"Well, it turns out there's more to the story there because now the cops are involved. Yes, they're going to probe the 7-Eleven owners for assault after they beat the brazen thief stealing cigarettes from their store. Thief had stolen two other times and threatened to shoot the staff the day before to seek 7-Eleven workers who attacked the thief after repeatedly targeted their store. They're now under investigation. Well, of course. Kind of shades of Jose Alba, the New York City bodega owner who had a fight for his life. There's four minutes of this guy robbing them before they can do anything. Four minutes probably of him destroying the store, taking things off the shelf, putting it in this big garbage bag that he had there, garbage pan really, basket it was. Yeah, he had a can with wheels on it. Like a tail, yeah. Four minutes of him stealing stuff and then the guy finally had his opportunity and he whipped his ass and now they're under investigation. Yeah, it makes sense. The attempted theft on July 29th was allegedly the third time in two days the man had targeted the store. On a previous occasion, he tried to intimidate staff by claiming that he had a gun. Despite widespread praise for the workers defending the business, Stockton Police said they are now under investigation for assault. A robbery probe, though, is also underway. Really, you need to probe something, you can see with your own eyes. It's been brought to our attention that a video of two 7-Eleven employees assaulting a robbery suspect has been circulated. And so right on the same lines with fantasy, you know, I think fantasy really propelled football and everything else. And it's not even really as much about watching the game as it is about falling players. But I think most of the baseball came to the conclusion of it's involving the fans so much that you have to open the doors to it. So that's why he starts seeing a lot more. I'm surprised. Where I played with the gambling and different things that went on with scrutiny, we had to go through after Pete Rose. You know, so it's kind of it shocked to my system, so to speak. Gambling, what? You know? But I see it now and I understand it angle with fan involvement and it really is an engagement for fans and it's helped the sport grow with people following it. So I think that's where they kind of had to side with, okay, here's what's going on. We have to hop in and get involved. Yeah, there's an argument to be made, though, that, I mean, and I get with legalized sports betting that you're going to have a lot of analytics and data so that people can look through them and figure out how to quantify their bets. But at the same time, with the explosion of statistics and analytics, we've seen other sports like football or basketball get more exciting, but there's an argument that the explosion of analytics and statistics have kind of ruined baseball has made the game more boring. Baseball was already very numbers have a very math heavy. Everything's done based on numbers in a way that the game is less exciting even though it might get a more optimized result. If you're just looking for wins. Well, you're dead, I'm scared. I think that's why we had to implement the rule changes we're seeing. The game slowed down. And it sounds like you're like, yeah. It absolutely did. Did we blame analytics and stats for that? Well, I really do. I think we look at the shift rule, okay? The increase of shifts, the defensive shifts where we're putting three or four defenders on one side to come up with the best plausible way to now. And then what we're telling hitters don't hit the ball the other way, batting average doesn't matter. We want you to hit home front. So if you guys have a problem, you're probably going to pull the ball. So then they throw defenders on one side of the field. And guys are hitting the ball into the shift instead of a way. And as a result, there was no base runners that run scoring went down. The batting average for the first time is the lowest since they lowered the mount in 1968. So there had to be a way to increase action. And I do believe that analytically, yes, we slowed the game down because of the efficiency of the defense and being able to implement the numbers. You spent 12 years in the majors. Ten with a Mariners. I know we've talked about a lot of changes with the everything pitch clock this and that, whatever. But in your era, what has changed compared to what you're seeing now. Well, I think one, the thought of getting a hit, hit it where the aim. So to speak, it's a big slug and that doesn't factor in the thinking of a lot of hitters today. They're trying to hit through them or hit it over them instead of hitting whether or not. The stolen base. I mean, that was one thing that was just, you know, I'll tell you guys a quick story. I think David brought this up earlier. I wanted to have stolen base title in 1987. I was the only guy in the decade that won outside of Ricky Henderson. Ricky was averaging like a hundred stills a year. And in 87, he got injured about May, he already had 30 stolen bases. And so the last day of the season that comes down to me and Willie Wilson of the Kansas City royal. We both have 59. I still a base. I win the title. This is over, we're not in the playoffs. I get home the next day in Seattle. My phone rings because we were down in Texas and I get back home to Seattle. Phone rings and it's Ricky Henderson. Ricky. He always talked to me in the third person. He'll say, hey, playing cards are gonna go, Ricky, got a sweet hand. That's how he talks. So I answer the phone. Hello. He says, Henderson here. What up, Rick? What's going on? Congratulate me, right? Uh huh. And he goes, 60 stolen bases. You ought to be ashamed. Click and hung on the phone. Are you hung up on Ricky? No, he hung up on me. Your listening to balance of power with David Westin on Bloomberg radio. My conversation with Bridgewater founder ray dalio continues on the rise of China and whether it is on the right path. But first, we pick up the conversation on the reduction of the value of currencies around the world. This is. This is the question of our time. We will, over the next ten years, certainly, I think. Be trying to find the answer of what is the store hold of wealth, because usually it's a money and then a debt instrument in holding that money. But as that goes down, then there is the question of what it is. What is that currency in store hold of wealth? So we're in that place. It's always handy to be the thing that is your buying power. You're going to see it more in inflation head jasset. So like if you're thinking about a bond, it's better to think about an inflation hedge bond than to think about a tips or inflation hedge assets along those lines. And I think that you're going to see then the parts of the economy. So I think basically if I was saving, what would I want to say then? I'd like to save in the things I know that I'm going to need. So I would like to say then my residents, my house, I would like to say that if I could pay forward my kids education, pay forward the food or the healthcare that I can. And so on, I would want to save in those things to buy forward the things I need. Most fundamentally. I think if we start to think that way, not only in terms of the investment. But what are even the meat and potatoes type of businesses that are doing that? And then also, I think that you have to think geographically. Where is best in the world? Okay, and I'll say that best in the world, our countries, in which they're earning more than their spending and their balance sheets are more assets and liabilities on them, that they're civil with each other. And then they're not in conflict, and they're not in risk of an international war. It's basically those fundamentals. And then I would say we are in an intellectual revolution that our capacity to invent and think and use technologies to help us think has never been greater than before. And so those revolutionary type of technologies when they're cutting edge. I think that those are good investments. And I think then what you have to do is also diversify. That's because the thing I learned is it's all return in relation to risk. Everybody looks at how much return you make. But it only takes one time to knock you out. It's been doing this 47 years. And we survived. You have to survive first. It only takes one time to knock you out of the game. And so you should never lose more than X amount of money that you can't recover. Because you lose 50%, it takes a 100% to get back. So diversification, knowing how to do that well, allows you to reduce your risk by up to 80% without reducing your return. So I think that those would be the approaches that I would emphasize in this environment. And I would not generally speak. I don't think we're going to have a sustainable interest rate that is going to be a real adequate interest rate. And so I would stay away from debt ish issue. Now, the interest rates went from ridiculously stupid interest rates and they're coming into an era an area that's still, I think, is too low, but it's not as ridiculous as it was before. They have to get really. So when you play with that game, if you want me to just do it, I'll just give you my thought real quick. Okay, what would be the equilibrium interest rate for the equilibrium inflation rate? We're going to have probably I would estimate. We have maybe between somewhere between a structural employment inflation rate. Maybe in the vicinity of between four and 5%. In a highly certain environment, you can't even be sure of that. But let's say that. That means then what is the real bond yield? Okay, so you have to go to that. We now have about a one and a half percent real bond yield. Do you still have a 1%? So you have to have the bond yield give you something. I don't know what that is. But that brings it above four and a half percent to some other number. And you have to have relatively tight money, which means that you have a fairly flat yield curve. So I don't know whether that's four and a half percent or the economy could not take an interest rate much higher than that before it's going to be negative. So those are the things that enter into my thinking in terms of what markets and what they would look like. Applying that analysis is China a good investment. And more specifically, is president Xi, a good investment, because it looks like we're going to have at least 5 more years of prison G okay, I want to be clear in making that from my getting to know the leaders. And I don't know she. But I know that those around them. That they are reasonable people. And want to and there's going to be a change in leadership. That we're going to see on Sunday. And you're going to, in my opinion, you're going to bring reasonable people into that. There's a culture. There's that. And then there's, but

It happened yesterday morning when a man was shoved onto the tracks just before noon at east 149th street in The Bronx. Police say the male victim was waiting on the platform for a northbound 6 train when a stranger suddenly pushed him onto the tracks. The male attacker ran off in an unknown direction witnesses helped the victim to safety before any trains arrived. He was treated at Jacobi hospital for minor injuries. Chinese president Xi Jinping had a clear message to those who want to thwart China's rise. You will fail. In a speech today to the Communist Party Congress, she left the world know that China wouldn't change course even if it faces what he called dangerous storms in a more hostile world. Instead, he more forcefully offered China up as an alternative to the U.S. and its allies. Americans have some strong opinions when it comes to modern voting laws, Rory O'Neill reports. Early voting automatic voter registration and absentee ballots for all are popular concepts for Americans. I'm Chris. This is masters in business with Barry Reynolds on Bloomberg radio. I'm Barry rid holtz, you're listening to masters and business on Bloomberg radio. My special guest this week is Tom ran pula. He is the head of adviser services for investing giant. Vanguard where he has worked since 1988. So let's talk a little bit about the Vanguard effect. My friend Eric balchunas, who is a Bloomberg intelligence analyst, wrote a column a couple of years ago called the Vanguard effect and eventually turned that into a book, the bogle effect, where he points out not only has Vanguard driven down costs for their own clients. If that was the end of the story, all right, it'd be an interesting little tale, but what's happened is through market forces and competition, everybody else in the financial services has been forced to follow suit. And Beltran is calculates its hundreds of billions soon to be a $1 trillion in cost savings, tell us a little bit about the Vanguard effect. Yeah, I think it's true. I agree with Eric that Vanguard are set up structurally to drive costs lower, became very competitive, investors want a low cost, came to Vanguard and droves. Competitors had to respond or not grow. And so they cut price, which we all know that compounds over long periods of time, and it's a good thing for investors. And we saw that as we started to really grow in the U.S. that took effect in a big way. But I'll tell you the first time I heard the headline, the Vanguard effect is I went to London in 2008. We launched our first set of funds in the UK in June of 2009, and right before that, a couple of our competitors, before as we're actually officially out, they cut the price. And there was an article in the FT and it talked about the Vanguard effect. We didn't even launch yet. We weren't even grown. We didn't even know if we're going to be successful. Just the thread of moving into a space. So how does Vanguard think about competitors? A do you even think about competitors or do you just focus on doing your own thing at a certain point you have to be aware of what's going on in places like state street or BlackRock or wisdom tree? Yeah. Look, we're certainly aware of the competition, but we've always said, do what's right and customers will follow. And so for us, it's very, very easy to do what's right. We just don't have any conflicts of interest in any decision making. We have. It's all about the end investor. So you only offer them quality products. You don't go to fads so they don't get burned. You communicate very clearly and candidly about the risks. You know, you talk about return, but talk about the risks as well to manage expectations. And when you do what's right, you get a lot of trust built up and you grow. Really, really quite intriguing. So should I not hold my breath waiting for the Vanguard crypto ETF? Is that it's unlikely we'll have a crypto ETF Barry. The way we look at crypto is it doesn't really have an intrinsic value. It's more of a supply demand thing. So that feels more like speculation than in commodity than an investable asset. Exactly. But the technology behind crypto is pretty interesting. And there's some great use cases for that. And we think that's the future in many aspects of financial services market. Really interesting. All right, so we mentioned belt unis book. Let's talk about Robin wiggle worst book trillions. You know, we all sometimes feel like the area we work in our space, oh, I know the history that I'm really knowledgeable about that. But as I read that, I was genuinely shocked as to the history of both the industry and what took place in past investing in indexing, tell us a little bit about how trillions resonated over at Vanguard. Yeah, I thought it was really well written. I lived part of that revolution, if you will, of indexing, but there are certainly things that I learned from that book. Some of the other characters that were involved, some of the really early days and the characters around that as well. So resonated really well. It was interesting for me because I helped start our ETF business. Back in the early 2000s and a lot of those folks, I knew and we were trying to get these things going and it was a really interesting time. And once again, you kind of felt like you were doing something disruptive. And really exciting. But I thought it was a fascinating history. I would recommend that book to anybody that's interested in investing at all. I think it's just got a great history of something that was super disruptive, but maybe a little bit more of a slower burn than people might think. Yeah, no, absolutely. It was definitely a slow burn. And then it exploded. And I think to some degree, I think the inherent advantages of ETFs over mutual funds are part of that. I know some people like the ability to just buy when they want to buy and not have to wait till the end of the day and get mutual fund pricing. But to me, the single biggest advantage of ETFs seems to be enormous tax benefit of not paying for somebody else who's selling. Explain, first off, if mutual funds were introduced today, would they even be approved if it was a new product? Wait, this is much worse than ETFs. Why would we want to prove that? How do you think about the differences between the two products? Yeah, look, I think mutual funds are still a very good product. They may not go away in the two short of term, it's a really good product. I think there's some benefits to mutual funds. If you think about 401k plans, they really, you read my mind. They certainly work well in a quality qualified retirement. You need an ETF. You only need to strike an NAV once a day. So there's that aspect of it. Index mutual funds are pretty tax efficient as well, not quite as tax efficient for most as the ETF. You still have that changeover and I recall when something like Tesla was added, it had a big disruption. The

I'm Ailsa Chang, the ability to quickly pull out a phone and record instances of police violence has revealed patterns of racial bias across Many of America's police departments in the last decade. But what could the internal records of police departments reveal? Okay? Was he saying anything at this time? Yeah. At one point. I don't remember if he was yelling. Go get my mama. Somebody get my mom. I kind of thought, Well, it's a little bit on because I thought he was an adult in the state of California records and tapes like these of internal affairs investigations within police departments used to be secret. Then in 2018, a police transparency law in the state unsealed hundreds of these recordings KQED, Sukey Lewis and Sandhya Dirks have been investigating these records for the new podcast from KQED and NPR called on our Watch. The fourth episode is about something that happened to Joseph Green when he was 16 years old in Stockton, California. I've never even touched it. Officer Johnson. Not once. Has he ever pushed him. Never question my couldn't question if I'm walking out the door like this, and he'd come up and grabbed me by my hair. Sandhya Dirks reported this episode and just a word of warning. The story contains explicit descriptions of violence and may not be appropriate for all audiences. Hey, Sandy! Hi, Elsa. So Joseph Green's cases, unfortunately, one that has become all too familiar to us. I mean, it involves violence by a white police officer towards a black teenager. But this case isn't all that well known. It happened in Stockton, which is in California's Central Valley. Can you just start us off by telling us what happened, says 16. Year old Joseph Green goes into a gas station to pay for gas and he's got a dollar left over and he wants to buy some gummy worms for his little sister. Now the dollar bill that he's using is damaged and the cashier doesn't want to take it. Behind him in line is a plainclothes Stockton police officer officer Robert Johnson, the third and he gets involved in this discussion between Green and the clerk. Now Green turns to leave the store and begins to walk away. But Johnson pulls him back into the store, and both Green and Johnson have these very different versions of what happened next. Officer Justin rather behind me. I grabbed by a sweatshirt grabbed about my hair pulling back through the door as long year round and slamming on the ground and that's attempted murder. He could have killed me. In the end Johnson arrest screen for trespassing and resisting arrest. Okay, and this police transparency law that allowed you to access some of these previously secret records. This law doesn't actually require the release of records that Solely have to do with racial bias. Right like this is a use of force case. So why did you focus specifically on racial bias here? So, yeah, racial bias just wasn't a category of misconduct that ended up being unsealed by SB 14 21 or the right to know Act, But we do, of course know that in California, black people are more likely to be killed. Arrested or have force used on them, then white people, and while this was technically a use of force case to us, it was clearly also about race. There was sort of barely coded language that the police officer used to talk about Joe Green that he looked like an adult that he was dangerous and a violent drug dealer. It all felt very clearly like racial profiling. And I mean, you know, sort of. Think about it. This kid is trying to pay for candy with a ripped dollar bill and this police officer thinks Oh, he must be a drug dealer. Right? And greens. Mother Saronic a champion. I mean, she was pumping gas. When all of this happened. She runs into the store witnesses, part of it. And then she later goes into the police department to file a complaint. And it is that complaint that prompts an internal investigation into Johnson. You say all the verification, but it's all on tape. So I'll leave it at that. Solving the tape sound one of the things that she mentions when she's talking to investigators as this is surveillance video. At the store that basically captured the incident between Johnson and her son, Joe Green, and this video is important because it doesn't actually match up with what Johnson wrote in his police report or what he tells the IA investigator. For example, he says that Green pushed him. I pulled him by the shirt. He immediately turned to me, grabbed me and pushed me into a shelf and that's when the pushing match went back and forth on the video greens. Hands are up. There's no pushing match. Johnson also tells the idea that he thinks Green is a drug dealer because he saw a small digital scale fall on the ground out of green sleeve. I saw a little black digital scale fell out from either somewhere on his left side. His hand is pocket or something. But no digital scale is ever found. It's not booked into evidence it's never seen on the videotape. Johnson's also undercover so he needs to show his badge to arrest Green. Johnson says he pulled out his badge to let green. No, he was a cop. Okay, and you have shown your bash identified as a police officer and said, You're you're now under arrest. You think there's any doubt in Mr Green's mind that your intention was to arrest him? Oh, no, there was no doubt. But on the video, he only pulls out his badge after Green has already turned to leave. When he's asked why he didn't just let Green leave. Why he didn't let green walk away. This is what Johnson says. Well, yeah, there was all these other people outside. I didn't know what might take place if he gets out there if he tells these people Who knows what What could happen to me? I know that the neighborhood around that market is not very pro police. So it sounds like the video just explicitly disproves many parts of Johnson's testimony. The video directly contradicts Johnson's testimony. But it's never used in the internal affairs interrogation of Johnson. He's never asked about how it doesn't match his story. But the I A does use the video to help it make the finding that when Johnson punched Green in the face that that was an unnecessary use of force, and Johnson is given a five day unpaid suspension. But he appeals and the case goes to an arbitrator. Now arbitrators are often picked by police unions, and they aren't required to have any police or use of force training. But their decisions are binding. They override the chief and the city. They have the final word on police discipline, and the arbitrator overturns Johnson suspension. She finds he had a reason to be afraid of the neighborhood because it was and I'm quoting her, a high drug high gang neighborhood that included a crime ridden HUD housing development. Well, all of this was 10 years ago. What's happened since Officer. Johnson went on to be involved in two police shootings, and in one of those, he killed a black man who was accused of domestic violence. He is still a police officer with the Stockton Police Department. As for Joseph Green, he did receive $710,000 as an award from a civil jury. But he.
