Ohio senators ready rail safety bill after fiery crash
"Rail safety is drawing renewed attention from U.S. lawmakers. Following the Norfolk Southern derailment and fire involving toxic chemicals in Ohio, senator sherrod Brown, a Democrat, and Republican J D Vance or co sponsoring a Senate bill that would make trains carrying hazardous materials subject to a series of new federal safety regulations. An early copy obtained by The Associated Press shows the bill would require carriers to increase cruise to a minimum of two, create emergency response plans and notify state commissions when a hazardous load is coming through. It would also add nationwide requirements to install devices designed to detect overheated wheel bearings and other mechanical issues, and mandate that they scan trains carrying hazardous materials every ten miles. Hazardous material accounts for about 8% of rail shipments, the association of American railroads, a trade group, says railroads are generally regarded as the safest option. "So i guess we have to start with the fact that i wasn't supposed to be in town yesterday that that's a piece. That's really important in. This actually meant to go to new york for work and then at the last minute had to cancel my trip because had things here in austin that i couldn't shift around and so i found myself a sunday and my trip had gotten cancelled in the morning and i was like you know what i'm i'm up because i had to cancel the stuff and so i'm gonna go do my run. And yesterday i decided i was going to do the whole Circle which is about ten miles and ahead out there super early. So i go out at sunrise because it's so it's already like getting so hot here in austin for the summertime and i decide. Hey i'm going to start really early. So that i can get as much of the cooler and i'm using air quotes the cooler temperature as it possibly can and mama iran and i'm feeling good and happy to be outside and it's one of my favorite places and so i'm just like super blessed to be out there if you're a runner like me maybe we'll understand this but for me that's a sacred time. It feels a lot like church or therapy or something. It's just it's it's an incredible time to think or pray or meditate or manifest or whatever. It's really special. So i'm running and i get a bow. I don't know maybe four or five miles in. And the reason i told you about the time is because it's so early there aren't a lot of people out.

You think really woke up in the morning and said hey. I think i'll go run an airplane out of fuel today and and of course answer zero. No nobody is thinking that so You gotta you gotta be in the mindset of yes it can happen to me. Of course we've got no way of knowing if these are gonna actually end up being a specs but make you wonder why they would show up in the patent application if these numbers weren't in the ballpark of something that tesla was testing or targeting now to be fair these due to some extent look like placeholder values. We can see that on this payloads green. You can see to pay load and it still six hundred ten miles of range. I think we can be confident that that is not realistic. And in a real scenario tesla would likely be adjusting. The range display their based on the pilot. So it doesn't negate these things being interesting but it just shows that tesla's probably not taking a screen grab from a final interface with the final range number and payload things like that with those caveats in mind that might provide some interesting insight on that trailer so seen an image on tesla's site of the truck hauling this sort of sabir truck ask looking trailer from another one of these you i- images. "I liked to turn and then you can make a u-turn in texas with the frontage roads which is like the big roads that run it's like you're entering exit onto the freeway systems. "We mentioned data on who is being vaccinated is far from complete so the npr investigations team recently. Set out to fill in some of the blanks. What they've found by analyzing vaccinations sites in several large cities across the southern. Us is that you're far more likely to live near a vaccination location. If you're white a team of reporters and editors work together on this story. They include actually lopez in austin texas shalini. Chat lonnie in new orleans. And sean mcminn in washington. Dc the three of them spoke to npr's. Noel king sean. I want to begin with you. You went looking for trends that were visible in the early stages of the vaccine rollout. And what trends did you find. That's right we are in the early stages it is just getting off the ground. But we wanted to know where vaccination sites are located so we went to all the states where we could find the addresses vaccination sites there were about fifteen of these that have them online. My colleagues and i looked at the percentage of non hispanic white residents in the census tracts of those states. It's basically a neighborhood then we mapped where the vaccine sites were. In those census tracts we identified counties where there were more vaccine sites in places that had a higher percentage of white residents so when we say it's a whiter neighborhood. What we really mean is that it's one that has a higher percentage of white residents compared to the county's median census track. Now we saw this happening over and over again in the gulf coast and in texas. So i got in touch with shalini and ashley to see if what they saw on. The ground was matching. What we saw in the data nashville. Lena you have been looking all across the south. Tell me about some of the specific places. You looked and what you found. So i looked into three states specifically alabama mississippi and louisiana and one of the places i saw the most disparity was in baton rouge in louisiana. We looked into all of the vaccinations sites that were there. And nineteen out of twenty five are located in the whiter and wealthier neighborhoods. That's also where most medical facilities are. So when i went to the northern part of the parish a predominantly black and lower income community the seniors. I interviewed there. Said there weren't many convenient places for them to get vaccinated. These disparities in healthcare access have existed for a long time. And many of the city's i looked at. I saw similar issue next door in jackson mississippi. There's only one vaccination site in hinds county which is over seventy percent black but that site is located in the metropolitan downtown jackson area which is where most medical centers are located. It's a predominantly white area. And it's a thirty minute drive away from the more rural part of the county where more black residents live. Okay and then ashley you also covering a massive area. Which is the scene of nexus. Tell me about what you found in texas yet. We have the same structural problems here in texas. For example i live in austin and here advocates have been concerned that the wealthier and whiter parts of town which are on the west side have more vaccine sites because they have more pharmacies and medical practices. I also looked right outside of austin east of us. There's the small rural county called bastrop county and in the county almost all the vaccine providers are in the main city which is also called bastrop. Basically there's one cluster of providers there along the main highway and then hardly any other sites in the county and this affects an immigrant community. That's a thirty minute drive. From the city of bastrop people there are afraid of driving into the city for basically anything. They've had run ins with local law over small things. In the past that have resulted in deportations. Which has really scared the community. So policemen of vaccine sites really really matters there. So sean selena initially were looking in. The southern part of the united states is what's going on there happening in the rest of the country. Unfortunately there's no way to know for sure. The cdc is collecting data on where the vaccine doses are being distributed. But they have so far decided not to release that to the public but we do have an idea of is where the existing health infrastructure is think about places like clinics and hospitals and group of researchers at the west health policy center in the university of pittsburgh found that and hundreds of counties across the country. Black americans were more likely than white americans to live far away ten miles in rural area and one mile in an urban area from a potential vaccination center a particularly critical question for public health than would be are black and hispanic americans not getting vaccinated because the vaccine sites are harder for them to reach selena. What did you find when you look at the numbers. Yes in places that. I looked into black. People are being vaccinated less than their share of the population take mississippi whereas of wednesday only seventeen percent of residents who got the shot were black even though they make up about thirty eight percent of the population now. Some public health officials pointed vaccine hasn't nc. Which is this fear of getting the vaccine. That is an issue that we're seeing pop up in the south where there's a long history of institutional racism but there's also this issue of access you can look at a map and see that there are far fewer sites in areas with predominantly black populations. Okay so cascade of problems. Ashley who is giving the vaccine in texas. It's hard to know what's going on. Because data's pretty spotty in texas if you look at the states demographic data about forty five percent of people who have been vaccinated are reported as an unknown race. It's actually the biggest category they have right now. And that's just not super helpful an noel this is the case nationwide. The cdc put out a report this week saying that they don't know the race of about half the people who've been vaccinated in the united states but they did say that among those they do know black americans are being vaccinated at a lower rate to give you an idea. Roughly one out of every twenty people who have been vaccinated has been black if they were receiving vaccinations equally relative to their share of the population. It would be more than double that. Okay so the. Cdc is aware of this which makes me wonder. Are there any commitments from public health officials to get vaccines into neighborhoods. Where people of color live. I'm seeing a commitment from federal and local leaders on this in texas county. Health officials have said they are committed to getting vaccines to the hardest hit communities and the binding administration has said they wanna make sure immigrants regardless of legal status have access to the vaccine and fema is to create pop-up vaccination sites in underserved communities. Selena what are you saying. Officials in louisiana told me that they're going to use national guard teams to go into underserved areas to do community vaccination events but common solution that i've been hearing is creating partnerships with nonprofits and help clinics that already have connections in the community. But of course you know doing those mass vaccination events depends on having enough vaccine. So that'll be even more important in the upcoming phases. That was shalini jet lonnie.
