". It is 5 15 in the morning. I'm Michelle bash. And I'm John Aaron. Just days ago we learned the army horses at Arlington national cemetery were being given a 45 day rest after two of them died. Now the army is promising better care for those horses. The solemn cadence of a funeral procession and the clopping of horses, pulling the caisson, bearing remains to a final resting place. The army found that horses were sickened by eating sand and gravel because there was so little grass in their turnout fields. So the army is leasing additional pasture land and getting money from Congress to improve the stables. The army horse platoon is also going to get a new case on lighter than the 2500 pound caissons to put less strain on the horses. There is a new plan to ship wastewater contaminated by a train derailment in Ohio to Baltimore for treatment. A previous plan to bring in water from the site of the February Norfolk Southern derailment in east Palestine was blocked in March by angry city and state lawmakers in Maryland, but the Baltimore sun reports the new plan is different because instead of treating the water and releasing it into Baltimore sewer system, the water would be treated and then sent back to Ohio. This latest plan submitted by Norfolk Southern has not received final approval yet from the EPA, which is overseeing the cleanup. Virginia's attorney general is standing by his decision to stay out of a lawsuit challenging the approval of the abortion pill mifepristone. Republican Jason miara says he didn't sign on to the amicus brief by 22 other Republican attorneys general because he had concerns about whether the plaintiffs had standing to sue. We are a says he expects the drug will remain available. He also endorsed Republican governor Glenn youngkin's ambition to restrict access to abortion procedures in Virginia after 15 weeks of pregnancy. "She says the federation really doesn't have many options in terms of sanctioning individual owners or executives. That's really going to be the purview of the NWSL. And I think that's the big question going forward because there does need to be accountability. Yes, the coaches have been fired. Yes, the executives have moved on. But there are still owners and team executives that are still working in the NWSL. And there needs to be some accountability there. There needs to be some real teeth behind some sanctions. Otherwise, I think the perception among the players is that everyone's going to get away with what they got away with. There's not going to be any consequences and I think that will be bad for the NWSL moving forward. Yeah, it's an unfortunate motto. We could influence it, but not enforce it. In this report contained recommendations of what soccer could do moving forward. What are some of those recommendations now? Soon until we can actually see some of those enacted, be enacted. Well, some of them have already been enacted. The USSF has created a committee credit company kind of a dirty word. In terms of corporate bureaucracy. But they have created a committee to make sure that the recommendations of the Yates report are followed up on. And there have been some positions created. I think to kind of streamline the reporting that goes on in terms of who has to, you know, who gets to hear about coaching abuse, who is the person to follow up on that. But again, and then there was also, I think, in terms of the coaching licenses, there's going to be some changes in that. It's going to be more of an annual recertification as opposed to just a diploma that you get once, and then it's kind of good for the rest of your life. And there'll be some transparency. I think there's going to be improved vetting of coaching candidates. They're going to have to pass a background check. I mean, sometimes that was done in the past, sometimes it wasn't. Certainly indicates that Christy Holly, it was a pretty lax background check. It was really word of mouth. Word of mouth recommendations that got him the job. So you'll see some improvements there. But again, I think accountability is going to be key, and that's going to be the big question going forward. I mean, you've got some new owners in the NWSL. Alexis ohanian with angel city. You've got Chris and Angie long and Kansas City. They're investing an awful lot of money in their teams and in this league. And I don't suspect that they're going to be willing to just stand I Lee by while improper behavior takes place and covering up for coaches who abuse their authority. Their business people and they want to make sure that their business their investment is protected. And so it'll be interesting to see again what that newer generation of owners is going to do about the situation. Devastating and infuriating says she is, quote, deeply committed to change. What about the NWSL Players Association? They released a three part statement. Which in part calls on U.S. soccer. To heed the recommendations from this report, the NWSL PA, not the only players that say association speaking out. On this, they were joined by the U.S. women's national team. PA longer statement from them, but something I found interesting is they say they were dismayed that some NWSL teams and U.S. SF staff impeded the investigation, that from the U.S. women's national team, Players Association, statements on the Sally Yates investigation in this from former national team or Sydney leroux and her Twitter account. It's my belief that when Sirius allegations are brought to you and you ignore us, you should have absolutely nothing to do with this sport ever again. "At all in terms of trying to get to the bottom of it in terms of trying to hold coaches accountable. So yes, this was a failure on the NWS sales part. This is a failure on the teams part, but this is also a failure of the USSF. You can say that all of the executives that were mentioned are all the USSF executives that were mentioned in the report are no longer there, but it still gives you pause at the federation really what the players down in this instance. And in multiple instances. So you mentioned the glowing recommendation that Gavin Wilkinson gave Paul Riley when he was looking for work eventually founded with the western New York flash in the national women's soccer league. That was one of the shocking things, a shocking detail, even if we already knew that that came out in this investigation. Something else I found very interesting is just how long a concerns about Paul Riley have been on the record. There's evidence that going back as far as 2014, even somebody like sunil gulati like the president of U.S. soccer is high up is that would have known both from reports from national team players and then Jeff also because of an anonymous survey conducted amongst NWSL players that there were very serious concerns about Paul Riley and yet, as you say, nothing seemed to happen. So who are the individuals, the leaders who are being identified in this report and then are there any sanctions coming either for the organizations or the individuals involved? And I guess the question beyond that is who is policing all of this if indeed it is the U.S. soccer federation that's that we are investigating. Well, certainly the U.S. has set up executives that I mentioned, they're prominent in the report and bear some responsibility. Also, the owner of the Chicago red stars Arnhem Whistler, Merritt Paulson is the owner of the Portland thorns, Gavin Wilkinson, all of those individuals bear some responsibility for what took place and for basically obscuring the reasons why in the thorns case why Paul Riley was allowed to basically resign with not necessarily a glowing recommendation, but he was, he was basically allowed to move on to another job with western New York flash. In terms of discipline in terms of sanctions that these individuals might undergo, I mean, that's the big question I think going forward. I mean, Cindy Barlow cone has been asked

"The youth all the way up to the professional level and an international level. And so the women's game is really important to me and to many of the players in this report. I know many of them I coached. And I found the whole report shocking as I did your initial report. As new things come up and I just found it really maddening that players had to go through this. Worth noting, of course, Cindy par locon managed the Portland thorns before Paul Riley in 2012. And 2013, if we look at some of the other notable findings, so I took this from the report, it was pretty striking, quote, teams the league and the federation not only repeatedly failed to respond appropriately when confronted with player reports and evidence of abuse. They also failed to institute basic measures to prevent and address it, even as some leaders privately acknowledged the need for workplace protections. For more on this, let's welcome in to football America as a gentleman who's been covering it for ESPN. You can find his work over at ESPN dot com, Jeff Carlisle, Jeff, great to have you back on the show. Welcome. Thanks for having me, guys. All right, so there's a lot to unpack here. A 173 pages total Jeff in this report. What's your biggest takeaway if we want to look at it big picture? Well, for me, the biggest takeaway was just how broad and deep the investigation was. I mean, we had heard reports of Paul Riley. We'd heard reports on Rory dames. But he doesn't investigation went even deeper. And even deeper into the behavior of the Portland thorns, how they gave Paul Riley a glowing recommendation. That had been reported before. But they seem to pin the blame on a ship. It was one of Paul Riley's accusers in Portland that basically she put him in a bad position that it was somehow her fault. And Gavin Wilkinson said he would hire Riley again in a heartbeat. So those details were new, but for me the biggest bombshell was what took place in Louisville with Christy Holly and the allegations that he groped one of his players on multiple occasions. Everyone knew that Holly had been fired, but the reasons behind it had been kind of kept under wraps. And lo and behold, the allegations were very serious, just awful, awful situation that in an awful behavior that he perpetrated on one of the Louisville racing Louisville's players. So, and then also for me, another big takeaway was just how the Chicago red stars, the Portland thorns and racing Louisville to varying degrees to what they could to impede the investigation. Raising Louisville kind of hit behind a non disclosure agreement. But both Chicago and Portland said, oh, well, there's attorney client privilege. We can't discuss that. Chicago was slow to produce documents. So that's really troubling, because publicly they've said, yeah, we're going to do everything we can to help this investigation. And instead, they tried to throw some roadblocks in front of the investigators on Sally H's team. Jeff, what does this report tell us about U.S. soccer's responsibility in all this? Well, it basically says that they turned a blind eye to a lot of what happened. You think about Neil galadi and Flynn. Lisa Levine, you know, when she was the general counsel for the USSF, they knew of these reports, these incidents and really didn't do any diligence

United, my beloved black and red, dead last place. Oh, Hercules, Gomez. Who's to blame here? Who's to blame for my D.C. United falling apart? I'd love to say you. I want to get your take. I'm just going to say they scored a legal 34 goals, only San Jose. At more goals against 67 D.C. had 66 against and they lost a league high 20 games this season. The floor is yours. Okay. So right. D.C. United, being a D.C. United fan is not easy, right? It hasn't been easy, but we can't really act all that surprised her that D.C. United finished last. Why is that? That's because this is the third time in the last decade that D.C. United has finished herc with the fewest points in all of Major League Soccer. Now I know what you're thinking. What happened a decade ago, well, two things happened almost exactly a decade ago. One, yes, I left D.C. United. I was an employee at D.C. United in 2012 and I left. But that is not why the struggle started in 2012. Also, right around this time in 2012, Jason levian took over as the owner of D.C. United. So as a D.C. United fan in the Jason levy and era, you basically know that one out of every three seasons are forget making the playoffs. Forget the postseason.

"These questions make it to unpredictable for me to even say, even though their supporters shield in 2022, I can't even compare them to 2019. It's not a question for me. I go back to that 2019 playoff team. And I just remember how shocked I was when Seattle beat him at bank of California stadium, like everybody in Major League Soccer thought that we were just going to have a coronation run. They had clinched the supporter shield very early on. Remember they were going to have all their games at home. Everybody was pretty much planning for an LA run through the MLS cup playoffs and then having MLS cup actually in Los Angeles. Like I know even we as a network in our planning, we're looking kind of forward to that and then suddenly Seattle comes in and spoils the party and I remember everybody being shocked that year. I don't think her. Even though on paper I think this team might be better, even though on paper they might be more of a favorite of course it's easy to say that because hindsight we know that LAF seemed LAFC team didn't end up getting it done. I would not be shocked if this team doesn't win it. I wouldn't even be shocked if they don't get out of the Western Conference because as you've said over and over, you know, right now they're probably not even your MLS cup pick, right? They're not even your favorite. No, no, absolutely not. This team, there's a possibility that the galaxy in LAFC could face each other right now. Look at you, look at you. I would be salivating. You would be sad loving the networks would be salivating. That's a big game. I think the galaxy probably feel better about themselves if they went into that game with LAFC. All right, so LAFC then win the supporter shield. They get the job done with their victory over Portland. It also helps

"Agreement that they thought they had. The men's union had agreed with will Wilson on a particular deal. And then when it was presented to the board of directors, the board of directors said no. We're not going to agree to this deal, and that's created a little bit of ill will on the men's side. So ultimately, I don't think the sticking point is going to be sharing the World Cup revenue, but it's going to be, you know, can the men agree to these terms that they thought they had last summer. So that's a little bit of a tricky dynamic, I think. And again, we'll see what gets agreed to, but the women's deal, as well as the men's deal. Jeff, what's taken so long, you said that last June they agreed and they thought they had something in hand. What's taking so long? Well, I mean, the deal got pulled off the table. And that left a lot of bitterness and a lot of unhappiness on the part of the men's union. Again, the union leadership agree to deal or thought they had agreed to deal with will Wilson. They thought that he was going to be the decision to make her that was going to agree to this particular deal. But then when it got presented to the board of directors, they said no. So I think there's a little bit of confusion and a lack of trust I would say on the men's side, just in terms of, well, if we agree to a deal again, who's to say that the board isn't going to turn their backs on that deal as well. So I think there's been a real breakdown in trust. There was talk of them going on strike. Obviously that didn't happen, but that was a real setback in terms of the men's CBA. And obviously, that's had a little bit of a cascade effect in terms of the women's CBA and trying to come to some kind of agreement on these World Cup bonuses. Jeff, let's get into this presidential election. We got the incumbent Cindy parlow cone and the person that she replaced. Carlos Cordero going head head as you mentioned at this coming Saturday at the AGM for U.S. soccer down in Atlanta. Let's start with a very basic question about this election because I don't feel like a lot of people know this. Who actually votes and where is the power kind of the deciding power and all this concentrate? Because we keep hearing a lot about the athletes council. Yeah, there's four main constituencies. There's the youth state associations. There's the adult amateur state associations. There's what's called the pro council, which includes NWSL, USL, MLS, and then there's the athletes council. And there was some legislation passed the congressional level last year that required the athletes to have one third of the vote in any kind of National Council or on the board of directors. And so some changes have been made in terms of the voting structure and the makeup of the board of directors in the USSF to make sure they abide by that particular legislation. That particular law that's now been passed. So right now, the bulk of the power lies with the athletes council. Again, that's 33 and a third percent of the weighted vote that they're going to be able to wield. In the past, the athletes council has tended to vote as a block where they decide this is the candidate we're going to get behind, you know, this is the person that we're going to throw our lot in with in four years ago, that was Carlos Cordero. But a year ago in the vice presidential election, that was the first sign that maybe the athletes council wasn't going to vote as a block going forward. They didn't on that hearing is that. It's not going to be entirely as a block this time. There have been some public statements from Danielle slate from Lori Lindsay, saying they're backing Cindy parlo cone, but whether the rest of the athletes council is going to fall in line with that or agree with that. That still remains to be seen. I'm told that there's some meetings taking place later this week to try to hash that out and see if they are going to vote as a block or if they're going to allow people to kind of go their separate ways.
