The 9 11 attacks in New York sharing their stories with the 20th anniversary tomorrow, and in the time that's passed. Since those attacks, a number of survivors and witnesses have relocated to California from New York. One of them is Gil Sanborn. He was working at the World Financial Center across the street from the towers of Hugh. Minutes later, when we were Looking up and wondering what to do. Uh, an aircraft came in from our right field of vision and impact of the South tower. And then we saw the fireball go out the north side. Of the tower. And at that point, we instantaneously knew that we were under attack, and we thought our building was next. Sanborn says he immediately set out to do what he could help despite all the devastation. Obviously, I was in the midst of crowds of people screaming and When I looked at them, and then I turned around, I could see people jumping off both towers, which which was just an extraordinary A site that I will. I will never forget. But I still have flashbacks from from from what I saw. And he said From that moment on, he's grown just with a deep appreciation and understanding for what first responders and military members do for all of us Sanborns living in San Rafel. "Along with Sam Shane on this Monday. I'm Christina and John. So let's get some money news now from it. Cory from the Bloomberg Business Desk, I guess socks set to open lower today. Yeah. Futures contracts on the market this morning. Christina little bit lower for the week after S and P 500 index closed in an all time high on Friday. Raiders. They're waiting for details from Washington regarding his stimulus package. For now, the Dow futures down 91 S and P futures have down 10 NASDAQ futures showing some signs of life. They're up three points. Facebook could be hit this week by federal and state antitrust lawsuits accusing the company of abusing its dominance and thwarting competition. Sources are telling. Bloomberg suits are expected from the FTC and a group of states attorneys general Marked the most significant monopoly cases filed in this country in about 20 years. Stocks are higher in London right now, the FT 100 Up a quarter percent down futures down 90 points. I'm Ed Cory with the Bloomberg Business Report on news 93.1 kfbk. All right, Ed. Thanks So much, talked again in half an hour. So Christina, clearly one of the big headlines in this Monday morning has to do with the fact that more than 30 million Californians mate, mostly in Southern California, San Joaquin Valley. I've been told to stay at home. Because they hit that threshold. The ICU beds below 15% in hospitals. Another big part of this story is there are 22 of the big parts number one. What's happening in the rest of the state of California and number two. You have a whole host of local counties and sheriffs who are saying We're not enforcing this? I've counted 13. 13. I've got an audio clip of one Okay. This is the sheriff of Riverside County. This is Chad Bianco. He released video criticizing Governor Newsome, and he says that he will not be blackmailed. But this is, Bianco says he will not be blackmailed into enforcing the pending stay at home orders. We were also told that there was a potential he would be withholding federal and state funding from counties who did not enforce the orders. Ironically, it wasn't that long ago are same governor loudly and publicly argued how wrong it was for the president of the United States to withhold federal funding from states not complying with federal laws. The dictatorial attitude toward California residents while dining in luxury traveling, keeping his business open and sending his kids too in person. Private schools is very telling about his attitude toward California residents, his feelings about the virus and it is extremely hypocritical. These closures and stay at home orders are flat out ridiculous. That's a portion of the video. He really saran about 2.5 minutes, So we played on almost a minute of it for you right there. Well, I'm looking at other sheriffs who are expressing similar sentiments. You have Sacramento Sheriff's Got Jones. Yeah, you have Stanislaw County Sheriff who has said he won't enforce. You've had the plaster County Sheriff Sutter County Sheriff View County Sheriff. Dixon Police Department. One point, Eldorado County Sheriff Solano County Sheriff At one point. I think he's now enforcing that. So yeah, there were like 13. Sheriff's right. That came out early on and said they wouldn't do it. You know, there was some video. I know we're gonna have it later of this restaurant owner in Southern California. Yeah, we've got that. It is heartbreaking. It's unbelievable. It's coming up at 6 15, by the way, and by the way, we should also mention there was a protest outside of Ah. Supervisor's home and L. A county, the same supervisor who voted no more outdoor dining and then went and had an outdoor meal. Right, right. You can't do this, but I can write the hypocrite thing. And by the way, the Sacramento supervisors are going to be voting or talking about a Norden. It's tomorrow night having to do with penalties. Yes, I saw that, like $10,000. Yes, so they're going to be talking about penalties as a lever to try to get businesses to comply. With shutdown orders and there are other there are City Council's within the county that are talking about it as well. Whether or not they're going tol go along with it. No, I look, it's a big story today, and we're gonna be covering all morning long and again at 6 15 coming up here. If you want to stick around, that'd be terrific or come back and check, you know. That really gets a remarkable piece of audio tape from this woman. She's an owner of a business in Southern California and wait till you hear it. It's really something running. All right. This morning of one local school district is shutting down their schools. They're sending their kids back home for distance learning. The number of people applying to go to local colleges is down what admissions officials and local universities they're doing to boost. Those numbers are Aubrey. A. King has been doing some digging on that story, and she's going to be joining us on what she found out the information you need when you need it. So many devices so much.

The death toll from those fires currently stands at 20 to President Trump is sent to visit Sacramento today to meet with officials for a briefing on those fires. This weekend, The president broke a three week stretch in which he said nothing about fires ravaging the West Coast. He tweeted a thank you to first responders on Friday, according to Politico Governor Gavin Newsom will meet with the president today in private. Fire conditions did improve a bit over the weekend. Chief Dave Win occur with the Morago around a fire district is currently in the field at the red salmon complex burning along the California Oregon border. Things calm down a little bit. Now the wind events of last week and the stuff in the cooler conditions higher relative humidity has reduced fire activity. But the way we normally fight fire with lost among the resource is on that just not possible this year because of a competing demands. So you're fighting fires with way fewer resource is this year, you know, stepping back? How hard has it been for you out there in the field to process how stunning this year has been. It continues. That was fire Chief Dave win occur of the Morago Orender Fire District. You heard him say, resource is air spread thin Well, that's partly because the state has long relied controversially on incarcerated fire crews to help fight fires. And in the process of releasing thousands of prisoners early to stem the spread of covert 19. The state has lost a chunk of this crew population. Friday, Governor Newsome signed a bill that might bring some of those released inmates back onto the fire lines. The new law makes it easier for formerly incarcerated firefighters to be hired by fire agencies in full time positions, Ladies, Kevin Stark explains. Sitting in a cloud of smoke near the north complex fire in View County. Newsome said the new law will expand the career pathway for the more than 1000 incarcerated people currently fighting fires in California. This bill I'm about to sign We'll give those prisoners hope of actually getting a job in the profession that they've been trained. For decades, California has relied on inmate crews working with chainsaws to cut containment lines around wildfires. But municipal fire agencies require an emergency medical technician license to become a firefighter and the state bans people with felonies from getting Mt. Licenses. "This is the California report. I'm Solo Gonzalves in Los Angeles. The toll from California's many wildfires continues to mount this morning in View County. The North complex fire has killed three people scorched 230,000 acres and destroyed or damaged 2000 structures. With thousands of more homes and other buildings at risk. Many small communities have either evacuated or are under an evacuation warning that includes the town of Paradise, where more than 80 people lost their lives two years ago in a fire Paradise is Mayor Greg Bohlen says residents learned a lesson from that tragedy. People didn't know what the pact that really hadn't thought through it. And you think you will You think you'll know what to do. But you really don't the shock hits you and you don't think straight. I think we've been we've gotten through that and we're ready to go. You know what to do. And another fire news. Cal fire reports this morning that they're nearing containment of the seas, EU and fires. Because of the fires. Lots of Californians woke up yesterday too deep orange skies that conjured up images of the apocalypse or another planet. Today, the air is expected to look more normal. But that doesn't mean what you're breathing in is any healthier thie, California reports Lily Jamali explains. Meteorologist Jan Null says that dark orange sky may stick around through today, but it won't be quite so pronounced. It will be left sitting over the next one or two days as it will probably be backto pretty pretty close to normal conditions over the weekend. But while the day might end up looking brighter, the quality of the air we breathe might be worse than it was yesterday. When the Marine layer helped keep the smoke from fires around the state high up in the sky. Today, no says some of that smoke may filter down lower, potentially be less good air as some of them that smoked filters on down into the marine layer and down near the surface, so air quality may be diminished in some areas, especially away from the coast. The silver lining all the smoke cover helped keep temperatures lower. About 25 to 30 degrees lower than the day before. No expects mild temperatures again today that should help crews in their battle against the fires that are causing all that smoke. Thanks, Lily. That's the California reports. Lily Jamali. Let's turn now from the air to our collective mental health. These are stressful times because of the wildfires and because of Corona virus and this socially distant new world, it's created. So how do we cope with it All? Well, kpcc is Robert Horava has a bit of expert advice depleted. That's howyou psychiatrist, Dr Emanuel Maidenberg describes the mental state of many people he's interacting with these days. What he calls the 12 punch of the virus, and the fires has left a lot of people with depression. More more people like you here in some longer term effects as well for air quality due to fires means less outdoor exercise as one less thing we can do to stay mentally healthy. The photos of apocalyptic red haze showing up in our social media feeds aren't helping either. Maidenberg suggests disconnecting a bit more right now, instead ramping up self care routines like meditation and breathing exercises. Whatever it is that you do try to do more of that. Not best of that, because natural tendency was stressed this kind to do less of it Main, Berg says. It's also important to keep things in perspective. While Cove in 19 may be with us for quite a while, at least the fire's will eventually burn out. And that's something For the California report. I'm Robert Korova in Los Angeles..

"And other small businesses. Scott, I'm a pullback. Scott, I'm going to interrupt you. I'll talk to you afterwards. But here is Governor Gavin Newsom. First begin. By trying to contextualize Ah little bit about the last number of months. As you may recall, California was the first state in the nation. To formally engaged with the CDC, the Trump administration and others in relationship to this pandemic. We engaged formally by allowing the repatriation of flights. From overseas, primarily from mainland China to come into the state of California. This was conversations. These were conversations that occurred in late January. In early part of February, those relationships were formalized through a serious of agreements that allowed for that repatriation. Over 19. This pandemic. The corona viruses it was for two at the time was on our radar screen for many, many weeks before, In fact, it became a framework of reference for the nation. We had the opportunity as well to develop further relationships not only with the federal government and partnership with the CDC but also HHS on other federal agencies, particularly FEMA. When it came time to repatriate that cruise ship, you may recall number of months back. We had a cruise ship off the coast of California, thousands of passengers and crew that we ultimately became responsible for in terms of bringing them back on shore and then bringing them back. All across the rest of the country. And for those many not only passengers, but primarily staff getting the back home overseas. Those relationships furthered our resolve. Our recognition of the imperative to meet this virus head on also began the process of protocols and procedures. For addressing the need hospitalized individuals to test individuals to provide alternative care sights outside of the hospital system for individuals on began process of rationalizing Our approach. We formally move forward as we started to see the spread in Washington state skilled nursing facilities and we saw experienced our first community spread here in the state of California outside Those repatriation missions. We move forward as the first state in the country with a stay at home order on March 19th on DH that began process of really developing strategies and partnerships with local health officials, County elected officials all up and down the state of California. Remember California's 50 Eight counties over 470 almost 480 cities. And when we talk about our state, we talk about scale and size and scope that is equivalent to 21 states populations combined. So is trying to reconcile our challenge but also trying to reconcile the differentiation in regions large and small all across the state became big frame of focus on engagement at the local level. As a consequence of that we started to socialize. The term localism is determinative, meaning local conditions are such that local elected local health directors have a unique understanding. Of the criteria of concern, also the criteria to which they would afford a remedy to those concerns as it relates to spread in the transmission of this virus. We started to see density of transmission in certain parts of states. Other parts of the state just didn't experience any really transmission. We saw death. Increasing in certain parts of the state. We did not see that in other parts of the state, many counties, many regions asserted themselves, understandably making that point that they're different from other parts of the state, and we began the process of what we refer to as a test stations. These were Locally directed at test stations attesting to certain criteria, certain responsibilities, certain procedures and plans that would be put into place through a technical engagement with the state of California that would allow certain parts of the state open a little bit. More quickly than other parts of the state. If in partnership with the state of California they had tested to being prepared on being accountable and responsible. For the transmission of these of this disease. You recall at the time we talked about making sure that part of that attestation includes making sure you have adequate testing, making sure you have Adequate capacity to begin the process of contact, tracing making tree appropriate levels of PP personal protective equipment, not just face mass but gowns and gloves on DH like we also had responsible responsibility within the hospital system to make sure that they could address Possible need for a surge on that include not just hospital space, but also prospects that they have enough ventilators and I see you capacity as well. We also had a framework of focused on homelessness. On issues related to seniors and are skilled nursing facilities in our residential care facilities, as well as people in congregate facility's locked facilities, County jail's adult correction facilities And the like. View County was the first county to move for with an attestation on We started our phased approach to reopen the economy here in the state of California. We talked in terms of four phases. We have been clear through the attestation process that we will allow counties. To move forward on their own time through three phases, not the fourth phase, and I'll remind you that fourth phase is large scale festivals, outdoor Facilities and concerts rather facilities like convention facilities on the like large, large events large for example, sporting events that's all in that fourth phase and no Part of the state of California is allowed even through that attestation process to move in to that fourth face, but people are pacing. In and through Phase two and phase three. We had at last count last week with over 52 then we went to 54 counties that have gone through this attestation. We highlighted one county that That was interested in moving forward the attestation phase Imperial County but was simply unable to test that. The conditions are such that they can mitigate the spread of the virus and also protect their citizens. If indeed there was a surge On Friday. I highlighted Imperial County as an example of a county that not only did not move forward with an additional access station but needed we believe on continue to believe needed to move back that Despite the fact that they were not able to attest to go in deeper into this phase three they were able to open some parts of their economy. But even so, the spread Of the virus in Imperial County was such that we as a state were working with that county to decompress. They're hospital system over a five week period. Just a five week period we had to move 500 patients. Out of their hospital system into surrounding county systems, putting a lot of stress and strain on the surrounding systems, but also reckon only reinforcing rather the imperative. To address the conditions in Imperial County on address why the spread was continuing at such a sick, extraordinary pace. And when I mean extraordinary pace, we had positivity rates remember positivity rates. Number of people tested percentage of people tested the test. Positive positivity, right. We have positivity rates in peril. Counties highest, 23 Percent on that raised right flags and over the course of many, many weeks we've been supporting our technical assistance teams have been sent down their federal state Regional Teams, including just this weekend, where we sent down three of our Cabinet secretaries to meet with representatives and to only reinforce Our support to address the conditions in the county. We encourage the county on Friday to begin to phase back to use what we referred to over the course of last few months as the dimmer switch. We talk about the test stations, but they also have a dimmer component as well. What you would test too, is also your capacity to Tongo back to dim the reopening. To move back into a place where we can mitigate the spread, and that's exactly what we are requesting of Imperial County. Their formal county Board of Supervisors will be meeting Today and tomorrow in making that determination if they are unsuccessful and building consensus around going back into a stay at home order. Frame the state of California will assert itself on and make sure that happens accordingly. Highlight Imperials we did on Friday just to underscore the unique characteristics and conditions. That persist and exists throughout the state of California. But there are also many other parts of the state that we are monitoring. In a moment. I'll get to some slides and show you more specifically. The number of counties that we're currently monitoring What that monitoring looks like Dr Galley will come up and talk a little bit more specifically about what the criterion conditions are to end up on this monitoring list. This watch list. And then work we will do as a state to begin again to use that dimmer switch as we are suggesting and ultimately require Imperial County..

"He's really having a tough time of it now with with the smoky air for the most part this camp has been run by volunteers. It is a bustling place at this point. But we're told by one of those volunteers who has frankly been here for almost a week that they're a bit frustrated that there hasn't been more of a government presence here. We learned a short while ago that they're actually going to be closing down this camp on Sunday. And part of the reason for that is they're very concerned about whether. That's expected next week. It's expected to rain and these tents behind me are actually in an area. I'm told that floods after rain of that. So they're going to be trying to shift people into Red Cross shelters around the area. Is it surprising that there isn't government help that this is all volunteer at this point.
