The federal government is getting more oversight of New York City's public housing authority and agreement was signed yesterday with the US housing secretary. It's just one of many attempts to reform aging public housing systems around the country. Joining us now to discuss New York's plan is Susan Popkin of the urban institute, a nationally recognized expert who has studied public housing around the country zoo. Welcome to WNYC. Thank you. Good morning. So this agreement calls for federally appointed monitor who will oversee nitrous attempts to fix all the problems and the city's pledging to spend a two point two billion dollars over the next decade, HUD, says it'll continue to give its regular contributions. That's about one point five billion this year. But no more. So what do you think of that? I take it was the first step. I think the problem is that nature has a thirty four billion dollars backlog in capital needs and the resources are not there. So if you had a chance to design the agreement that was signed yesterday, what would have had an an and how much money. It would have had a much bigger investment in from the federal government, which is what used to happen when he took over housing authorities. I've studied Chicago situation extensively Chicago is taken over in nineteen ninety five the assistant secretary to run the agency and a full team of HUD, staff to provide technical assistance and oversight brought in experts from all over the country and brought money to the table to deal with the redevelopment of some of those aging high-rises our to take them down when they turned the housing already back over to the city in nineteen ninety nine the mayor also negotiated a pledge for another I believe believe in half at that point and invested a huge amount of city dollars infrastructure much more than this two point two billion dollars in New York City has pledged for nature here in the New York plan, a mayor de Blasio in many local lawmakers really oppose. A takeover in New York as was done in Chicago. But do you think that would have actually made more sense? I think a different time. And it's a bigger problem. I think New York is so big Chicago at the time was certainly the worst housing authority in the country with the biggest problems, but it only had forty four thousand units of public housing in about fifteen thousand dollars New York has a hundred thousand units of public housing and one hundred thousand badgers it really requires a different kind of solution. And it requires a joint effort between the city the federal government and probably the state soda to rescue that important housing resource for the city. I also think it's a different time in had this secretary at HUD in nineteen ninety five was Joseph Shuldiner who was one of the most experienced housing and thirty directors in the country. They just don't have those kind of people working in to send right now, they have career staff they could. And I think that you really need to bring in very strong leadership is very experienced. There aren't going to be a lot of housing thirty directors who have the level of experience that needed for something as complex. So if this agreement doesn't have enough money behind it. And we look ahead in five or ten years. Will we still be in the same place? I'm afraid you might. Are worse. I if the capital needs aren't addressed, you know, a billion and a half from HUD, every year isn't gonna make a dent in that thirty four billion dollars backlog. I'd hasn't did you see the problems that have been spiraling the city has talked about. And I just talked about shifting to what they call the red model rental assistant ministration which would allow them to get funding from the private sector for repairs. I think there's going to have to be some move toward that there needs to be some really serious discussions right now perhaps with the independent monitor involved about where the resources are going to come from to address the problems. So they aren't in the same place in ten years. I think the other issue is it took Chicago. Well over a decade to make a dent in its problems. It's a slow process. It is not going to happen overnight. And they need to address the most urgent needs. So that the residents aren't suffering. All right. So this is the latest and greatest version second, by the way, I personally not much of a pork eater. But I put that preference aside for these ribs because they are delicious all caps. They really are. They're pork ribs. Not be ribs. I can't guarantee this recipe with beef never even tried. I don't think it would work though. Also for those of you who are on the program. This does include some Guinness stout, any nice stout. A work. You can't use. You can't use a light colored hair. You gotta use a stout the other bureau record. But the the alcohol gets cooked out of the mix. So just like we're asking the question will frozen temperatures get rid of the alcohol. I don't know. But I know the cooking. You can get ready. Yes. Yeah. He does. These ribs will not get you drunk. We probably know it won't. So I just say that to my friends who are on the program because I want you to stay on the program. So it froze it was one in a boxcar wine the heater malfunction. Okay. Yes. All of the wind froze. Yes. So we had thrown into that gigantic dumpster dumpster. We had to break every bottle of wine. Yeah. Why did you guys have to break every bottle of wine? Was destroyed for insurance. I'll okay. Yeah. Yeah. So what we started doing it by throwing the bottles in the dumpster. Right. Must have been a blast it. Yeah. But it got boring after a certain point, and we discovered if we hit the show hit with a shovel the case with a shovel three sides. Boom, boom, boom. You break all the bottles. Yeah. Because I mean, this was a train car full of bottles. I mean, it was there were could we say thousands. I think it was fourteen palette. Yeah. And had thirty on it. Each Fred's memories of just incredible. All kind of a blur to me. But I remember that. I remember that dumpster was it was huge. It wasn't the dumpster you'd see outside. You know, the the the little business like an industrial. It was a huge. This is like one of those. Crates you'd see at a cargo ship one of those type of my gosh was huge. And then I remember also we had the wind was leaking everywhere it probably just went down a sewer great. The the the. The rats all got drunk. Believe we were talking last week about those rage rooms where people go in and they pay to break stuff. Yeah. Would pay to do what you guys did. Oh, yeah. We had a ball. And we were getting paid to do it. Yeah. Yeah. That we got some stories from that liquor warehouse. That was incredible. I mean is this the same liquor warehouse with money what I kind a channel. Yeah. That was Lenny's. But Brad member all the guys they'd have all those day laborers that would come in. Oh, yes. Guys would come in on a bus. They were day laborers. You know, and you just they bring them in from, you know, I don't know where it was just a Home Depot day labor operation. It operation you hired them. Okay. But every once in a while, you get one of these guys who was an alcoholic. And now they're in a liquor warehouse and bread explain where we'd find some of these guys. Oh, they'd be back. You know, we've find back behind cases of they make like little little huts back behind the piles of cases of of liquor, and they just opened up a case of liquor and just start drinking, and we passed out everywhere. He didn't happen. Pretty pretty disciplined. You know, they saved their drinking for night. But there was literally they came from Wilson avenue, which is a lot of movies called skid row. They were day laborers, come on. They were just reliable as rain. I mean, they were always. Yeah. And then somebody would come in and out and some kind of wondered what they're deal was never wanted to ask. But. And some of these guys you could tell there were I remember there was one gentleman. He was the big horn rimmed glasses, and he obviously very well educated had a real gentleman and got to talk with him a little bit. And it was you know, he was he was an alcoholic who had lost everything including his medical practice, and he's sober now. But he was literally a day labor. Who was a doctor? Yeah. You'd make education. Now, what an education that was. And then all the all the all the forklift drivers. All these old guys have been doing this forever. When they found out we were in college. You know, they'd been they would harbor new don't continue with your education. You don't want to do this for a living link. Exactly, right. Oh, they were. They were on us. They're like you. You do. Well in school do well in school. You don't want to do this all your life was a great education right there. Oh, yeah. Did teach me I didn't want to do that. You guys turned out. Yeah. Here's WNYC's cultural critic, Rebecca, Carol. Next week first, lady sure lane McCray. And the Gracie mentioned conservancy will open their doors to a new art installation, the largest in the mansion's history. She persists a century of women artists in New York. City features the work of over forty artists and collectives connected to the city, and it comes at a time of heightened awareness around women in art and politics nationwide. She persists is curated by art historian. Jessica Brown, and she joins me now in the studio. Hi, jessica. Hi, Rebecca, thanks so much for having me. It's great to have you here. There are just so many luminaries featured in this installation is photographer Lorraine O'Grady, whose photographs document the nineteen Eighty-three African American day parade renowned quilt maker faith Ringgold one of my favorites sculpture from CARA Walker. What was your criteria? And which was the first artist in the collection that you thought of after you have I asked to curate. Oh, wow. It was such a joy to work on this project. I had carte blanche. Really? From the first lady her. Her only imperative was was that we highlight the stories of women in particular finding artists that resonate with the lies of New Yorkers from all walks of life. So from there, we came up with four themes that guided our selection process, and our hope was that all of the artists went some way satisfy one or more of those themes, which are expanding abstraction. Picturing people body is battleground and contending with history. One of my favorite IMO, most powerful themes from the exhibition is there one piece of of work that really resonates for you. That means the most to you when we opened the crate for Jennifer Packers say her name, which is lovely funerary view of okay bouquet. And it looks like a conventional still life painting. It has these beautiful blue hydrangea is that are droopy, and it has this lovely green foliage, but the background of the painting is black and the foreground of the painting is yellow, and so it's this striking painting. But its name reminds us of Sandra bland who died under mysterious circumstances while in police custody in Texas. And so I love the resonance of that painting because it shows the power of artists to to speak to the present moment to speak to the kind of social tensions that were in. But also to kind of foreground beauty and those things can live together. I love that. So what are the things that makes the exhibit and the show atypical is the first lady's involvement. Right. So how did that collaboration work with their points that you disagreed? No. Actually, it was it was a very free. And congenial experience working with her. She wanted to make the house more light. And more more reflective of who she was who her family was and of New Yorkers. And so that was really a joy, notably. The exhibit includes dolls that were made by her mother. Her mother worked in a factory in at night. She would create dolls miss McCrea didn't have the outlet to be an artist in the conventional sense. But she was she was a creator and she wanted to make cuddly soft beautiful dolls for her three daughters because there were none available to them at the time. So those three dollars including one which is like a portrait of the first lady is included in a case there. So the exhibit takes its name from what's now, a sort of feminist battlecry, it stems from Senate majority leader Mitch McConnell trying to silence Senator Elizabeth Warren in the middle of a speech on the Senate floor. So. Why is this installation? So important right now, and why is it especially important for New York City? So why now my answer to that is why not the women in the show are not only artists, they're filmmakers, activists educators. War veterans in the case of Ruth organ, and in this era of me to say her name time's up. It's time for us to take charge and really envision a new future. And I admire the first lady for her the boldness of her charge to really put her money where her mouth is and and put women's lives at the forefront where the soothsayers in the truth tellers, I've been talking with Jessica bell Brown.
