"Now have with us. Dan sure a former republican strategist now teaches politics and communications at berkeley and usc dan welcome to skulduggery as thanks so much for having me appreciate it so you are a california guy hence are interested in reaching out to you with this california recall coming up. On september fourteenth. There was a lot of concern in democratic party. Ranks about this about a month or so ago. That seems to have abated. Although there's a lot of attention and a lot of campaigning going on what your sense of where this stands right now at this point Governor newsom looks like he's in a very very strong position to defeat the recall. Nothing is guaranteed is likely to be a low turnout. Election but based on the early voting patterns based on the polls in based on newsome's immense fundraising advantage. If he wore if the recall order pass. At this point it would be a major major shock. And of course on the other side of this you have the rise of larry elder which is getting a lot of media attention conservative african american running and republican. Who seems to be the leading candidate as the alternative to newsome and he's clearly serve. You know to the right of mainstream politics in this country. Further to the right than many. Certainly than the last californian governor schwarzenegger how do you explain. Elders rise in prominence in this so elder has been a very conservative talk show host for many many years in. He's developed a very very devoted base of support in conservative circles in california and elsewhere and that prominence has allowed him to attract retail of attention injuries. A great deal of money. But it's important to put this in perspective. Abbas put it in context. The recall is most of your audience knows from having read by now. The recall ballot out here has two questions. The first is a simple up or down. Should the governor be recalled. Yes or no. The second question lists the alternatives potential candidates. Who might replace him. Elder is running by far ahead. I'm complexion but most polls show him drawing roughly between twenty and twenty five percent so in order for elderly become governor even from a chance at it. The first question on the ballot has to pass the referendum on newsom in what elders presence on the ballot has done. Is it's two things. It's of course elevated elder himself to the top of the field of republican candidates very quickly. But it's also been a tremendous help to gavin newsom. Because it's allowed him the frame the raise not as a referendum. It is joyce between him new some much more conservative. Republican alternative to elders done is. He's helped himself by dominating on question too but he's helping newsom to is now in a much stronger position questions. One quick technical question if newsom prevails and the don't recall numbers exceed the recall numbers. Do they even count the second quest the answer to the second question because it's irrelevant he'd do more out of korean curiosity run else and there will. I will say they'll be almost almost. Certainly they'll be legal challenges to the outcomes. Just like he'd seen in the In the aftermath of the presidential race so probably not a bad idea to keep them on hand. The real reason that that second question is important to the recall fails is what it says about the twenty. Twenty two governor's race out here next year. The most prominent republican in the race before elder guide in is very traditional conservative republican. The former mayor of san diego mma kevin faulkner faulkner's what i would call a pro-trump romney bush. Conservative and falcons had been preparing to run for governor against gavin newsom next year for a long time if falkiner word finished first on that second quite on that second question if he were to win that even if the recall didn't pass falkiner would could be potentially very strong opponent for newsom next year but if elder winds particularly the kind of landslide that appears likely on the second question then faulkner is greatly diminished is a potential opponent in newsome's reelection. Looks much much stronger. Little more california inside baseball than you probably needed. That's why we're having you on for inside baseball. So let's let's. Let's actually take it national here. You said before dan that what larry elder's rise allowed gavin newsom to do is to frame this election as a choice elder being the hard right conservative republican and we were just talking about this before the podcast newsome was able to do something else which is to tie elder and really this whole process to donald trump and to the trump wing of the republican party. He went after rhonda scientists. The florida governor greg abbott and texas. What they're doing on cova did all the problems they're having. So ron rousey and wrote this piece in the atlantic which just came out which we were just talking about saying that the democrats could actually this to be something of a model for them to follow for the midterm elections in twenty twenty two to really run against donald trump and that wing of the party and to go hard at them. Do you think that's would be a smart strategy. And do you agree that that newsome has been really effective in deploying that strategy i do the first of all i should thank you for being so polite in dragging me out of the byways of california rela nicely well it all starts in california. Right we always. That's the laboratory for every is a famous quote from the author. Wallace stagner says california. Is america only more so and i like that because spoke. Accurate ended appeals to our natural egomania also works on a couple of different fronts. But your questions the smart one because if newsom does defeat the recall on tuesday which is looking more likely every smart democratic candidate running in next year's midterm is going to be looking to take that play can run it for themselves and i think what's instructive ron brownstein. Not surprisingly with a very smart piece. But it's worth remembering that at the beginning of this campaign. newsom was attempting to run trump in. It wasn't working because donald trump was neither on the ballot nor is he in the white house and so it just wasn't striking the right chord in particularly for democratic base. That's not all that excited about newsom. He's a little centrist in little establishment for a lot of california progressive warned them about trump wasn't really make having the desired impact. It was only once elder guide into the race that newsome was able to establish a local state. Tie-in to the national argument and i think the lesson for democrats next year should some prevail is. You can't just run against the former president because that's the past. You needed link that past monster to the clear and present danger. That your party's base might see on the current landscape so it newsom did is. He linked the past the past in the present. And that's what allowed the the message to start resonating in a way it hadn't when he was simply just running against trump. So let's scroll back if we can a few weeks when everyone thought newsome was in real trouble right not too long ago. Everyone thought there was a real substantial possibility that he was gonna lose this. Why made newsom so vulnerable to begin with. Why did he find himself in this position. Great question and to me. This is more than anything. This is the difference between a referendum in the choice. What mike elisa cough knows because he had been talking about this for decades now. Is that every incumbent wants to reelection campaign not to be a referendum assembly. Upper down vote but a choice between them in an opponent. Joe biden used to like to say. Don't compare me. The almighty compare deal turned so for many months though because of the way. The recall ballot is setup. Victoria gavin newsom was running a referenda upper down on newsome and because the governor had made the very ill considered decision by his own admission to attend a dinner at a very expensive restaurant. If the height of the shutdown last winter two things converged number one. There was newsome who seen by many in his own party is being somewhat of a child of of privilege..

"Some time. And there isn't a lot of time before the election, which is a port of lame duck vote if Democrats when the majority you know, I'm not gonna look at all that the hypotheticals that might occur, But I've laid out what I intend to do. And that would be dependent upon or not should be not dependent upon the timing. I don't know whether the decision will be made before or after the election meeting the final though it will be before after that. Would you be all right if the final was before the election? Well, my statement applies to the current circumstance, which means The timing will be decided by the Judiciary Committee and the majority leader is toe when it gets to the floor. Now I thought a lot about never Trumpers like Mitt Romney and the organizations and the Republicans against Trump and all that. They got their good got to be. In a very They're in a tight spot right now, and they know it. If you if you want to advance conservatism. You're going to oppose a 63 conservative majority in the U. S. Supreme Court because you don't like trump. You couldn't. You can't be intellectually honest and have that position. And oh, by the way. This is what President Trump delivered. Millions of Americans voted for President Trump because of this very issue, the U. S. Supreme Court. So Senator Romney is right. He doesn't like Trump. He has a trump. Romney wanted Trump impeached. Remember, he voted to go forward with that. He's no fan of President Trump. He is a fan of the U. S constitution. He is a fan of the rule of law. He's a fan of conservatism. But this is the difficulty way that never Trumpers, an anti trump. People have twisted themselves into a pretzel. They hate the man's personality so much that they have seemingly opposed conservatism. It looks like that would be a bridge too far for Mitt Romney and Romney ought to be given credit for this. He absolutely ought to be given credit. Lindsey Graham should be given credit because four years ago Democrats were opposing Merrick Garland's nomination. That's what Billy wants to talk about here in the relief factor dot com Studios. Hey, Billy. Thanks for joining us. How are you? I'm doing good, Mike. Thanks for taking my call of your thanks. Uh, but first I want to tell you I'm a Constitutionalist first Republican seconds. I do believe that President Trump should get his pick. But I think if we're going to be honest that abide by our principles, which I think is the Constitution, we need to admit that we were wrong in what was done to President Obama. And all this crap about who holds what branch of the government at the time. It's meaningless. It does not take away the president's authority given to them by the Constitution. Correct. So let me let me let me see what you believe would be advanced and I'm listen. I'm let's stipulate. Let's stipulate that the the the the parties were different. The situation was different in 2016. Let's not even argue about the split. You know the checks and balances and the parties. You know, the Democrats had the White House. The Republicans have the Senate. Let me just let me concede to you that was wrong. What does that do? What is that? It's not going to change the fact that from should get his what's it going to change or or order for us to be intellectually honest? All right, which we won't agree with right to admit that that was wrong. All right. So what does that do? No. I mean, what? What pragmatically? What is that going to do when you see that The Washington Post essentially agreeing with you? The Democrats are largely powerless to stop this from happening now and with And with Romney onboard, the Democrats appear not to have the votes. What would acknowledge what would what would be Shane? Hey, we were wrong to oppose Obama in 2016. What will what will that accomplish precisely? Well, I think I think I think it kind of takes away something that the media can use by calling us hypocritical. If we just admit that we were targets critical and we were Okay. Okay. Fine. So what? It doesn't do anything? I mean, all it does. I mean, I'm not sure. I mean, that's fine. Most people aren't willing to say I'm a hypocrite. So, yeah, I don't think you'd say I don't know that I'd say it, but I don't know that a politician is going to say it. But if you want to say that the arguments that the Republicans used Are precisely the arguments that the debt in 2016 are exactly the arguments that the Democrats are using. Now shall be it, babe, because let me ask you directly. Do you believe the Democrats? You're being hypocritical now. No, I think they they were right back then to demand that that Obama be allowed. So show now they're Durand ing that don't trumpet so they are so they are being hypocritical now, too. Right. But what I think it's like that What? What It needs to take him down to his faras decide what needs to be done. That's right. Exactly. And you know, the Constitution is on our side this year. That's the that's the bottom line again. If you want fairness. Just be fair if you want Republicans, Tio stipulate that that it was wrong to oppose Obama in 2016 Make sure the Democrats acknowledge they're wrong to oppose it now. That's okay. That's okay. Fine. I mean, all we're doing here is trying to advance like like a debate school argument, and it's not weird that we don't have. There's no debate here. There's not any real time for a debate. We got Riel important matters to contend with in this country. And this is one of them. It's all on the line 15 minutes before they are. Thanks, Billy. Good to talk to you. 806 55 Mike. Here's Gary. Gary. What do you think? Hey, Mike, you know, First of all, God bless you for the work you do, Because you know what? This is hard and you know, I watch every day you do a magnificent job. Navigating very kind. That's very kind of you to say that. Thanks. You know, Trump played this right. He's doing it the right way. He is following the Constitution on it the Senate in in 2016. Well, there was a precedent there because you're talking about a Republican. Senate putting up right well judge in an election year they had put up you know when the same party which usually when the Democrats controlled the Senate.

And you you're out of moment with Mitt Romney were there are journalists. Now apologizing for mocking him back in twenty twelve when he talked about Russia being threat. Those big red this morning. I'm still waiting for Brock Obama to come out and apologize to him to come on. Because this guy cowered in front of Putin for all the criticism of Trump's relationship with Putin and unwillingness at least publicly to go after him when they're standing shoulder to shoulder at a press conference, and I wouldn't have more respect for Obama. If he said, you know about took the Cup. Yeah. He was right about Russia. Respect would go through the roof to at least just admit, maybe I maybe I was wrong here. Maybe this wasn't a good idea to mock him are now calling for their foreign policy back, right? That whole bit. So. Yeah. Just on that one. Yeah. But Mitt Romney is still taking swipes at Trump over the mullahs report saying he was sick. And by the conduct of Trump and others on the campaign because of a willingness to take information potentially from the Russians Trump puts out a tweet, you know, he's not gonna let this go. "Were gone. I with Francine Knoller report. Gimme the two to three sentence summary of what it is say it takes down Donald Trump's family and his brand all at the same time. And it says that he is a petty shyster. Tom don't hold back there. Francine. Look, it's pretty straightforward. He's going to say that the Trump campaign colluded with Russia in two thousand sixteen colluded conspired colluded conspired inspires illegal tarmac. Correct. There was it's becoming clear no collusion. Yeah. It's becoming now what what Muller has done is very clever. He's been revealing the story through the the speaking of the long term long form written indictments, he's slowly. But surely revealing the story of everything he's done. So it's going to be that. There was a conspiracy with Russia to affect the outcome of the two thousand sixteen election, trumpet, associates obstructed Justice by lying FBI in congress, and they will make referrals to other parts of the department of Justice outside the office of special counsel for things like campaign finance violations. Income tax evasion failure registers afford agent so forth. If it does that that's impeachment language. That's my my real point in asking. This question is will the nature of the language in effect deliver a challenge to congress to impeach now. As opposed to simply saying, there was all this stuff going on without sort of leading you sort of leading you the trough without making you drink it, Chuck they'll be felony allegations. And. Explicit felon felonious allegations, and which will lead to a discussion of impeachment which will not happen because the Senate and is where it is right now. There may be a Bill presented in the in the house, but it will not move in the Senate. I think my response, by the way, Tom would be I be surprised to see it quite so explicit in the conclusions. I mean, the nature of the allegations and all that. Yeah. But if they went with that explicit on the conclusions. I'd be a be a little bit surprised, but not totally scouted certainly within the realm of what he could say, okay. Does any Republicans elected Republican stand up to Donald Trump in two thousand nine hundred? And if so how far will they go? Well, you're getting ahead of me now because I don't think you'll be president in twenty. I think I think the vice president will become president by January of next year. Yeah. Republicans have already backing away from Trump Romney Romney's, the only one that come. I'm talking about not in private. I'm talking about in public because in private they are. I mean, what goes on in the cloakrooms is this guy's crazy. I think Mitt Romney ran just to do this. I think the answer is. No, I think they're on a on a superficial level. They'll say the right things, you know, this is an outrage. Trump should not say that or do that. But effectively voting against him or voting, you know, or or doing oversight. I don't see that. I am I'm asking even about you know. At the level of the McCain or a flake. I see Romney out there. I find it hard to see who's next who's the next one to step up. Well, and that's that's why it will be. They will reach that conclusion in January when he will be appear to be unelectable, undetectable. That's when they move. They do not love him. They fear him. Well, but that's when the Pence will leave if he doesn't become president principle pants will resign the vice presidency. If he doesn't why wouldn't that be interesting Nancy Pelosi be next in line for a while? For for a day or two chill. They pick Nikki Haley as the vice presidential candidate. Tom Ryan does a Republican electoral opponent to Donald Trump emerging twenty nine thousand nineteen. Yes, I think he gets primary in here. My I hope I'm going to give you a no particular order Jeff flake, Nikki Haley, governor John casick and Senator Mitt Romney or my first round those are less, folks. I think he will get primary. I will are you can stake that you can pin it. It's one hundred percent. He will get primary mild twenty twenty. I would leave Mitt Romney off that list. But I would put all the other people on it, especially Nikki Haley would be my top person a stab for her and they stab because she was pretty loyal trooper. I mean, she she navigated brilliant. She walked out. She's the only person that administration. Unscarred how women are like that women do that. I will say that. I also put her down as my Republican rising star. But here's why she escape. The gravitational pull of Trump's tendency to destroy departing members of his team. In fact, she famous famously stood up to Trump when she clearly said quote with all due respect. I don't get confused and that was recalled. That was brilliant that she was she was talking about the US stance on Russian sanctions and Sarah Huckabee Sanders came out and said, well, she she. That was an artful response. Well as I said opponent. Yeah. I don't think there'll be a Republican primary 'cause it will be penson. Haley will be the nominee for the on the twenty ticket for Republicans think that they will just force Trump off and absolutely McConnell. Go down. I mean how. Stanway went down with Nixon McConnell, and those guys and pants Pence is going to threaten to resign. Oh, you simply never gonna. You're never going to hear this. The Knicks sit down sit down in the White House. And they say, you know, this is going to have a military's left. You the Christian right will have collapsed on him by this point in time. Because you think that's already happening, and they will they will walk on him. They will they will. They will. They will join with pants insane. Leave the ticket run against him or just leave. The I think he'll resign in exchange for immunity from some of the things that he can HR AB part of the deal we've seen that before. I mean, that's not her. You know, what there's never going to be I kind of a consensus to prosecute because there's still gonna be third of this country that would be livid over that. And you just. Disagree. When you get to the issue of tax evasion. You know, it's like the mob. You can't really get him on all the people they murder, but if they don't pay their taxes, the middle class who pays all the taxes goes crazy. We'll be part of Muller's disclosure if they learned anything from the Clinton impeachment doing an impeachment backfires are those who do the that's right. And that's why. Because it revs up the other side. That's right. And that's why I think it won't happen. Yeah. I I'm I'm thinking Trump finishes out his term. We're going to get there. We're going to get. I wanna I wanna move on. I two Republican rising star. Do you have one? I'd go with Nikki Haley on that front. I think we already talked about that on the national level. I looked at there's some governors out there that we probably will hear from not being from Washington is going to be a star Charlie Baker responding reelection by like, forty points in Massachusetts. Yeah. I mean there there's their stories to be told out there. But the landscape is so unstable right now that it's really hard to see other than the power structure itself. The existing power structure turning in on itself and resetting the table. That's my take on this. It is so completely obscured by Donald Trump having sucked all the air. I'm thinking Nikki Haley because she has the name recognition. So would be the easiest for her to become viable. I don't know who Charlie Baker is. He he ran as a moderate in in Massachusetts. Which is how you get elected as a Republican. Message by the way, the other very moderate very popular capable governor of Massachusetts was named Mitt Romney. Yeah. That's how you win as a Republican in Massachusetts. And he he governed. This is kind of like the mic. Sally he governed as a completely different entity from the one that ran for president that severely conservative forty-seven Affordable Care Act. We have today is Romney care. And he tried to back off of that in the name. But it is. I mean, they had the same fathers the conceptually. That's that's what we have only a limited number of health policy experts in the United States, and then he hired him fired him. And then Obama I wanna go to one thing about Nikki Haley because she did she did escape the the gravitational pull of Trump without being scathed. And she is very bright. She's very capable. "Frank Lenzi is at the editor's desk. Nedal Greg Herschel factor. The federal government shutdown continues this morning and no one budged at President Trump's closed-door meeting with congressional leaders yesterday. Here's democratic Senator Chuck Schumer. I asked him directly. I said Mr President give me one good reason why you should continue your shutdown of these of the eight cabinet departments. While we are debating our differences on homeland security. He could not give a good answer. How the president continues to demand five billion dollars to build a wall along the border with Mexico. This isn't just a border. This is national security. This is health and wellness. This is everything ABC news. Correspondent Karen Travers joins us again this morning from the White House. Good morning. Karen? Good morning. Sounds like both sides are disheartening their positions. Yeah. I mean, the Democrats certainly have been budged from the one point three billion dollar offer for border security, the White House over the holidays seem to budge a bed with an offer from the vice president presented to the Democrats have two point five billion dollars that would be mixture border security ends of money for the wall the president wants. But yesterday, the president through a bucket of cold water on it when he was asked about that. He said, no, not two point five. We're asking for five point six that was with vice president Pence in the room who had just moments before that had said that they had put an offer on the table. So, you know. This is one thing about negotiating with the White House that you hear from a lot of Democrats on the hill that unless you're negotiating directly with the president. You almost can't take anything with any grains of salt, even if it's coming from the vice president or the chief of staff or the budget director because ultimately it's the president. And he changes his mind a lot and even on this one what they thought was a perhaps starting compromise offer the president said, no way. Before that meeting with congressional leaders, the president had a cabinet meeting that went on and on and covered a lot of topics. What were the highlights I think some of the big things, of course, reporter security that was the focus for the president. He was getting a briefing from Kirsten Nielsen who is in California, and she was giving a briefing on the latest border numbers in the security situation. So that was the idea of having this meeting was give everybody that update. But the president, you know, kind of speculating about this yesterday he's made this point several times on Twitter and yesterday in that meeting that he's been all alone at the White House. He's been all alone in Washington. Everybody left town for the holiday except him. And he seemed a bit antsy, and perhaps he had a captive audience and decided to just go with it. And he talked for over an hour and a half the other headline I think was the claim by the president that he essentially fired James Mattis, which is contrary to all of the reporting and Madison's own resignation letter. President said he wasn't happy with the job. Mattis was doing in Afghanistan wasn't doing enough for him. Mattis, of course, in that resignation letter said that the president deserves somebody who was better aligned with his views on allies, and foes and how to approach that. What's the latest status report on the impacts of this government shutdown and places that it is spreading now? Well, we're certainly seeing it more immediately in DC yesterday with the Smithsonian museums research centers in parts of the mall closing their physical images yesterday. You're seeing of trash piling up here in DC at national parks across the country. We don't know the full impact of this really until it's over once the analysis can be done, but a couple of dates that we've put together to keep an eye on January eleventh, the pay for the coast guard they had done that extension that would run out because they're not being counted. As part of the DOD budget when it comes to this January twenty ninth is the beginning of tax season. And there's concern about possible delays at the IRS. So those, you know, got a couple of weeks to go until that. But at this point, there's no end in sight for this stalemate. We will listen for your updates. Karen, thanks so much ABC's.
