"Have seen so many different bills kind of get started. So many great press conferences have been held. I've had the chance to meet Jon Stewart comedian from Comedy Central. On several of these occasions as we talked about things like the presumptive warfighters Bill. The team act. That conceding our veterans exposure and assess it. Hitting training, The Covenant Act, the Burn Pits Accountability Act, and it seems as though we're down to the finish line in 2021 here with two bills on the Senate side, the true cost of War Recognition Act. And I'm the House side the honouring our promises to address Comprehensive Toxics Act. Simply known as packed. I'd like to know. As we start this conversation. Let's cut to the chase and say, Where are we with packed? How soon will that build? Make it to the finish line? Well, uh, where we always packed as it's passed out of committee, Uh, alongside Senator Tester's Bill, um Both bills, I think are very strong bills. My bill is more expansive in terms of the number of Presumptions that it recognizes 23 additional presumption. So that sense it's more comprehensive. But look, Senator Tester's bill is very strong as well. So we're positioned very well to get a final product. Uh, negotiated between the two. Uh, it's not as if I think will bring my bill to the floor of the house first, uh, and then go to conference. I think, uh, the idea here is to, uh, pre conference with Senator Tester. But in order to do that, uh, we need to get the views and estimates from the A and the Congressional budget Office for both bills. Done. Um I've been working with the V A. And and secretary McDonough. Uh, they have been, uh, working to get their views and estimates to us. Uh, so once we get all that together, the numbers We can start to handle, handle it out and my and that can happen fairly quickly. But we still have. We still have the analytical work to be done Both bills. Um, but I think that's a matter of weeks. Um, I'm convinced that we Will get this bill done by 2021. So, uh, what I'm saying, basically, is that we're going to probably merge. Both girls together before we take either one them to the floor. And, uh, we're still waiting on some numbers, basically. And that, as I remember from 11th grade civics class, right, this often happens. There will be two competing bills. Senate side House side You guys get together, and that's when, uh, what's known as the horse trading kind of begins. My first got the Congress. I thought, Oh, you passed the bill on the East side. Then you have a conference committee appointed often there's something called pre conferencing, which means before either bill gets passed on either side. Uh, there's there's a pre conference strategically, sometimes that sometimes somebody you know, one side will pass a bill. Say with You know 99% of the vote and kind of making a statement. But in this case, I think we both believe it will be more efficient by doing a pre conferencing. Sort of exercise. Okay, now I spoke with Senator Tester already, and we discussed a little bit about what the Congressional Budget office will do and how it needs at least a price tag on the damn thing for someone to look at it because that That that prohibits a congressman or a senator from saying, Well, we don't know how much it costs. So I'm going to punt the football one more time, right? So once it gets a price tag, I can get that. What kind of input do you want from V? A. Because to me, the V A Speaking as a veteran has had So much time to look at this. There have been studies by uh, Vanderbilt University's Dr Robert Miller that prove a connection between constrictive bronchiolitis and airborne hazards. Uh, there have been multiple scientific studies that say Burning jet fuel, plastics and feces and everything and then living near that is bad for your health. And we know you can't do it in America. What is it? You want to hear from the VOC? What sort of Are we waiting for more science? Because it would seem to me that if Dr David Shulkin form of a secretary is down to make these Presumptions, what more do we want from via Well, I didn't tell you, Uh, Phil, we're not waiting for Via. In that sense. We're all I need from Via is their own. Cost analysis. Alongside the CBO's analysis, and frankly, I've already heard I've already gone from Viva something I didn't expect. I didn't expect as secretary of the V A. S. McDonough Within the first few months of his being secretary. To green light regulations on three new Presumptions related to burn pits, asthma, sinusitis and rhinitis. Uh three. I think of some of the most costly So in a sense, the actions that Secretary McDonough has taken already and frankly, the vitamin stray shin through its office about the management, um, may have actually greased the skids. For us to power this legislation through quicker what just remains as a section by section analysis of the cost, You know just what it means in terms of capacity take on potentially 3.5 million. New veterans because of the concessions we make the concessions of exposure will qualify them for health care to be a 3.5 million more veterans that will be eligible to do that, to just has to give us a sense of what that's going to take what it will cost. From their point of view, and we'll see how the lines up with CBOs and CBL will take. CBO will take, uh, the A S, uh, estimates into account when they do their analysis. So the number country right now it's it's happening. Um, and it's uh, but also as we're speaking, so you know that we've got a 3.5. Trillion dollar reconciliation bill that CBO is grappling with. The committee's jurisdiction are working through that, so they're burning and all cylinders. Um, on a couple other Big pieces of legislation. But you know they were already there were even doing number crunching on our toxic exposure legislation. I'm optimistic. We'll get those views in soon. Uh and, uh We'll start reconciling the two bills and hopefully reconciling them more in the kind of direction of what I'm proposing, which is to recognize these 23 additional Presumptions. But I say to those who say that, uh, that we can't do this, uh, that you're wrong. This is a matter of political will and a matter of doing right by our veterans. And keeping the promise we made to them and honoring honoring the pact honoring the pact that we made with them. Of course, that's the name of my bill honoring the Pact act. So thanks. Amen. "Terms. Why would you make it a law. Well you know these things. Don't these things happened. There'll be a whole suite of reforms that will need to do in in law to make this all work think about my legislation as a validation of the conversations that are already happening knowing that on fridays. I get to be home with my son and my wife. It's wonderful people. Like having friday off and you know i find myself that you know by the time. Saturday rolls around. All the stuff i wanted to get done is already done on friday and a you really get more of your weekend to enjoy people. Were already thinking about this. In a big way and what i found is that there was a flurry of social media response to the legislation. I can tell you that. I've been getting media. Requests as far away as new zealand and canada. Oh i'm sure. The new zealanders and canadians love it. Sounds great sure again. Because i'm just so curious about the practicalities of somebody like you. Who thought about this more than i have before. Sure so the nine to five offices. I get what you're saying is there. What's the vision then for. Because you don't want some americans working thirty two hours a week and other americans working fifty hours a week right that. Just that sucks for a lot of people. What's the vision for like restaurants or any of these sort of non traditional nontraditional hours for people are often looking for shift work in your ideal america. Are people just getting paid more for their fewer hours or has that work. Well look for people who are hourly workers which is what the fair labor standard act governs and regulates. Right now people can earn overtime at forty hours per week. What my bill simply does says you can start earning over time. You're entitled to earn overtime after thirty two hours for many many employers. They may decide that they don't want to pay that worker more than overtime. On that fifth day. I was going to say. It's a tough decision for them. All of a sudden for the employer for for many many employers. That's going to be what they're going to have to do. In essentially is going to turn out to be a ten percent raise for those people that choose to work that fifth day so nothing in my bill forces employers to pay that fifth day employers usually want the same production from the four day worker that they were getting out of them over five days and that can mean longer more stressful ships albeit fewer of them are studies have shown that that kind of compressed schedule puts a lot of stress on people and increases the potential for not only acute injuries but certainly also our study has shown for chronic diseases. If you're a sucker of the workforce your workforce you know is highly skilled. I think you're going to need the have to pay that worker for that fifth day mrs going to be that that workers going to have more leverage. You know in the workforce. Even if you have a rough monday morning you know four days from now i have a long break is a pro worker. Bill no doubt about it really helps conversation here. "You're listening to KCRW. I'm Matt. Give them it's hard to believe, but it is almost the end of August. Do you feel like your job is kept a hopping and that summer passed you by Or maybe the combination of work and family responsibilities really never leaves you with enough time to catch your breath. Well. Democratic Congressman Mark Takano of Riverside has introduced a bill in the house that might help fix that. Would create a four day work week for most Americans of 32 hours. Under the proposal, anything over 32 hours in a single week would count as overtime. It sounds good right? But Kcrw's Cherry Glazer asked Congressman Tucano if employees could end up feeling under the gun to cram the same amount of work into less time on the job. That is one possible outcome. But in this particular moment as we're coming out of the pandemic, where employers are Really extending themselves to bring workers in to their places of employment. You know, there's there's a bit of leverage that workers have now. The outcome, I think would be that most employers would opt to keep those employees for that extra day, but they'd have to pay time and a house. Um, it would amount to a 10% raise for most workers. I will tell you anecdotally. I have run into employers in my ultimately who said, you know, if I had more cover, I would come out and say that, uh, my, you know 400 employees, one employer head for employees. I would love to put that long before they work week right now. You say a shorter work. We could also benefit businesses. In what way? I think a better work life balance will mean happier employees. I think happier employees skill sets well matched to and temperament well matched to the type of what they're doing can end up. I think in greater productivity, but it also means I think healthier employees leading to, I think Lower medical costs. There are many cases could be the benefit to employers in terms of overhead. They don't have to be open five days a week. You know, and even even small businesses, especially in the restaurant, and, uh, sort of recreational leisure arenas. Um, there are two big lights out and the current work week you have Friday night and Saturday night. But think about an extra night where people might avail themselves to go out to dinner. How about the timing of this bill? It's coming during the pandemic when some businesses have been struggling just to keep their doors open. They're dealing with higher costs due to supply chain and we're seeing Some businesses do whatever they can to automate to try to reduce their costs. Like you go into a restaurant now and often, you're not handed a a menu. You're filling out your order on a touch screen. Isn't there that a chance that Employers could respond by cutting jobs. Restaurants still need labor. Uh and there is a quote unquote. They were shortage and I don't think you can simply attribute this shortage, too. The continued availability of unemployment insurance. Um I think fundamental reassessments were going on among the American workforce. I think employer and employee like discovered that, uh that much of the work they were doing before it could be done at home. I'm hearing anecdotally stories about employers, uh, hearing from prospective employees, employees straight out of college, asking about being able to work from home as a as one of the benefits that you might ask for. I mean, That to me points to The overall sense. That people are looking for a better work, life balance, looking for greater flexibility and The recognition that the quality of life is also important. What kind of response have you been getting from the business community and your colleagues on the other side of the aisle. And what do you think the chances are of getting this approved? Well, I introduced this bill as we were going on recess and so I haven't had a chance to talk to me in my Republican colleagues. I can tell you that I was just visiting a business, a manufacturing business, and, uh, they were telling me they were thinking through how they can make this work. And so that's one reaction I had. But I've had typically strong reactions from business owners who Expect to, uh, the strongly provoked by it, but I think once they realized that this won't happen overnight That there are many elements that will have to come together to make before they work week. Possible for everybody in our economy, You know, they do kind of calm down and settle down. There is a history behind this. So you take it for granted that a 40 hour work week is 40 hours and we have a two day weekend, but it was societal changes. Economic changes. We had a great depression back then. And all conflagration of World War two. We're coming out of in the equally, I think cataclysmic event global, cataclysmic a gram, which is this pandemic? There's no accident that you're seeing.
