We'd say left tenant colonel canada. But i'll say lieutenant and then join nato where he served as a defense planner and diplomat for the next fifteen years during the course of his forty years of work as a soldier diplomat. He saw service in war torn libya ukraine kosovo bosnia and iraq a former coach and team captain for military martial arts competition team he holds master ranking eight in three different martial arts and won the silver medal in the two thousand nine. Us open taekwondo in retirement have read and turned his efforts to filmmaking. He wrote and produced to award winning short films. Welcome to the world shapers. Well thank you. So much ed First of all let me say what an honor it is that you've invited me to be on your show. I did some research on you. I realized that you very accomplished writer. And i am a beginner So it's It's a real honor to be here. Well once i i read your bio. And then when i read a bit of the i confess i wasn't able to finish the book because of time constraints but I enjoyed reading of. And i certainly intend to finish reading it and i look forward to reading the books. Like open the trilogy as well so And and you know. You are the first person i've had. Who has a forward from general west clark in his book and there's some interesting interesting things going on there and i do like to find connections. It's difficult with you. I jumped out of an airplane. Wants does that. Can i guess that's kind of a connection that's about military our family. We do have some like my nephew. Spent twenty years in the us navy and served on the here and he was in. Kosovo was a prison guard. I think But that's the closest. I come to a military connection. I'm afraid but Welcome to the world. Shapers as i said. And we're actually going to talk mostly about your your writing about your new book. The achilles battlefied book one in the mailing the trilogy. So i let me talk about your biography. A little bit I read quite a bit of it there. But where did you grow up. And how did you end up going into all the things that you did. And where along there did you get interested in and writing and science fiction particular. Well thank you so much. So i was born in virginia. My father was in the army. We moved around a lot overseas in different places. I ended up going back to virginia for high school and college and When i was in college. I wanted to go to law school. In one of my very dear friends had encouraged me to join the army. Rotc program because supposedly the army would pay for my law school. Actually i kind of got interested in the combat arms aspect of of the army. And i ended up doing my career as a fuel artillery officer as my bio says. I went to raise your school jump. School served in the one hundred first airborne division. When i was getting ready to retire in two thousand four. I was serving at nato headquarters as a military officer in the international military staff. I applied for job over on the international staff side. Which is the diplomatic civilian side. And i got a job there as a defense planner where those are the jobs that were pretty much reserved for former military personnel. Because of the skills bowl. And i did that for For fifteen years you know. As far as writing goes of course it didn't professional writings as a military officer and diplomat I wrote a couple of short stories and Though short stories eventually were made into short films. That's the doug's.

"Nineteen of the world shapers. Yep i've done nine hundred of them counting this one and not only that. I have completed the third year of this podcast. That's quite amazing to me. I remember when i started. And i had no idea how long it would go yet. Here we are three years in This is the podcast right. Talk to other science fiction and fantasy authors about their creative process. I am myself an author of science fiction fantasy again. My name is ed willett. Let's see what's my latest thing. Well i have a young adult novel called star song just came out last month Very near and dear to me because it's a novel that grew out of one of my earliest sold short stories the minstrel which is in my short story collection pass to the stars and i tried to get a novel version of it written in way back in the early part of my career and it was almost published by major publisher in the early nineties but things didn't work out. The publisher died. They decided not to publish science fiction anymore. So i never got it published until now and of course after some thirty years of additional writing. I think i brought some additional skills to the story. So i rewrote it. And it's now out from shadow. Pop press dot com and available everywhere star song. It's called this apart future outer space adventure. Very much in the mode of robert heinlein and andre norton who are huge influences on me as a young reader. So check that out star song. An author of science fiction and fantasy Some twenty novels or thereabouts. My main publisher his books in new york. And my most. Recent novel for die is called the moonlit world it's book three and my world-shapers series and I like to sum it up as empires and wearables and peasants. Oh my in. The world shapers series. There's this vast labyrinth shaped worlds and people from our rolled have been given worlds in this labyrinth that they can shape however they want and my main characters trying to save them all from from somebody who had very much like to close all this down and so she has to travel world and gather the knowledge of the making of these world's in the moonlight world. It's a world shaped by someone who really likes wherever it vampire. So that's what she has to deal with so look for that in the first two books world shaper and master of the world. They're they're available everywhere but my most recent book is actually one kind of excited about. It's called star song and the reason i'm excited about star song is that It is a book that spent a long time coming. It started as a short story when my very earliest short stories that was published called the minstrel in a now defunct teen magazine here in canada called jam so this was in about one nine hundred five i think when that was published i was quite young and i even then thought you know there might be kernel of a novel here so i wrote one one of my very first novels that i attempted to get published and it came very close so see for. Sherman was editing at walker and company. And she liked what i said her. She said i needed to add. Some more in the middle had two biggest too big a time. Skip in the middle of the story. Basically so i feel that in. And i address some of the other issues she had identified and she got back to me and said i'd done exactly what she wanted and she was ready to make an offer but then the publisher walker and company died and son took over and the sun did not want to publish science fiction anymore. And that's where the novel died. I was never able to find a publisher for it. Despite it having come within a half breath almost literally being published by walker and company very respectable publisher that published isaac asimov not fiction for example among other things some of it so i finally decided that i would bring it out myself faggot. The cover art done. I rewrote it from start to finish. Because i writes differently now than i did then and i. I wanted to add a second viewpoint. Character was a single male viewpoint. And i wanted to add the girl. Who's a major character but wasn't a viewpoint character new original book so she now has her own viewpoint sections it's called star song. It's from shadow. Pop press i guess if i read you real quick. What's on the back when the old woman who raised him in a remote village is brutally murdered. Chris finds himself alone on a planet where he'll always be an outsider. His only link to his long dead unknown parents as the touch liar. They bequeathed him. A strange instrument not only plays music but pours innermost feelings into the minds of his listeners. When tavira a girl of the space going nomadic family. Here's chris perform. She was drawn to him against her better judgment. And the rules of her people with her help though mistrusted and even hated by some of her comrades chris seeks to discover the origin of the touch liar the fate of his parents and a place where he truly belongs but the touchline proves to be more than just a musical oddity powerful ruthless men will stop at nothing to get it and kristin tavira are all that stand in their way and i also say at the top that Well not not on the back but in the material i've done that. This is very much. The robert heinlein. Andre norton mode. There's undoubtedly influences from those two authors. Who very influential to me. All at the same time presumably his work has appeared in numerous places including george dot com and fireside magazine in his debut novel the sin the steal from tour books book one in the fall of the gods series came out in the summer of twenty. It seems clear that a you got started reading very early that you make a point of that in your bio and your longer bio and got interested in science fiction fatty early on as well so how did how did that. I was born in northern montana right on the canadian border. That's something whereabouts on the canadian. Border well havre montana. So that's eastern montana state reversed okay. I've actually been there because we took the train. Amtrak runs through however and we actually went. Is that where we picked it up. So it's interesting little network of people found out about him through a robert j sawyer who was a pretty good recommendation. So yeah i saw that myself. And i remember thinking. Yeah that's that's Of course robertson of course came alleged in the sideline universal well We're going to start the way that i always start. Which is by taking you back into the mists of time to find out well first of all where you were born and grew up and all that sort of thing but especially how you became interested in presumably you started as a reader we almost all do and then eventually started writing your own story. So how did that work from you where you from. And and how did you get interested in the world of words law. It's it's The funny thing is i don't think writer. Any writers have exact same pathway. It's it's all so different. Yeah no i. I was a reader originally. I'm from southern ontario. So i'm a i'm canadian. Canadian born born raised grew up around. Spent most of my childhood just around. You know the Lake ontario lake ontario superior George zeh those types of areas loss of camping. Lots fishing and then I you know when. I was in my very very very early teens. We moved the the sort of the Across country to british columbia and the gulf islands. and i've kind of been bc ever since Like a lot of ontarians around that time who did migrate. Vaca migrated west we You know we were escaping the the very long cold winters and You know also. Because i just my My age covert. This is back in nineties on talking. About how There was there. Was of sort of economic. churning and Overhauling happening in southern ontario. A lot of people ended up my grading from that region elsewhere in canada in us in the world. And i think that's where.

I had a little manual typewriter myself. In fact to david's now the author of eight books fiction poetry and nonfiction and his work has picked up awards along the way such as the drew hines literature. David does most of his writing in washington dc where he lives with his family and he uses a laptop now so he doesn't keep them awake and he works at georgetown. "How did you make the switch from historical to science fiction Oh that was easy by the historical The market for historical fiction in the united states completely collapsed About may of nineteen eighty two. And so what i plan is attend book series became a five book series And so i spent a desperate six months writing proposals for things that didn't sell And it was across the spectrum. I've read proposals for mysteries for historical Spent not for science victory A and everything but category romance. I think and And none of them sold. And then science fiction proposal that i had written some years before so and so i became a science fiction writer and the science fiction proposal had been bouncing around a publisher to publisher without being read I it's kind of a fascinating saga. But i was probably too long for this interview But certainly explains how publishers can screw up repeatedly and landed at tour books and the editor at that point jim bain and there are only three people in the office there was time dougherty who was the publisher jim in the editor and then those misses dorothy who ran the was the accounting department And now tories. The largest science fiction publisher. That doesn't run like that anymore. But jim bane read the proposal i bought it and it and although it had been on the markets or two or three years it actually sold to the first editor who read it. How did it not get rid at the other places that it had been Well there was a lot of mergers going on in publishing as there is now And so you say it. I don't call the exact sequence but you know it was sent to eight and susan. Allison who was the editor at ace left ace to go to berkeley. And until she was replaced they put buying hold so then it came back and then it was sent to berkeley and the decision house at berkeley and and then berkeley acquired as and suddenly they had too many manuscripts sitting in the office. So another buying hold wet. And then it went to david hartwell at times scape and it was lost in the mail room for about six months and by the time that was discovered they had put a buying hold on and and so it just kept bouncing off of these things till it actually went to an editor who still had a publishing schedule to fill up. That must've been satisfying when it finally sold rate really relieved because i was beginning to look in the help wanted section of the paper so that i could make my rent and suddenly although it has to be said that the science fiction sold for a lot less money than the historical fiction here so i was It took me a few years before. I i could reach my former miserable standard of living from from where i was merely tour instead wretched poverty. Yeah i can

"How does that one hundred thirteen compare with? What happened in two thousand sixteen? So. In Two thousand, sixteen, we had a total. Of all ballots received. Those that that's in-person early and absentee of one hundred, twenty, thousand. So we're almost there and in two thousand eight, that was sixteen was the last presidential in two, thousand eighteen, which was a non presidential. We actually had a total set of balance of one, hundred, seven, thousand plus. We're ahead of that already My understanding is I think the state record I thought it was one, hundred, twenty, thousand sixty. But in looking back at some of the numbers we find there was one hundred, twenty, two, thousand ballots cast back in two thousand post. Civil Unions. And so that actually is the record number of ballots and there's A. Pretty good chance that we'll go by that today. That is That's amazing. I guess. That's kind of the bottom line word and now. One one question has been asked Oh let me do this. We have a listener calling in maybe the last couple of questions here Tim, Pratt from Rochester's on morning Tim. It going. Good how are you? Good. I just want to respond to one thing that Jon Cryer said and. It's very important that people do not associate independent with Bernie. Sanders because sanders is not an independent. But going. Back to the the primary balloting. I never really paid attention that when you fill out your primary that you can't trust vote. And I didn't understand that if you right in somebody from the other ballot that is not counted. On the ballot that they're running on. So I'm just wondering if you could explain how Vermont prides itself and not having to announce. purdy. But if forces you in the primary to pick a purdy. And I think it really interferes with incumbents. Being able to fill spot especially if it's vacant. So. I'll hang up and listen but. You know well, if you can donate some of that. Don't go away just yet because I want to clarify a couple of things I want one one it sounds like what you're asking about is is the system in which when you go to vote in a primary, you have to select the ballot of one party. In this primary, for instance, today, we have the democratic Republican and progressive parties all of them having separate ballots and in one of the questions that I think you asked was let let's say you go and you decide you both the democratic ballot but you want to support. Phil Scott in the gubernatorial race on the Republican side you write in you ignore the democratic gubernatorial candidates in the spot for governor you right in Phil Scott that you WanNa you WanNa see Phil Scott reelected as Governor I. Guess Right So. And and that that that right in. Is Not, then added to the tally of votes. That Phil Scott would've gotten on this. Primary Day. My understanding that that's your that's your question. Well it's not Phil Scott. My question is. Using that as example by. Using that example but example is it interferes especially with local Decisions you know it's. An incumbent in your local area. Opposite Party of all the people that walk on. Democratic. Ballot. You can't write that person in in have accounted. On the Republican ballot. Right I see. Okay. I mean, that is not fair to the to the candidate. Okay. So I, understand. So to a better example would be a case where you want to vote vote the Republican ballot you have an incumbent legislator let's say whom you like and is not maybe not of the Republican Party vote for this person and you effectively are blocked from doing that if you select the Republican ballot, right? Exactly. Okay. Secretary of State Jim condos. I mean especially when Vermont prides itself and announcing everywhere that you do not have to announce a party. Got A. Secretary State Jim condos. Let me let me ask you this question i. mean you you understanding Dave. Sure. Thank you. Tim You. Do you understand what the? What the question is here. Yes I do. And why is it? Then why is it that somebody who wants to vote say all Republican in the state wide races can't then on Primary Day vote for that Democrat state representative that they like. because. Essentially to put it simply the. Election that you are seeing on in the primary is actually three separate elections is the Republican election. It's the democratic election and the progressive election. It's the three major parties have their elections to nominate their people to be on the ballot in the general election. So in this particular instance. It's not the same as the general election where you have all the parties candidates on their. This is denominated those folks it's like. It's like if they each of the parties had a caucus, instead, this is a it's an election and it's I don't know how long it's been, but it's been. Since the nineteen twenties, the Vermont has used a primary election. In this manner, this is something that's been around for many many many years And frankly this at the same on the same hand, we've also this week or last week I should say we had the deadline for independent candidates for different seats as well, but they're not on the. Primary ballots, they will fall directly to the. General election. So we're really today we're running three separate elections a PRI-. Primary election for the Democrats or the Republicans, and for the Progressives, So if you vote for somebody, let's say you pick. I'll use the example that you use. of Bill Scott let's save. US Rope Bill Scott in on the democratic ballot. He would have to get enough. Votes by right in on the democratic valid to be the candidate for. The Democratic Party. So if you write a any other Republican or any other progressive on the democratic ballot, it really accounts as a write in but let's get the the The highest number of votes is it doesn't really matter You can you can save this is what you WanNa do we will report? On our website, we will have all the write in candidates listed. So you can see who got write in candidates and and this is a typical issue. So I, just WANNA be clear that we're running three separate elections today. the elections are for each major party to elect the people who will represent that party and and a Republican can vote in the Progressive Party. Or in the Democratic Party and progressive could vote in the Republican Party or Democratic Party. We know what people's Registration Party registration because we don't have any So it's really this is not this is a little bit different than the presidential primary where you actually have to pick. Publicly, which ballot you're pulling, which are you bill pulling the Republican presidential candidate or the Democratic? So it's a little bit different than that and this goes back to the early eighties when when there was a negotiations between the major parties and the state of Vermont and Vermont wanted to maintain its slight independence of of. "I'm going to get my security deposit back and Gee I now have a thousand dollars in my pocket. Essentially courtesy of the state of Vermont. some people are going to look at this and say well. So what I mean this is supposed to be an incentive program and And and Gee Whiz You know. Let's not naturally thin incentives if they've already made the decision and financial commitments to move here. Yeah Well Ah okay let me back up on that one too because suppose the person is is six months out from a move there again. I keep picking New Jersey. But they're living in New Jersey and they're thinking about movement of Vermont and they hear about this program and they say oh. Wow that's an extra little You know Straw in the basket on the camel's back or whatever it is right and And and and that that just helps me think positively about the state and and okay. I'M GONNA jump. I'm going to make this leap of leaving my home in New Jersey and moving Vermont Vermont and you know and I can't imagine frankly these grants make I know where you're going but I can't audit faith. Yeah you're you're telling me That some things might have occurred to people might have influenced their decisions and that may well be can't audit that that more a recent report port by the Joint Fiscal Office reminded us of truism that is in the last five years. They're actually from eleven to sixteen using. IRS data forty. Three thousand people moved Vermont. Excuse me forty-three thousand filers including almost fifty five hundred who earned more than one hundred thousand dollars while so there's an awful a lot of in and out migration going on all the time. The churn is real question is how do we know that the people who were getting these funds would not have come without. That's the question. And that's my job is to inform legislators who are doing strategic planning and policy making about their choices. Well you know. I think that's very well stated and clearly put and I appreciate that I would you expect that I guess we're now ten months seven months into The actual execution into this program allowing people to take these grants and incentivize moves Vermont. Apparently or at least that's what the claim is It is is it. Can we tell by now or do we need more time for this program to really prove itself. Well first of all. This program is basically going due to Sunset when the money runs out. And there's a new program starting January first which is for people who are moving here for a job with Vermont employer which is a whole other troubling question But to answer your question one more point that your listeners might appreciate sixteen of the sixty eight applicants had spouses. Who are coming here for a job so when you have spouses moving to another state for a job that is a strong incentive for yourself to pick up and move to that state as well as is that what you're saying yes now back to your question? It isn't just whether we can measure the cost effectiveness of this program but it is brand new so I wanNA make this point and be clear every time. The legislature either extends program with additional funding for additional years going forward or creates a new program. That is going to be using some scarce Chris and and Difficult resources to find. They should always be asking themselves not only can an independent entity like the auditor. Tell us down the road whether this is a a good program and cost effective and doing what we hope to achieve. But how does it compare to the alternatives and we did a report on that last year to help inform the discourse discourse in the legislature about these very choices. The question is if you know. For example that affordable housing is a hundred year asset and that everybody agrees. It's desperately needed in this state. Then why wouldn't you do that. Instead of this now. Admittedly people are trying to reach out and try different things. But I can't measure is your the impact of this one. We know what affordable housing does or broadband or energy efficiency your workforce development and so forth. So it's it's I'm troubled doubled by the fact that they they legislature and successive administrations keep developing programs like this that can't be measured rather than commit the funds to things that you you know. We know work we call it a line. Let's go to Fred in Newport newbury. I'm sorry Freddie Newbury. Good Morning Fred morning. I am listening into this. And I'm thinking why don't you figure out a way to stimulate business within Vermont so the business will come here in the kids here. Tim Stay in Vermont Working Working Vermont and raise a family. That'd be the way to spend the money wouldn't it rather than they haven't come here pay taxes. He worked out and they might have actor here. Okay Fred thank you for the call. Doug Hoffer. What do you think are are we better trying to promote homegrown business development and Vermont as opposed to Bringing in people from elsewhere. I think that's true And to the gentleman's question it's you know there's a lot of people around this country who have a lot of different ideas about how to achieve if that goal and we all want that same outcome more and better jobs. My point is if you're if you only have pick a number ten twenty thirty million dollars for economic development. Why would you spend it on something where you can't measure the outcome? I I you know somebody gets brilliant idea and it's a nice press conference. I don't know no I did they. I don't question their good intention. Everybody wants the same thing but The policymakers should Really pursue evidence based decision making end. This one. As far as I can tell doesn't add up but back to the gentleman's point more broadly. Yes we should be doing that. But I don't think the way to do that is is with these kinds of incentives The question is how can we make long term investments either an infrastructure or our workforce or affordable housing and so forth that will lay Ahah foundation that makes sense for people. We already have a lot of people who move here. I don't think folks understand because they they keep hearing that everybody's leaving as fast as they can again well from two thousand eleven to sixteen over five thousand filers who earn more than one hundred thousand dollars moved into Vermont. We're very attractive place to live. And furthermore the program going forward that's going to pay people who are coming here for a job with over Mont employer. Actually the I I don't know whether the state could come up with with metrics that would really nail down The the actual performance of these Of these various Programs the incentive programs we you know oh you we hear a lot about the The run Economic Progress Council and they have that What's the name of their program? Well that's why we did the report last year Davis just because I I AC knowledge to the legislature that the state's some of the state's major economic development programs cannot be audited for performance. The veggie program program is predicated on the but for the but four is a decision by the company. And I can't audit that. Because the decision is based on corporate boardroom conversations. That I'm not pretty too so I can't say with any certainty that yes they would have left without state because of it and actually that's very similar to the conversation. We just had a few minutes ago about my example example of somebody contemplating move up here from someplace like New Jersey A and you can't audit the degree to which this ten thousand dollar grant dangling in front of them made a difference that's correct in fact there's a survey that The agency did and and most people filled it out after the decision had been made to award them the grand and ask them questions about. Why did you come? Did you have information about Vermont. That sort of thing. That's stuff they should have done before. Not after but barely more than half of the grantee who got the money said that the incentive was The reason I came Yeah I I think the I think a lot of these programs Frankly frankly had that difficulty of being tough to audit as you put it and I wonder you know some listeners out there might be saying themselves. That's fine so it at the wall but my job is to measure whether it's working and if I can't answer the question then how do you justify spending the money.
