His proposals would entail substantial changes to the constitution as well as the entire balance of power the power of the executive power of the legislature and the power of the judiciary well in Russia. They could just get things done in Russia. They don't have to go through all this bureaucracy and red tape they just get stuff done. Yeah yeah they do under the Putin plan now. The State Duma the Lower House of parliament will be granted the power to appoint the prime minister and the rest of the cabinet as opposed to just improving their candidates as is currently the case. Another idea voiced by Putin is to make the consultation body the State Council a permanent fixture and it status enroll all will be written into the constitution.
