The USDA Is Set to Give Black Farmers Debt Relief
"Massive covid relief package includes billions for the U. S Department of Agriculture to wipe away the debt of farmers of color. But these farmers have been promised relief before to make up for decades of discrimination, and many are skeptical that this time will be different as an as Emma hurt of member station WSB in Atlanta, reports Agriculture Secretary Tom Vilsack is in Fort Valley, Georgia on a sunny Saturday morning trying to convince a group of black farmers to trust his department again. No surprise here. I'm a white guy from the Midwest and I'm hot, So if you don't mind I'm gonna take my coat on is that all right? Phil Sack lays out the details of an estimated four billion in debt forgiveness for His and the relief are a big Phil Sack lays out the details of an estimated four billion in debt forgiveness for farmers of color, which he says will begin this month. His trip and the relief are a big deal an acknowledgement of long standing discrimination. And so they had a chance. To grow to expand. As a result, over the years of skepticism of the USDA has deepened and it affects how some farmers view this latest relief package. It's like the Fox watching the henhouse. John Boyd is president of the National Black Farmers Association. He's a Virginia farmer who became an advocate decades ago after facing loan discrimination himself, just about every 8.5 to 9 years. USDA to Begin Paying off Loans of Minority Farmers in June
"Agricultural Secretary Tom Vilsack says debt relief and checks for farmers of color will start to be issued early next month. And I heard from member station W. Abe reports. It's part of the department's debt relief program. Under the recently passed American Rescue Plan, Farmers of color have won multiple class action settlements with the government over lending discrimination, but that promised relief did not actually materialize for many farmers. Now Secretary. Vilsack says the department is trying to make amends by canceling their USDA debts. So the Department of Agriculture is anxious to work. Anxious to get the work anxious to do the work. Um, and we're gonna spend every waking moment. Trying to make this right Aziz best we can. The department is also tasked with changing its own processes to try to prevent that discrimination going forward. Fewer than 2% of American farmers are black 3% or native American and

"And Joel, my Mitch. Fat important, but got me. Your mom needs help feed to you. Had you not be dead. Your mind me? I got you covered the baby. You're my meat. So first got my meatless Monday There's a lawsuit against the U. S. D a Via Vegans group called the Physicians Committee for Responsible Medicine and three of the doctors affiliated with that group. They are suing the Department of Agriculture over their dietary guidelines. You know every I think it's every five years, the USDA updates their dietary guidelines. That's the thing that's the food it well. It wasn't always a food pyramid, and then it became a food pyramid. And it shows you you should be this many nuts and this much lettuce and This much meat in this much dairy and this much oil's etcetera, etcetera, and they keep revising them. Which is interesting. You'd think at some point, the science of nutrition and Madison could sort of dial in What is the ideal? Ratio of the different food groups to eat. But I guess every five years I got to take another look see. So they are saying they want the court toe order the Department of Agriculture to stop promoting dairy products. Stop equating protein with meat. And to stop hiding the ill effects of eating meat and dairy products. One of the reasons they give that the USDA should be forbidden from promoting dairy is that about one in four Americans is lactose intolerant. I will say this Because in the most recent guideline update That exist right now. They did increase the recommended servings of dairy And you do have an element of political. I'll say graft. I don't know for sure that somebody engaged in actual graft. But just as like a placeholder, I'll say graft. Because who is the secretary of the department? Agriculture right now, Tom Vilsack. Who was the guy at the head of the Department of Agriculture. Under former President Barack Obama. Tom Vilsack. What did he do in between when the guy who was in the White House didn't want him? Well, he became the head of the nation's largest promoter of dairy products, so There is some reasonable belief that the reason dairy keeps getting such prominence in the guidelines is because of you know, Private business interfacing with politicians in a way that's kind of gross. I don't know if the idea of having these Guidelines. I don't know. I don't know if it's helping anybody or not. First of all, it's obviously it's not the law. You don't have to eat the way the pyramid tells you to eat. It's just suggestions so I kind of feel like, why bother? If it's just a suggestion, then I don't know that I'm any better off. If I don't hear it. You also have this. Can we be honest with the rates of obesity and heart disease and diabetes and all of that? It seems pretty clear. That a lot of us are not following these guidelines anyway. And I am I'm raising my hand guilty as charged. So if they are designed to keep people healthier, they're not really achieving the intended goal because I think people who eat healthy they're not eating healthy because a government agency told him to eat healthy. They're eating healthy because they eat healthy and they'd be eating healthy even if there were no guidelines available. From the feds. So I don't really know if there's any benefit to even having any of this, which means I don't know how much it costs every five years. They assign a committee of dietary experts and they get together and then they make recommendations, and then the USDA signs off on it. So I don't know if that's a super big ticket item or if it's one of those. Oh, it only cost $10 million. That's a drop in the bucket. But I'm not sure that we're getting anything for that money. So in any event, this lawsuit probably will go nowhere. It's interesting to see how mad how mad these vegan doctors are. Here's another couple that's mad. They are vegans, and they've had their dogs taken away from them, and they're not allowed to own pets for the next three years. This is a vegan couple in Australia. And they were feeding their two puppies, a vegan diet. They were fed only chickpeas, keen wa rice and grains. And the animal rights people. Went over there. I don't mean the animal rights people. I mean, like the animal control, people went over there several times with search warrants. And there was no dog food, and there was no meat products, which you would expect in a vegan house, and they say that there were no bowls of water. And after several visits, they took those dogs away now during one of the visits the vegan mom here Confronted the staff and said, You eat murdered animals. You will never be like us. We are vegans and love animals. So I normally don't like to talk about this next part. But when somebody yells, it's somebody else that they're vegans and love animals, But They have been mount nourishing their dogs to the point where one of them is permanently disfigured, and the other one had to be put down. I think you gotta wonder what's up with these people. I thought the vegan thing and if you're a vegan feel free to correct me, I thought the deal with being vegan is the idea that as the as the dominant species on the planet, the only species that can, for example, factory farm, other species That we are in a unique position morally. Do not do that. And also because we are so advanced that human beings can in fact, meet all of their nutritional needs without animal products, and you can't say that about any other animal. So that I get it when a person wants to do it, but foisting that on your pet, I don't know if that really makes you more an animal lover than me or not. Let's get a news update. Maybe King and then all it's gonna be time to take a look at the bubbling swamp with swamp Watch. It's Kay. If I am 6 40 live everywhere in the free I Heart radio app NBC has announced it.

Biden Administration Includes Several Picks From Obama's

What's going on in the nation's capital spencer. When we talked last we had things we were talking about. Moving forward with the bill to add a little more stimulus back in the economy however since then the biden future administration has named tom vilsek as their pick for secretary of agriculture. And that's got a lot of iowans and farm groups talking as well and what we've heard is most farm groups would be okay with that decision. Yeah i mean secretary. Sack is obviously a known commodity within connector culture. Given his eight years on the job i under the obama administration a lot of groups are going to be very supportive of of the secretary Just because again someone who knows the john he can get to work on day one and also he's going to bring probably a more pragmatic approach than some of the other potential candidates. That were that were considered You know of Some of the more contentious issues in food policy that Usda won't be dealing with on by keep in mind. The secretary vilsek is gonna face some opposition from some of the more progressive wing within the democratic party. You know there are some very frustrated in terms of his record on civil rights issues at the departments or at least apartments record on civil rights under his tenure A lot of concern about You know what exactly. Usda will do in terms of fighting hunger in the wake of the coronavirus. Pandemic as well as You know looking for some additional securities for workers and farm labourers and so A lot of things are going to be on secretary. Those sex played just by the nature of the job but also by the nature of getting You know the necessary confirmation at this point. We don't have any sanders that have come out and said that are going to You know make any particular amount of noise about the secretary villa sacks nomination but it definitely bears watching speaking of corona virus next round of aid Still being talked about. What do you think it might hold for agriculture. Well at this point it's hard to say really You know we've seen a film of about nine hundred eight billion dollars that has been produced by negotiators this week. The had to the tune of about fifteen or twenty billion dollars in drank agra agriculture assistance bites on. That bill is seeing some. You know those negotiations in that bill in particular scene some resistance in the senate really whatever they're going to do on coronavirus relief Agriculture is is not going to be the headline issue on it Really needs negotiators. We're going to have to sort out how they're going to deal with the main republican priority of providing y ability protection for businesses and the main democratic priority of additional state and local aid. I through you know through this virus assistant and so it appears that agriculture is a decent place when they when they get down to be single. She ation but braggart culture to get any assistance. It's going to have to be part of a bigger broader more comprehensive eight baggage spencer. We've heard there are some concerns with milk and dairy issues between the us and canada. You know taking canada to task on. Its dairy provision. Spencer if he could sam Some up the lame duck session for agriculture are. What what what would you say. The highlights are so i. I think it's it's one of those things that we're trying to figure out what's really going into the lame duck. We knew that had two main priorities going on They had to find some kind of way to fund the government and they had to find some kind of way to figure out what they were going to do on corona virus aid. And here we sits you know what was originally supposed to be the last day of the link dot now. They've extended it for another week and those questions still remain. You know at this point. Congress is doing itself another week to find government funding fixed. There doesn't seem to be too much concern over whether or not they will be able to accomplish that. But i think there is more you know a growing level of concern overthrown by our state Both the leadership on both parties in both chambers has spent the right thing. They want to get something done here in the month of september. They don't wanna pump this into january but at the same time when it comes time to the negotiating table and actually come up with legislation. It's a much more difficult process better. I mean outside of those things has progress on the water resources development act. Which is i would see to water infrastructure moving commodities along locks damn system but those two big main priorities still remain and still remain unanswered at this point. Spencer how can we find out. More about agra pulse absolutely we have You know a a weekly newsletters daily coverage that keeps you up to date on things that are going on foreign policy here in washington. Your neck secretary of agriculture is just coming off as being head of the dairy export federation. I'm just thinking out loud right. I mean. I don't know that anybody's surprised that dairy would be the first challenge because of course that was the big deal or one of the deals with candidate was getting that supply system under control. Gonna be partly to mostly cloudy today, highs in the sixties to mid seventies of beach mid to upper seventies in the valleys. It's morning edition from NPR News. I'm Noel King, and I'm David Greene. Good morning. President elect Biden is ready to announce two more Cabinet nominations this morning. One name is familiar. Biden once Tom Vilsack, who served a secretary of agriculture in the Obama administration to return to that same job, and he's nominating congresswoman, Marsha Fudge to be secretary of housing and urban development. This is interesting. A lot of people had been urging buying to pick fudge for the agriculture job instead. Joining me now is NPR's Dan Charles, who covers food and agriculture for us, I damn Good morning, David. Well, let's talk about representative Marsha Fudge. But why were so many people pushing for her to get the egg job? So there's an interesting thing about the Department of Agriculture. It was set up to help farmers back when farmers were half of the country and it still does a lot of that. The country's changed and the biggest part of the USDA is budget. Now is nutrition Aid, You know, the supplemental Nutrition Assistance program, Snow or school lunches, and Marcia Fudge has been one of the fiercest defenders of those nutrition programs on Capitol Hill. She represents a district that includes much of Cleveland. Also Akron, Ohio, She's been on the House Agriculture Committee. She and her supporters felt it was high time for the top U S. D a job to go to somebody who saw those nutrition programs. As the department's a big priority and not just sort of a change in emphasis, But this would have been a historic break with the past in that job. She's a black woman, right and she would have been the first black woman in that job. Only the second woman period. Also, there's another thing you know, most agriculture secretaries have been connected somehow to farming or farming areas. She's from city. Um, well, you know, In the end, it did not happen. David Marcia Fudge will now be nominated, apparently to be secretary of housing and urban development instead and for agriculture by and went for somebody much more traditional Tom Vilsack, maybe part to former governor of Iowa, who be coming back in the same job that he served on prison. Obama right? He was secretary of agriculture for all eight years of the Obama administration. Apparently, that was not enough for him anymore. He's a middle of the road figure. People describe him as even handed certainly knows the issues. But some of those anti hunger groups and environmental advocates who supported Fudge really are not happy about the Vilsack choice. It's partly because they wanted that change at the USDA more focus on nutrition, also the environment. There's another thing, Um Tom Vilsack After he left, the Obama administration took a job as CEO of the U. S Dairy Export Council, which is an industry group. And his critics say This is kind of a sign of their problem with him. They say he's too cozy with the big companies that represent the status quo in agriculture. I mean, you cover so much of this in very deep ways. I mean, talk about what policies may or may not change under Abide administration with Vilsack, A at the helm of this department. Vilsack represents continuity in a way, but there are things that people do expect to change. There's been an extraordinary development in the last couple years during the Trump administration. Um, the secretary that the Department of Agriculture passed out record breaking amounts of financial aid to farmers this year alone $46 billion and direct government payments. I think that is not going to continue. There's another thing the USDA may turn into a bit of an environmental agency play a big role, perhaps in climate change. It has some money for this rural development programs could help pay for clean energy in rural areas. Their plans to pay farmers for practices on the farm that reduce greenhouse emissions could also promote reforestation. The U. S Forest Service is actually part of the U. S. Department of Agriculture and those forests are in the way as the climate heats up. NPR's Dan Charles covers food and agriculture. Dan Thanks so much. Thank you. Another one of Joe Biden's Cabinet picks is the retired four star general Lloyd Austin. Biden has nominated Austin to be his secretary of defense. General, Austin is widely respected, and he would be the first Black American to lead the Pentagon. But his confirmation is facing some opposition already because he retired from active duty on Lee four years ago. Now secretaries of defense by law have to be retired for seven years. When they take the job with me. Now is Jim Goalby. He's been a special adviser to Vice President Biden and Mike Pence. And he also served 20 years in the Army. Good morning, sir. Good morning. Thanks for having me on. We're glad to have you. You wrote a New York Times op Ed, arguing that Austin should not be secretary of defense because he retired to recently. Can you explain the argument there? Yes, it's really has very little to do with General Austin who was a really fine public servant and hopefully will continue to serve our nation it has to do with the president and who will lead our military going forward. Pentagon relies on both civilian and military leadership and the secretary of defense is supposed to be a civilian leader..

Instead, the president elect is going to nominate former Obama Agriculture Secretary Tom Vilsack to return to the job. NPR's Dan Charles reports one of ill sacks mandates will be to work with the Biden administration on climate change. There's money for this rural development programs could help pay for clean energy in rural areas. There are plans to pay farmers for practices on the farm that reduce greenhouse emissions. It could also help do reforestation. People don't realize it. But the U. S. Forest Service is part of the Department of Agriculture. NPR's Dan Charles reporting. Despite

As his nominee for secretary of Defense. General Austin would be the nation's first black defense secretary. But there are concerns in Congress about maintaining civilian control of the military. Jim Mattis four years ago, Austin will need a congressional waver because he has not been out of the military for the required seven years measure designed to ensure civilian oversight at the Pentagon.
