at 10 a.m. on WNYC It's morning edition from NPR news I'm Noelle king And I'm Stevens Gabe President Biden wants to promote democracy So today he's hosting a virtual summit with representatives for more than 100 countries Two day event intended to examine a central challenge of our time Democratic practices are under pressure at a lot of countries The U.S. witnessed an effort to overturn the results of its last presidential election and open societies worldwide face a challenge from China which often uses the word democracy but means something very different by it White House correspondent Frank is here to tell us more frankly good morning Good morning Why is this summit happening now Well part of the reason is to fulfill a campaign promise Biden committed to holding a democracy summit within his first year of office so he's checking off that box The idea was to do it in person but the pandemic made that difficult of course But you know this is also a really important issue for Biden He talks all the time about how democracy is under attack and how the U.S. and others need to show that they have a better model than countries like China and Russia So there is some symbolism here It's a chance to plant the flag and declare that this is important I spoke with Charles caption who was a senior adviser on European affairs in the Obama administration You know he says the clock is ticking The sooner the better because steps need to be taken to address the increasing fragility of democracy in the world This is an effort to go out into the world and to say hey Houston we have a problem Liberal democracy is not as solid as we thought it was You know when Biden himself says that history is watching he argues that the world is at an inflection point and what he describes as a global struggle between democracy and autocracy Okay if steps need to be taken to address the increasing fragility of democracy in the world what steps are they going to take Well you know the focus is quite broad and it's not really that specific Senior officials did tell us that the summit will have three themes strengthening democracy and defending against authoritarianism Second is fighting corruption And third is promoting respect for human rights The White House says they're expecting leaders to use the summit to announce new commitments in these areas But you know these are all noble and ambitious things of course but really much of that can be written in a statement without taking more concrete action It seems to me that one value of this if there is value in it is simply the symbolism of who gets invited who gets to be part of the democratic club and who is proclaiming their democratic values by showing up So I would guess the guest list who's honored who's not is kind of important Yeah very important You know obviously countries like China and Russia were not included And the president has spent a lot of time this week on Russia and its military build up on the border with Ukraine But Taiwan was invited and that's a big deal because of the impacts it could have on relations with China which views Taiwan as part of its territory The ambassador of China to the United States wrote an op-ed actually along with the ambassador of Russia blasting the summit as being anti democratic and saying that it represents a Cold War mentality So it seems to definitely have gotten under their skin There are some people who are invited that raise eyebrows Jair Bolsonaro comes to mind the president of Brazil he's an elected president so democratic in that way but not exactly known as a protector of democratic values Yeah He's really a far right outsized personality And frankly the biggest economy in Latin America And he is known for his authoritarian leadership style So it is very curious But officials senior officials defended the guest list and they said a democracy is more than just about its leaders and that no democracy is perfect Which raises another question how is President Biden intending to address the fact that there was an effort including violence to overturn the results of the last presidential election in the United States Yeah we're coming up on the anniversary of the January 6th attack on the U.S. capitol You know an attempt to stop Congress from certifying democratic election results You know Biden himself says that democracy here is facing its biggest test since the Civil War Officials say he will not shy away at this summit from talking about issues like the integrity of elections in the U.S. and voting right protections What do they do when they're talking is done Well you know the conversations today and tomorrow are supposed to kick off a year of talks The idea is that governments and civil society groups will continue to work on new initiatives and pledges and then get together in a year's time to unveil them at the next summit for democracy which of course they hope will actually be in person Franco has been a while since I've seen you in person I look forward to the next time that happens I do too Steve NPR White House correspondent Franco arduous In the span of less than a month in aurora Colorado 16 young people were shot These were multiple incidents and they don't appear to be related But Colorado public radio's Allison sherry reports that community leaders are were shot in a park across the street from a high school A few days after that another shooting at another high school parking lot Then 5 people were shot at a party the weekend after Thanksgiving I'd like to get her back and talk about this said to Channel seven. It's concerning across the board and I know it's concerning for our community. She said she's trying to combat an uptick in crime with fewer officers wanted to do the job. They've lost 100 and 50 officers since January of last year. 150. She said. We make sure that we're not short staffed. But then I'm going to have to backfill with over time She's had to reduce special assignments to staff patrol and ensure officers are able to come and help when someone calls 911. She added that she believes there is a sense among officers of not being supported. When she's got a city council that has two or three socialists on it, and I'm not using the term socialist as hyperbole. I mean, these are people who outwardly identify as socialists when they are taking their photographs for their official pictures that go on their website. They're wearing lapel pins for the Democratic Socialist Party. These people do not support the police. They're making their careers, blaming the police for failures of lots of other parts of society. I don't say that the police are perfect. Aurora police certainly has had its share of spectacular failures. But there's just and there's an important It's not the same issue. Crime statistics, according to Channel seven from the Aurora Police Department show Violent crime is up nearly 35% in 2021 compared to the same time last year. Aurora is trying to hire new officers. But it's not easy to do. I I think there's some misunderstanding out there about qualified immunity and all that, and I think the people like me who are against qualified immunity. I think many of the people who are out there with more influence that I have and more involved in the actual discussion. Not properly explaining qualified immunity to potential and current police officers. But I think a bigger thing is That Lot of cops or potential cops or deputies or troopers or whatever. Whatever law enforcement branch you want. Talk about. Are worried that they will never get the benefit of the doubt. This is separate from qualified immunity. This is more of a political question. If you do something that you're really trying to protect somebody you're trying to protect yourself. You're trying to protect a citizen, and you do something that is on the line in terms of use of force, right? This is the most common thing. Will you get the benefit of the doubt? Or you will will you always get thrown under the bus? I mentioned this story to you from Greeley of a guy who apparently a police officer used excessive force. Apparently, it seems like he really did. That story was interesting because it said that he was turned in by other police officers. So now are you going to be worried that other cops don't have your back? And where do you draw that line? Because I also don't like the idea of cops refusing to attorney and other cops when they know the other cup truly did something wrong. I'm not talking about gray area now I'm talking about truly did something wrong. That blue wall of silence? I don't like that either. This is all complex. I've got no use for the people who want to say that. Cops should not be allowed to Be sued for for really severe and obvious violations of constitutional rights. And I also have no use for the people who say defund the police and all cops are bastards and this gets written in graffiti all over the place.
