Look at them so that it didn't get into having a warrant issue in the U. S. But this was a very creative way that the FBI came up with watching what criminals were doing globally. Just creating their own app. What were some of the big operations they were able to take down as a result? Well, there were quite a few of them, and many of them were in Australia and in a couple of other countries, But they caught groups that were shipping thousands of kilos of cocaine globally, concealing drugs in tuna cans in fish in boxes of bananas in hollowed out pineapples. And there were quite a few to win all the way to murder. In fact, this is the head of Australian federal police, who spoke in San Diego, saying this tool was invaluable Police in near real time access to messages. Sent between the criminal networks on that platform, a platform they believed was completely secure. The messages were uncensored, uncensored in what they were saying who they were going after who they were communicating with, and they love this grow for a couple of years, they would jump in if it was something life threatening, but otherwise if it was drug running gun running To just let more people come into it and let the platform grow and that's how they were able to get to 800 suspects and moving to arrest them is they let this thing balloon and got to a point where they said Okay, Now we can move in and take it down. Yeah, And you know, the San Diego office kind of sleepy FBI off If you think San Francisco normally does cybercrimes or the headquarters in D C, but San Diego built this thing and got the others taken away so that that the bad guys would all go to to one app and that they were on it. And they let this go on for years watching it and they would jump in if it was something life threatening otherwise. Most of it was drug running and gun running, and they would watch to see who else got involved and get more names and be able to jump in and then finally deciding to take it down. But they're warning today was We may have others out there that if you're a criminal, and you think that you're communicating right now, on some kind of whatever secure app you're using that maybe ours, and we may be watching everything you're saying right now, So there's that fear factor into to what they were announcing today? Yeah, that's beautiful man, that yeah, all of them have to double. They got to really sit and think about what they're doing what they're using, and Right. He gets some second guessing. And maybe they slow down or even stop for a while, or what have you? That's that's fantastic. The other thing too real quick was, you know this Internet outage that happened this morning. And did you? Did you happen to see? I mean, that would have been really really earned it early in California for you guys, right? I mean, that Internet outage. Are you familiar with that? Yeah, I know. I know about it, but but, yeah, it was. Everybody here was not everybody. But many people were still asleep. It was three hours of the morning, but, yeah. You know, you wonder something like this. Could they use the same technology when it comes to the hacking and everything else to run? The boards were these hackers are talking and where and maybe they already do. Of where their yes where they're getting their communication from that This is something that you know. The FBI says that the day at the field level office have been told by Christopher Wray, the head of the FBI. To get creative and they feel like that's what they did here. And by no doubt I mean that that is what they did. This is a creative way to track down these people, and I mean it really is global. This was the head of the Australian Federal Police in San Diego today, saying that this was invaluable to them police in near real time access messages. Then you get into tell that you know there's warranty issues and whatnot. So the FBI would use third parties, states so the Australians, others to say, Hey, if this came from the U. S. And so they got very creative in how they would be able to look at this stuff and the servers were overseas. So I didn't fall under being Indian U. S territory and Got six dirty cops out of it in other countries, not in the U. S. But cops who are communicating with these criminal organizations and tipping them off to things. And now they've been arrested. I mean, it is a It's a widespread operation. They did, man, This is fantastic. And you know something else. I was thinking about Alex. As you were saying, This stuff is typically the FBI. They, you know. We don't know more things that they do and stop from happening, then we do know what they do, and the transparency in this particular instance. Is meant to deter going forward, which you know you, you we typically we're not used to seeing how bright they are with this kind of stuff. And this really was a Trojan horse that the FBI was inside of this app behind it. It was theirs and they were watching the every single thing Come in, you know, Had these criminals known they were Blind copying the FBI on every message they sent. Wow. It was a little different, mostly because Mexico is not seen as the problem when it comes to why people are migrating. In fact, it's a problem from Mexico to with the high number of Central Americans staying here lately. The Biden administration sees Mexico as a partner in solving the current crisis. Mexico's president Andres Manuel Lopez over door has been saying for years that we all have to help Central America so Central Americans stay there, help them with economic and agricultural help. And then the by administrations. Big goal there is to crack down on corruption, which they see as strangling the economy, businesses and the rule of law. And that's why people want to leave. So what was the readout on today's meeting? Do we know what Vice President Harris and President Lopez open door actually discussed? Not exactly because we weren't allowed in those meetings. But we do know that they met together with each of their delegations for more than an hour and privately, the two met before and after for a good amount of time. Unlike in Guatemala, the two leaders are not holding a joint press conference today. They did send out a long list of what the two countries countries have agreed upon. And I think it's interesting. Did that Lopez over door pretty much cut off security exchanges. So this this to me is a big change if it actually pays away for better security cooperation. What about the big Ask from the from the U. S. The United States wants Mexico to Prevent migrants from even getting to the U. S border and to do so by beefing up security at Mexico's southern border with Guatemala. Do we know if that was discussed today? They said they were going to work together on economic investment, agricultural system and programs to help young people all in northern Central America. They didn't mention Border enforcement. Harris, a spokeswoman did say that was on the agenda. But then the foreign minister here Reportedly said that enhancing border enforcement was not to be discussed. But in reality that is exactly what Mexico has been doing. Lopez over door has his militarized National Guard troops at the southern border and recently even sent more. So that is the de facto policy here, and I just want to point out quickly that the number of Mexicans trying to enter the US illegally is on the rise to and it's not just Mexicans from Southern Mexico is the president here points out. Many are leaving from different points of the country, some because of the bad economy exacerbated by the pandemic, of course, But many are also fleeing Mexico's relentless violence linked to drug traffickers and criminal gangs. It sounds like an investigator's dream being able to covertly read almost in real time text messages between criminals. That is exactly what the FBI and its international partners were able to do. In a massive global sting operation announced today against Transnational organized crime. NPR Justice correspondent Ryan Lucas is covering this and joins us now with the details. Hey, Ryan. Whether this sounds fascinating. So how did this thing work? Exactly? So beginning a few years ago, the F B I worked with a confidential source who is developing a communication platform that's known as a hardened encrypted device. It's like a cell phone, but it can only be used to send and received encrypted messages. So no phone calls, no Internet and you can't buy these things in stores. You have to know someone who sells them. And because of how these devices work, transnational criminal organizations, particularly drug traffickers often use them. Now what the FBI was able to do was get it's confidential source to hand out their new hardened device called an, um to the sources network of distributors, who then sold them to criminal organizations. But what those distributors and criminal organizations, of course, didn't know was that the messaging app was, in fact being run by the FBI, and that all of the encrypted messages the criminals were sending were being copied decrypted. And sent to the FBI at almost the same time. Here's the acting U. S attorney in the Southern district of California, Randi Grossman, the very devices that the criminals used to hide their crimes. We're actually a beacon for law enforcement. Wow. So what sort of information was law enforcement? Seeing in these messages? Pretty much everything. The FBI collected more than 27 million messages from an, um users around the world. And officials say every user was engaged in some sort of criminal activity. Officials say that the users talked openly about drug deals They were conducting and about how they were going to hide the drugs. In one example, court papers say a criminal organization made a cocaine shipment from Costa Rica to Spain. And hid the drugs in hollowed out pineapples. Spanish police intercepted that shipment and sees 1500 kg of cocaine. In another instance, the drugs were concealed in cans of tuna fish. Suzanne Turner heads the FBI San Diego Field office, which led this investigation. She said investigators were surprised just how openly these criminals we're talking about. They're planning. It was exactly what car was coming to. What location what? Maybe vessel or ship They were very explicit in their detail because they believed it was secure Communications and the details really emerge in the court papers, they say. Users talked about bulk cash smuggling sent pictures of GPS locations of drug shipments, so all sorts of things And this criminal activities span the entire globe. Wow. Okay, so law enforcement had this incredibly detailed view of everything that was going down. What were they able to do about it? Ultimately, like how many arrests were made out of all this Well, the FBI was working closely with its international partners, particularly the Australian Federal police. In just the last 48 hours More than 500. People have been arrested around the world in connection with this operation. Over the course of the entire investigation, officials say more than 800 people have been arrested. And a lot of drugs have been seized more than eight tons of cocaine more than 22 tons of marijuana money to worth more than $48 Million. Authorities also rated dozens of clandestine drug labs around the world now As for here in the US, the Justice Department indicted 17 foreign nationals for their alleged roles and knowingly distributing these encrypted devices to criminal groups in more than 90 countries. Eight of those defendants have been arrested. But they're warning today was We may have others out there that if you're a criminal, and you think that you're communicating right now, on some kind of whatever secure app you're using that maybe ours, and we may be watching everything you're saying right now, So there's that fear factor into to what they were announcing today? Yeah, that's beautiful man. That yes, All of them have to double. They got to really sit and think about what they're doing what they're using, and Right. He gets some second guessing. And maybe they slow down or even stop for a while, or what have you? That's that's fantastic. The other thing too real quick was, you know this Internet outage that happened this morning. And did you? Did you happen to see? I mean, that would have been really really heard it early in California for you guys, right? I mean, that Internet outage. Are you familiar with that? Yeah, I know. I know about it, but but, yeah, it was. Everybody here was not everybody. But many people were still asleep. It was three hours of the morning. But, yeah, you know, you wonder something like this. They use the same technology when it comes to the hacking and everything else to run. The boards were these hackers are talking and where and maybe they already do of where they're? Yeah. Where they're getting their communication from that This is something that you know. The FBI says that Today at the field level office have been told by Christopher Raid ahead of the FBI to get creative and they feel like that's what they did here. And by no doubt I mean that that is what they did. This is a creative way to track down these people, and I mean it really is global. This was the head of the Australian Federal Police in San Diego today, saying that this was invaluable to them. Police in near real time access messages sent between the criminal networks on that platform, a platform they believed was completely secure. The messages were uncensored. Then you get into telling that you know there's warranty issues and whatnot. So the FBI would use third parties state so the Australians, others to say Hey, if this came from the U. S. You look at it and let us know if we need to see it because you have to get a warrant to see somebody's communication. In the U. S. And so they got very creative in how they would be able to look at this stuff and the servers were overseas. So I didn't fall under being Indian U. S territory and Got six dirty cops out of it in other countries, not in the U. S. But cops who are communicating with these criminal organizations and tipping them off to things. And now they've been arrested. I mean, it is a It's a widespread operation. They did, man, This is fantastic. And you know something else. I was thinking about Alex as you were saying, this stuff. Is typically the FBI. They you know, we don't know more things that they do and stop from happening, then we do know what they do, and the transparency in this particular instance. Is meant to deter going forward, which you know you, you we typically we're not used to seeing how bright they are with this kind of stuff. But there's a lot of stuff probably thwarted that we really don't know about two. But man, this is this is really cool, pretty slick. Yeah, it really is. And they called it Operation Trojan Shield. And this really was a Trojan horse that the FBI was inside of this app behind it. It was theirs and they were watching the every single thing Come in, you know, Had these criminals known they were Blind copying the FBI on every message they said, Wow.
