"You've been hearing on NPR suspicious packages have been sent to Hillary Clinton Barack Obama and the Time Warner center, which has been evacuated, and we'll continue to monitor that story and bring you updates but first national security adviser John Bolton announced the United States will withdraw from the intermediate range nuclear forces treaty. The INF after meeting with Russian President Vladimir Putin on Tuesday. The treaty was signed by president Ronald Reagan, and Mikhail Gorbachev in one thousand nine hundred eighty six and helped lead to the end of the Cold War. The White House. Says Russia has been violating the treaty, and that it is useless without China's participation but critics warn that withdrawing from the treaty will accelerate a new dangerous nuclear arms race. And joining us to discuss is Michael McFaul director, the freemen spoke at the institute for international. Studies at Stanford. Former US ambassador to Russia's new book is from Cold War too. Hot piece. Welcome Michael McFaul. Thanks for having me. Good to have you. Also good to have Matthew critic who joins us as well. Deputy director for a strategy at the Scowcroft center for strategy and security at the Atlantic Council is also professor of governance and foreign service at Georgetown University. And we welcome you professor of grainy happy to be here. Glad to have you and Mike McFaul to begin with you. And let's just say that this one thousand nine hundred six treaty held up for a while pretty well. And as many people viewed it was one of the most successful treaties in terms of dealing with arms control, barring the US and Russia from possessing land based short or medium range nuclear missiles. But. Going back even to the Obama administration. Was you were part of there seemed to have been violations from the Russians and that's being held centers piece here in terms of breaking away by John Bolton and company. Yes. There were violations. They were serious we focused on them. And I assume the president the Trump administration has done the same, and when they're violations, they have to be dealt with what I don't understand is when one side, violates a treaty, why the other side withdraws that makes no sense to me whatsoever. I think a better course of action would have been to make more public. What those violations are most of that information is classified and put pressure on Russia with our allies in Europe to get back in compliance with the treaty by doing it. This way, all the negative focus now is on us. If you look at European capitals today and leaders, they're all blaming us for leaving the treaty, which I think just politically makes no sense. I also think it makes no strategic sense for us to pull out of it. But maybe we can come back to that later. Well, the British are behind us on this. Although all of our twenty nine allies in NATO have essentially said, yes, the Russians have been violating as you said and the Russians are also charging back to the US had sent armed drones and also violated the IMF treaty with that as well as setting up, especially defense mechanisms in Poland in Romania that could be weaponized. Right. They've made those claims and those are old claims I dealt with those claims myself as ambassador, but again, the right way to deal with these different claims is to negotiate and keep the treaty in place. I just don't understand what we gain from pulling out of this treaty in Europe. It means if we wanted to deploy new missiles on the on land, we would have to find countries that want to do that. And I think people are having some Nisha about what happened in the nineteen eighties. When Ronald Reagan deployed, Pershing two missiles that was a major political fight which countries going to do that. And by the way, which missile are they talking about which launcher they talking about. I don't even know what that would be number two. Why do we want an arms race? How does that make us or our allies more secure in Europe? And then number three the argument that Trump administration officials make is that what we need to get out of this treaty, not because of Europe, but for China, and again, I just don't accept that argument. We have other platforms that we can put these kinds of missiles and place in the sea and land where we have major strategic advantages number two which country in Asia is asking us to do that. I haven't seen any reports of our allies asking us and number three which country then would base these new missiles on their territory. Again, I haven't seen any country stepping up to that assignment. I don't know if you have the answers to all those questions, but I know that you feel that the US should withdraw from the IMF treaty. And if indeed it means an arms race says Michael McFaul just put forward in his analysis, or if it means important strategy geopolitical strategy with respect to China, which is not a signatory. Should we not be pulling up? Well, I agree with ambassador McFaul that this rollout could have been handled more smoothly. The communications haven't been great. But I think ultimately this is the right strategic decision out of Russia has been violating this treaty for almost a decade as has been pointed out, and so if you care about arms control you need to have both sides comply with the agreement. So it doesn't make sense for the United States to unilaterally have its hands tied while Russia goes ahead cheating, including about McFaul have said, well, we should have negotiated harder. To try to save the treaty. We've been trying to do that since at least two thousand fourteen when the Obama administration went public with a Russian cheating and Russia shows no interest in coming back into compliance. They're actually deploying these systems now, so no reason to be constrained by treaty that affect no other country on honor. And I do think the the China challenge is real and. Having these capabilities to deal with the shifting balance of power in Asia makes a lot of sense. And that's McFaul is right that we have air and sea based capabilities, but those are expensive China deploys chief ground-based missiles, if we need a counter with f thirty five warships were on the losing side of that equation. So having more firepower on ground-based missiles in Asia for what many people see as the biggest challenge facing the United States in allies for the coming decade or more in my view makes a lot of sense will the pull out as the Kremlin puts it make the world a much more dangerous place. Yes. On this issue of an arms race. I think the United States is not provoking an arms race here. The arms race has been going on. And we've been sitting out China has thousands of missiles in this range ninety five percent of China's missiles are in this range as I mentioned Russia is building and deploying these missiles and so sitting out of the of the race doesn't mean it's not happening. It just means that these dangerous autocratic adversaries are getting capabilities to threaten us and our allies. And I think over the past seventy years American military power has been very important for maintaining stability in Europe, maintaining stability in Asia. And so it really be I think irresponsible for the United States to constrain itself in the space as our again are automatic rivals are building these capabilities becoming more assertive and threatening our friends in Europe and Asia about what about our European allies. I mean, they seem concerned about the. Fact that their targets in Europe that could be hitting a couple of minutes, and the sort of the calculus here that one is reading in European assessments as we're increasing risk to our European allies by reducing possibly risk to our Asia allies. Well, the the Russians are building these capabilities now and not just these capabilities, but Russia has made the idea of conventional and nuclear strikes early in a crisis really essential part of its defence strategy. So you're up is already at risk United States formally withdrawing from the treaty deciding to build capabilities in the space doesn't make your up any less safe. I think it makes you're up more safe. And I think there there could have been more consultation with allies we've been talking about this with them since at least twenty fourteen were in agreement that Russia's cheating on the agreement other than discussions about whatever. Areas options are for responding. So I don't think the defense professionals are terribly surprised with this decision. I think it's probably less controversial with them than it has been in the media and the United States over the past few days. I'd like to hear what our listeners have to say. Suspicious packages sent to Clinton, Obama, CNN prompt massive response
"Special report three suspicious packages at least two similar to. Explosive sent to billionaire, George Soros, New York state this week have been sent to the homes of former presidents Clinton and Obama CNN says a bomb containment unit is investigating the third at its headquarters in New York. Correspondent Cami McCormick. The secret service confirmed it intercepted the packages during routine screening, they did not reach the Clintons or former President Obama. They were identified during that screening as potential explosive devices. The secret service now says it will launch a complete criminal investigation York's Time Warner center and Lincoln center have been evacuated. CBS's Steve Dorsey is in Washington. "Just outside. The Time Warner center, south of Columbus circle. We hit dealer and pedestrian traffic is flowing relatively freely in this part of Manhattan, including through Columbus circle. Cars are able to move south on Broadway. What is not possible is for vehicles to go eastbound on fifty eighth street between eighth and ninth avenues. This is the scene south of the Time Warner center where there's a large and growing NYPD presence. And just within the last half hour, the ATF arrived as well, the bureau of alcohol, tobacco, firearms and explosives. I see very large NYPD vehicles, and what appear to be a few dozen NYPD officers in and out of uniform positioned in the middle of the block just show. South of the Time Warner center HR understanding that this entire building. We're told has been evacuated although it's hard to tell from this vantage point, south, the building weather commerce continued on the other side, you know, Pat that inside the Time Warner center is a very large interior indoor mall. There's a whole foods. I can't tell from where I'm standing exactly what's going on on the other side of the building. But I can tell you from this side, the NYPD is taking this extremely seriously. Do you see a lot of humanity buzzing around a lot of people on the streets. Well, lots of bystanders and onlookers people walking through midtown wondering what the commotion is all about abortion. There are several dozen cameras on either side of this walk did the eighth straight because CNN by the way was on the air live within the last hour or so when the alarm started going off industry DO and people began to he'd be orders to evacuate. We are not receiving at this point any information here on the street, but are reporting from CBS news indicate that this is being investigated as a suspicious device, perhaps even an explosive device. And we're waiting for more word perhaps here on the street shortly. I can see right now at NYPD canine officer is walking up and down the street because there are many vehicles that happen to have been parked here. One of them happens to be a looks like a van for a security company. And the the canine is sniffing around the vehicle just to make sure that it doesn't pose a threat. So that's the scene here. A remarkably given the fact that this is drawn national attention the scene here in midtown is is pretty much restricted to this one block of fifty eighth straight. As I mentioned traffic is flowing southbound on nine northbound on eight southbound on Broadway, and so bigness are relatively speaking normal. Despite the fact that there's quite a scene here in this one stretch of fifty eighth street. Can you see the subway entrance or exit from where you are? You know, actually, I see there's the elevator for the fifty ninth street. Columbus, circle, Asian I can't see whether it's in operation or been in operation. I haven't heard whether the station is closed. But perhaps you have not yet. I'll i'll. Right, right. Well, we'll take it on faith at the moment that the station still operating, but here is pretty well locked down as I mentioned, the NYPD continues working in a habit yet briefed us, but we expect that hopefully soon we'll get some more information heart fastest what it is. So CNN their headquarters evacuated literally you have all these CNN people out in the street. The running the operation on air out of DC right now pretty interesting how when there's a possibility of a suspicious package, and they have to evacuate the building that they now have all the people who were just being threatened just standing out in the middle of the street. That is interesting. White House press secretary Sarah Sanders, said in a statement, we condemn the attempt we we condemn the attempted. This came out just eight minutes ago. We condemn the attempted violent attacks recently made against President Obama, President Clinton secretary Clinton and other public figures these terrorizing acts are despicable and anyone responsible will be held accountable to the fullest extent of the law. The United States secret service and other law enforcement agencies are investigating and we will take all appropriate actions to protect anyone threatened by these cowards the left blaming blaming Trump for his attack on CNN for this yet. I I don't know anything about that. I could just see, you know, CNN headquarters gets a pipe bomb, and you know, Trump's been out there calling them fake news. And all I could see how the I mean, I could see how waiting for the spin job. The moment Time Warner's fire alarm went off literally. There was a fire alarm. So I don't know did this package explode. What was going on? All employees evacuated the building. Okay. Reading further. It was a suspected explosive device found in the mail room downstairs. So. That is being treated as a again, this is all just pouring in the device center. Time Warner said it was constructed with pipe and wires, according to NYPD. Authorities are treating it as a real explosive in the mail room. So. Okay. So the Time Warner said, of course, it has Warner media. It has turned the Turner channels like TNT, and there's a whole foods in the basement. It's a big building. So the whole thing's been evacuated at this point in time. Then you have another pipe bomb addressed to the White House. Coordin- law enforcement officials the device was similar to the one sent to Soros his home. Similar to the ones said to the Clintons that Obama's Katie mentioned. So the device appears to be rudimentary, but not functional so fake, the White House address device also contain projectiles. Really from another law enforcement source saying there's a strong suspicion the two packages intercepted last night. And this morning are connected to the package targeting. George soros. Thank you so much for joining us course, you are a security expert and you used to work with the New York police department. Thanks so much for joining us. Hillary. How are you? I'm well. How are you? Very well. Thank you. So we are sort of looking at the outside of the Time Warner center, which was evacuated apparently they found some sort of suspicious device. I was hoping you could give us a little bit of insight. You know, this is something obviously that you guys trained for and maybe you can give us a sense of what would trigger an evacuation. Call like this. Well, what what's something triggers the evacuation like that is any concern of legitimacy and identifying a finding device on that property. In other words, I'm certain what they did. Immediately was called the New York City police department. Runcie service and the bomb squad unit to come down and to determine if in fact, this was a legitimate threat number one. And in addition to that, they need the evacuation then you containment because in theory, they have a crime scene right now. So I would say based on the pattern the number of these incidents that they taking this very seriously. This is you know, is probably the fourth device that they have found. In the past two days. It was another device was found another individuals. Residents yesterday. So it's just simply driven skill at times. There's a term that's being used by the deputy Commissioner. Counterterrorism John Miller used this term over an abundance of caution. That's also one of the elements that drives the decision as to whether or not they're going to evacuate. But what they're experiencing right now is not an isolated instance is apparently a pattern in what's going on here. Yeah. I think you're that obviously can factor in as you said an abundance of caution. And you know, I haven't heard yet, exactly. Whether this device is similar to the one. That was delivered to George Soros and was intercepted that was sent to the Obamas and the Clintons, but certainly considering that there's been this pattern out there. They want to be super careful, basically, you're saying. That's correct. And the other thing that's important to acknowledges that you mentioned mentioned something just now Hillary identifying the similarities in these devices, and as you know, the FBI will will be intimately involved in any threat directed against the former president or federal agent, I won't go into the history of the Kennedy assassination where that law was enacted by the banks Johnson. But the bottom line is they're not going to be sharing too much information at this point as to what they've been able to identify in these devices, the thing I want to say to you that I think would be interesting. It won't be an issue of if they catch this individual. It's just going to be a question of when they are. So scientific today in the analysis of these materials or components that make up these devices, they they can readily identify where these substances used on the device like this come from even when we received letters sweat directed towards public officials, for example, like the president able to go back and identify paper stock, inC by law dates of manufacturing where it's from that point distributed to distributors into retail stores. It's really very scientific, but what they are doing right now is attempting to identify the common characteristics of all these devices and these incidents and putting together a plan on. How would you say continuing the investigation to a positive conclusion, which I'm comfortable they are going to do now. You know that area where the Time Warner center is apparently they wanted to. They wanted to sort of evacuate the general area as well. I think they have can you talk a little bit about how much of an area that is what what they do is that when they look at a device and identifying what the potential the devices, you have what you call a blast radius building have standoff devices themselves have blast radius is I think it's worth mentioning that I've worked with over Time Warner for twenty two years during the security for Turner Broadcasting and CNN, so I'm intimately aware of the area. What they're really trying to do is exercise containment without over inconveniencing or creating more of the melodramas to this than they really need to. So they are able to determine what the potential exposure would be if the device detonating match why they've somewhat limited the the evacuation at this point. You would think logically. That it's over at the Time Warner center that you would end empty that building that building has many many many retail outlets as you may be aware the one that's in Columbus circle as well. As. CNN which is housed right down the block at the time on a building itself. Which is the entrance is on west fifty eighth street. So you have all of. The event operation in that building. Coupled with all of the retail outlets that are in the actual Time Warner center, which faces Columbus circle. So you know, what they're trying to do is be prudent and judicious and rely on their understanding and their expertise as to what exactly is necessary that they do as opposed to those things that are not Lou my correct in saying that a large business like CNN will screen the mail was it comes in before. It's the Spurs to employees who ever it may be. Well, I'm going to say this to you. And I really don't want to open up this can of worms again, but we had a very high visibility. Individual who is now the chairman of one of the major media outlets and he received a letter bomb as a result of that. They started to four sculpt everything that came into the environment. And I do believe that CNN and Turner Broadcasting Time Warner or implementing all of these procedures as well. The issue here is how this device was introduced into the environment. In other words, it may not have been mailed. We've got to identify that. It was mailed. It may have been just dropped off that much the same way. It did at the residents of Soros and in the case of the Clintons and the Obamas. But as a rule, you're absolutely right. They'll go in they'll examine this package or aid package to see if it's omitting any radiological nuclear chemical biological type agents and somewhat setting off the the the the alarms and the sense what type of items. Would be considered red flags. In these devices. Well, once they examine the device, if they don't find anything, for example, that has wiring attached to it or anything that appears to be like a syntax was see four type of what they call a high grade explosive, but these devices don't have to be extremely sophisticated Tom in order for them to be dangerous there. Another a considerable number of chemical mixtures that they themselves are quite volatile and with a triggering device like a cell phone attached to a battery could cause a significant explosion. But again, it would never be as devastating as they see four packs. That's that's what they're really looking at right now. And that could be also something that they did identify that they're not discussing with the public or the news. And which is why it could have I would you say influenced their area or the amount of containment on this package. But there are a number of chemicals that when you put them together on volatile not just materials that by their very nature designed to expose like. Like, you know, what we call high grade explosives? All right. Lou palumbo. Appreciate your insight into this. Very I, you know, breaking story ongoing as we continue to keep an eye on these suspicious devices. And you give obviously a very good first hand account of what you've seen occur. When you're working in New York, and and even. As a security expert. So. Bumping that's important to mention just for everybody's understanding of what's also going on here. I don't think there's any secret the number of cameras that exists in that environment around the Time Warner building and throughout the city. The city has a camera system known as August, and that is supported by many shop shopowners independently that have cameras in place, and I will tell you what certitude that the Clintons have cameras that pretty much survey every inch of their property, and then some so they will be able to identify an individual or individuals that introduced this device into these environments, whether or not they're identifiable is a different discussion. But they do have cameras working on this as well. So all right good. Good to note. And yeah, as you said, considering the materials news, all that sorta stuff it ends up in terms of of finding the person who has sent this stuff. It's a matter of time, really. Luke, Luke Columbus.
