"Com. This is WTO news, 6 23, a 16 year old is under arrest accused of opening fire at the benning road metro station in northeast D.C.. The shooting Thursday left two teens and a woman hurt, one of the teens was critically hurt, but all three are expected to recover. Metro transit police say that say at the time of the arrest yesterday, the 16 year old suspect was wearing an ankle monitor. He's being charged with attempted second degree murder and carrying a pistol without a license. Meanwhile, we're getting new information on another metro shooting. Transit police have released dramatic video from two angles showing what happened before and after Wednesday night's shooting at metro center. The footage shows an off duty FBI agent being shoved by a man over a platform wall, both men fell down about 8 feet. Moments later, the agent shot and killed the man 28 year old Troy Bullock below the platform and out of view, police say Bullock was found with a gun. The FBI agent was left with injuries that are not considered life threatening on both videos you can see the people on the crowded platform reacting to the sound of the gunfire and running away. One train operator sensing trouble bypassed the station and metro is hailing that decision, saying she kept people safe. Fire crews arrived after hearing a report of a person trapped inside the burning townhome, a person was rescued using an aerial ladder. The person was transported to a burn center via helicopter and what is said to be a serious injury. The fire was put out, the structure sustained moderate damage, the Red Cross is now assisting the four people who were also living at that home to find housing for them. The cause of the fire is under investigation. There are still questions about how the Frederick county public school system will carry out its settlement reached with the Justice Department about a year ago. It was last December that the Department of Justice reached a settlement with that Maryland school district. After finding it unnecessarily and repeatedly restrained students as young as 5 in violation of the Americans with disabilities act under the deal Frederick county was to end at the use of seclusion, overhaul its restraint practices and train staff on the use of appropriate behavioral interventions for students with disabilities. But the Frederick news post reports officials are still trying to determine just how much time and money they have to spend to make up for the infractions. More tax cuts could be coming to Virginia, but governor Glenn youngkin says it's important he says to be cautious right now. It's a change in tone for governor youngkin who at one point floated the idea of eliminating the state income tax. It's a different time now, while youngkin says he does plan to seek tax cuts in his budget proposal for next year, he says he'll be cautious, noting that a possible economic recession could weaken the state's finances. Firefighters were called to the 3600 block of dahlgren place Saturday morning for a report of a woman trapped inside the burning house. The fire marshal's office says the woman was rescued and transported to a local hospital in the fire was quickly extinguished. The Red Cross is providing assistance to the four displaced occupants of the home, the building sustained moderate damage. The Justice Department reached a settlement with a Maryland school district almost a year ago to protect students with disabilities. A report finds the district is way behind on carrying it out. The Frederick county public school settlement with the Department of Justice was over the district's illegal use of seclusion and restraint against students with disabilities. It required three months of weekly hour long therapy sessions to every student it subjected to seclusion and restraint in two recent school years. The Frederick news post reports the districts acting executive director of special education told a recent board meeting that it wasn't clear how much it would have to spend to comply. She said only about 15 students have gotten compensatory services so far out of nearly 400 eligible. According to ABC's exit polls on election night, voters top concern was inflation followed by abortion, so how much of a role did crime play in getting voters to the polls? ABC's Daria all being spoke with ABC News contributor and former FBI agent Brad Garrett. Brad, if you had to go by political ads and go by what voters have said during the polls and whatnot. It's that one party was saying more often than not that they were going to address the problem of crime and voters might not have bought that. If you look at how things turned out on Tuesday, we didn't see that big red wave that a lot of pundits said we would. So what do you think happened? What's interesting about the whole crime issue is that you had a number of Republicans talk about that the Democrats are too quote unquote soft on crime, but I'm the Law & Order person or whatever term they use. And I'll get that crime rate down. And you know, and people who do what I do, we just sort of roll our eyes like, really? What are you going to do with the federal level? You're going to get in the police car and drive around your neighborhood looking for bad people. I mean, they have really no effect or bearing on local crime that happens day in and day out. Now, do federal agents get involved in local cases as a task force? Sure they do. I've worked hundreds of local homicides, but that doesn't really do anything about the crime, the security today tomorrow, the next day. It really goes boils down to the local entities that have to take care of that. Is it fair to say that politicians put this issue on the ballot, especially because they want to appeal to voters emotions more really than they do, voters common sense? Clearly, by telling people that a crime is out of control, which is not, and B, I can do something about it, which you can't. They can race the fear factor. And that's obviously a key component of getting our swaying people is you make them fearful. A lot of Republican folks, in particular, the former president is really good of instilling fear in people if things aren't done or a certain way or certain people aren't in office, basically the world is going to end. So it's kind of bad all the way around. But it seems to be something that seems to work every election cycle, and I don't expect it to go away. So how could these people who we just put into office or who we sent back to Washington for a few more years, what can they do to help solve this problem? Well, I don't think they can do anything to solve the problem as far as local crime and politicians may be at some point can help fund some of that. But other than that, they can't do anything. And so that's really the key component is that we have to do a better job of at least helping the police have the equipment, the money and the manpower through the federal system to better fight crime to keep it sort of in perspective. Yes, anything that happens like say on the subway system that's so critical to people moving around in New York and the transit police transit authority along with NYPD will have to figure out techniques through cameras through placing uniforms officers strategically in different locations, both in cars and out of cars. That's a great example of how you have to approach a specific technique to a particular type of crime. So don't stand in each other's way. Work together, right? There is no doubt. This whole idea of us and them that has been sadly the heartbeat of so many politicians. I mean, the idea is it shouldn't matter at the end of the day whether you're a Democrat or Republican, a liberal or conservative, it's like, okay, well, how do we fix the problem? Metro is not provided the boy's name, but says he was hit in the leg and taken to a hospital, and he is expected to survive. Metro transit police say it appears the shooting occurred during a dispute between miners, police have been searching for a suspect. Service was partially suspended on the green line for the investigation. At last report, trains are running again. It's two 36. Kyle a Thurston can be seen sprawled on the W four metro bus floor near the front door. Several people can be seen shoving her with her hands and feet off the bus. The Monday afternoon assault has now a resulted in two arrests. Metro transit police identified and arrested 27 year old imani Hubbard of southeast D.C. and 35 year old Terry Barnes of North Carolina. They are two of 8 suspects in the attack on Thurston. Metro GM Randy Clark says he personally called Thurston to apologize after it was determined the driver failed to respond correctly to the attack. A notice reminding all metro bus drivers of protocols for onboard disturbances was circulated this week. Another metro concern, it's a common sight for train commuters, people hopping the turns style to avoid the fair, while metro is now putting an increased focus on the issue, the agency's leader says a harsh crackdown is not around the corner. Many road closures and parking restrictions in the district are already in effect. The National Park Service is putting on a full firework celebration just after 9 tonight. So if you're planning to head down to the national mall for the fireworks display, you are in course encouraged to take metro, but you'll probably want to leave home earlier than you were planning. Metro's rail capacity will be lower than a typical July 4th holiday. That means after the fireworks are over, expect longer lines to enter stations near them all. To help handle the crowds and manage the long waits, metros transit police will be positioned across the system. It's all hands on deck. Metro's interim general manager Andy off tells our news partners at NBC four, the July 4th celebration is a huge event for the agency. "I grew up in New York City. I was born in Queens. I was in there into the 70s. We got out in the 70s, moved up the Danbury, Connecticut because the crime, the deterioration was unbelievable and we watched the New York news every night. It was unbelievable. We had mayor beam. We had it was just like a nightmare. And into this nightmare, steps a young guy named Curtis Lee tell the story Curtis. It was a night manager at McDonald's in The Bronx. The Bronx was burning down at the time and in the 70s alone a million people fled from New York City. The biggest exit is a population ever. And rightfully so, gangs arson property values plummeting quality of life dismal. So I decided, hey, you know, something they've removed the transit police from the subways at night because we were on the brink of a fiscal collapse. So they were laying off a lot of civil servants. I said, oh, I'll start patrolling with a group of my closes at that McDonald's. We will call the burger boys. And we started to patrol this one particularly train the number four train, which had been nicknamed by the right as the muggers expressed. I thought I get the congressional Medal of Honor. Why Black Officers Find Breach Of U.S. Capitol Particularly Upsetting
"Law enforcement officers were overpowered by that violent mob in the nation's capital. Last week. Disturbing videos show that police officers were kicked and punched and beaten with flagpoles. One police officer was killed and another later died by suicide off duty. But there were also a few police officers that appeared to sympathize with the mob. MPR's Leila Fadel reports that for current and retired black police officers It was particularly upsetting. Last week sharing Blackman Malloy watched her former colleagues try to stave off Attackers of the capital alone. Black officer heroically facing a largely white mob as they first breach the building. A lot of them felt like they were all all along black when Malloy is a retired U. S Capitol police officer and the vice president of the United States Black Capitol Police Association. Which led a class action lawsuit in 2012 against the Capitol police for alleged discrimination. She's also the lead plaintiff in the historic 2001 class action discrimination lawsuit against the Capitol Police board. Our organization is calling for criminal charges against the sergeant at arms of the House and the Senate, as well as the former U. S. Capitol police chief who resigned after the attack because they loved them unprepared. She spoken to black police officers that were at the Capitol that day. They're traumatized. Some of the crowd called him the n word. Some are injured. They're also scared because they saw a few of their white colleagues show sympathy with the mob. Several Capitol police officers were suspended as the department investigates the attack on Congress, among them the officer who took Selfies with writers and another who popped on a mag, a hat and directed Attackers around the building. Blackman. Malloy says black Capitol police officers told her this about inauguration Day and then now you expect me to go stand beside an officer not knowing whether or not he's one of one of the terrorists, that's what that's what we did. Then Maybe there were some off duty police officers from outside D. C in the crowd. Police departments are investigating, and that's not lost on so many police officers around the country, particularly black police officers who faced discrimination on the force. Carl Shaw sued the police division of the city of Columbus for racial discrimination and settled for $475,000. You have good police also said you have actually saucers, and in my case, if it wouldn't have been for white officers standing up and risking their careers, wouldn't have had a leg to stand on. I just think we need to change the way we police and the hiring practices. Also the settlement, which conceded no wrongdoing included to demand that the retaliation he faced for reporting racism by superior be a fireable offense. Char retires next month. Heather Taylor, recently retired sergeant from the ST Louis Police Department was texting with other black officers as she watched the attack on Congress. She thought about many of our fellow officers who made the assumption that Trump flags meant support for law enforcement, even when the crowds were incited by the president's lies and included hate groups. Meanwhile, black lives matter. Protestors demanding racial justice were treated as hostile. I don't know maybe realize that these people who are extremists who are militia Who are a part of these groups or about civil war. They want civil war They want to do away with the government and law enforcement has hair to him. Taylor most recently headed the Ethical Society of Police, a ST Louis police organization that addresses racial discrimination in the police force and the community. Okay, well, they're gonna shake I'm going to say that these people are going to turn on them that the police are going to see that the same people that you supported over African Americans in black lives matter. You're going to see that it's different that they're going to turn on you. Sure enough, it was worse than what we could ever imagine. In Minneapolis Metro Transit Police chief Eddie Frizzell says he did more planning for the Super Bowl in Minneapolis than what he saw in the capital last week. Now he worries about the expected armed protests around the country. This weekend. I served in Bosnia bright after the war to orange n aside, had taken place and we've seen what tyrannical regime will do to a country in Iraq. And all those experiences are all coming to a head right now. Civilian board could soon review Washington, DC's Metro Transit police force’s actions
"Calls it a big step in responding to severe uses of force against people of color. Now another level of accountability is moving ahead for the agency that polices the metro system. The use of quotas, counting arrest made and warnings for citations issued would be prohibited in the metro transit Police. Apartment under legislation approved by the D C council, also subject to approval by DC's mayor, Congress, Virginia and Maryland. The measure would establish a board to review complaints filed against transit police. The eight member board would be comprised of people with no current affiliation with law enforcement to members would be appointed by the federal government and two each from member jurisdictions.
