She's continuing to make the same mistakes that they made very early in the epidemic man. It looks like the county's recent restrictions, including the shutdown of outdoor dining was the final straw. The New York City Board of Elections will miss tomorrow's deadline to submit certified election results to the state. As W. Marcie's Brigid Bergin reports. State lawmakers want that to change. Facing a record breaking 700,000 absentee ballots. The city Board of Elections has been working since November, 10th to count all the votes. But Deputy Senate Majority Leader Mike Generis says the county needs to start sooner. He's proposing a bill that would allow boards to process absentee ballot envelopes as they arrive. Begin counting it's six PM on election day, three hours before polls close. That should at least get us past this idea that don't take weeks on end to tabulate the absentee ballots and will get US results more. In real time. The city board plans to certify results Tuesday and submit them ahead of the State board meeting Thursday. From NPR news. This is all things considered. I'm Ari Shapiro. The first doses of an approved covert 19 vaccine could be administered. Within weeks. Healthcare workers will be first in line the rest of us may have to wait some months and your Children even longer. For more on what needs to happen before a vaccine can be approved for kids. We're joined by Dr Sally Perm are she is a professor of pediatrics at Duke, where she has worked on vaccine development. Hi there. Hi, Ari. So far, there's been really promising news out of the vaccine trials. But almost all the participants in these trials are adults. So is there any reason to believe the vaccine would have a different effect on Children? Yes, it is something that we say often in the field of pediatrics is Children are not just small adults. The immune system of Children is very different than adults, and there are certain vaccines. That worked better in Children than adults, And they're certain vaccines that work less well in Children compared to adults, so they do have to be specifically studied in the pediatric population. Would you expect that a covert vaccine for kids could be just a smaller dose of the same vaccine that adults get or or a different formula altogether? That actually needs some investigation to determine what is the right dose and what is going to be also safe in Children and to not see any of the potential reactions like arm pain, or or fevers or things like that. The dose does matter. And so again, they have to be tested specifically in the pediatric population before being rolled out. Are we going to see the same kind of large scale vaccine trials for kids that we've seen for adults, like tens of thousands of Children enrolled in these trials? Yes to the good news is that the vaccines have been so effective in adults that what we may be able to do in a pediatric population is just look for whether the Children respond similarly or even better than adults. And using some of the information that we gather from the adult trials, like what level of immune response is needed to protect against the infection. There may be able to be trial designs that are much smaller and for the pediatric population to just establish that the vaccines can be just as effective at it, eliciting a protective immune response and Children compared to adults. I hate to ask you to guess, but Could you forecast when there might be a safe, effective vaccine widely available for Children? It will be hard to know exactly home long. It will take I think I'm very hopeful and that I've we've seen such rapid progress in the adult population, but I would do want to encourage our vaccine manufacturers and the funders of these vaccine trials. To quickly move to the pediatric populations. I really think there's no reason to delay but it will be several additional months and likely late into 2021 before we have enough data on pediatric patients. To have an approval for that age group. I mean, I guess to get specific. I think a lot of parents understand that the spring semester is going to be a wash, and there won't be a vaccine in time but fall semester of next year. Should they hold out hope I think that would be a great target to be able to have some pediatric trial data. Before the opening of the school doors. Next fall came here. You're not making any promises. You're like a worthy goal. And I and I very much hope that that we can stay on track because again, I think that you know we have done such a disservice to our Children. By closing schools without closing. Other sectors of our businesses that we know are problematic for transmission like indoor restaurants and bars. And so really, Children are suffering not as much from the disease itself compared to adults, but really in the way that we've addressed this pandemic. And that should be motivation to get these trials underway as soon as possible. Get these innovations and these really remarkable products that are being developed to the pediatric population and serve. Our Children put our Children first, because they are who we're going to have a lie on to fight the next pandemics. That's Dr Sally Per Amar, a professor of pediatrics, microbiology and immunology at the Duke University School of Medicine. Thanks a lot. Be sunny and clear today highs in the sixties to the mid seventies, right now in Santa Monica. It's 51 degrees 59 in Irvine, 49 in Montecito at 607. Yeah. It's morning edition from NPR News. I'm Steve Inskeep, and I'm David Greene. Joe Biden is wasting no time getting ready for the White House. The president elect is preparing to announce more key staff positions after the holiday weekend. His transition aides now have clearance to work with members of the outgoing administration. Donald Trump, the departing president, still claims he won the election. But during this week, his actions and even some of his words Have been more in line with the reality that he lost. And we have NPR political correspondent Asthma college with us this morning. Hi, Asma. Hi there. Okay. So Biden has already unveiled its foreign policy. National security teams. What is he turning to this week? Well. The big news of this week was that the General Services Administration told Joe Biden's team that that it could officially begin the transition process. So what this means is that he will likely begin to have his first in person National Security briefings next week. Hey, will likely begin receiving the president's daily brief on Monday. And, you know, typically, the incoming president would receive classified intelligence briefings. Just so that they have a sense of you know what they're stepping into into the White House. But by didn't had not been receiving these classified briefings because of the delays in the transition process, you know, in terms of other key appointments we already know thanks to my colleague, Frank or Dona is is reporting that Biden is planning to nominate Janet Yellen as his Treasury secretary. She, of course, has plenty of experience navigating tough economic environment. We'll get a fuller picture of the other people on Biden's economic team, and I'm really interested to see this in part, David because it's coming at a critical moment when millions of people are set to lose unemployment benefits at the end of the year, and there's this ongoing debate about additional covert relief. Yeah, a lot of important debate over that issue, obviously important so many Americans. So the president elect didn't make any public appearances over Thanksgiving itself, right? But he in the future First lady did put out an op ed. I mean, what message are they trying to convey now? They're really trying to focus on collective sacrifices that people are making and the importance of acknowledging that this is all happening against such a deadly pandemic. You know, they wrote in this op ed, and they also called Frontline workers, fire fighters and nurses yesterday to thank them to emphasize this idea of gratitude and recognition for people having this pared down Thanksgiving. It was a message akin to the one that he delivered on Wednesday afternoon. He gave this Thanksgiving address to the nation and I will say it felt like a rather jarring contrast what we've seen and heard from the president lately, you know where the president I think has sounded somewhat divisive and frankly kind of petty. At times. Biden is trying to sound presidential delivering this message of reconciliation, unity and resolve. In the face of a pandemic, with record numbers of cases and increasing numbers of death. 160,000 Americans in county It's divided US. Anger this Set us against one No, the country's growing weary of the fight. We need to remember. We're war with the virus. Not with one another, not with each other. You know, David, he talks about how hard it is for families to forego traditional Thanksgiving celebrations, but that it's what's needed in this moment. Well, then, we also did hear from President Trump talking reporters for the first time since the election sounds like what not a concession but may be getting closer to accepting reality. That's right. You know, for the first time President Trump explicitly did say that he will leave the White House if the electoral college votes for Joe Biden. Certainly will. Certainly I will. And you know that. But I think that there will be a lot of things happening between now in the 20th of January. A lot of things. And you know, he didn't say what those lot of things were. But I will say that he continues to push these baseless allegations of voter fraud. There really is no root for him to overturn the election results. So at this point, you know, it feels largely like rhetoric at nothing that's going to actually be able to change the outcome. All right. NPR's Asma Khalid. Asma, Thank you so much. You're welcome. 70 years ago Today came the start of a major battle in the Korean War. It was the battle of the chosen Reservoir. It was a turning point for the war. "A bipartisan fashion how they validate signatures on the bell in ballot? That is missing that is missing all over the country, and we have time to fix that. All I'm asking is that we have a system. Will. Republicans and Democrats look at the signature together? And if Fisher dispute having appeals process but in the hands of an outside party? When you were running in your just your recent race, and you had a big victory in South Carolina, one of the big issues. I mean, they throw over $100 million against you and the likes of Barbra Streisand. Rosie O Donnell. That's nothing compared to what's now about the send on the great state of Georgia in terms of outside millions and tens of millions, probably hundreds of millions of between now and the time people vote January, 5th. The downside is, it seems the Democrats are organized to already apply for their mail in ballots. The governor refuses to correct the problem. He's pretty stubborn guy we've tried to, you know, get answers from him, and he's in hiding. And the secretary of state obviously has no desire to do it. Based on what his statements are. So now you're stuck with a faulty system Poles that are dead even and, uh, you know the consequences potentially for the country, You know, when all said and done could be enormous. Well, it's beyond enormous. This life changing. It changes the state for the America we go well, we go the popular vote to pick the president, which means a small states like South Carolina. Even Georgia, don't matter. You're in California picked the judges. The Supreme Court will go nine to probably 13 to make it little D. C becomes a state. That's what happens if you lose both seats in Georgia. We need to win both seats. We've got an election come out January 5th all I'm suggesting Is that we have a system that's bipartisan in nature that when a ballot comes through the mail, the signature is verified by both parties. Not just a single person was sole discretion to say yes or no, that to me is not unreasonable. We would not allow somebody to show up the On the day of the vote and say I am Bob Smith. But I have no identification. Go ahead vote. So what I'm trying to do is we still have time to fix this problem. I hope we have the will to fix it. As to the money. David and Kelly are gonna be out. Raised. Probably 10 to 1. I was outraged 4 to 1. I've got an account set up. Linda Grahame. Doc calm. If you go to my website, it will send you to the two Georgia senators, so you can give to them through when Read. Our backs are against the wall. We should win these elections. Suppose retired. We can't sit and waste valuable time We got a chance to make the system and Georgia better. Make it bipartisan, and if we don't do it, we'll have nobody to blame but ourselves. Well, I mean, he's really describing a dangerous scenario here and then not only that you're also going up against the holiday season, and I mean, you know, and this has been a tough year. Tough election. People get tired. They want to be with their families hold a lot of restrictions regarding that to which we've been talking about today. Um, I really just wonder, you know was I just stand back and look at this. You know, do you? I I just don't know if I have confidence in the people that are the so called leaders of the Republican Party down there. They know what the hell they're even doing. I'm not gonna beat on people. I know what I talked to the secretary of state about and it wasn't for him to go out balance that was Beyond bizarre and ridiculous. I know the guys under siege, but that is what he said. He says I implied. Well, okay, I am plied. I got the sense of I mean, that's very different than saying it. Well, All I can say is I was talking about a system and how it worked and to make sure that we have confidence in it is just not Georgia's all over the place The machines and about it that reads signatures was turned down so low, according to the Trump campaign that every ballot went through how you set the system up determines the quality of the Outcome. So how about this idea when it comes to verifying signatures have something that's reliable that people will buy into make it bipartisan, so they can't be any doubt that one party got to pick signatures over the other. Don't leave it into the hands of a single individual is too important. You wouldn't allow in person voting to be done that way. So I'm not here to tell people in Georgia what to do. But I am here to say that what happens in Georgia affect my life that affect your life. And let's don't wake up January 26 and having lost these two seats because We didn't take seriously the ability to make sure people voted fairly bell in voting. Without signature verification is going to be the end of the Republican Party. You said this from day one online. You said if I mean all of this this year that last minute changes like you said, we'll never win again. Stacey Abrams is trying to cook the election her way. She is at a game plan. Yeah, you heard they were in Patrick's news. Austin. I SD shutting down Austin High School at least through Wednesday. That's due to recent increase in the number of confirmed cases of covert 19 on campus. Not sure what closing for three days is gonna help. I mean, I mean, yeah. I mean, this will mean a while The students will be going to, you know 100% online classes. That's right. Yeah, the AI STDs employees Union education, Austin President Kinsey's office. Here's what he tells CBS. If the goal is safety, then yes, we wanted if you could do it virtually stay home. Would do. It is virtually a song as we can. Until we're out of this. We have a back seat and we're in better days and people are safe. There you go. Now. Austin. I has confirmed 13 cases of covered 19 on campus. And they say, four of which were recent. You know, I had. It doesn't seem like enough to me to justify closing, and it really doesn't if it was more rampant than that. I could see that but actually seems like a pretty small number. It seems kind of like a nature panic reaction. Really. I mean, they're not close. Let's be clear. Maybe those things the wrong word. They're just moving toe online. The kids getting an education teachers doing their job, shutting it down. But certainly shutting down in person for a few days. And I haven't feeling they'll probably go to Ah, weak, But you're right. I'm not sure what that accomplishes. Why don't you just deal with it on an individual basis? If someone is sick, keep him at home. The problem is exposure. If they're on campus, you don't know who else has been exposed on campus. This is not a big deal. Online education has been working very well, A lot of people, so it's not a big deal. This is not the end of the world. It's only through Wednesday and enough to get the quality education either in the building or at home. What's the problem? Well, because I think the better experience is going to be in person, and that's not just for education. I think for a lot of God, I agree with that like this. This is another thing that kind of keeps people a little bit freaked out, and I think it's one thing. That's another thing kind of gets things out of perspective a little bit because I think it's it's bit too extreme of reaction. You think it's an extreme, I would think if we're only talking about a small handful of people here, keep them. Keep them away. Keep them quiet. Make sure those folks go home and quarantine. I'm not sure I understand it. Yeah, the extreme moved here. Six awaits and listen. There's a group of residents that have formed a campaign called Rethink.
