There is more law enforcement fallout in Texas in the wake of the shooting at rob elementary school last May ivaldi. She died in that crash, according to an independent investigation done by the Maryland attorney general's office. The officer reported that he thought Chavez was drunk and testing confirmed that her blood alcohol level was almost double the legal limit. Survivors of the school shooting in St. Louis on Monday described their terror as a gunman opened fire, killing two people before being fatally shot after exchanging gunfire with police. Students barricaded themselves in classrooms, and reportedly jumped out of windows to escape the shooting at central visual and performing arts high school, located on the south side of St. Louis. The victims have not been identified. But one teenage girl and one woman were killed. The victims taken to the hospital had injuries ranging from shrapnel wounds to cardiac arrest. Police officers were informed about the shooting just after 9 a.m. as hundreds of students faculty and staff members split the school. I'm heartbroken for these families who send their children to our schools, hoping that they will be saved. Said St. Louis mayor at the Shara O Jones at the press conference. Our children shouldn't have to experience this. They shouldn't have to go through active shooter drills in case something happens. And unfortunately, that happened today. About 9 10 a.m., a gunman believed to be in his 20s. Was reported at central visual and performing arts high school. Onsite security guards quickly noticed that the shooter, who was reportedly armed with a long gun, was struggling to enter through the schools locked doors. The principal, using a code word, warned students over the loudspeaker that an active shooter was on site. It's unclear how the gunman was able to enter the school. Officers arrived at the school within minutes and ran to the sound of gunshots, police said. They exchanged gunfire with the shooter on the third floor who was killed. By 9 30 a.m., the school was blocked off by police, ambulances, and a S.W.A.T. van, the St. Louis post dispatch reports. One student told kmov TV that she and her classmates jumped out of a fourth floor window, and recalled by officers to escape the shooting. Students told 5 on your side and the St. Louis post dispatch that at least four gunshots were fired. Ashley wrench, a math teacher at the high school, told local radio station KM OX that she saw students covered in blood as they attempted to escape out of the third floor. I looked at one student's leg and she had blood going down, so I helped her to the ambulance, one of those students who got out before that had been shot through the hand, so they were already wrapping his hand up. The shooting happened on the third floor of the high school and some students who jumped out of windows were injured. One broke both ankles in the fall and another broke their nose. Its traumatizing. Traumatizing for the teachers, the students, and the families that the kids have to go home to. Wrench stated. Ray park, say, dance teacher told X that he narrowly escaped the shooter. He looked directly at me, pointed the gun at me, then when the gun away from me toward the ground, park said. It's just so hard to get over. I can't understand why I didn't get hurt. Police said the threat to the school is over, though the investigation unit is on site. And we'll conduct a more thorough examination and interview students in the coming days. Lieutenant colonel Michael sack, St. Louis's interim police commissioner, says the suspect has not yet been identified. Authorities believe he is 20 years old. Though the shooter's connection to the school remains unknown, the nea goldston, a 16 year old student at central visual and performing arts high school, told the post dispatch that the shooter said something along the lines of being sick of this damn school. The shooter's gun allegedly jammed, letting her and other students run to safety. I'm glad I made it out because his gun got jammed, goldston added. We saw blood on the floor. Police believed that they have located the suspect's vehicle, which will be searched after bomb dogs do a check. 8 people were transported to local hospitals out of which one adult female has since been pronounced dead. Police also said that one teenage girl who was shot and killed remains at the crime scene in the school. Identities of the victims have not been publicly shared. Police have not shared the occupation of the adult woman who died, and are waiting for next of kin to confirm her relationship to the school. The officers received a call at 9 10 a.m. about an active shooter within minutes, they arrived on the scene into the school, the student was fleeing the building, according to what the reports say, some of the students told the officers that there was a shooter with the long gun. Upon hearing gunfire, they ran to the gunfire, located the shooter engaged the shooter and exchanged with gunfire and they won the battle. The suspect shooter was struck and was pronounced dead at the hospital. No officers were injured during the confrontation the chief confirmed the shooter had several high capacity magazines on his person when he was finally subdued. Let me just bring this home without me getting crazy. Banning AR-15s will not stop this. Shooting people who try to kill people with AR-15s will stop this. That's what you have to do. She was protecting the kids. She stood in front of the kids and he ended up shooting her and killing her. And another female 16 year old was killed as well. So sad. The chief of St. Louis came out and made a statement said to the school was locked down, which bought time for school security officers to react. If you look at the article title and this is even a Fox News article title, it says, at least three were killed in St. Louis high school shooting suspect kielbasa security. I think that's a poor usage of the word. Is it security or is it police officers? Because according to the chief, it says about time for school, security, officers to react. Now, I don't know if he's talking about school resource officers. I don't know if he's talking about police or talking about school hit their own private security. In the woke wussification of America, I'm not shocked that the police department is even afraid to say that there's police officers who are heroic enough to kill a guy on campus after he was trying to murder every student in the school. However, thank God that some brave security officers are police officers responding to take care of the threat. Do I think we should ban guns because of the shooting? No, I don't. Because obviously, you got good guys with guns that take care of business. And what did they do that you already didn't do? And don't get mad at me. They actually lock the doors. And he has no prior criminal history. The incident happened today at central VPA high school where several others were wounded, officials say Harris opened fire and was then killed by police. Mayor of St. Louis is stressed and heartbroken by the school shooting. Our children shouldn't have to experience this. They shouldn't have to go through active shooter drills in case something happens. And unfortunately, that happened today. Back here mayor Adams and governor hulk will say they've come up with a plan to make city streets in the subway safe once again. A 63 year old was punched so hard, he fell onto the subway tracks, a 14 year old was stabbed on a one train, and that was just over this past weekend. City hall says NYPD cops will be asked to work over a thousand overtime shifts every day. I'm trying to, in terms of looking at the price action inequities, understand whether this is mostly optimism, cautious optimism about earnings or whether the market is really kind of focused on this idea that the fed is going to begin to adjust to smaller sized rate hikes after the first of the year. Well, I think it's both. I think that the optimism about maybe going 50 basis point in December. And then 25 basis points in February that really has since kind of leaked by The Wall Street Journal that brought a lot of optimism even for the earnings. And then so far, the earnings have really been holding up. A lot better than expected. So it's a bit of both and of course tomorrow is a big day and the whole week is a big day with all the tech stocks. But we do think that they've already been discounted so much that they could surprise to the upside. But I mean, how does that you may well have positive surprises are given and how ratcheted down we have in terms of expectations. But how much again do you think this is going to matter in the overall wall of worry we have? Well, it's going to matter if they if they actually the outlook. It's not so much what past earnings. If they give us a good outlook, like some of the banks gave us a good outlook, some of the companies have given us good outlook. And that is really what matters. The actual earnings, that's great. But if they have somehow knowing everything that we're going through, the inflation numbers and the higher interest rates, if somehow they can still have a good outlook, then those are the companies that are going to benefit. And they're coming in, actually, surprisingly, it's still many of them very good outlook. Yeah, but one of the things that we have heard from a number of these companies that I'm thinking Microsoft is that the strong dollar is really a significant headwind. Do you think that's going to be the case for some time? Well, I think once the Federal Reserve starts actually reducing the amount of interest. Because right now, the market is already pricing in a very high terminal interest rate of about 4.75 to 5. So if somehow they don't go that far, then that will affect the dollar and that will help the international sales. Okay. "Welcome to the Todd star's radio program so happy to have you with us today. 15 days until the midterm elections ladies and gentlemen, coming up a little bit later on this hour of the program have you heard this crazy story happening and retirement homes, senior adult centers across the country, where Democrats are going in and their signing up all of these senior citizens to vote for the Democrats, and many of these seniors are completely unaware and in a lot of cases, they just, their minds aren't there. Also, over the weekend, a terrible story, there was a shooting at a hospital. And before I do that, let me put a pin in that story for this moment. We're following a breaking news story out of St. Louis, where a gunman opened fire at a high school today. We understand that at least three people were killed 8 people transported to the hospital and the shooter is dead. St. Louis public schools announcing that a police officer on the scene was able to take out the suspect almost immediately. So we don't have any information on the ages of the people. This happened at a school for the performing arts. That's all we know at this time. So we'll keep you updated on developments here. The shooting at central visual and performing arts high school against central visual and performing arts high school, any information will bring that to you. But over the weekend, there was another shooting at a hospital in Dallas, Texas methodist hospital. So some guy comes in, and he guns down two nurses in the maternity ward. The police say that the gunman, his girlfriend, was giving birth, and so he went to go visit her, and then he got upset because he thought that she was cheating on him. So the guy pistol whips the girlfriend who's about to give birth. A nurse comes in and he shoots the nurse kills the nurse, another nurse is shot as well. Fortunately, there was a good guy with a gun, a hospital security officer, and he was able to shoot the bad guy. Who survived. As horrible as this story is, it's even worse, because it turns out this guy has a criminal record a mile long. This guy was actually on parole and was wearing an ankle monitor when the shooting happened. And the police chief is beyond outraged over this. He said he's sick and tired of these criminals being allowed out of jail so they can go and they can kill other people. The reality is, if this guy had been in jail, which is where he belonged, and based on his criminal record, he should have been spending the rest of his life in jail. If he had been in jail, those two nurses would be alive. By the way, the two nurses were shot dead right outside the room housing all of the newborn babies..

The suspect was struck and transported from this location, and that suspect has since been pronounced deceased. No further details out about the shooter. Or what the motive was, the district says the injured students were on the way to the hospital, did not indicate how badly they were injured. Some parents arrived to pick up kids and check on their safety, so we'll continue to keep an eye on that story throughout the day. 5 people were shot three fatally after her caravan involving about a hundred cars on the southwest side, more of this drifting and drag racing happened in the Brighton park neighborhood. Intersection of archer and kedzie, a video shows spectators and participants taking over the streets, driving recklessly near the intersection. Approximately a hundred cars hit game control of an intersection. Our sds room was monitoring this on video live. From the 9th district station is the officers were responding, we received a shot spotter of alerts of at least 13 rounds four males shooting victims, taking themselves to the hospital, holy cross Mount Sinai, three victims have died. Two who are who have survived are in serious condition, but expected to recover unclear how the drag racing escalated into a shooting, some people do have gang ties, so far no arrests have been made. And officials continue their investigation there. The Michigan teenager charged with killing four people at his school, nearly a year ago was pled guilty to two dozen criminal charges. I'm Leila faldon in Washington. And I'm a Martinez in Los Angeles, California. In the last two weeks, even more schools around the country have gotten hoax calls claiming that active shooters were on their campuses. It's a continuation of a pattern that NPR has reported on, and now NPR has obtained new information that suggests this is not the first time that a scare campaign like this was conducted against U.S. schools. NPRs are debt Yusef and Jenna McLaughlin join us now. Let's start with you. I'll remind us what's been going on. Well, a someone has been calling schools and law enforcement agencies claiming that there's an active shooter at a school. And this has been prompting what's known as a swatting response where police and S.W.A.T. teams immediately deploy in large numbers to those locations and when they get there, they find out that the call was a hoax. But this can be pretty terrifying for all involved. So the last time we reported on this just over two weeks ago, we had counted at least 113 instances of calls that fit a particular pattern since mid September. Now, that number has reached nearly 200 across at least 28 states. All right, so tell us about the new information. It was something like this happening before. Yes. Some local authorities have suggested that these calls echo a similar hoax from the spring. And now we've obtained information through an open records request, suggesting they might be right. I want you to listen to some audio. Here's a clip from a hoax swatting call made about four weeks ago in Finley, Ohio. High school hello. There is an active shooter at family high school 21st long-term industrial hello. Ideal high school. Now, a, I want you to listen to another call that was made 5 months earlier to the sheriff's office in bossier parish, Louisiana. Hello. Has been left in the high school hill in front of high school members to zero 5 suspicious backpack has been left in the high school. Now, lots of schools and states across the country received similar false bomb alerts in the spring, and as you could hear, it sounds like the same person who's behind the swatting calls. So we obtained additional records from the investigation that the bosser Paris sheriff's office conducted back in April. And it's provided a really interesting snapshot of how this hoax caller operates. Yeah, they sounded exactly alike. So tell us what has it shown? Well, one piece of information that the sheriff's office obtained was a detailed call log of the phone number that had called in this false bomb alert. Captain Shannon Mack of the boss or Paris sheriff's office was the one conducting the investigation. You could see that he was using this phone number specifically to call schools or the dispatch to the sheriff's office or police department where the school was. And it looks like this was his thing to do all day every day. And our analysis found that this was indeed the case. On certain days, the caller started making calls at an hour that was morning time for the place they targeted. And they just keep dialing numbers. Sometimes with as few as four seconds between hanging up and dialing the next one until they were finished with their day, 6 to 8 hours later. Our analysis also found that in the roughly 6 weeks that these records covered, this collar targeted 162 places, more than 90% of those were schools, police or sheriff's departments, dispatch centers, and fire departments. We're going to bring in Jenna McLaughlin, Jenna, let's start with that technology question. Now, how would this work? Hi, so yeah, this caller was using voice-over IP and that basically means he was making a call over the Internet rather than the phone lines like Zoom or WhatsApp. He was using text now, which is a specific free, easy to sign up for service. You can get a new number. I made one using only my NPR email address and it took me about ten seconds, no verification needed. One really interesting thing, though, is that all of the IP addresses in the investigation log were actually tracing back to Ethiopia. Ethiopia so have investigators been able to confirm that. So it's still a bit of a mystery experts and investigators that we spoke with said that based on the evidence they don't think that it's likely that the perpetrator used digital disguises to make it look like they're in Ethiopia when they're not. Even so they could be using a local virtual private network to hide their exact location and it's still a possibility that they hacked into Ethiopian Internet infrastructure or bought access. One source actually shared with us that they found some ethio telecom IPs, some local IP addresses that had been compromised and were being sold on the dark web. So they really could be anywhere. Wow, Jenna is there anything that can be done about this? So regardless of where these people actually are, it's really difficult to hunt them down individually, law enforcement doesn't always get cooperation overseas in places like Ethiopia. Some people think that the solution lies instead with the providers. So experts that track this kind of things that a lot of scams lead back to text now and that they want the company to do more to monitor for fraudulent behavior, verify their identity on the sign up process and maybe even get agencies like the FCC to step in and require them to do more. From text now outside, they do cooperate with law enforcement. We did see that in this case. And there are challenges to automatically detecting fraud on voice calls. Ultimately, they just want to make it as easy as possible to sign up. What about a new or a mode of actually any of the new information shed light on that? So typically we see these scams is trying to make money, but that doesn't seem to be the case here. And so far, you know, we've still seen no indication a that this ties to any extremist or political agenda. So this remains a mystery and meanwhile these swatting continue to happen. "By Katie Reilly. No state saw improvements in students math or reading scores between 2019 and 2022. And a majority of states saw declines, according to a new report released Monday. The test scores, which continued to paint a bleak picture of student achievement during the pandemic, come from the national assessment of educational progress, known as the nation's report card, and administered by the U.S. education department. The NAP offers the most comprehensive look at student academic progress since the pandemic disrupted schools. The results show the profound toll on student learning during the pandemic. As the size and scope of the declines are the largest ever in mathematics, Peggy Carr, commissioner of the national center for education statistics, said in a statement. There were no math improvements, and any of the 26 large urban school districts, where assessments were given, including New York City, Dallas, Miami, and Los Angeles. The average math score fell 5 points for fourth graders and 8 points for 8th graders since 2019 reflecting the largest score declines in more than 30 years since the NAP was first administered in 1990. No state saw improved reading scores at either grade level, though schools operated by the Department of Defense saw an increase in 8th grade reading scores. The results emphasized what's at stake as schools try to help students recover and catch up on learning. They missed during the last few years. The assessment looked at fourth and 8th grade math and reading, an experts said the stark decline in 8th grade math scores means those students could be missing key math skills at a crucial time as they enter high school and decide what they want to study in college or pursue as a career. If left unaddressed, this could alter the trajectories and life opportunities of a whole cohort of young people. Potentially reducing their abilities to pursue rewarding and productive careers in mathematics, science and technology said Daniel McGrath, associate commissioner for assessment. And a press call on Friday, education secretary, Miguel cardona, called the test results appalling and unacceptable, and urged educators and other leaders to prioritize student recovery, especially for the most vulnerable students. We must treat the task of catching our children up with the urgency that this moment demands. "Passed in December gave states the power to forgive, overpaid federal unemployment benefits. Most states are taking them up on that. But Missouri is not. Here's Corrin rough from ST Louis Public radio. In the middle of December. Sandra Griffin's on new message pop up and her online unemployment account. You were overpaid by no fault of your own. That's what the letter states by no fault of your own. And you are required to pay it back. The message said she owed the Missouri Department of Labor nearly $8000. That's money. Griffin says she already spent on bills after the Corona virus pandemic hit and she lost her job teaching art programs in ST Louis schools. Normally she counts on summer school to make most of her income. But there was no clear plan for schools to reopen so her employer encouraged her to file for unemployment. Turns out people who work for educational institutions are eligible for unemployment over the summer, when most teachers air off, So they were saying that all the months that I collected over the summer I was ineligible to collect those, although they had reassured me during the summer during phone calls. That everything was fine, so there was a contradiction there and what's going on. Griffin filed an appeal. But since the system is backed up, her hearing isn't for another six months. In the meantime, she doesn't have to pay anything. More than 46,000. Missourians have also gotten letters demanding repayment. The state says it paid out more than $150 million last year to people who would later determined were eligible for the money. Lawmakers from both parties have been calling on Governor Mike Person to forgive the overpayments that don't involve fraud about 97% of cases. But person told reporters earlier this month that a state law requires collection of over payments and he doesn't plan to override it. There was mistake's made. There's no doubt about that. It's just too far and it's too much and now you're crushing their hopes that things will go back to normal and that they can rely on the government to help in step in when they need it. And of course, they do have that discretion to do so, But it would harm their local economy is and their citizens so they should be trying to uplift at this time, and she says overpayment bills disproportionately impact people of color.
