"John trout, this is America in the morning. The U.S. is now sending its top of the line tanks to Ukraine and their fight against the Kremlin. Correspondent Linda kenyon has the story from Washington. I'm announcing the United States and the 31 Abram tanks Ukraine. The announcement is viewed as a major reversal for President Biden, who previously said the tanks would be of little benefit to Ukraine, and that Russia would view U.S. assistance in this fashion as an escalation of the war. The president says the decision to send the tanks follows the wise counsel of defense secretary Lloyd Austin. Secretary Austin has recommended to step because the one hand the things capacity and finished territory achieved strategic objectives. Those objectives include helping Ukraine regain some of the territory seized by Russia. Beefing up Ukraine's readiness in advance of what is expected to be a Russian surge in the spring, and protecting the Ukrainian people. On social media, Kyiv mayor vitali Klitschko said all of the above are true. Ukraine defense itself, the debate about the less offensive weapons is absorbed with defend ourselves against the Russian army, and we want our country back. And the mayor said Ukraine can not wait any longer. German and other states must not make the same mistake. The mere year ago when arms were delivered way too late. And Russia was able to conquer and destroy many territories at the beginning of the war. Mentions Germany, which has agreed to send leopard tanks to Ukraine. Leprechauns not only mean better firepower, but also more protection for soldiers. The 31 M1 Abrams tanks the U.S. is sending could take months to reach the battlefield, training of Ukrainian forces to operate and maintain those tanks are expected to take place outside of Ukraine. Republican senator Tom cotton on Fox News says the U.S. should have acted much sooner. So welcome decision that President Biden and Germany have decided to finally provide these tanks to Ukraine, but it's long overdue. And senator cotton says maybe the course of the war would have been much different if the U.S. had acted sooner, to which the president responds. We are united Americas united and so is the world. Linda kenyon, Washington. 21 before the hour on America in the morning for the past two years inflation has ravaged the economy and destroyed the standard of living for many everyday Americans. That is the assertion of Jenny Beth Martin, honorary chairman of Tea Party, patriots, action. Out of control government spending, a major factor of inflation, Jenny Beth. Absolutely, I think it's one of the most important and biggest contributing factors to inflation when the government is spending money and flooding the market with more money. It winds up devaluing the cost of the dollar and that causes inflation. The White House wants Congress to raise the debt ceiling without implementing spending cuts, but Republicans now in the house have signaled they will use the debt ceiling issue to negotiate more spending cuts. Where do you see this going? We absolutely should be using the dead ceiling vote as a leverage to get spending cuts. And I think that this will wind up being a political battle. The White House has already indicated they don't intend to cut anything, but the fact of the matter is the American people voted in November. They gave the house to representatives to the Republicans to control. And one of the biggest reasons they did that is because they are concerned about inflation. So it is the Republicans are actually doing the job. They committed viewing when they were elected. And we are in a situation where we're able to divided governments, but in divided government, you have to be able to work with the people who have the majority in the opposing chamber and other sides of the government. Schultz says Germany will support Ukraine as long as there is need, and the mayor of key vitali, Klitschko in Dallas, with Bloomberg's David Weston says that the fight to keep infrastructure is intense and former U.S. Secretary of State Henry Kissinger is reverse course on Ukraine, says now he believes Ukraine joining NATO could be an appropriate outcome. In San Francisco, I'm Ed Baxter. This is Bloomberg to Sydney Paul. All right, thanks very much. Well, the bank of Japan delivers a much away policy decision today, joining us live from outside the bank of Japan is Kathleen Hayes, Bloomberg news at global economics and policy editor. Kathleen knew have been following and covering many central banks, including the BOJ for a very long time. Can you recall a meeting? There was this interesting. Well, no, certainly not from the bank of Japan. I mean, I always find the interesting and we all do. But I would say it's beyond interesting. It's kind of exciting, isn't it? Because in December, the shock move to white and the yield curve control ban that keeps their benchmark ten year government bond between it was 0.25 on either side of zero. Moved it to 0.5 on either side. Is there a wool markets exposure? Because not only did they make the were they surprised, but does this mean the bank of Japan has embarked on a policy move of exiting extraordinary stimulus, the policy basically of the last ten years. That reverted markets on that day, it could be right again, even if they move because then bond markets are doors open to even higher yields in Japan. That could feed over to the rest of the world. If they don't move, well, then there's the uncertainty of, and particularly with the yen, the Jensen strengthening, they're all kind of long positions people probably a lot of them square it up ahead of this because whatever the BOJ does, it's a big deal. From the BOJ's standpoint, do you think that they see what they did in December as having been successful? That's a good question. I think there's a debate how successful it was. They shot the markets. They did it according to Martin schulz and Ed Rogers who I spoke to earlier today here in Tokyo. That quiet time, December, let's do this and not rock the markets too much. Well, they did want the markets. And furthermore, they've been more blind investors on traders have been pushing against the top of the band. They push the ten year JGB above .5. And then so the BOJ has been had to go into ever higher records of bond purchases. So was that successful? Will this mean that or will they say, well, will they say we've done too much? We don't need to do any more than new governor case over in April way for that. I think it's an open question. Yeah, you mentioned that traders have been tasting the BOJ that's something one of our earlier guests said Rogers said Rogers investment advisers suggested as well as the BOJ at risk care of losing control of the narrative. Well, I have they already. I think that's I think nobody really knows at this point. If the narrative is, we are opening the door and we're keeping things trying to steady the boat until the next governor takes over and takes and then has to take the big more definite steps from removing stimulus and YCC and even getting rid of YCC yoke of control. Then that is a narrative that they'll have to reinforce today, Paul. I think that's maybe one of the challenges communication right now for governor Corona when they put out their policy statement also when he has his big press conference after the meeting for porters are going to pound him with all of these questions. Yes, I think what's interesting is bank of Japan overall is kind of seen as conservative yet. Corona son he does like to surprise the markets in 20 seconds. What's the interesting aspect to that? Oh, are you rooting for a surprise? Another step towards something that could maybe that would get high enough for people not to keep pushing on the BOJ. And at the same time, even though governor kroda on December 20th, the last meeting where they had the shock or made the shock. He said, this was a tweak, it's not a raid hike. We're not moving things yet. But it would be clear that they are on this path. It's something that has been probably even condoned by the new prime minister's government. A lot of behind scenes talks are what people think have been going on. So it would be a very powerful signal and a very interesting one at that. Absolutely. "Today on another subject saying that the globe needs to step up more fervently than ever to support Ukraine Russia is losing this war. So we have to continue supporting Ukraine. This after Ukraine's capital city Kyiv was battered by Russian drones at least 5 major hits and explosions in the downtown area. Mayor vitali Klitschko says Russia's efforts are, well, they're more fierce than ever now. They want to destroy our critical infrastructure. They do want to give it he said Ukrainians will continue to fight though. The U.S. says the drones are being supplied by Iran and deplores it. Iran denies that. Former U.S. assistant Secretary of State Mick mulroy on ABC today said defense against these types of drones is very, very tough. They're very difficult. They barely show up on radar. They can change directions and they can loiter, which means they can stay around a target for a while coming in from different directions. They can be shot down, but they are very, very evasive. South Korea is kicking off their annual ground defense drills this week. This follows a series of military joint exercises with the U.S. and Japan. In the U.S., president Joe Biden announcing the formal launch of his student loan forgiveness program today. And despite what the Republican officials say, we can afford we're able to afford the student loan relief. It's because of our historic deficit reduction. The Republicans voted against. On my watch, the deficit fell by $350 billion last year. Biden says the government will be watching closely to make sure those who are qualified do get the grants and those who are not do not get the grants. Website a student aid dot gov. Let's take a closer look at this market action with our guest fan schuchat, Asia CIO at HSBC global private banking and wealth joining us from our studios in Hong Kong. Miss van, thank you so much for being with us. So let's begin with the delay of the publication on third quarter GDP. Are we to read into this that the number was not going to look so rosy for the mainland economy? I think of the delay of strategy GDP data should be more related to the ongoing 20 national party Congress. And I think the market actually expected quite a tough Q free. Economic performance as we continue to see the COVID disruption to get up with the property market slum. So that would be a reflected in the Q three GDP numbers. And the September economic indicators. We've seen China junk bonds drop to a record low because they're property crisis is really just, again, a concern about the successive borrowing. When do we see some really strong policy steps for the property sector? I think a more comprehensive and these sizes, policy actions, to reverse the downturn of the public sector. We will likely come out after the party Congress. But I think more visible policy actions would need to be formulated and finalized when we have central economic work conference in December because that would be an end new policy setting working conference to formulate a specific policy action. But we have already seen at the local government authorities of rolling out more popular market stabilizing measures, but I think that this is not yet sufficient to reverse the Tang turn as reflected by the substantial year on year decline in populist sales. So a more comprehensive policy support package is still needed to contain the spill of defect from the popular market weakness. So we think the central economic work conference would need to formulate a set of effective policy actions, not just focusing on the completion of unfinished property project, but also address the liquidity crunch of the developers. So we do expect the government to roll out more substantial stimulus action. Because this whole key for the grove recovery auto in 2023. You can make the case that the dark cloud that is hanging over the mainland economy is the zero COVID policy. I mean, it's really been holding back a lot of confidence, a lot of growth. Here's president Xi announcing a couple of measures to support the equity market, which as you know well, has been struggling. "A day after Vladimir Putin blamed Ukraine. For an explosion that damaged a key bridge connecting Crimea to Russia and Putin is threatening more now after targeting civilian infrastructure, civilian neighborhoods in this latest barrage. The images are horrifying, vitali Klitschko is the mayor of key. Angry and want to depend our houses depends our families, our children. President zelensky back on the phone today with President Biden to discuss the need for more air defenses, something we discussed earlier today on Bloomberg with Mark Esper, the former Secretary of Defense. I think at this point, we need to rush anti aircraft systems long-range anti aircraft anti missile systems into Ukraine and provide Ukraine of veneer of defense because at this point, this seems to be like one of the last cards that Vladimir Putin has, and that's the long-range bombardment of civilian cities. It's quite a thought. Let's bring in John herb's former U.S. ambassador to Ukraine now senior director of the Atlantic council's Eurasia center. Ambassador welcome back. We appreciate your being here. A French president Emmanuel Macron says the attacks that we saw by Russia on infrastructure in Ukraine represent a deep change in the war. Is he right? I would say represents more maybe it perhaps a lot more of the same. This is not the first time Putin has gone after infrastructure that he's been going after civilian targets since the start of the big invasion. And the end of February. Yeah. Ukraine was able to shoot down only half the missiles fired by Russia as they read on the terminal here. We recall president zelensky's cry for help ambassador to close the skies with the words that he chose when he spoke with. Spoke to a joint session of Congress. Is this simply a matter of providing more long-range missile defense systems like Mark Esper said and if that's the case, how come we haven't already? Esther is right. Look, our policy as Moscow is conducted this war of aggression in Ukraine has been adequate, but not as good as it could and should be. Administration has sent lots of weapons to Ukraine and they deserve credit for that. But the weapons they've said have always been, you might say, the second rank. Second order. And I usually say no before they say yes before sending weapons of more sophisticated kind. So like the high Mars with range of 85 kilometers, we finally sent at the end of June, Ukraine should have had in March. But we said no until finally we said yes. And that's over a fear of escalation, right? Correct. David, they've been intimidated in my judgment by Putin's nuclear threats. Many times, we said we can't do this because we're afraid Moscow might escalate. That is a posture of weakness, which is not suitable to our interest. Finally, finally, we seem to have gotten that point right when Biden's still very strongly against the threats of nuclear strikes by Putin a couple of weeks ago at the UN and on 60 minutes. But before that, we kept saying we can't do X because again, Russia might have speculated basically. We are much stronger than Russia. We have a long history of deterring Soviet power, which is greater than Putin's power should demonstrate that now. Well, I feel like I'm asking this every day at this point and I'm sure I've asked you ambassador, do we need to not go back to the initial request for MiGs from Poland or other NATO friends that are flying these jets that would be easy for Ukraine to start flying now? Or is the concern that this spills over Ukraine's borders? Is that why the jets are off limits? Again, it comes from a certain timidity on the part of the administration, which is unfortunate, which is not served our interest. Again, look, the support we provided to Ukraine has been decent. It's been adequate, but it could be stronger and it could be if we did the right thing earlier. And if we do the right thing now, this will come to a satisfactory and faster. And we'll at the current pace. Just makes you feel like what else is behind that door there that we haven't sent already. The reluctance has really been laid bare by conversations like these. They're asking for tacos, which are missiles, which have a range of up to 300 kilometers. They're asking for more high Mars and high Mars with longer ranges, not the 85 kilometers that we're sending, but a 150 kilometers or more. They're asking for tanks to asking for armored personnel carriers. And they're asking for as former defense secretary Esper said, high range of anti aircraft defense. All these things we should be Sunday. We should be sending. Putin's army is on the ropes in Ukraine. We want to help you create recapture all of its territory sooner rather than later. Ambassador how real is the possibility of this war spilling over into neighboring countries crossing the border. Well, it would be improved to the possibility of Putin escalating. By escalating, I mean going beyond Ukraine or dropping a tactical nuclear weapon or two on Ukraine. The point is this. Putin's objective is not to take a bit of territory in Ukraine's east. It's his objective today is to take political control of Ukraine. As objective tomorrow, once he has Ukraine in his pocket, is to go after other states, including our NATO allies. So he is coming for our NATO allies, and we are bound to defend with American troops. So American interests, smart American policies to give Ukraine everything it needs to defeat Putin for us. So all we are providing is our weapons and money, not soldiers and American lives. And therefore. And deter Putin from doing the same to Estonia or another former piece of the Soviet Union. That's correct. We appease Putin in Georgia. We appease Putin when he sees Crimea in 2014. Let's stop appeasing and let's help you clean beat him. So again, we don't have to worry about our Baltic allies

"In years past Sarah Katie Andrew and the rest of the CNBC Davos crew have sat on a roof in frigid temperatures bundled with hand warmers to chat with the biggest games of business and politics about the world order and innovation and the fresh Alpine air. But this year, a lot of things have been different. It's a little bit different having this event in May after two years of pandemic than the typical January captains of the universe event that we've seen in the past. It has felt very different, not just because the weather and the dress code is totally different, but because we're seeing each other for the first time. So I think there's a lot of excitement around face to face interactions. There's really no replacement for that. Everyone had enough of zoom and when it comes to meeting the top leaders in business and politics and the economy and civil society, everyone in one place, there's no substitution. So I think everyone's really happy to be here. But at the same time, it's a really uncertain time for the global economy. And there is a lot of pessimism and negativity. We're looking at a war in Ukraine, which is the less than three hour flight from here in Davos. And it's changing all sorts of geopolitical relationships. It's elevated tension significantly. We're potentially looking at a global recession and a spike in inflation that's causing a lot of harm on developing economies in particular. I did a panel today with someone from a development bank in Africa where they're looking at more than 13% food inflation on already stretched finances. So you are seeing these pain points. But at the same time, everyone's really happy to be here talking about it together and it makes you feel like global cooperation or at least dialog is alive and well, which is what Davos always is, but it's nice to do it in good weather and it's nice to do it after a two year hiatus. A lot has changed in those two years and top of mind for everyone is the war in Ukraine. This week, Russian forces continue to press in on Ukraine and on Wednesday alone, they staged dozens of attacks, killing at least 6 people. Watching from honestly not so far away, German Chancellor Olaf scholz spoke to the Davos community, and his comments made global headlines. We can not allow Putin to win his war, and I firmly believe that he will not win it. And mayor of Kyiv vitali Klitschko also came to Davos to deliver his message from the Ukrainian people to the international community. Main priority are starting my speech main priority for every Ukrainian for every citizen saw a hometown safety. Mayor Klitschko's brother of Vladimir also attended the forum. That's who you'll hear from today. He gave Sarah eisen an idea of what life is like back in Kyiv. There were depressing parts of the interview where made you pause, I didn't even know what to say. But there were hopeful parts of the interview as well. And that was when I asked him when it was like in cube right now because he said three months ago, it was very scary and dangerous and everyone was hunkering down and a city of 5 million people was completely empty and a lot of people were fleeing and there were sirens and air raids and bombing and now people are back and they've defended Kyiv. And we've seen world leaders. We've seen members of Congress go there and walk freely with president zelensky. There have even been stories of remote workers gathering at cafes and Kyiv, logging into their jobs. But as kiv residents attempt to find normalcy in the middle of a war zone, the world is watching. Closely. Russia has for many years sent a delegation of leaders many companies. You've seen a lot of the traditional oligarchs, you've seen people from the Russian energy companies come here in the past. But this year the World Economic Forum did not allow any Russian delegation to Kim at all. Is that what sort of message do you think that sends? To the global community. It was noticeable because, as you mentioned, the Russians are always here and full force. They at least wear the best parties. And they always have the best Caviar at those parties. And it was obviously a strong statement to Russia that it is not included in a global dialog in the global community. But at the same time, you have members of the Ukrainian delegation that are here at the foreign ministers here. President zelensky addressed mister Davos on video to a standing ovation here. You're playing this short on time. They're calling on the world community and world leaders to do more. They're calling on Europe to have an oil embargo and there's still some struggles with that with that situation. They're calling on investors globally to put money into Ukraine and pull it out of Russia. So there's more that can be done, but clearly it's a statement. It's a statement of unity against Russia from a lot of the world's most powerful people. You spoke to one of the cleats co brothers, two twins, from Kyiv, Vladimir. He has sort of given up a very different career to throw himself into the cause in Ukraine now. Tell me about your conversation. So he is top ranked heavyweight boxer. Very widely decorated. And international superstar and celebrity turned freedom fighter essentially. He's in less than in the Ukrainian army, his brother is the mayor of Kyiv. As you said, and they are staying in Kyiv with this fight, I asked him what he was doing here in Davos. And not in Ukraine. He said that he's left two times since the war broke out about three months ago. Once was to meet with the German Chancellor and the other was to come here because he thought and his brother came as well. It was so important to spread the message to keep supporting Ukraine and his bigger message, I would say, is that Ukraine's fight is the world's fight. And Ukraine is fighting for freedom, and he also had a lot of warnings about the consequences and what could be coming with Russia, because he says the world hasn't been paying attention to the signals from Russia, going back to Crimea and Putin's language before then. And so he had some interesting and scary warnings for what could come next. He also spoke to me, he said, and has been speaking to media because he wants it to stay in the forefront of western media. And he really made such a point on telling me how important the media was to tell the right story because if you look at what's happening in Russia, the propaganda there and how they're explaining this war from Ukrainian perspective is just ludicrous and is completely wrong. So I think what you'll hear is that he has come with a very powerful message and after Davos, he's going to drive back into your brain to the war zone, which is really sort of unbelievable juxtaposition when you think about it.
