Seattle recently cleared another camp in the neighborhood also plagued by fires and even a double shooting. But data from the city's Unified Care team shows that 60 percent of people living outside refuse shelter. Many end up pitching their tents on a different stretch of sidewalk. Do you want to move in doors do you want to get off the streets and what would you need to make that happen? Yeah actually I'm finally looking into housing. "We're learning more about a home invasion earlier this month along second street and some Amish, which left a man injured, coma force Ryan Sims as the details from some Amish. Just after midnight on February 13th. According to these newly released court papers, a couple and their adult son were inside this home when one of them reported hearing a rattling noise at the front door. The homeowner told deputies the door that barged open and several people he did not know started shooting at it. Deputies say the man's adult son then returned gunfire hitting one of the suspects several times a week later como news learned that prosecutors believe this case is random. Prosecutors say Ricky Haynes is the suspect who was shot. They tell us he showed up at the hospital with a gunshot wound and was eventually tied to this home invasion. Come on, news learned Haines has been accused of 9 prior felony offenses, his bell currently, $2 million. What is the message that you have for people who hear of this guy's criminal history and the fact that he was even out in the first place? When those cases come to us, we're going to take action just like we did here. Immediately file the case and go before a judge and say, this person needs to be held on $2 million bail. The adult son who shot Haynes was also shot several times himself. Come a four is Ryan Sims, a proposal to require gun manufacturers and sellers to make sure their products are only sold to people legally entitled to buy them has passed the state Senate ways and means committee. Senate Bill 50 78 would also allow lawsuits against the makers if their products fall into the wrong hands and lead to harm. Republican senator Linda Wilson of Vancouver says the bill is unconstitutional and that similar bills have failed in court challenges. We know that if this is passed off the floor that there will be a lawsuit and that lawsuit will be paid for by the taxpayers. Democrats supporting the bill say only one court has struck down a similar law and that the others have been upheld in a number of states which haven't seen a wave of lawsuits. If the bill passes the rules committee, it will head to the Senate floor. A proposal to require safe staffing levels at hospitals has a couple more hurdles to cross in the state Senate. Northwest news radio's Ryan Harris has details. The Department of Labor and industries would be required to negotiate new safe staffing rules for direct caregivers, among other facets of Senate Bill 52 36, which the nurses support and the hospitals oppose. Senate ways and means committee members spent several hours hashing over an amendment to change some of the bill's language, thinking they'd have the updated Bill ready in time for the meeting to end, but democratic senator Mark mullet says they'd have been forced to wait until 9 p.m. for the vote. And that's why we just made the decision now that even though we did have an agreement on that striker, it might just be best, so we don't have to sit here for another three hours to just move the bill out without that ready. But we have an agreement from all parties involved. That will be the underlying Bill, along with some other things we determined in the last 5 hours that we have to fix. So the committee voted unanimously to move the bill without the amendment to the rules committee with the promise they'll finish sorting this all out next week. From there, a yes vote sends it to the Senate floor for final debate. Ryan Harris northwest news radio. "Prosecutors are fighting this. And we'll see how the judges decide. This whole idea of executive privilege is something that's being debated in the Washington state legislature right now as well. There are some lawmakers being accused of shielding what should be public information. So what are the limitations on executive privilege and how does that get enforced? Well, the presidential level, when you are in office, there is a whole lot of executive privilege when you don't have to talk and you don't have to testify. And you're even shielded in many cases from being prosecuted. But once you're out of office, the courts seem to think none of that applies anymore. You're no longer the executive, so there's no more privilege to be had. That has been pretty much the consensus of court cases going forward. And the only person that can impose executive privilege at this point is the person who is the chief executive who is Joe Biden and Joe Biden has refused to give it to Donald Trump and many of these cases. And he's lost case after case in terms of having his taxes turned over, having various papers turned over and having other people forced to testify. So this legal case surrounding January 6th, what is next on the agenda for that? Well, we don't know because this is a prosecutor's kind of kept his cards close to the chest. We do know that there's a grand jury investigating this. We know he's been issuing subpoenas to all the top people surrounding president Trump at the time. And at some point, this grand jury in the prosecutor is going to say we have enough evidence here and either we're going to charge someone or we're going to drop the whole thing. We will be asking them if they so choose to take action on that so that we have time to implement a new fair schedule going into the peak season of next year. At the moment, the county run ferry is being subsidized by the road fund, which depletes resources for the county's 850 miles of roads, but a consultant's plan would apparently fix the problem by increasing the cost of fairy tickets by more than 70%. The skagit valley Herald reports that the public will be allowed to comment on the proposal during a hearing Tuesday morning. Instead, anytime you hit a city street or a county road or even a freeway, instead you would pay two and a half cents per mile. So it's a big proposal. It passed this plan, wouldn't impact the general public, at least not for a while. Starting in 2025, hybrid and electric car drivers could voluntarily take part in the program. In exchange, there are yearly license fees will be waived until 2030. It is then in 2030 when this plan would go into effect and it would be mandatory for everyone else. Those in favor of this proposal say it's needed because gas tax revenues just keep going down. Gasoline and revenues are headed downward. So discussion needs to begin now. Critics say it would unfairly target those who live in rural areas because those folks have no choice but to drive long distances at the same time they're also concerns how mileage would be tracked with people worried that it could eventually lead to a breach of someone's personal information. It could take a constitutional amendment to fully fund statewide anti poverty programs. Northwest news radio's corwin Hank explains. Sponsors of House joint resolution 42 O four proposed allowing funds held for the purpose of reducing persistent poverty to be invested in commercially traded stocks and bonds. That requires an amendment to the state constitution because that document only allows the state to invest in no risk securities, cliff coffin with habitat for humanity, favors the amendment as a way. To allow our young people to be able to buy homes in the future, to be able to fight stability. Since 1968, the state has occasionally amended the constitution to allow corporate investments prior beneficiaries include public pension or retirement funds, and funds held in trust for those with developmental disabilities. Because it is, after all, a change in the state's founding document, the voting public would have the final say. Corwin hake, northwest, news radio. Legislators and Olympia are looking at ending a state tax on gasoline, and they would replace it with a pay per mile plan, starting in 2025, electric drivers like Jay would have the chance to voluntarily participate in the paper mile system. Already, he says the measure is unfair because all drivers of electric cars would have to pay the same amount, regardless of how big their car is. There is an impact and we'd like to see the smaller, more affordable cars, tax less, especially for the drivers who just don't burn up the roads that much. In 2030, the pay per mile system would then be made mandatory for drivers of gas cars. Well, sponsors of the bill hope it'll make up for the shortfall in gas tax revenues. Washington policy center says it would be unfair for people who live in rural areas, who must drive long distances to get anywhere. Even downtown Seattle, Brian Sims, come on for.
