"From NPR News in Washington. It's all things considered. I'm Audie Cornish, and I'm Tanya, mostly in South Pasadena, California There are 11 days to go before Election Day. Of course, it's now more like an election season. More than 50 Million Americans have already cast ballots and early voting, according to U. S Elections Project. And former vice President Joe Biden is trying to hold onto a lead in the polls. His campaign is blanketing the airwaves with ads even as Biden isn't hitting the campaign trail as much himself right now, NPR's Scott de Tro covers the Biden campaign and joins us now. Hi, Scott. Hey, Good afternoon. Is there any sign that But last night's debate change the trajectory of this race. So far, Not really. Of course, it takes some time to see things like that show up in the polls, and at this point, it would probably just show up on election Day, not any real poles. But certainly neither candidate had a performance like President Trump did in that first debate, where he turned off a lot of swing voters with his tone and his attacks. And both candidates actually spelled out there major policy differences, especially when it comes to the ongoing Corona virus pandemic and to underscore just how much Joe Biden and his campaign thinks that is really the main issue of the race. Hey, gave a speech today. It was really just again restating his plans to confront the pandemic, which is something he's been talking about. For months. I'll immediately put in place a national strategy. Position our country to finally get ahead of this virus and get back our lives. I'll reach out to every governor in every state, red and blue. To find out what support they need and how much of it they need. And to recap. Biden wants to take a centralized, aggressive approach to this with the federal government funding and coordinating much more testing more funding for school districts for safety measures. And in dealing with the economic effects of this pandemic, and he wants to try to push to make mask usage Universal and that is, of course, very different than how President Trump has handled this, leaving most decisions up to the states and repeatedly urging the country to open back up. Who? How is Biden approaching campaigning in this final stretch? You know, One interesting thing is that he has gone back to the more restrained approach of campaigning that we saw for most of the summer. He hasn't travelled to a key state since last weekend. He was, of course, focusing on last night's debate and preparing for it. There's that speech in Wilmington today that we just heard And then as of now, the only thing on the schedule is a trip to Pennsylvania tomorrow. Campaigning in person, of course, doesn't tell the whole story. Biden's campaign thinks voters will reward him for not holding risky gatherings, and his message is certainly getting out there. He is spending far more money on ads in the final weeks of the race than Trump because he just has much more money to spend. And of course, they're also some high profile surrogates out there for Biden, like former President Barack Obama and Vermont Senator Bernie Sanders, who have both been campaigning in Pennsylvania, among other states. Yeah, You know, question, though, does does this low key campaign schedule worry any Democrats. I mean, President Trump is basically crisscrossing the country. You know, it really doesn't bother that many Democrats, a mother, NPR reporters, and I call the ton of Democrats all over the country, and almost everyone we talked to feels confident. Biden has been able T make his point and that voters have heard and responded to it. And on top of that they really think and I think polls to validate this President Trump's rallies hurt him with swing voters more than anything else. They just don't want to see large mask was crowds or hear the types of attacks and grievances that he often goes on at them. You mentioned how many people have already voted. But the Trump campaign thought bite and made a major error by by seeming to say toward the end of the debate that he wanted to get rid of fossil fuels Dubai Canal I see this as a mistake. Nobody did clarify the reporters afterwards he was talking about ending subsidies for the oil industry. But if you look at his campaign planet really would phase out oil and gas drilling over the next couple decades. He wants to totally overhaul the country and get it. Maurizio. You know, wind and solar. The president keeps coming back to to this thinking that it's a way to help him win Pennsylvania specifically when it comes to the issue of fracking, but it's worth pointing out. Fracking has slowed down in Pennsylvania over the last few years, and it's a state with a really robust, clean energy economy, so this might not be the key issue. The president thinks it is. NPR. Scott Detroit who covers the Biden campaign. Thank you so much Sure thing. President Trump is closing out his campaign for reelection behind in fundraising and the Poles both nationally and in key swing states. "The Supreme Court could have been for being here. The Supreme Court could have done something here. Kate well in April. The high Court intervene in similar Wisconsin case, Judge Conley hadn't just extended by a week after Election Day. The deadline for mail in ballots to be received by state election officials have ordered that votes be counted even if they were mailed after Election Day and the Supreme Court State Conley's order. All for liberal block justice, including now deceased. RBG dissented from the unsigned opinion by a five justice majority. Majority concluded that's permit people to keep voting after election Day gravely affect the integrity of the election process. But the opinion took pains to emphasize it was forbidding the counting of post election mail in ballots because Conley had ordered it unilaterally. I either had been no request for that relief, which suggested if a party it ask for it, the court might have approved post Election day voting, which is insane. So now the court isn't essentially saying that They're going to put off decisions on whether or not to count ballots until after Election Day itself. So here's how this is gonna go. Let's say that it does come down to what we're talking about. It comes down to Pennsylvania. It comes down to states that have extended their voting deadlines after Election Day. Which is crazy, by the way, and now you have 1/9 justice on the Supreme Court. Amy Barrett is going to be confirmed this week or early next. And now Democrats proclaim that a five seat majority on the Supreme Court with Amy Cockney Barrett in the majority is illegitimate because Amy Cockney Barrett was ram through. The possibilities here are devastating. And if you're talking about the legitimacy of the Supreme Court, if that's John Roberts is chief concern, I cannot think of anything more calibrated to undermine that legitimacy than what the Supreme Court is doing right here. OK. Meanwhile, the debate is happening. Final debate between Trump and Biden is happening, and it's happening on Thursday night. Well now new rules have been set, according to The New York Times, President Trump and Joseph Biden will be muted during the portions of Thursday's final presidential debate, an effort by the organizer's to avoid the unruly spectacle that played out at the candidates first meeting in Cleveland. Last month. Now here's the thing. I don't think that you should meet the mikes. I actually don't think you should get the mix. The reason is, if you're a Democrat, I'm confused. Why you'd want to meet the mikes. If you look at the polls. What you see is that Trump's performance in the last debate killed them was terrible for him. He started dumping in the polls immediately after that before he even got cold. My polling data. So why exactly would you want me to Mike's? Okay, so find them using the mikes. As in the first debate, each candidate will be a lot of two minutes of speaking time to initially answer the moderators. Questions under plan announced on Monday. The opponent's Mike will be turned off during that period, an attempt to insure an uninterrupted response. Trump said he wasn't happy about it. Trump said all participate. I just think it's very unfair participate, but it's very unfair. They changed. The topic is very unfair that again. We have an anchor who's totally biased. Commission acknowledged both campaigns might be dissatisfied with the new rules. One might think they go too far. One might think they don't go far enough. Thursday. Debate is the final meeting of the of the candidates that were supposed to be three debates. The second one got cancelled because the debate commission unilaterally suggested that Trump's covert for mating even though there was no medical information that suggested that this was the case. Meanwhile, Bill Stepien, Trump's campaign manager, He claims to be nonpartisan Commission He called the D Biden Debate Commission. Had promised that the national debate would be about foreign policy and ask her to discard the six subjects announced last week by the moderator, Kristen Welker. Those topics are fighting Cove it American families race in America, climate change national security and leadership. You can see why the The Trump administration would like to talk about foreign policy, which is a big bright spot for them, as opposed to more conversation about racism and is from is trump a white supremacist in all this garbage again again. So Biden's people are, of course, very happy with the rule changes once again will be Trump versus the moderator for sure. More than a second. But first, let's talk about the air but that you are using Are they really good? Are they nice? Because the air was you're using? Probably they were either way too expensive, but they're not very nice. What you need is a pair of excellent year, but they're not going to cost you an arm and a leg. More basic, more compact design annoys, isolating fit. Break on here, but they're stylish, indiscreet notes. England wires, No dang and no stands. A lot of celebrities used Reagan's It may be. "Clause theorizing that since the virus does not affect people, the same way provision legislature makes to deal with it somehow render elections unfair and unequal. So. What does this actually do? What is the court ruling do the court effectively ruled that you can vote after Election Day The Pennsylvania Court election officials to presume that any ballot received by its extended deadline. Now, November sixth must be counted even if it lacks postmark proof, it was mailed on or before November third. So you could see an election in which the entire thing comes down to Pennsylvania. In fact, this is quite easy to see 'cause Pennsylvania's battleground state. Right you could see an election in which trump replicates all the states that he won except for Michigan and Wisconsin, and now he needs to win Pennsylvania and Joe Biden needs to in Pennsylvania and the entire election rests on Pennsylvania. And it's November third and we don't know the results right November third happens and it's a very tight election in Pennsylvania again right now that election is within three to four points right it's close to margin of error. And you now have a Pennsylvania law that says that if not the day after the election in November four, th now everybody looks at the. They recognize it comes down to Pennsylvania and everybody rushes through their mailbox and sends in their ballot people who didn't vote they rushed to their mailbox and now they send in their ballot. According to Pennsylvania. State Supreme Court. Those will be counted if received by November six whether or not they are postmarked late. Even. If it lacks postmark proof, it was mailed on or before. November. Third. As Anti McCarthy said Ineffective Green Lights voting after election day even as the national media is reporting the results of a contest that is supposed to be over. For those reasons, the states, Republican Party asked the Supreme Court to stay the court's ruling the extent permits voting after election day. Supreme. Court adheres to a so-called cell principle arising out of its two thousand, six ruling and Priscila versus Gonzales the courts must not changed the rules for an election late in the game. Priscilla's now being flouted not just in Pennsylvania. In Wisconsin Judge William Conley. Obama appointee on the Federal District Court presumed rewrite a number of state law election-related deadlines including extending the deadline for counting absentee ballots until November. Ninth in his wisdom Judge Conley Caveat of the ballots should only be counted if they are mailed in by election day November third which sounds in theory but there's going to be a lot of dispute about win ballots were mailed. Right? You'RE GONNA say I dropped it off at the post office had dropped it in the mailbox. November. Thirty wasn't postmarked until November fourth. So did I mail it on time? So the Supreme Court could intervene here the Supreme Court could have done something here. Hey while in April. The High Court intervened similar. Wisconsin case judge calmly hadn't just extended by a week after election day the deadline for mail in ballots to be received by state election officials ordered that votes be counted even if they were mailed after election day and the Supreme Court Stayed Conley's order all four liberal bloc justice including now deceased RPG dissented from the unsigned opinion by five justice majority. Majority concluded its permit people to keep voting after election day with gravely affect the integrity of the election process. But the opinion took pains emphasize it was forbidding the counting of postal extra mail in ballots because county ordered it unilaterally. I either had been no request for that relief which suggestive apart ask for it. The court might have approved post-election day voting, which is insane. So now the court is essentially saying that they're going to put off decisions whether or not to count ballots until after election day itself. So here's how this is going to go. Let's say that it does come down to what we're talking about. It comes down to Pennsylvania. It comes down to states that have extended their voting deadlines after Election Day. which is crazy by the way, and now you have justice on the Supreme Court Amy Conybeare who's going to be confirmed this week or early next. And now Democrats proclaimed that he five seat majority on the supreme. Court with Connie Barrett in the majority's illegitimate because Amy Conybeare, it was rammed through. mean the possibilities here art devastating and if you're talking about the legitimacy of the Supreme Court, if that's John Roberts is chief concern, I cannot think of anything more calibrated to undermine that legitimacy than what the Supreme Court is doing right here. Okay meanwhile, the debate is happening final debate between trump and Biden is happening and happening on Thursday night well now, new rules have been set according to the New York Times, president trump end Joseph Biden will be muted during the portions of Thursday's final presidential debate an effort by the organizers to avoid the unruly spectacle that played out at the candidates first meeting in Cleveland last month now, here's the thing I. Don't think these should meet the Mike's. Actually, don't think you should meet the Mike's the reason is if you're a Democrat I'm confused why you'd want to meet the mics. If you look at the polls, what you see is that trump's performance in the last debate Kim whose terrible for him he started dumping in the polls immediately after that before he even got Kelvin. By polling data. So why exactly what you want him to? Mike Okay. So find the meeting Mike's. As. In the first debate, each candidate, we'll be a lot of two minutes of speaking time to initially answer the moderator's questions under plan announced on Monday the opponents Mike will be turned off during that period in attempts to ensure an uninterrupted response from said, he wasn't happy about it trump had all participate i. just think it's very unfair participate but is very unfair. They changed the topics. It's very unfair that again we have an anchor who's totally biased. Commission acknowledged both campaigns might be the satisfied with the new rules. One might think they go too far. One might think they don't go far enough. The Thursday debate is the final meeting of the of the candidates that are supposed to be three debates. The second one got cancelled because the debate commission unilaterally suggested that trump's cova for Beta even there was no medical information that suggested that this was the case. Meanwhile Bill Stepien Trump's campaign manager. He claimed that the nonpartisan commission, he called Dividing Debate Commission. Had promised that the national debate would be about foreign policy and ask for it to discard the subjects announced last week by the moderator Kristen Welker. Those topics are fighting cove American families race in America Climate Change? National. Security and leadership. You can see why the the trump administration would like to talk about foreign policy, which is a big bright spot for them as opposed to more conversation about racism is I is trump white supremacist and garbage again again. A So. Biden's people are, of course, very happy with the rule changes once again will be trump versus the moderator for sure..

"Right now, it doesn't look like it does I. Think you know. Republicans still were. sounds like we might actually get a cutting excuse me tell us Bulak tomorrow. So we'll see what numbers say I do feel like they've Bello more encouraged in recent days by this you know. Like you were saying your friends there a do they skip that race I think it's just what else comes out I don't Cunningham has done a good job of managing this I think you should have gone out ahead of it of the we did put out a news non perhaps the best day that he could win. You know every depressing Tillis had just gotten. Virus to and Kellyanne Conway and Bill Stepien Trump's campaign manager. I, mean it was just felt like every hour somebody else was confirmed to get her own virus. I will say the question on the poll that was just released this week survey USA just did a poll guess came out yesterday the day before being giving my own personal opinion here which I often do. I was surprised by the question because the question asked specifically sort of what nate asks do do sexting scandals do does marital infidelity does that matter to you and I don't believe at least from the answer that I see North Carolina bet that Thom Tillis is running against the infidelity or running against the you know the fact that cal Cunningham cheated on his wife, but he is running against. What people might see as hypocrisy or dishonest sort of the same thing that's hurt Lindsey Graham in South Carolina and that question wasn't asked question was and I think I think for the most part you know I don't all these people who I've talked to. They don't really have a problem with. The Fidelity we've got a president who grabs women by the privates That's not the issue. The issue is you ran a certain way and. In the middle of your election, you pull the John Edwards which you know. We did that already in North Carolina. So I think that's so that that poll didn't really answer the question. That needs to be. Sx Their vote. But some of them were probably West Cunningham I will just throw out this stat And do with it what you will when I looked at that bowl and I looked at the one that they had done in September in. September. Tell us was actually leading among men by eleven points in this new poll. Cunningham. was leading among men by two points so then. So you know read into that what you will. Jessica Jessica you're the pro you get into the weeds and get it all those cross tabs. So last question emily from Virginia Beach Asks what could be the biggest upsets, and then she puts in parentheses only one right answer i. don't know what that means but what could be what do you think the biggest upsets could be? This year across the board. I think that Alaska race it would qualify as an upset and I think you know South Airline even though we rated as competitive i. In talking with you here I mean you know I. I think this is what a lot of southern Democrats have. They sort of can't believe that their states are changing or that they could play and I think that's sort of the same thing happening in South Carolina. So again, I think if a Jamie Harrison to win, you have a state like South Carolina like I mentioned that has such a fraud racial history would have to African Americans, senators I think that sends a huge message. That certainly would be a massive upset to you. I guess it depends emily on how you define emily listener on how you define upset if it's a sleeper race okay Alaska no one's really paying attention to it. Surprise Democrats got another seat. But if you WANNA talk about a Eric Cantor sized What the heck or an Beating in the Certainly if if you know Lindsey Graham is probably the most visible. One of at least one of the most visible senators, the Senate. To have him. Loose. would be Hartley why Harrison is getting a lot of money in the same way that at grass gets a lot of money especially they're running against to not that Harrison is not as compelling candidate. He very clearly is but I think a lot of that money as because you know onesie grams has said it repeatedly on Fox News and in the hearings this morning that you know. They hate me hate me and that is true for most most of both of their money comes in from out of state, which is really the more in most of these races now, and we saw a lot of it come in you the hours and days after of Justice Ginsburg deaths and I think that was a major part that was fueling that fifty eight, fifty, seven, million dollars as well. So yeah I mean I think we'll see what happens on election mate. And I'm sure you're ready for that. So the point of this podcast is to try to figure out how? I mean the question I was asking earlier about partisanship and how we've just it really is just are you read or are you blue and vote that way and you know I get frustrated because I'm blue but I still am frustrated by the fact that you know what's the point of trying to be moderate because if you are like, Susan Collins it doesn't matter. You're not. You're you aren't blue enough or if you try to be Modern Cory Gardner has no motivation for appeasing the people in the middle because they won't. Democrats won't vote for him. Anyway. So the purpose of the podcast is is to try to figure out why we become so partisan and if we're GONNA stay partisan. How can we live together? So I asked the same question of everybody at the end you dig into what's going on in all of these states, you get to see the partisanship. More than most people do because you're really looking at. How the heck are we going to get along? Well, you know I. Think there are some encouraging signs that we can look at you know a lot of these. House members that were elected in twenty eighteen that really are sort of moderate or have..
