money approved anytime soon Hey one more topic the latest on all these cases piling up linked to the January 6th insurrection What do you know Scott The biggest one yet Enrique tarrio leader of the Proud Boys appears at the federal courthouse in Miami He's charged with conspiracy in the U.S. capitol riot He wasn't there You'll recall he was arrested in December 2020 for stealing a BLM flag from a D.C. church that prosecutors say he was part of the planning and organizing and in his indictment They say he met the day before with the head of the oath keepers Stuart Rhodes.

"Welcome to the weekend This morning war perspective from abroad It's London calling Mister Vladimir zelensky that very brave president of the Ukraine has been an inspiration to his countrymen and women but he's also inspired many of us in Europe into uniting has never before Even just in sport the results have been impressive and barely a few days Russia has been kicked out of the soccer World Cup the Champions League soccer final has been taken away from St. Petersburg in Formula One motor racing this year's Russian Grand Prix has been canceled Even rugby is world governing body has banned all Russian teams And the European Parliament in an emotional display of solidarity stood and applauded president zelensky as he spoke to them via a video link So if one of mister Putin's motivations was to divide the countries of Europe the results from this invasion has been the exact opposite and not just in our total commitment to Ukraine Here in Britain questions that have been rumbling for years are coming to the surface Questions about the level of Russian interference over our daily lives Cash donations by Russian interests to our political parties are a concern Russian hit squads sent here to murder exiled opponents of president Putin are an outrage But then on each occasion what did Europe do Well we often thought that not much else That's the lesson that mister Putin took when planning this invasion he gambled that in the end Europe would be split and ineffective But he looks like he got it utterly wrong His war on Ukraine has brought so many of us in Europe together frankly we never realized we had so much in common That's.

"To you Satellite images have captured a three mile column of Russian tanks and troops moving towards Kyiv Ukrainian president Vladimir zelensky has said the next 24 hours will be a crucial period for his country He is though agreed to talks with the Russians on his country's border with Belarus The European Union is going to supply weapons to Ukraine the first time it has done that for a country at war Vladimir Putin has ordered Russian nuclear forces to be put on high alert as Belarus is reportedly planning to send soldiers into Ukraine in support of Moscow as soon as today Now Russia's Central Bank has more than doubled its key interest rate from 9 and a half to 20% It has also banned brokers from selling securities by non residents and a bid to shield assets from western sanctions The move comes after the U.S. and EU agreed to punish the Central Bank potentially blocking access to much of the government's $640 billion of reserves The UK government has also announced it will prohibit any citizen to transact with Russia's Central Bank or a wealth fund And in other news away from Ukraine Hong Kong has reported a record number of COVID infections while shifting its strategy for dealing with the virus more than 26,000 new cases and 83 deaths were recorded yesterday authorities are adopting an online self reporting system for residents and hospitals will discharge COVID positive patients in a stable condition Local media reports officials are not ruling out a city wide lockdown Global news 24 hours a day on air and on Bloomberg quicktake powered by more than 2700 journalists and analysts in more than 120 countries This is Bloomberg Caroline Thank you so much Lee and garand's Now the invasion on Ukraine will have untold consequences for the people of Ukraine for business and market reaction that has also been swift to effectively war in Europe Bloomberg intelligence is looking at how the developing conflict intensifies the market's underlying focus on inflation on Central Bank policy on profit margins and also possibly on China Joining me now has been big intelligence is senior European equity strategist Tim Craig head Difficult to talk about stock markets at a time of war but that is our focus and we have seen incredibly swift impact this morning Indeed and I think with the announcement over the weekend of the swift curtailment in various ways that we're set to have another leg down like we did on Thursday Obviously futures are down significantly And you think about Thursday was a big reaction We had just as much of a bounce back on Friday And I think we're going to give all that back again today The interesting thing that you mentioned right up front is this isn't you can't take this situation in isolation We've had a sell off since the beginning of January And that's been driven by worries about inflation that have an impact on very elevated profit margin levels And that feeds into the sustainability of profits And that's what's been driving certain elements of the market to be underperforming And at the same time there's the idea about central banks tightening to combat inflation And that's been lifting certain segments like banks The Ukraine Russian situation accentuates some of those issues And it pulls back some of those situations you know potentially Central Bank tightening And that's the intrigue within the context of just the inter sector relationships you're seeing in the market today So what is defensive in this scenario What is not It's $64,000 question It's interesting that the sell off on Thursday was a little bit of a classic risk off You did see some cyclical groups down and you saw some defensive groups up but not pervasively The best groups on Thursday were energy and materials The worst beaver mon Thursday was banks And that goes back to that dynamic that I just mentioned a moment ago I think what's a defensive in today's market is if you produce material Commodities What's not if you have to buy that So that could be a Staples company that's buying elevated agriculture That could be an industrial company that's buying elevated metals And banks could be on the short end of the stick for a little while because the whole story there has been rising net interest margins with a rising interest rates And if that backs off because central banks have to take a foot off the brake because of what's transpiring that could defer the backstory for a little bit Okay Tim thank you so much for being with us Tim Craig head it's been a big intelligence.

"That any assembled Russian forces move across the border That is considered an invasion and there will be severe consequences Ukraine's president Vladimir zelensky has spoken directly to the people saying there is no such thing as a minor incursion and telling his people not to panic He says a U.S. understands USS sanctioned three groups in China for engaging in missile technology proliferation Maryland governor Larry horgan says that the trending in all COVID categories is getting better it's going down cases in the U.S. overall did increase though day to day by 1.5% U.S. Secretary of State Antony Blinken says time is running out on the U.S. ability or intention to reenter the Iran nuclear deal says a couple of weeks and China saying that it warned away a U.S. warship in the South China Sea U.S. denies it but says a ship was in the area keeping the shipping lanes open In San Francisco I met Baxter This is Bloomberg Juliet Thank you Ed Let's get back to Jim McDonald Northern Trust chief investment strategist joining us on the line from Chicago You were just giving us your views on China and EM in general When we look at the South Korean data that rhyme was just talking about there is that an encouraging sign that we are perhaps starting to see hopefully some alleviation relief to the supply chain crunch and that the pandemic is continuing the recovery I should say is continuing even though we have these very strict rules in the face of on the cron Juliet I think that is the case there has been other data that would agree with that if you look at global industrial production in the fourth quarter of rows at a 12% annualized rate after contracting in the third quarter and we've seen some great numbers out of some of the Asian tigers the semiconductor oriented economies like South Korea And then that is fed through to vehicle manufacturing which has been a huge headwind from the semiconductor shortage So we are starting to see some evidence of that However we're now transitioning to concern about wage pressures and making sure that that's not going to be the next leg of persistent inflationary pressures in the developed economies You sound like a value guy And so I'm going to ask you a question about the perspective from Jeremy grantham today He was speaking with our Eric schatzker and he is talking about essentially an unwind of what he is describing as a market bubble here in the U.S. that the fed can't prevent and it will eventually take the U.S. equity market down in the neighborhood of 50% Is that pretty extreme Do you think Well I think you need to see some real economic turmoil for that scenario two unfold The market has had rotating corrections over the last 12 to 15 months whether it started with the spacs or it started then enrolled into very high valuation no earnings IPOs and then it has gone into cryptocurrencies more recently and now maybe some of the more prominent technology stocks So I think we are seeing these kind of rotating corrections within different segments of the market I think you've got to have a pretty dire economic view to see that kind of a decline in the broad indexes So you've given us your thoughts on some of the key fundamentals in the U.S. and also EM What's your take on Europe So we think Europe has got a pretty good recovery path ahead of them It has got a greater value orientation than the U.S. does with a much higher proportion of companies that are oriented towards the economic expansion and the valuations have not increased anywhere close to what has in the U.S. So we actually in our overweights and the equity area are more favoring the developed markets outside the U.S. although we are still overweight U.S. equities also and the European view is a big piece of that recommended overweight So are you fully invested at this point Jim Are you sitting on a little bit of dry powder Do you have cash available No we are overweight risk at a really paid off in 2021 and what's interesting is the groups that played the best were ones that actually benefited from inflation So the equity market benefited as company profits grew the network resource and real estate areas within real assets performed extremely well over 20% kind of returns And then lastly we like high yield bonds over investment grade bonds as a way to have exposure to credit and less exposure to interest rate risk So we are await risk and we're going to have a little turmoil here as we get through some of this earnings but we do think as the year unwinds we will see a positive returns out of equities And just very quickly Jim your biggest concern for 2022 Well it's the persistent inflation So if we see inflation not come down towards the level that the market is expecting over the next say two to three years that will lead to higher fed rate hikes and that would put some pressure on the bond markets and on the economy So it's more persistent inflation than we're expecting.
