Let's get the background on how long this has been a situation. The number of rape kits had been waiting and the frustration of families than give us an update on what's going to occur. This has been an issue for years. I believe it was back in two thousand fourteen we found out in this state that there were just thousands of rape kits sitting on police evidence shelves that had not been tested. I mean, I'm talking decades old it took years to figure out exactly how many we just got that after the G. Ferguson did a full inventory this last October. It was ten thousand untested rape kits. The oldest one was from nineteen eighty two. This is a huge deal. The problem is that we didn't have the staff in the labs are the equipment in the lab is outdated, and it just it's taking two years, plus sometimes to get these rape kits tested. So there's been a concerted effort. There was a task force. A legislative task force created in two thousand fifteen and has been some slow progress. But now this over the last year democratic Representative Pino or wall and others have really been working furiously to figure out how to address this. She went to Ohio last year in. In the interim between sessions and looked at what they had done is. They they cleared a massive backlog of believe it was fourteen thousand rape kits because they had a high tech high throughput lab, which can cut the testing town time down to in some cases about twenty five days. I believe so she lobbied hard to get the funding for that. And a lot of other things including for the first time mandating that all these thousands of kids actually be submitted for testing that is all in this Bill that has worked its way through the legislative session it passed. And we just got the word today that governor Inslee is going to sign this into law on Tuesday. This is a happy day. This is a very good day. And I want to thank everybody who Olympia for getting this done, and I'll wait to criticize how long it took later. But this is awesome. Thank you for waiting to criticize. I appreciate that. What is the Hannah's still on with us? Correct. Yes. I am Hannah. How what's the what's the what assurances do we have that this backlog doesn't happen in the future is they're going to be some sort of capacity to process these things in an efficient way. Once we get past the backlog. There's a flu stuff that goes on in this Bill, but yes is the sort answer to your question for the Vancouver lab state crime lab, I got a chance to go down there. Earlier this year, they've already got this empty space for this. High tech throughput lab that's going to be up and running within the year that will cut the testing time down to forty five days, the legislation that just passed also requires that all of those old kids be tested be completed within two years. It also has a thing about not destroying any of the kids that are currently in existence and a lot of other things and creates oversight to make sure that we don't ever have this kind of a backlog, again, they were very careful and meticulous about the way that they put this legislation together to make sure we're never in this position again. Do they say how many staff they're going to be hiring to run this lab because the computers can all do it themselves. Well, actually, the the the tech does make quite a bit of difference on this. But yeah, it's it's twenty believe twenty new staff at the lab dedicated to this purpose, and this this is a huge deal. And it's not just the rate kids at the top priority on this, but already because our labs the state crime lab is is getting backlogs on some of them. Murder cases on our toxicology labs also have issues. So this is going to really bring us into the future and a great step forward to to help get these kids tested in. It's it's not just about giving the survivors what Bain need, and let them know that what they went through mattered, which is a huge deal, obviously. But also the few kids that we have started testing in many cases, we're seeing these are repeat offenders who in the time that the kit that they've had been sitting on the shelf. These people have gone out and attacked and raped someone else. So it's about public safety. I to hear this everybody here. This parrots kids everybody anyone who is outraged my sexual assault. This is why this is this is so important that this is getting done now. And again, I'm an all withhold criticism. Because if done that about how long it's taken, and let's explain this really clearly of a woman was right. She went through the process of getting a rake Irap exam. There's been a handful of cases where we have identified repeat offenders in Detroit where they also cleared a major backlog. I believe they found something to the three to four hundred repeat offenders and a couple of hundred serial, rapists. Wow. So he took the ashes in he permanently keeps them in the camper camper. So when him and his son, go out camping Grandpa's Grandpa's Grandpa's dead. But he's still camping. He can't with his son his grandson. So I can't at the ash. He can't pop the jiffy Pablo could back in the day, and you can't sit around and have a cold one. And he can't build. Teepee or log cabin fire. Like he used to back in the day or maybe play some dangerous lawn darts. But he's there in spirit because he's hanging out in the erred. He's in the earn in the camper. They all had weapons they all were afraid of the guy in the camper. Next door was gonna come over and slashes tires are still his battery or take his gasoline. So it's one of the reasons why they all have weapons because they're scared of each other and then at heroin. Top of that in heroin creates a real paranoia. At methamphetamine on top of that. Now, you got more paranoid now at edibles and pot alcohol. Everything else that we have going on the city, maybe some PTSD mix that in with some mental illness and now mixing more weapons because people that are living on the streets and living on these camper in these campers, not only do they not feel safe themselves. But they don't feel safe for the person that is next to them. But you just have to remember you have to remember when you're dealing with somebody. That's on the street. It's not your typical homeless person. And these people will take your life. They are not afraid to use a weapon, and let me be serious here. And I know it's real emotional for people when it comes to earns and ashes and all that stuff, but it is not worth your life and your grandpa wouldn't want you to chase someone down ended up getting stabbed as a result of that.
