Has has issued a serious of orders that are designed to increase vaccine production. What more can be done right now? Well, I think it's exactly what the president is doing. We've got to pull out all the stops. We gotta find out. You know, there's a lot of disappearance in this big disparities that you see and discrepancies. George, for example, you might call up one group locally and say that this vaccine there it's not getting into people's arms. It's available. You make a call to another group. When you say we don't have enough vaccine, we have people lined up. We've got to get into the trenches and figure out exactly at that local level What's going on and how to fix it? Because President Biden has said right from the beginning, he's going to pull out all the stops. If things don't look like they're working well, instead of blaming people were going to just try and fix it and jump all over it. That's what we're doing. He was going to try and make his point as much as he can, and he kept a pretty straight face. For the most part. He shaken head a little bit sometimes when he disagreed. He would just You know, very quietly say that's not true. Or you're wrong there, but never openly disagree. So her facial expressions I thought were interesting to follow tonight because she was much more a motive with their facial expressions. Then Mike Pence. Wass. I thought that was interesting. And Mike Pence. Was bound and determined to make his point. Despite the fact Susan Page kept on saying, That's enough. We need to move on, move on, and he just kept on going at times so that I think that made it kind of interesting. I won't go back to your ratings point that you made. Ryan they with Sarah Palin. She was such an interesting and I think people really want to see what made her tick. And I think there was interest there. The first presidential debate this year. The numbers were not as high on the first debate with Hillary and Donald Trump back in 2016. A little bit of what plays into that a little bit is. I think a lot of Americans have made up their mind right made up their mind quite some time ago, so they looked at the debate and said, Well, You know, there may not be much already know who I'm gonna vote for, so I'm not going to pay as much attention to it. That may change with the second one coming up. What is it A week from tomorrow, I think with with Trump and Biden again, it'll be interesting to see what kind of audience they get on Debate Number two. I'm joined by Rod Arquette. I heard radio talk show host out of Salt Lake City where the debate was held tonight. Tell us about the scene down there in Salt Lake City. Was there a lot of buzz about the debate? Was there any concern Because of you know the Corona virus outbreak that's playing out at the White House. And you have these staffers that the vice president Coming into town. What was the what was the tone And what was the conversation like there over the past couple of days. Well, I think the buzz was really strong. You know, you looked at this. Ryan. This is probably The second biggest event this city has ever held, compared tto next to the Olympic 2000 to the Winter Olympics. And that was a shining moment for the city. And I think a shining moment today, so I think there was a lot of bus, the area around the University of Utah and and Kingsbury whole. Listen what they called the presidential circle. It's in one of the buildings where there's kind of a semicircle. You shake surprise. Christ Circle in that building sits right on the end of that of that circle. That was like Fort Knox. I mean, they think they have that saying locked down for several days. And people couldn't get very close to it. But there were a number of demonstrations today both for President Trump for Joe Biden. There are a couple other ones. There were protests out there a lot of people very, very interested. And a lot of people very you know, interested and very proud that Hey, we get to hold a Ah debate a national debate here now. It's unfortunate that you know, I work with the Utah debate Commission. I wasn't involved in bringing Bringing the debate here, but I was disappointed when news was announced a couple of months ago. That we did not get one of the presidential debates because this is the only debate held west of the Mississippi River. And, you know, I found that to be very, very interesting, but I think there was a real buzz here. You know the sad thing about I mentioned this on my own radio show today, Ryan was that we have a beautiful state amounts. I don't know if you've ever been to Salt Lake City is a beautiful city with beautiful mountains. But the smoke from those California fire you can't see the mountains. Wow, little and I think That's kind of sad. I think the chamber of Commerce was switching that would all go away. But it didn't And that's the only sad point of all this. But overall, a lot of pride. I think it went off very, very well. Without incident. The traffic shutdown, people seem to deal with him. And we pick up and go from there and you know Utah's an interesting state. It's a state that's obviously going to go for President Trump, but there is a new independent streak to it. You've got Mitt Romney as your senator who certainly doesn't toe the line. He says what he thinks And where do you see the race there? Because again, we know what the outcome's gonna be like. But If there's a tighter margin in Utah with this presidential race that could certainly indicate things in other states that are swing states. Yeah, you're there were a couple of poles out recently. Ryan to that effect. Donald Trump as I recall, and that's just off the top of my head. I think had a 10 or 15 point lead on Joe Biden. Mitt Romney, who was a member of the LDS faith, and that's a very dominant religion here. Back in. What was 2012, I think got 93% of the vote. I mean, he was extremely popular here. Donald Trump. He had a third party candidate in Heaven. McMullan who's a Utah guy, Ren was in the race in 2016. He didn't get as much as Romney did. He still did. Okay. But I think there are people here who have will. They agree with us policies have a difficult time with his demeanor. And I think that wrangles that rankles a few people conservatives now, but the polls show They like his policy. And you've got a changing, You know this. This is referred to as one of the reddest of red states. I tend to disagree with that. I don't think it is as red as a lot of people think it is. I think on some of the social issues, gay marriage, abortion, you know they're going to take a very conservative stand. But I think they're also willing to look at other ideas. And I think if you know the layout You've got. You've got Salt Lake City. You've got park City. Ah, which have you know have become are much more liberal than the rest of the state. So I think over time, you're starting to see maybe a little bit of a moderation coming into the state. With more and more people moving in here. We'll see if that changes..

Public School Students are on day twenty of remote learning, this school year but the district and the Chicago Teachers Union are at odds over whether certain staffers should still be in CPS buildings raises concerns about whether the buildings will be safe for students. Eventual Return Brandon Friedman joins us now is what's the concern here from the? Paris. There are about nine thousand staff members working across the school districts, six hundred plus school buildings. Now of them about one thousand, our CTO members working full-time as clerks, assistance and technology coordinators. The union argues that under its contract, the district must provide quote safe and healthful working conditions. Last week, an arbitrator ruled in the unions favor that school buildings are not safe and gave the district in the union two days to come up with a more suitable option during an early morning press conference. Today, we heard from some of those clerks before they reported to work at their schools. Some schools are deplorable. They have no P. P clerks have been forced to come into these buildings mostly women. Mostly, black and Brown women. Most women who are the head of the household who has to make a choice we can do some of our work from home and we should be given the opportunity to work remotely to still take care of the needs of the parents. The. Union argues that back in the spring, these clerks were allowed to work from home when schools initially closed down and they are asking for continuation of that part of the Union's argument is that sixty percent of buildings were built before nineteen fifty and sixty percent lack essential air ventilation, and they think the district should make some serious upgrades before returning to schools. So. CPS must do the following. Firstly. Must Accept Reality that covid nineteen is airborne. Extremely dangerous and contagious. That telling people to wear mass stay six feet apart is not enough to make people safe that they must improve the air quality inside their buildings must upgrade ventilation and they must upgrade air purification. Now all of this comes on the heels of the death of a teacher at Funston elementary school in Logan. Square Olga. The union says the fifty eight year old had worked intermittently in her building from the start of the school year through September tenth. She was taking the Er on September eleventh and she died late last week. The union says nine workers have died and that cases are rising CPS Ernie, tragic news brands. We don't WanNa hear that what what is the union want the district to do? So the Vice President Vice President, Stacy Davis Gates, calling on the district. To implement better testing especially in communities with higher positive rates, they also like to see strengthened contact tracing in those communities. Now, the arbitrator's ruling gave the two sides two days to come up with a suitable solution to having quirks working in the building. Now, depending on who you ask those two days either ended last night or they end tomorrow night CPS says though it disagrees with the arbitrator's ruling injustice afternoon filed a motion for reconsideration in a statement from. The says quote the arbitrators deeply flawed ruling substitutes public health standards for her own judgments and doesn't find any actual deficiencies in the district's plan or a single building where conditions are unsafe. Meanwhile, clerks Paris are, of course still working. So is there a plan at this point to reopen schools in what is that plan? So the district said that students will remain on remote learning through the first quarter and that the second quarter begins in just over a month. That's November. Ninth there is no final decision yet on if. That will happen of course, but just last week mayor lightfoot said that she is keeping an eye on Catholic schools to see how they're faring. Since they have been opened. Some folks are making the argument though that for students to be out of school this long more than six months right now is damaging to all kids in most especially diverse learners, the smallest the youngest kids and those from low income homes. One of them is former school CEO, Paul Vallas, who points to schools around the country reopening without significant incident. Even in Illinois, most parochial and private schools and our many individual public schools ever have reopened to and they've reopened without major incident without major problems. So all we're doing is doing damage to our kids and we're only going to dramatically widen. The achievement cap it inequities are are only going.

Let's get somebody in here to settle and hooded. They call they called me. Yeah they called. Kipp W KIP. Cousy steps in and his. Like I'll tell you what's wrong this cost of death. You're using this three hundred thousand dollar figure. Kip says. Think about what. You're implying by using this number that a person is only worth what they make at work like that is clearly going to be a low number too low of a number that makes no sense in that if you look at people who don't have income coming in or their lives worth nothing so you should do nothing to protect them like life is worth so much more than death. Life is worth life. Kip was like you need to forget this. Lost earnings after death. Nonsense and start trying to put a price tag on a whole life. Kip and other economists had been working on this and it's tricky because like what are you GonNa do. Just ask people. How much is your life worth? They're just going to say my life is priceless. It's worth an infinite amount of money. So kip and others had been thinking. Well what if we look at places where people are revealing what they actually think a life is worth like? How much money are people willing to spend on things that keep them safe and alive like how much more are people willing to pay for a SAFERCAR or to not live near a toxic waste site like Dubai bike helmets for example? The people who looked at that they've looked at everything everything including the jobs that people choose and this the jobs were the key for KIPP KIPP says people are putting dollar value on their own lives all the time based on the jobs that they do how they are and how much money. They're willing to accept in wages. For those risky jobs. Risky meaning jobs where. There's a risk of death like construction workers or foreign. Correspondents in this model isn't perfect. Some of the critiques are that you know it's not like people always want to take a riskier job. Sometimes they don't have a lot of options and when people do take riskier job. I it assumes that that they're aware of the risk at work. Which are we really but keep says we do. Tend to at least kind of be aware that some jobs are riskier than others. And that's enough for this calculation so he starts collecting data on all these different kinds of workers. And the keys. You want some workers in risky job. Some workers less risky jobs gives us taking an average of the entire labor market so he gets a sample of like ten thousand construction workers. Ten thousand nurses ten thousand coal miners. Ten thousand lawyers. Something like that and he looks at what the likelihood is that they will die on the job and how much extra money they require for that risk of death so like construction workers don't get paid great but they probably get more than say. The ticket taker at a movie theater and some part of that extra money is to pay for that added risk. So kip is able to isolate that portion of somebody salary that you have to pay them just because the job is risky so rather than relying on what some government official arbitrarily thought lives were worth. Why don't we look at? How much workers themselves think their lives are worth in terms of the small probabilities of Death. That they face on the job. And here's what he finds back then in one thousand nine hundred eighty two. There was a one in ten thousand chance of dying at work on the job and to convince workers to accept that risk companies had to pay them an extra three to four hundred dollars a year each of them. And if you think about this if I require three hundred dollars to take a one in ten thousand chance of dying I have essentially revealed a value that I am putting on my own life once. You run some math so you say three hundred times ten thousand people. That is how much we have to pay as a company to get those workers to work for us knowing that one of them will pass away at work. That's right the we don't know for sure. But we think on average one will die And that's going to give you three million dollars and so then therefore that means that the value of life is three million dollars. What are the value of statistical? Life will call. It would be three million dollars. It's a statistical life. Not a real life yes. This is the typical life or an expected. Death kipps calculation gave us a much higher number for the value of life three million dollars. Not The three hundred thousand. The government had been using in their chemical labeling calculation so kip swapped in his new number and that transformed the whole analysis. The four thousand seven hundred fifty lives saved at three million dollars each not three hundred thousand dollars each were worth fourteen billion dollars and it did not cost fourteen billion dollars to label chemicals. It cost two point six billion so now it was worth it like super worth in which is why we have hazardous chemical labels today if use an appropriate price tag. It makes many expenditures on health and safety look like a bargain. After this case government agencies started using kipps value of a statistical life and a lot of the regulations today wouldn't have made it through if we were still using that old cost of death method and this new value it determines so much so the lower the value of statistical life than the smaller the benefits and the fewer costs. You're willing to spend to increase people's safety. This is a communist Betsey Stevenson again. She says it is not like every safety regulation passes now because of kipps higher life value. There are still hard decisions that have to be made. Betsy remembers seeing one case. That was that was particularly difficult involving. Suv's whether they should be required to have rear backup cameras. The idea was if you have a rear backup camera. You're less likely to run over somebody WHO's behind. You can see better behind us particularly if there's a toddler playing behind you. This policy would mainly protect small children. What initially the cost benefit analysis showed was that just. There weren't that many lives saved and the cost when the technology was new was so high that it was hard for the government to justify forcing that regulation on people. It just the math. Didn't work out exactly no backup cameras and people just couldn't accept that answer so a lot of people kept trying to pass his regulation. There were some really emotionally difficult stories of people who run over their own children and they lobbied Congress and I think the reason. They kept going back and trying to solve that problem. Let's because it just highlighted a weakness of the value of statistical life. This is one of the flaws with this method of putting a value on life. It doesn't factor in grief or how or when somebody dies. It's the people who love you. And who are richer for having you in their lives and their loss and we have to think about you know when a person runs over their own child there is just. There's more than the child's life that ends the parent's life ends in some real sense. That's just not true with any other kind of death. Did we factor in the age of the people who were being killed because people were backing into them? No we no do not adjust the value of statistical life for age. That means we don't have a senior discount that also means we don't have a baby boost or child boost.
