"Ukraine's chief prosecutor has tentatively identified a man apparently shot dead by Russian speakers in a video that circulated widely on social media as a missing Ukrainian soldier. The grim 12 second video shows a man in Ukrainian army fatigues, apparently unarmed, standing in the Woods in what appears to be a freshly dug hole smoking a cigarette. Someone off camera can be heard saying in Russian film him. Lifting his chin, he says. Glory to Ukraine. Just before the gunshots. Monday, Ukrainian president volodymyr zelensky called on his nation to respond to those words in unity, saying glory to the hero. Glory to Ukraine. We will find The Killers. Tuesday formed mister de mitro kole said the incident explains what he calls a genocidal war. The Ukrainian man was clearly murdered, simply for expressing his Ukrainian identity and love for his homeland. It is a war crime and a violation of the Geneva conventions and the international humanitarian law to kill an armed prisoners of war. Adding the perpetrators of this cold blooded execution must be brought to justice. Ukraine has opened a national investigation. And I also urged the International Criminal Court prosecutor to launch an immediate investigation into this crime. We've been talking about Ireland and Scotland and what's going on in the United Kingdom. And I missed William I missed this text, please ask your guest what part jurisdiction over the North Sea oil plays in the desire of Scott's to gain independence. Joan a lot. So this is when you see states break up. And it is a rare occurrence in history. But one of the sticking points is who gets access to those resources. And the state who's left behind, obviously, is going to want that. But as Scotland is thinking about that, they're going to have one access and control of those resources. And so in some ways, this goes back to circles back to your initial question about why would the United Kingdom want to allow this to play out? Well, they're going to want to be part of the process if they have to divide these resources and Scotland would realize that as well. So it would take a long time to work through all those details. So oil is obviously one. Another issue is nuclear weapons. Right? If there are nuclear weapons stationed in Scotland, which I believe there are, you would have to negotiate that. So Scotland wouldn't get to keep its nuclear weapons. They would have to go back. Are they Scotland's nuclear weapons? Are they UK's? Are they ours? Who are they? They would be the United Kingdom's weapons. And so if Scotland were to break away, part of that negotiation would be returning those weapons. And I think Scotland probably doesn't need nuclear weapons. They're probably not really worried about their security. But these are all the little details that have to get negotiated out, right? I mean, so if we go think about Ukraine, when Ukraine got its dependent independence, part of that agreement was they gave up their own nuclear weapons. They weren't controlled by Ukraine. They were controlled by the Soviet Union, but part of that deal was Ukraine gave up control of those weapons and Russia promised never to invade Ukraine. So all of these things. Now they can ask them back, right? Well, no. That's the problem. If we gave these to you, we gave them to you invaded. We want them back. This is right. This is why states are very reluctant to give up nuclear weapons, right? And now we should be clear that Ukraine, the Soviet Union continued to control those weapons in Ukraine, but nevertheless, I mean, Ukraine could have said we're going to hold on to it and we'll figure out the technology later. But they said, no, no, no, we're willing to give them up. In exchange for an agreement from Russia to never invade Ukraine and got boy you look back and you say, boy, history plays out in really interesting ways. Then we also have a text, a speaking of Ukraine, from a listener who wants you to say to us what would push Putin to end the special military operation. Well, I think it's going to have to be a military defeat. I don't think there's any really negotiated solution for Putin right now. It's pretty clear that he wants to hold on to those territories in eastern Ukraine and Crimea is a nonstarter for him. And what's happened in Ukraine when you listen to zelensky, he says, we want to retake those four territories in eastern Ukraine. And we also want Crimea back because that was part of Ukraine. And it is a very legitimate request from zelensky, right? Because Russia stole basically stole that in 2014. So I don't see any negotiated solution that Putin would agree to at this point, which means that the only way you get to a solution is some sort of military defeat. And that's very, very difficult. So I think as we think about this conflict playing out, it's going to drag on for a while. And the only thing that's going to fundamentally change the positions of Ukraine and Russia will be some significant loss on the battlefield, which is not really good news. It suggests that this is going to be an ugly conflict that will play out for maybe even potentially years. Okay, I know that initially the western world was reluctant to give too many super complicated high powered high-tech weapons to Ukraine. There were a number of reasons given. We don't want to aggravate Russia more than they're already aggravated. The Ukraine Ukrainian army doesn't know how to work these things. Correct me if I'm wrong and I hope you do see this differently. To me it feels like we are supplying Ukraine with the weaponry necessary to keep things in a stalemate, but not enough to win. I mean, is that just me? No, no, no, I think that's something that you've heard come from the Ukrainians themselves. Now they say it very carefully and diplomatically because you don't want to alienate the United States and they talk about that timing matters so much. And that if the United States could just speed up the process by which they start to advance the weaponry, that would make a big difference. Now I will say one thing that we've seen in the last couple months out of the Biden administration is that they are now finally starting to give Ukraine weapons that will allow them to go on the offensive. So there's been a lot of conversation about tanks, giving them much more long range missiles. And so then you have to ask the question, well, why is the United States giving those weapons now? And I think the thinking is you want to give Ukraine the weaponry that they're going to need to carry out their own offensive. And so what we're watching right now is the beginning of a Russian offensive. I think they're going to try to push further into Ukraine. But in the next couple of weeks or maybe a month, I wouldn't be surprised if we see the same sort of offensive from Ukraine. Maybe in southern Ukraine where they try to push and take back territory because the weaponry that the United States and NATO has given, this sort of last round of it really is weapons that are meant to go on the offensive to be aggressive to try to push Ukraine back. And I think there may be a couple reasons for that. I think the Biden administration may be reading the writing on the wall and realize that they're not going to be able to continue to fund Ukraine indefinitely that they're starting to see a decline in domestic support for Ukraine. I think they're starting to worry about where there could be some cracks in NATO support. So I think what we're seeing from Biden is saying, let's hey, let's get some more offensive weapons to Ukraine in the hopes that they can go on the offensive and start to take the initiative to Russia. So I think that's why the next month or so is going to be really fascinating to watch what happens on the ground in Ukraine. And I agree with you, though it does seem that what we're doing now seems to me less like, oh my gosh, you guys have been at this for a year. Let us really give you extra boxes of ammo in a few more extra guns so you can just get this sucker done. But it seems to me that that's what it should be. Instead, oh, Russians are getting ready for a spring offensive. We better ramp up our support because we don't want Ukraine to lose, but we don't really seem to want to make Ukraine win either. Do you think it is a shift do you see a shift in thinking that we are now going to supply this country with what it needs to win this war? Or is it just, oh, Russia is getting ready to ramp up we better ramp up too. It feels like it's just a higher level stalemate to me. No, there's something to that. And I would say that it's an incremental increase, but it is not a dramatic one. And there are voices in the foreign policy community and the defense community who are making the argument you just did to say that yes, we've increased, we're sending tanks, we're sending more long range missiles, but that we have to double or triple that. This is the moment. The decisive moment for Ukraine to push. And so the United States shouldn't just give another 10 billion. It should be 20, 30, 40, 50 billion, right? That this is the moment. Now, I think what Biden is playing is he's thinking about not just the battle localized in Ukraine. He's also thinking about the interaction between the

"Biden came out yesterday and we'll go into this in a little bit deeper dive a little bit later on. But Joe Biden came out in a press conference and announced that he is going to give these tanks to Ukraine. And that's fine, but this is exactly the opposite of what their policy was even a week ago. We weren't going to do that, said this administration. And all of a sudden, Germany, France, Edward NATO countries decided they were going to send tanks because they didn't think we were going to keep it up. And it kind of shamed this administration into going ahead and doing the right thing. Tom cotton reflected on it to trace Gallagher and Sandra Smith over at Fox News. Here is what Tom cotton said cut 6. It's a welcome decision that president Biden and Germany have decided to finally provide these tanks to Ukraine, but it's long overdue. It also continues the pattern since before the war started, a President Biden being scared of his own shadow of declining the military support that the Ukrainian army needs first to deter the war from starting in the first place and then second to defend Ukrainian territory and to fight back against Russia's unprovoked war of aggression. And it's really an admission of their own mistakes, not providing these tanks months ago. As you've seen time and time again for the last year, when the administration explains that some kind of weapon system or a certain kind of intelligence would be dangerously escalatory or provocative, only to provide it months later, too late for it to be used to stop further advances or to facilitate further Ukrainian advances. So what we need to do to end this war to stop it from being more protracted or bloodier is to back Ukraine's army to the hilt so they can defend their own territory.

Yeah, I really have enjoyed your guests this week. My comments were kind of a tie in a little bit with the guest. You had talking about the electrical grid and the power grid in the United States. Utilities and then of course the tie in with the Ukraine and of course with a president zelensky's visit here. A lot of the folks are talking about that. I have some friends that I talk with on the Internet over there, rich. And it's just a terrible winner. They're going through long periods without electricity. Enough food and water. And I thought about that. Imagine you and me or our families, our relatives going through long periods of the winter in that situation without electricity, enough food and water. I don't know if we lost you. You cut out for a second. Yeah, go ahead. Oh, yeah. Sorry, rich. Yeah. But it made me think about how easy it is to take our grid, our utilities for granted as an American. And you don't think about it all the time. But seeing what they're going through over there, like I said, imagine the average American going through a winner. Let me just jump back in. Michael, I think you're a 100% right. On multiple fronts. A, yes, I think they're going through a brutal winter there where they don't have the same capacity to heat where the Russians have been taking out a lot of their energy plans. So it's tough in Ukraine. And their tough people and they're toughing it out in the Russians are tough and the whole thing is tough. I gotta be Frank with you here. But something that we talked about earlier with congressman and the former congressman Michael Grimm, who is contributor to newsmax TV now, and he was on the ground in Ukraine this year. And he's a former combat marine combat veteran for the United States. And served with the Ukrainian army. He was embedded with them as a journalist as a reporter. He mentioned that they had a real zeal to continue fighting. And it was that I see that same zeal in them and despite these long cold, hard winters, I think they are, they've been, I'd say they're winning at this point. Because right now they've got a younger, fresher, better equipped and better trained military. And I think Putin's lost a bunch of people as they have. And they're using either some really young and experienced soldiers or older soldiers that they didn't plan on putting out there in the front line. And I think that's part of the reason they're winning. And of course, I think the superiority of American intelligence and that level of technical support. But the point you made about us taking for granted our grid our infrastructure, the fact that we have heat, you're right, my man, you are spot on. This is something that I feel, you know, at least me, I need to check myself every now and again and realize how good I have it. A is an American, B just everything. You know, God's been incredibly good to me. And I think it's incumbent upon all of us to be generous towards others. As life has been generous to us, and we shouldn't ever lose sight of that, especially now during the holidays, because there's people going through it. And if you can be a blessing to somebody else, why not be it? Because I know I've had very tough times in life. And people were a blessing to me. So yeah, I think that's an excellent point. "To this war is the answer tanks, fighter jets, what is it? Well, I think now with the Ukraine moving on the offense have been doing exceptionally well, I think what you have to have is maneuver assets. And I've spoken about this before. They need to have both fixed wing and rotary aircraft rotary wing aircraft helicopters, if you will, to move troops quickly around the battlefield. And I think that the addition of armor from the west, whether it's German armor or American web of the case may be provided to the Ukrainians will give me the ability to move quickly on the ground on the battlefield, protected. And that's important. But these are things that we should have anticipated that we should have been training and thinking about some time ago. So again, we find ourselves behind the ball with regard to whether Ukrainians are and where they need to be. But I think this would be help them in this maneuver phase of the warfare in terms of ejecting Russia out of Ukraine. Where does intelligence play into this? And I know there's probably only so much that we can discuss on the radio about it, but the shared intelligence can be as valuable or more so than providing hardware. Absolutely. Look, from what you're reading a newspaper is we're giving them strategic intelligence with regard to Russian troop movements and possible cruise missile strikes and we're providing them tactical intelligence in terms of what's happening on the ground right before the opposing forces. So I think all that is very important to give them that type of intelligence about what's happening with the Russians may be thinking and doing and then understanding the broader strategic situation as well. Is there such thing as a surge here that is something that could be done I mentioned hardware but with regard to the way the Ukrainian army is using forces is there something they could do to break line something they could do to really put Russia on its heels before winter hits, that window is closing quickly. Yeah, I do think it's key that they gain as much territory back as they can before winter hits before it slows down the momentum of any type of offensive. It will be important tactically not just in terms of what happens on the ground with their forces and reclaiming Ukrainian cities. But it will send an important message to the western alliance that Ukraine can win this war. We need to stand behind in particularly as Germany and other countries face a tough winter with reduced energy supplies coming from Russia. We want them to feel good about their decision to support Ukraine. And if we can make it through the winter, then maybe the Ukraine is going to pick the offensive back up and continue to push the Russians out. That's why I think providing them maneuver assets like helicopters, tanks, fighting vehicles, is important. And again, we should have anticipated this weeks if not months ago. We've provided billions of dollars in weapons to Ukraine much of it from our own arsenal, how much of a challenge will it be to replenish our stockpiles? I am concerned about our stockpiles. I don't think the issue is money as much as the ability to quickly rebuild those stockpiles, look, and more you spend a lot of ammunition, material and platforms. And it's important that we support the Ukrainians because they are fighting the fight that we didn't want to fight. And this is not just a combat between two countries, but this is autocracy versus democracy. And so it's important to support them, but the challenges our defense industrial base is built for efficiency, not for a long drawn out fight. And so we have to get our heads around the fact that we have to build stockpiles of arms, equipment, ammunition, material, all those things that's important, just not support, not just for supporting our allies. But supporting our own fight if we get into some tussle with the Russians or Chinese ourselves. How long do you have a sense having held a job here as defense secretary? How long it might take to do so? Well, look, not just my job as sect app and secretary army before then, but I spent 8 years or so in the defense industry. It takes months if not years to rebuild these stockpiles. And that's going to mean quick confusions of money now by Congress to get these defense companies to spin up lines, higher workers, train workers, build plant and factory as need be. You'll all these things to make sure we have sufficient stockpiles for the United States and its allies when it comes to things like stingers and javelins and high Mars and all those 155 millimeter munitions that we have been expended on the battlefield of Ukraine. Do we have the chips to do it? We stockpiled enough for that purpose? Well, I want the belief so, but that's why it was very important that several weeks ago, Congress passed the chips act to bring back capacity back here home to the United States that it'll take a few years, of course, to build that capacity. But that was an important strategic move that supports not just our national security when it comes to defense and defense industry, but also our commercial robustness and the health of our economy. Well, as debate starts over this next NDAA, we've got a lot of stuff to buy secretary. We do, and it's not cheap, and Congress has to be willing to open up its pocketbooks and think strategically about what we need to win in the 21st century. I'm far less concerned about Russia today than what I might have been two years ago because they've proven themselves to be incompetent in many ways on the battle. But China is still out there lurking, and they have ambitions about surpassing us when it comes to leading the global order. "Physical invasion or a full on one and use cyber operations to completely disrupt Ukrainian military command and control Now we saw this in the Russian invasion in Georgia back in 2008 in which their cyberattacks were used to completely cripple the Georgian defenses And what this means is that even though the Ukrainian army is large and is actually quite efficient their ability to fight would be greatly compromised by cyberattacks So the greatest threat would be physical invasion augmented by these cyber tactics that I've been describing So paint a picture of exactly how a cyber attack could occur that would disrupt traditional shooting war or military attack give us an example of how it could work I think what would happen first is that cyberattacks hacks would knock out the command and control systems of the Ukrainian military They would also then be used to hack into their public information systems so as to put refugees on the roads that the Ukrainian military might use and I'm afraid that if we don't deter the physical invasion this is exactly the sort of thing that will unfold There's also concern about Russia issuing some kind of a cyberattack on the United States in retaliation for the strengthening of U.S. sanctions on Russia This has been a real concern of yours because you say well the U.S. is very capable of issuing a cyberattack of its own its defenses are woeful Is that still the case how much does that concern you right now with regard to Ukraine I think if the United States acts in ways that president Putin finds provocative we could certainly expect Russian cyberattacks that move well beyond the theater of operations NATO would come under pressure as well I think this is one of the reasons that a cyber team is now over at NATO trying to prepare defenses But I think also to prepare for any kind of retaliatory cyber action We may not send physical troops to fight in Ukraine but I believe that if a full on cyber war emerges we can expect to provide some kind of cyber aid to help the Ukrainians keep their communications running The irony of all of this is that over 25 years ago I was asked to be part of a small team of Americans who met with Russian cyber experts and we talked about setting rules of the road to avoid exactly these sorts of problems And at the time it was the United States who didn't want to do this Now we see all the troubles that have come and I hope that we can return to the idea of some kind of setting of cyber rules of the road that will keep a little bit of the cyber piece between us Thank you John Aquila defense.
