There's only so much the Fed can do

"The last time we heard from the Federal Reserve about interest rates between official meetings was October of two thousand eight the collapse of Lehman Brothers was still fresh the hazards of the financial crisis. Perhaps just then really becoming clear and let me be clear here for a second. This is not that markets are functioning. There is no credit crisis. There is plenty of liquidity. But there's also plenty of uncertainty about what the NAVA Corona virus might mean for the global economy. And so this morning for the first time in eleven something years the Federal Reserve cut rates between meetings because said chair Jay Powell. They saw a risk to the global economy and chose to act but PAL added. We do recognize that a rate cut will not reduce the rate of infection. It won't fix a broken supply chain. We get that. We don't think we have all the answers K. But we do believe that our action will provide a meaningful boost to the economy by more specifically it will support accommodative financial conditions and avoid a tightening of financial conditions. Financial conditions are things like stock indexes and bond yields of the value of the dollar. All of which Powell in the federal hoping and it will help boost household and business confidence with the caveat that it's early yet not a whole lot of market confidence was boosted today. Details at the usual spots in this program. But there is a slice of this morning's events that are worth couple of minutes here because before the Fed made its announcement. The Group of Seven finance ministers and central bankers came out with honestly a pretty bland statement. We're keeping an eye on things in essence is what they said so with that background. How then did the Fed go about making the decision to cut? And how audit be red that we call Daniel Torello. He was on the FEDS Board of Governors for eight years. Got There just after that. Powell's statement on Friday so I would expect that. This was a relatively brief meeting wedged between that g seven call and the announcement by the Fed in the late morning the mood was probably a fairly somber one and I again. I suspect without knowing that they didn't do anything close to a full go. Round with lots of analysis by all the members and remember the Reserve Bank presidents would would almost all if not all have been participating by video. Conference right Okay so so. The personal subjective question. Were you surprised when you when you read about this? I was a little surprised. A ASSUME THAT. In retrospect that what happened was when they set the G. Seven call. They figured that they were gonNA move. Regardless of what the g seven did. I was more surprised by the outcome of the g seven. Call which was about as little as you could have had such call the well the the markets sorry. Turner up the Marxist. This morning did not care for that. G seven call at all right because the G. seven basically said Yeah. We're watching right. Exactly and and expectations are obviously raised. And so I assume that the Fed intended to do what it did regardless of how that call came out But it probably did take at least a little. Bit of what positives they were looking for a way from the from their own move. Yeah so speaking of the positives they were looking for. They did not get any At at you know so far anyway Out of the market today Reading the tea leaves for me that would Ya. I mean clearly. It looks like people are worried that the Fed knows more than the rest of us. Know there does seem to be a little bit of. I'm just reading the market reaction the way you are but there does seem to be a little bit of that reaction mean to me the questions since in the last couple of weeks since people have been actively talking about this have been a couple one. How much and how does a rate cut at this moment? Actually help given the supply chain issues that the chair referred to and secondly to the degree. That one's munition is limited. Is it wiser to keep most of it to deal with the actual fallout when viruses receded? And you're fighting recession or is it better to kind of preemptively act now in an effort both to signal the markets and also perhaps trying to lay some foam on the runway last thing. And then I'll let you go to words fiscal policy. There is a whole nother apparatus of government that can affect the economy. It's Congress and the White House and taxing and spending. How concerned are you that we haven't seen anything from them yet? Well I mean this is kind of the story of twenty twenty in America right that that the political branches seemed to have more difficulty responding. And I I noticed the Secretary. "There was a report out this week from USC Annenberg its annual research into inequality in the top one hundred grossing films of the prior year. Literally, the first line in the thing is the needle is not moving onscreen for females in film. Women are still under-represented on camera and they are underrepresented behind it as well of the one hundred nine people who directed a top movie in two thousand seventeen. Just eight of them were women and even more rare than a female director in Hollywood is a female director doing an action. Comedy movie much less such a film with female leads. Redder director, Susanna Fogel is doing it though her movie out tomorrow starring Mila Kunis and Kate McKinnon is called the spy who dumped me. Thanks for coming in. Thanks for having me. Tell me why you wanted to make this movie now shameless opportunism and ain't that the way. I mean. You know, the reason is really that I have always wanted to tell stories about friendships and it used to be that there was a place for for friendship stories in in the cinema. And now it feels like there's a a real binary between awards, drama type fair that you buy ticket to and ten pulse. And then I think I started to shift my own paradigm about was there like Jonah hybrid that I could explore that would make my my very small character stories cinematic. And so that's kind of what prompted this whole experience this. Your your options are older men and and those older men probably rightly so have a certain amount of trepidation about entering into a mentorship relationship with the woman. I have felt that there's a lot of receptiveness to female stories now. I think some of it is a little bit. A lot of it is economically driven and driven by just kind of studios wanting to check that box because now they know they have a woman problem that they need to solve. Yeah. Yeah. I, it's hard to suss out what is real excitement to tell underrepresented stories and and what is kind of just kind of people realizing that they need to kind of catch up to the times. But I think it's your one conversation away with a away from knowing whether it's offense or not. You can just talk to people in know whether they're saying, oh yeah, it's just like a guy's movie, but we'll just put a a famous woman in it, and it will be we'll solve our problem, and which is actually like, let's revisit these narratives because we're sick of the same stories over and over will an and that's just to the spy who don't me right? That's it's, it's named after bond movie in it being build and and being written about as a born type thing, but with women. But it's not because the dynamic that you see on screen is just by definition different between two women than it is between mitt. Yeah. We'll have noticed that we spend a lot of time the past two or three months talking to people running businesses that are being hit by the president's steel and aluminum tariffs, specifically businesses that have tried and largely failed to get exemptions from the Commerce Department so that they can import the often specialized steel and aluminum products that they need Representative. Jackie walorski is from a congressional district in north central Indiana full of manufacturers like that. And she's trying to make some sense of the tariffs in what they are doing to her district. Welcome to the program. Thank you so much. Thanks for the invite. Tell me, would you why these still in luminance tariffs are such a big deal in the in the Indiana second would widget. You know, our our district is largest manufacturing district in the country, not just the state of Indiana, but in the nation. And so we lead on a lot of these issues and we make lots of things. My Arakan me and my district is booming, literally booming, nine thousand jobs available on any given day, lots of momentum. Lots of this. Linkup and people very happy. And then you know the third leg of the stool that started to emerge was this issue of of tariffs and the end users manufacturing things like RV's boats trailers, those kinds of things at the end of the line, that's what we do. And so these steel aluminum, tariffs have driven up the cost made it so hard for folks to do business without rising costs of raw steel and aluminum to provide into build the things we build in this district. Talk to me for a second about the analysis. Your staff has done on some of the exemption requests. You know, we've done some and we've talked to a bunch of companies around the country who are having a tough time. Your staff went out and actually did the analysis of exemption requests in the Indiana. Second. What'd you find? Here's what we found, you know, after rolling back regulations and and doing tax reform, it was frustrating for me. And for the CEO's job creators in this district, they would call the Commerce Department and they would find out almost like the bad bad day. As of the IRS I found out that the left hand didn't know what the Ryan was doing. They couldn't get a straight answer. And so you know, we, we start hearing from folks in our district. We start hearing from folks around the country and people all start having the same story and have meant that you know, we had steel companies filing objections to the exclusion apps on average about four days before the thirty day comment period ended, which a whole lot of time to get yourself together right now, commerce sakes on average of nine days to even post the objection publicly. So this means manufacturers essentially having a recourse the challenges surgeons made by the steel companies. And then in commerce, of course, has been completely unhelpful. Commerce told some of the manufacturers. The only way to rebut is to refile start the whole process over which is completely insane. So what we tried to do was come up with ten commonsense administrative changes did not require congress. They were just little fixes just to streamline this process and get the rigs off the back of of manufacturers who in fact, we're getting caught in the system here. So two things about this number one. Most Of of. the objections are filed by US steel and new corn. We've called them and they have declined to comment to us. But but number two ma'am, you could probably get we'll barrage secretary commerce on the phone. Have you tried? And if he answered your phone call, what did he say? We've had many conversations and they've been eyeball to eyeball, narrowly need to telephone and very valuable to him. And I just I just had talked to him in this morning and he was thanking us for, you know, holding up our into the deal on some of these issues, but there's a long road to hoe here a couple of weeks ago, secretary Ross announced to several congressional members that the US treasury has a billion dollars more today than it did prior to these tariffs and you know, and I have jetted nice..

"In Los Angeles. I'm KAI Rozelle Thursday today. The second of August, good as always to have you long everybody. We begin today with a story that will ultimately leave you feeling unsatisfied unresolved, uncertain if you will about where things are going to, which my guess is that car and truck makers in this economy will say, yeah, welcome to the club this morning, the Trump administration. As you've heard, announced its plans to freeze automobile fuel economy and emission standards at twenty twenty levels. In theory, it's a rule change meant to help the car industry, right? They have to worry not quite as much about environmental regulations. Another way to look at it though, is trying to do business when the goal posts keep moving. Marketplace's Scott Tong gets is going from Washington. What automakers fear is the US market could fall down and break into to see this morning. The Trump administration proposed looser standards nationwide, but California and twelve other states have stricter standards. They wanna. Keep and they'll sue. So if they win, it would create a essentially a marketing and distribution headache for the company's John Chico is with the university of Michigan. Energy institute says carmakers would have to steer more efficient vehicles to about one third of the country and less efficient vehicles to the rest and further up the industry chain say, you're a supplier with a great fuel-efficient part, and you plan to sell lots of them nationwide. Not anymore says industry consultant, Alan Baum. You want to reduce the variability among the regions in order to spread your cost across the most volume. The development cost and timing is very significant, and you want to be able to earn that back. Now. The industry did get some certainty at wanted relief from pollution. Targets that many automakers deemed too demanding now they can make more of what drivers want says, Rebecca, Lynn land of Kelley blue book challenge. The manufacturers are facing is that consumers are not. Buying smaller, more fuel efficient cars still. She says, the big uncertainty coming out of DC is terrorist facing automakers. They're already taxes on imported steel and certain parts from China. And if the trade war heats up possible retaliation against US vehicles, exported overseas in Washington, I'm Scott Tong for marketplace. All right. So speaking of that trade war, we are going to do a trade story right now, but really it's more of a currency story. As we told you last night, the Trump administration's working on another round of tariffs on two hundred billion dollars worth of Chinese imports, possibly bumping import duties on everything from tobacco to dog. Food supply would up from ten to twenty five percent so far, so good. Yeah, trade story. The currency bit comes in when I tell you that Beijing has led the Chinese UN fall to a fourteen month low against the American dollar marketplace's Amy Scott explains why that matters. China's Yuan has fallen about six percent against the dollar since the end of may that makes Chinese exports. Cheaper and would soften the blow of the Trump administration's proposed, ten percent tariffs, Phil Levy teaches international business strategy at northwestern. If you're looking at how Chinese prices translated into what they would be on WalMart shelves, the medifast might be fairly minimal. Twenty-five percent would have a lot more bite, but his China devaluing its currency on purpose menu on Jiao who teaches global strategy at the Wharton school thinks no China may be tempted to lower exchange rate in wanted to sell more in overseas market, but I think the policymakers a will aware of the risk. One risk is reducing the buying power of China's more than one billion citizens at a time when the Chinese economy depends more on domestic consumption.
