"And I see where CCTA is going to play a bigger role is stepping in and kind of asserting ourselves into these corridors to help and assist the local jurisdictions to manage these corridors more seamlessly, right? Like, for example, like Ignacio Valley Road right now, and I'm sure if you drive in Ignacio Valley Road in the morning, basically Oak Grove gets used as a meter, right? So you got all these people backed up on Oak Grove all the way back, basically being able to control traffic flow all the way down to the corridor to the freeway. Well, could you synchronize the signals and coordinate the traffic across the entire corridor, across all the intersections, rather than just doing it at one intersection, right? And so that is our smart signal system project that you're referring to, is we just programmed about $45 million to upgrade and improve about 350 intersections in Contra Costa County to be able to coordinate that. And this is getting a little bit technical, but right now, all the cities are either on different traffic controllers or on different systems or on legacy systems that can't communicate to other systems, and so our first job is to really improve the infrastructure, number one, so that way we can get those systems to communicate together and be able to, with this smart signal program, we would look at how to obviously improve traffic flow, but also in terms of future transportation, how do we prioritize vehicles in these corridors? How can we prioritize transit? How can we do a better job of prioritizing emergency service providers? How do we make these intersections smarter so that way people can walk and bike safely within these intersections, but also be able to detect where near misses are, right? So be able to understand where are these potential incidents happening so we can take a proactive approach to managing the systems and improving these intersections. And then also looking at how we can prepare these arterials for the future, like connected and autonomous vehicles, and being able to have cameras and wireless communication systems to be able to talk and communicate with the future fleets of like a Tesla, for example. And so looking at how we can prepare these corridors for the future is also a huge strategy for the smart signal program. Sorry, that was a long-winded answer to your question, but that's one element of kind of where we're going with the future of transportation. Well, that's what this is about, right? Talking about that. So I like the concept, it's called Vita X, right? Which is vehicle to grid or vehicle to anything in the smart city world. So it's putting 5G phones and 5G cars like Teslas or others, communicating to the signals that are out there. And that's where we need to go to, to help speed up traffic along those routes. Yeah. And this is nothing new to Contra Costa County. CCTA and Contra Costa County has always led in this space of innovation. And for example, in the city of Walnut Creek, there was a demonstration with Audis, where if you owned an Audi, you would be able to drive through Ignacio Valley Boulevard, and you would be able to see the signal phase and timing directly in your dashboard. You would have a green, a yellow, and a red. And as you're driving, you would know when the intersection is going to turn in advance of the intersection, right? And so having that type of information, that type of technology makes our roads safer, right? That's the whole purpose of, I think, the technology is to make our roads safer. And I think in my opinion, we should not be complacent in terms of the number of fatalities that occur in our roadway system, which is about 45,000 people per year.

And this week as lawmakers debated whether to impeach President Trump for inciting a violent insurrection at the U. S. Capitol, many Republicans used those same words to argue against impeachment. It is clear now, more than ever that our country needs to come together and Congress this Congress needs to lead by example, and begin the process of healing the deep division that exist among us as Americans. The articles before us today will not accomplish that. In speeches on the House floor, many members of Congress quoted Abraham Lincoln here's Republican whip, Steve Scalise, citing Lincoln's second inaugural address with malice toward none. The ideas of national unity and accountability have often been in conflict with one another throughout American history. And to talk about that tension. We're joined now. By Eric Phoner. He's a professor of history at Columbia University. Welcome. Yes. Nice to talk to you. So you know, it wasn't just Republicans. This week, We heard members of both parties quoting Abraham Lincoln enjoys. What does that tell you about how politicians view this moment? We're living in right now. Well, primarily, it tells me that you really can't go wrong by quoting Abraham Lincoln, however, before Lincoln spoke about healing up the nation's wounds, malice toward none charity toward all. He also said. That this war the Civil War was God's punishment on the nation for the evil of slavery, and that if it was necessary to have every drop of blood drawn by the lash repaid by one drawn by the sword, that's Lincoln's words. That would still be justice. In other words, what Lincoln is saying is reconciliation needs justice to come with it. Reconciliation needs accountability. You can't just wash your hands and say, Let's forget about the past. And move forward with healing. Let's talk about that reconciliation requires justice and just sort of when we think about where we are right now, an insurrection at the U. S. Capitol, this bitterly divided electorate literally members. Of the National Guard hunker down inside the Capitol. As the Civil war feel like an apt reference point to you, you know, after this speech about reconciliation that President Lincoln was assassinated a month later by a strong Confederate sympathizer. In other words, reconciliation requires two to tango. And unfortunately in the civil war, and particularly in the aftermath of the war in the reconstruction era, large numbers of white Southerners were not willing to accept the freed slaves as fellow citizens. They launched a campaign of violence, the Ku Klux Klan and terrorist groups like that. Just as we saw the other day willing to use violence to try to overturn democratically elected by racial governments. So do you feel that the reconstruction era was an example of Failure of both reconciliation and justice. Well, reconciliation came eventually. But there was a high cost to that The cost was a ignoring what the civil war was about that slavery was sort of erased from the memory of the war. And secondly, black people were not part of this reconciliation. It meant accepting the southern racial system that was put in place that we call Jim Crow, so in other words, it was a white reconciliation. A lot of Republicans were saying this week that impeachment would only interfere with national healing with reconciliation. Do you believe that time has told us that accountability? And unity. Mutually exclusive. Well, I mean, you know you have a political party that has been the emphasizing law and order a lot during this presidential campaign. You know, Lauren order seems to require that if people commit crimes of one kind or another, they ought to be punished. Impeachment is the way you punish a president. The division is here. The question is How do you deal with people who violated the law and further exacerbated the division? Well, let me ask you. I mean, what do people even mean? When they talk about unity? I mean, people in this country will always disagree. Right? So what is unity? Ultimately? Well, unity. It does not mean that everybody thinks the same or has exactly the same political outlook. Unity here would mean that people are committed to the democratic process. So you know, those who call for unity in this case seemed to be those who just want to forget about the past and I don't think that's really the past to unity. Miami is mourning the death of a legal pioneer Osvaldo Soto. He helped Cuban Americans gain equal representation in government and fought for the repeal of an English only law in Miami Dade County. NPR's Greg Allen has this remembrance Osvaldo Soto knew Fidel Castro. They were law students together in Havana in the late 19 forties, and he supported the revolution. But like so many other Cubans, Soto became disillusioned with the Castro regime and left for the U. S. He took part in the Bay of Pigs invasion attempting to oust Castro. When that failed, he took a serious of jobs at US universities teaching Spanish His daughter, Burr, Teela, Soto says he wrote five books on Spanish grammar and literature. He could recite the life of wholesome, etc. In English, Spanish and French. He loved it. After teaching stints in Wyoming, Virginia and Iowa, so to return to Miami in the mid seventies and got his law license, he soon became involved with Spanish American League against discrimination along with longtime friend Eduardo Padrone. Los Angeles - Apple fire triggers evacuations in Riverside County
"In Riverside County has burned more than 15,000 acres along the wind stays down. I don't think they really go much further. They should be hopefully to get a handle on it. Resident Christy Guess, Elim says the hot weather is making it hard on the firefighters. 400 homes have been evacuated north of Wilson Street east of Sunset Avenue, in west of Hathaway Street in banning and the banning bench area and those north of Cherry Valley Boulevard between Boma and Highland Springs Avenue's one home to outbuildings. Some cars and a boat have been destroyed by the fire and evacuation center is set up at Beaumont High School. The fire is now 12% contained.
