Some Black-Owned Businesses Are Turning To New Banks For Paycheck Protection Loans

"To help keep workers on payrolls. Businesses owned by black and Latino people were often at the back of the line. Those firms often had to wait longer for money, even though many were desperate for financial help. With a new round of business loans in the pipeline. Authorities are now trying to address that disparity as NPR's Scott Horsley reports like a lot of business sellers. Jennifer Kelly's income took a hit last year when the pandemic struck. She's a clinical psychologist near Atlanta, and some of her clients didn't make the adjustment to online or telephone counseling. Kelly, who has two employees applied to her regular bank for a loan under the federal government's Paycheck protection program. But she says the process was frustrating. It's kind of like trying to get the vaccine. They put my name on the list. And there they finally said, Oh, we all have anymore, And we're sorry that first round of P P p loans was exhausted In less than two weeks. Lots of businesses complained that banks were prioritizing their biggest customers. Bones were especially hard to come by in neighborhoods with a lot of black and brown residents When I needed them. They were not available to man, including. I'm not the big business, but I'm a small business and committed like with the fabric of America. When Congress okayed a second round of P P p loans last year, Kelly applied again. This time through a bank 250 miles away in Savannah, Georgia that specializes in working with black own firms. They were very patient through that entire process, and I didn't get approved for the loan, and I do hope that, especially in the small black banks will survive because We need to have those institutions that second bank Kelly worked with. Carver State Bank was founded 94 years ago with the goal of building financial freedom for its African American customers. 80% of its loans go to black owned businesses. Robert James, who sits on the bank's board, says he received P P p applications from around the country most looking for less than $50,000. Most of our applications are very small businesses individually owned gas station in the neighborhood or restaurants are people deserve a lot of credit for the hard work that they're putting in just to make sure that we get help to the customers that need it. The most According to the Federal Reserve Bank of New York. Even before the pandemic, black owned businesses were more than twice as likely beyond shaky financial footing as white owned firms. CEO Janine Jake Oak of the Community Development Bankers Association, says that means the extra time it took for loans to reach those businesses could be costly. They had a lot less cushion to start with, which made them much more vulnerable when the economy went south. Authorities have tried to address the disparity in P P p lending in a number of ways. First they've made more money available. They also gave banks that specialize in minority and low income communities, a head start when the latest round of paycheck protection loans was launched last month. Finally, while the loans were designed to be forgiven, some black borrowers are suspicious, a legacy of the long history of discriminatory lending. So education is also important. Carver States, James says he tried to reassure African American borrowers they can use P p p loans to keep their businesses and communities afloat. I've heard a lot of stories of customers who were eligible for these funds, but didn't trust that there wouldn't be some sort of a catch. Craig Gordon runs a company that provides in home nursing care in Georgia about 30% of his business is on hold right now because many of his customers are wary of letting anyone even a skilled nurse into their home during the pandemic. With Carver States help Gordon's just been approved for a second p p. P loan. This will buy us probably three of four months, and I'm hoping that all of those vulnerable folks that we served by again will be well vaccinated. In the meantime, cordon says the forgivable loan will help him keep dozens of people on the payroll. Scott Horsley. NPR NEWS Washington

The chinese fintech aunt group shortly thereafter china's markets regulator opened antitrust probe into e commerce giant alibaba aunt groups largest shareholder and one of the most valuable tech firms in the world amid all this chinese officials had met jack. Ma co founder of ant group and co founder and former chairman of alibaba. He's still one of companies largest shareholders. He's china's biggest business. Celebrity enriches tech tycoon. He's regarded globally as a symbol of china's success up until recently he was a pretty visible character. Even starring as a judge on a popular reality show. But jack ma hasn't been seen publicly two months. We're all starting to wonder where he's gone back in october. A financial forum in shanghai mom spoke out against chinese regulators claiming they're conservative approach hindering innovation. He envisions a different financial system for china. Global onlookers are growing more and more concerned at the chinese communist party would rather those visions remain unrealised. Here's becky quick. joining us. Right now is leeland. Miller china beige book international. Ceo and leland. Obviously it's just speculation at this point but it does come after. Some clearly heightened tensions between jack ma alibaba and chinese regulators. Yeah i mean the question right now is whether jack is is managing a very low profile for his own good or whether he's been brought in a dark room in his having new terms of alibaba dictate to him. A nobody knows nobody will know until till the government comes out with a statement I think right now you know. Jack is sort of muttering himself. Oops and it's oops on some of the things he's done in recent months in terms of antagonizing government regulators but this is something that the alibaba ecosystem has been something that has been antagonizing state banks and the state run financial system for years and years. So it's it's not altogether surprising that he's he's become under more pressure right now and he has a target on his back now that he's been completely vulnerable. You're not talking about the retail side of alibaba. You're talking about the financial side what they've been doing. And why don't you explain that a little bit to people why it's such a threat to the chinese banking system. This is a point that That i've made years ago when alibaba. Cbs's guest commentator for the alibaba ipo in two thousand fourteen and everyone was talking about spectacular. This company is and it's true. It's spectacular innovative companies. But the is alibaba's not one company. It's actually two companies It is a retail firm. Which is a chinese national champion. I think that's what people think of when eight when they think of alibaba most of the time. But it's also a giant financial firm and it has been innovating behind the scenes of chinese finance for years whether it's on my mutual funds whether it's e payments these are systems that have been beating the tar out of the state banking system. Alibaba for yle was allowed through you. It's it's mutual fund to to offer these very very high rates where the state banking system couldn't and over time china beige book. You can see that. There's been migration deposit flight from the state banks over the alibaba system. So jack has got an enormous number of people who really dislike him inside the chinese banking system and this is a problem that happens in beijing step in and they'd regulate the alibaba are force them to bring the rates down but this has been a tension not for months but for years. So so this is this. Is jack finding himself. Boehner and having lot of enemies on the inside leland. Just in terms of of what that means for the chinese population. I mean it's it's a good thing. It's it's helped so many people in china who wouldn't have been able to get loans otherwise wouldn't have been able to do some of those things so i have a hard time thinking that that in itself has been the biggest problem or why the communist party might down on him But you know some of the things that he said very recently have been incredibly antagonistic. Just in terms of things you're not allowed to say in china that he said right in one rule is you don't antagonize the chinese communist party and expect good things to happen but but look wall. What alibaba has been doing been innovative. It's been good for chinese consumers and households and the chinese economy keep in mind the vested interests that are affected by this. You have these technocrats. Bureaucrats have the bankers who have watched their their fiefdom less and less important over time. and so even. If this is good for china writ large. This is a real question. Mark to where the banking system falls in this new world order now. If jack had his way he was sweep the banking system aside and replace it so it may be good for china. But it's not good for a lot of party. People who are in the top of the power chain which means that jack better tread carefully at this point. It's raised a lot of questions about what this means for international companies trying to do business in china whether they be tech companies or something else but we also have at the same time the nyse announcing that it is not going to move forward with its plans to deliver those three. Chinese companies says it did this after having discussions with regulators. But you've got to think it's it's got more to do with who's going to be in the oval office come january twentieth a biden administration versus a trump administration. What what does the setup for just in terms of the us relationship with china. Yeah look i don't think biden particularly wants to touch this issue so he's keeping his hands off it but this is really about inattention by the trump team. I mean they put a rule in place and they sort of went off and pay no attention. You know certain certain agencies like treasury behind the scenes hoping to weaken this. And and that's what they did and so if you don't if you put out a bunch of rules and then you don't fall through on them. You're going to have a lot of questions over how they should be interpreted and at this point. They're so little clarity on what the administration was asking for. And what the executive orders called for and and what executive orders in the pipeline. That these That nyse in and a bunch of other financial entities basically said. We don't understand what's going on here and we're not going to implement them and they got soft backing behind the scenes from treasury not to implement them and so here you are. Everything is sort of falling apart in terms of some of these latest trump moves in the last days of the trump administration. Bring them back to what investors might be looking for. Is this a situation. Where manufacturing companies anybody. Who's making things that they're selling Either from china or to china. How is this going to play out. You have any ideas. I think that the biden administration has come in with severe restraints in terms of what they can do. They want to use political chits. They have on domestic issues. They they know that biden has had years and years and years of being called week on china when he was vice president. And so they're not gonna be able to do any heavy lifting on the china side particularly in the early days. So i think that from this standpoint biden wants to sort of he won't be able to pointing back he doesn't want to do a whole lot. And so you know you're going to be on a glide path at least until he gets both staff in you know three to six months from now but in terms of investment with china. This really has to play out. The chinese are certainly gonna come in and try to have a honeymoon. Period with a biden administration promising kinds of climate goodies. The question is who are going. To policymakers. That are gonna be in charge of china policy for for for the biden administration. And are they going to have authority within his realm in order to push back congress for certainly be at their backs but but this is some this issues. These china issues. That i think biden would like to ignore for as long as possible in his first six months. There are a lot of china hawks in congress. That would probably make that pretty difficult to ask. What what should we be watching. What are the key points or the key events. A lot of it has to whether whether cova continues to to suck all the oxygen out of the room you know code will be will be issue number one. But you're right on congress you're gonna you know you have some very fire. Republicans you also some fire. Democrats who who are who are who are quite animated on the china issue. There's a bipartisan agreement. Right now that china needs to be dealt with rather rather tough fashion. So i think that you're going to have a lot of pressure from congress. Which is why i think biden wants to have nothing to do with it. He's gonna let some a lot of some of the trump stuff glide he's gonna want to avoid the issue as much as possible. It's going to become harder and harder. As the beijing olympics comes into sight year and a half from now There is going to be a lot of push both domestically internationally to boycott the olympics A year plus from now and this is going to become extremely hot topic not yet but later this year and so i think he's got a pass for at least a few months but later this year. I think it's going to get a lot lot lot tougher on the environment on china again. I can't believe the olympics in beijing are only a year and a half or so away. A leland it's good to talk to you. "Us about about the project and so what what does the Alexa skill that you guys have developed do? And what was the? What was the thinking behind? When we first started our conversations with an accom- we didn't know what to expect. We didn't even know what to do with really St- I think Stacy said it best. Is that so we started with the thought of? How can we take our typical telephone banking system? That's that technology has been around for four. Seems like forever and so we were like. How do we repurpose that into modern technology and modern use cases so partnering together with an Economy Fintech provider? They are really at true partnership here. We were the very first one to come out with a fully functioning Alexis skill in the community bank space. Now some of the larger institutions the international banks that are housed here in America or even some of the couple of super regionals they were already doing some of the s but really we felt like our customers were longing for that as well to be able to say. Hey if a bank of America or chase would have this type of service. Why can't wait? I see we have the same type of access to your systems so they came from a customer. Need they actually the customs approach to and also this. Will you a proactive and thought well? We need to get ahead of this before they do. It was really more proactive. Because of our customer base being very tech savvy and especially our newest market which is the Huntsville Alabama market. We felt like we need to make sure that in order for us to compete against the larger institutions especially from a tech perspective. We needed to be proactive in this space. So when I say fully functioning that's the differentiation between us and some of the other banks or credit unions that have that they may have an Alexa skill. But it's more informational sharing like where are we wears locations. What's our hours of operation? We really wanted it to be truly as said an extension of our other tools that we offer to art whether it'd be mobile or online or telephone so they log in and get account information for me. Personally I've got a college aid's daughter and so was the question we get from her. Hey Dad I need some money so then I can go and just by walking through the house. Tae Alexa Transfer money from account to my daughter's account so those are some of the use cases that we have and we're continuing to expand that working on some other use cases right now to expand as far as card management for the debit cards. The credit cards and those kind of things as we continue to move forward. I see okay focused on the the most common actions that people form on their accounts festival implemented those and then now you looking for the more advanced features those in as well. That's great okay. Great Stacey tells about the project from your side then what what was it like to Cra? Alexis go four bank whether any particular challenges that you had to face. And what advice would you give to someone? Who's WHO's looking to do the same. Whose is taking on a project to the signs. That's a great question because there is a specific answer that it's really got nothing to do with how we build a skill it has to do with multiple parties involved in the thing you have to look out for the difficulties run into is the larger companies involved Talked by Google Amazon Right Amazon. The company that is the keeper in the approver of these skills and so's Google on their side. I will go to that side of the house but Amazon. This is the first real step into a retail banking application type of thing right in my past i. I did this for Mobile APPs with apple when they first had their APP store open. Add it for banks and it's the same type of learning curve with working with Amazon going through the approval process Amazon not understanding how everyone thinks they understand how a bank works. And I'll say that just exactly the same. Everyone believes they understand. How Bank works when you work with. Community banks. That'S NEAT. Learn how they actually work and each one little different from another one and you can try to define a process for which you wanNA bring on these skills right for Elixir. Whatever but these skills for getting the weather has total different requirements than the skill for your banking and we had compliance issues. We have enrollment issues. We have Lincoln account issues. We have all these things you have to do and be compliant with on our side and actually I was walking Amazon through the process. Of sometimes you have to change the way you're thinking because this is not a weather APP. This is not a joke. Gap does not attribute this is banking and there are some things. The banks are already doing to link accounts that may be at to adjust your expectations. How Link Accounts Right? That's just one example and going through the approval process with Amazon and it different iterations. That's really probably. The most complex part of working new technologies into banks is yet. There's a third party provider like Amazon or Google. Who has to approve these things and has certain expectation on their side of how the system will work in. We have to really Kinda match the expectations and the realities. What a bank needs right to? Does that mean that there were those pushback on the on the platform side on the new Google side because he went meeting standards was it the other way round. What did you need things from them? They weren't providing up front. And you have to be kind of both. It's kind of both so the expectation that you're starting from scratch realized that a bank might already have a method for linking accounts for example in Kelly States. Bank independent already. Lincoln accounts through methodology in order to enable their voice banking on the phone system for that and so there are some things that instead of confusion users like it's a brand new system to create new pin number. You all this new stuff. Sometimes Caesar let them allow them to use what they already have and so it was sort of both. We have more things than they expected. Amazon's system wasn't really built to take an existing system. Like what we had at the same time. You know there are some things we have to come up to snuff on on voice engagement right conversational banking conversational. Technology is different than a menu driven technology in Kelly. Had said we're reiterated extending what we're doing on the voice baking side telephone banking but it's extending the feature functions but the way you engage with it is different. So there's a learning curve on our side to to make sure you have the conversational structures. Correct your engagement that so it was both sides. This is very typical of bringing in a new technology into an existing market place. That has its own high level of rules right. There's a high bar a ruling compliance and you have another system as brand new that is trying to create rules of compliance rights. And so we put those two together in. This is typical this. This is exactly how it was with mobile APPS. And I think that's what you're gonNA see. It's GonNa have that ramp right now. It's early in the curve for adoption and over time as voices getting across all these other channels and the software whether it's Amazon or Google on all these channels whether it's in your smart tv or on your phone it's going to accelerate. The friction is gonNA remove overtime when it sounds like they would have lended as as much from the experiences as you guys have. That's going to streamline things for everyone the projects that come along in the future exactly my question around that was about the the iteration of this is kind of new and we got a lot of the ground truth from the feedback from users and looking at the data of course financial transactions quite private and a bank's not going to want to publicize those will hand them over to supplies in the same way as maybe health data. So how did you get that signal back? That's a find out whether the user interaction was working. And how did you guys work together to to solve that problem like you said? One of the biggest concerns with this was around security and especially traditional banking where we're not always the the ones that are willing to step out and do things so from especially from security and privacy perspective because that is paramount to who we are as an institution to ensure that we are taking care of our customers and making sure that their information secure safe and that they are comfortable not only them but then also with a stacey said our regular regulators and auditors and those things pile up over and over again to make sure that that we have the right security protocols in place and so that was some learning curve for both US and Amazon that we all had to mature and continue to grow as far as making sure that we have the right information we partner with our processing companies Jack Henry and associates and so they do a fantastic job of having a pathway for us to get to our information securely safely as well so with our connectivity points between in a calm and Jack Henry that is very tightly controlled. We manage it with monitor it. We reporting we have security protocols that are in place between all of us to ensure that is safe for our customers. Massoni went to Jack Henry Do. Where did they come into this? Yeah Sure Jack. Henry is the company that houses our customer information as a whole and so they have an open banking platform that we're able to connect to and be able to partner with the fantasy like the end of the world to be able to safely securely have access to their customer account information you can anonymous data and Sharon Saddam. Okay right so there's a way to share it without revealing the details of the people. Are I in this talk about the voice banking how it's being used and I saw one example on your website believe about bank independent Kuzma? Who's using the Alexa skill right now? It's eighty nine years old. That's fantastic Zurich. Tell us about that. And the the interest made on his or her life. Sure after we went live with this we were live several lines and we really wanted to see who was using and honestly we knew because this is new technology. We weren't expecting a hockey stick type of acceptance and usage of this tool out of the gate and so it has been a slow growth and kind of leveling but again we wanted to be out there early and this is exactly why because you know. The mission of our institution is to make a positive difference in people's lives and this is a prime example. Where we've done that. And that's not something that you have to do every year, but you can come for two three hour class. Learn something, and although once you're certified as long as you stay on the board. Why because they know each and every year there are drastic changes. Oftentimes by the Florida legislature, especially over the last two years, and especially laws focused on them looking to actually create them responsible for wrongful conduct making them now, potentially liable to get arrested for doing certain things. So over the last two years, especially if there ever was a time to make sure you take a class rather than signed a dumb affidavit. It's been the last two years. No question about it. Right, right. I'm a big idea person. That's what I do. And. Not going to be the guy that's going to execute it. And so. There has to be other people that execute it. And I know that that's just the way that I work, but I don't do my job or I don't think so my responsibility or or that I'm not reliable. It's just a bit. I know where my strengths are. And so I applied myself where my strengths are. However, however, there has to be a work ethic that has to be a standard. There has to be you have to know what it is that you believe about who you are. And what you wanna be in what you want to accomplish. And so those beliefs that you have. When you don't really know what you believe what you believe about what's right in which you believe about how you should work when you don't know that then you like standing on shifting sand rather than on a concrete town Dacian. Yup. And so as an individual, and that's the key. And you know, what that's not that unusual with someone that's younger versus someone that's been around a little bit more. I think I think we all need time to to find our way to have some experiences and shoot. So, you know, sometimes we do something maybe we shouldn't. And in that moment, we discover what doesn't work and it helps zero in on what does work, but here's what I would suggest, you know, isn't that scenario you, and I are working together. And and then I was executive coach Steven that situation. I'd say Mark, okay. Let's sit down, and let's let's spend some time discovering. What? Your values are based on what you believe. And let's let's look at those values, and I would wanna look at those values in four areas in degree similar to business, but it's only our personal level. I wanna know what's your foundation values are talk to your character. As the person, I want to know, what your professional values are which tells me, what type of how you wanna perform professionally. I want to know what your relational values are which is how you what you believe in the way, you should be relating to people. And I want to know what your values are. Yeah. You participate in the community, and you make a difference in this world that we live in because I believe that's that's just as important spending time and talking about those four areas. What's going to happen? You know, that you play down is you're gonna come to a realization make you know, what professionally this is what I want to be. This is what I want to accomplish. And and this is how I wanna handle myself. And this is what I want to be known for. And this is a legacy that I want to leave in a real leader. Only has impacted influence. That's it. And the only thing that last one the leaders gone is that legacy, and you do that through your values. And so I only want to spend time figuring out what those values all. Because in really all.
