So today's Washington Post reports that decades long communist rebel leader killed in the Philippines, Jorge, whose nom de guerre is has been a leading figure in spokesman for the communist fighters in the southern Philippines mountainous hinterland. This will come as a shock to many people that they've been fighting since size side basically in the Philippines. What do you understand about that conflict, admiral and how it impacts on the United States? It's much like the conflict that unfolded for 50 years just south of the United States in Colombia. It is a Marxist separatist group, which seeks to overthrow a democratically elected government. And the Philippines has had problems with corruption over the years. And dictators at times obviously. But it's a vibrant democracy today. We may not always be in perfect alignment with the elected leaders, but it's a functioning vibrant democracy, freedom of the press is strong. And there is a communist group that is typically operated in the islands to the south. And as most folks will know the Philippines are an enormous band thousands of islands on the edge of the South China Sea. Often in dispute, by the way, with China. And so to the south, these rebel groups have been operating trying to pull these southern islands away and ultimately their goal was to overthrow the democratically elected governments in Manila to the north, always been tension in the Philippine islands between north and south. Kind of similar to what happened in Colombia, the U.S. helped the Philippine military help the Philippine government. We've had special forces operating there for decades. And over time, the capabilities of those Filipino forces insurgent forces in the south have been greatly diminished. I think the Philippines are on their way to a new election, probably a new leader, president Duterte has indicated he will not stand for another election. I think that's a good thing in the sense that it will give us a fresh leader to work with. And I think the future overall is quite bright for the Philippines. So admiral counterinsurgency in Colombia and Philippine appears to have worked over a long period of time. And most Americans don't know we were doing that. What's that tell us about the model for Americans supported counter insurgency efforts? I think Colombia in particular is the model. And we called it with our usual imagination. We called it plan Columbia. And it was a bipartisan effort, but under Democrat and Republican because that is the key to beat and insurgency you have to have immense patience, decades of work often. And it's not sending the 82nd airborne down there. It's not sending a 150,000 troops like we did to Iraq or to Afghanistan. A better model is small numbers of U.S. troops, particularly special forces. And when I commanded that mission as commander U.S. southern command in charge of everything south of the United States, military to military, we never had more than 900 sailors in Colombia at any time. Huge nation, the size of Afghanistan, roughly the same population, 40 million, yet we helped the people of Colombia overturn this Marxist insurgency known as the farc by a steady application of counterinsurgency techniques, tactics and procedures. We've done much the same thing in the Philippines. That's the right model for the U.S. when we want to help neighbors. Last question, with the success in the Philippines. Is there a chance that we will return in force as a naval presence at subic bay? I know that it was during one of the convulsions in Filipino politics that the United States was tossed out. It seemed to me always to have been a major defeat. I think it happened under president Clinton. I'm not sure. But should we be back there with the Filipinos? Welcome us. It is an immensely powerful strategic position. And it was not only subic bay and the naval complex QB point was the naval airfield associated with it, but also Clark Air Force Base in the north near Manila, not so far apart actually. And so that hub went away when we were invited to leave, which we did, of course. There has been sporadic discussion about reestablishing at least some kind of forward basing there.
