When migrant Children enter the United States seeking asylum without their parents, they go into the care of shelters contracted by the Office of Refugee Resettlement. That agency is supposed to protect Children from harm. But an investigation from the nonprofit news organization reveal found how a call to the police from these federally contracted facilities when these Children misbehave can do more harm than good. For more. We turn to Laura Morales, who co reported this story without abogado, Laura. Thanks so much and welcome to the Texas Standard. Thank you so much. Your story begins with the use of a Taser on a 16 year old boy in a San Antonio facility because he didn't want to go to school. Tell us what happened. So we obtains body cam footage of a sheriff's deputy from the Bear County Sheriff's office that was called to a shelter run by Southwest Key, UM and staff that day had called police because the 16 year old boy had allegedly damaged a couple of bed frames and some plastic storage bins. He didn't want to go to class that day. And so they called the sheriff's office and when the deputy arrives, his name is Patrick Divers. The footage shows that you know, he's escorted to the inside of the shelter. The child does any bathroom by himself. The doors open to the bathroom. And shelter stuff for talking to the boy in Spanish. You know, trying to talk to him about what is happening in the current situation, and then it's at this point that The footage shows the deputy deputy divers never, you know, asked for evidence of the damage after he's there for seven minutes, he says on the footage. You know, I'm going to tease this kid, um and so shelter staff move and he talks to the boy in English. He's already been told several times that the boy speaks very little English, and he has bilingual staff around him. Could translate, but that doesn't happen. And so he shoots the boy with the Taser. Um, for about 35 seconds, And then afterwards the boy is handcuffed by a second deputy, and he's escorted to a squad car, and we know that he was arrested on a charge of criminal mischief. So if I'm understanding, right? A lot of what we know about this case is is because of this body camera footage. What's going on with that now? I'm hearing there's actually a request that reveal destroy it. Yes. So we obtains the body cam footage through a public records request, and we actually requested an interview with the sheriff to talk about the body cam footage and what it shows. Um the agency has since initiated an internal affairs investigation into what happened. And then, shortly after we communicated with the agency, you know about the story that we were doing. They reached out to us and requested that we destroy the video because it was unintentionally released. Um, we did not do that. Because we believe you know, as journalists that this is within the public interest to show this video We also spoke with the child's grandmother who told us that she wanted the public to see what happened to her grandson and to understand what could happen to Children when they're in the custody of the U. S government. Let's let's talk about that. How often does this happen? These calls to police from facilities housing young migrants. We obtained federal data about a year ago. I think it's about 300,000 records. And these are all you know basic information on Children that have been entered into The Office of Refugee Resettlement custody. And it was through these records that we were able to identify over the last six years that shelters have discharged at least 84 Children from ages. 11 to 17 to local law enforcement. From those 84 Children. We obtained police and court records for 19 of the cases through public records, requests at police departments, Sheriff's offices, Da's offices and what the documents show is that many of the Children were turned over for arrest after they allegedly got into fights or, you know, maybe damaged property. Or, you know, in some cases had mental health challenges, and most of them were processed for misdemeanors. So these were really, really minor offenses. Um, and it's also interesting to point out that at least time youth Were charged as adults as well. So we mentioned, um, if you've published move forward with this story, despite some resistance from from Bear County Sheriff's Office, But what's the reaction been like from from the public and from other branches of government. So we spoke with Congressman Joaquin Castro. He saw the footage. We talked to him as we were reporting on the story, and he told us that he'll be asking The Office of Refugee Resettlement to review what occurred and evaluate the Southwest Key Casablanca shelter and it's stuffers training. Every single CEO in the medical center was on the calls every day at seven a.m. the biggest health crisis in 100 years, and it's right here in our city, and what can we do collectively to try to make the right decisions when you have diverse perspectives and different expertise? You often make better decisions. But there is an issue. We all had a slightly different opinion. But what was remarkable almost all the time we came down with complete consensus, and we're still meeting you know, talking about who's got this amount of vaccine has got that amount of accent who could do what We have managed better than most large urban centers better than Chicago, L, a New York and it's because we work together tested. The survey from Rice University's Kinder's Institute for Urban Research remains the nation's longest running study of any metro area's economy, population, life experiences, beliefs and attitudes. But it's also a snapshot reflecting a moment in time and in light of the pandemic that has impacted us for more than a year now, and the dramatic political and social events we've been through recently, it's a great time to dig into that snapshot as well as the long term trends. This is really the survey that gives us a clearer understanding of Houstonians attitudes during the pandemic. It's a great opportunity or measure how much of a change has occurred in the way people see each other and see the world. Did that have surveyed your last interviews for the survey last year on March 12th march, 16th the pandemic issues. We had a year of that experience and the aggravating of the inequalities in Houston, the growing awareness of the systemic racism really quite interesting. Powerful kind of responses. In terms of a broader transformation. That is really remarkable. Watches were different folk today that we were attended 50 years ago, and that's been going on. In the same time. This impact of this of this year long pandemic has been really very understanding. Watching the city and continual changes and continued development. Before we dive into the results has always let's talk just a bit about methodology, which changed quite ah lot this year. All the damn problem is people don't talk on the telephone anymore. They don't answer the phone. Did you solve that just would you do differently This year, we made a ship. That's almost all major serving organizations are doing that from from random digit dialing. You randomly called telephone numbers. To, uh, address based company, Will you? You get a list of all the addresses and all of Harris County and take a representative random sample of that list and then sent an email letter. She's of the heads of those of those families, asking them to pop the question. All right. So let's based off of that. Let's let's go and get into it. What? What for? You are the major takeaways from this year survey. Mother to one. That one is In terms of the pandemic that aggravation the exaggerations that lane bearer of the inequalities over almost half of all African Americans, Latinos Families in this city. Are Are you unable to meet a $400 emergency expense over half had difficulty pain for their housing during the past year really, really serious. Economic inequalities that have been been there for a long time, but exacerbated by the impact of the pandemic. And African Americans and Latinos are the future of Houston of everybody in Harris County under the age of 20. Will be the workers and citizens and voters and taxpayers of Houston of everybody under the age of 2051% of Latinos and 19%, African Americans on Lee 21% of angles The future of Houston depends on our ability to bridge the gaps and to reduce the inequalities and to ensure that young African Americans, Latinos have access to the Education support systems they need to succeed in.

Kyra, welcome back. Angela, Where do you fall on the herd Immunity, optimism scale, the also think that it's unattainable. So I think that that some of that depends on what the herd immunity threshold actually is, and some of that also depends on other factors, such as how much transmission is actually occurring. In the community. Now, one thing I think that people have been confused about with regard to the herd Immunity threshold, which is that number that you just referred to at which a virus would not be able to spread within a population because too many people are immune. That's an estimate based on transmission dynamics based on susceptibility in the population, And for that reason, it's very difficult. T nail down a specific number. But I think some of the confusion has been that people think we absolutely have to get to that number. And then once we get there, things will magically change in the pandemic will be over. But unfortunately, it's really not that simple. We can look at a country like Israel, for example, that has now vaccinated about 60% of the adult population, and we can see that they've had long sustained reductions in transmission in the overall community. Now, 60% is nowhere near the herd immunity threshold. And there probably is some population immunity from people who were naturally infected with covert adding to that, But I think that a n'importe point that we should all think about is that we might not have to hit. The herd Immunity threshold, which currently is calculated it somewhere above 80% of people immunized to see sustained reductions in transmission. Like what Israel is seen. Now, at the beginning of their vaccination campaign, they had a pretty restrictive lockdown. On DATs, not the only way to do it. But if you get transmission down enough while boosting vaccination enough in the population you can actually get to a place that is functionally like the herd immunity threshold. Before you actually get there just because there's not very much virus in the community and you have a growing number of people who are immunized, so it's a really tough concept. I think it would be a lot easier for people if we could just say, Hey, we're aiming for 80 85% 90% vaccinated and Of course, it's great to vaccinate as many people as we possibly can. But that's not necessarily the metric that we have to hit in order to start relaxing some of the restrictions and being able to return to Quote unquote normal. But Herd immunity is really not a national concept. Herd immunity is really regional. And as you pointed out, some people call it community immunity for this reason. If you have overall 70% of people vaccinated, there's still maybe communities where there's a very low vaccination rate that's far under that in which you will have a lot of susceptible people. Interesting point. I know that right now, More than half of the U. S. Adults have gotten at least one dose of a vaccine. But some states have only been open toe all adults for less than a month. Is it too early to really tell how many people will get vaccinated and how much to open? What's your view on that? So if you look at New York, for example, which has plans to fully reopened by May 19th I do think that that is premature again because of this herd immunity being a regional issue and in some places in New York state, you're going to have people with very high levels of immunity, who have been able to access vaccines more readily and who were very enthusiastic about getting it..
