There's about one hundred and fifty thousand members of the civil engineers society, and Robin Kemper. Welcome for the first time to the Bill Cunningham show. Robin, how are you? Fine. How are you? Good. How many times have you been Cincinnati? I've been a few time basically because my husband got his PHD at the university of Louisville many years ago. And so, tell me what does the American society of civil engineers? What what do you do? We are the professional society. For the civil engineers. We hope our engineers by developing technical content by helping them, professionally by developing leaders, I, we also advocate when things like we are infrastructure, how fourth been we have been doing a national report card over twenty years and are most featuring one more than two thousand seventeen and our nation got a grade of A D D dog, plus the we're not doing very well. They were trying to make sure that our elected officials understand the need. Sure. So when you tore the country and this happened about two weeks ago, it was a rare moment when Chuck Schumer Nancy Pelosi and President Donald Trump got together and said we ever terrible infrastructure problem with the bridges and the roadways and the dams and all the other stuff. The airports one. And to spend two trillion dollars. So what's your group does is do the engineering and build those things? Correct. That's what we do. I'd get around a little bit you get around a lot. How does Cincinnati northern Kentucky is infrastructure compare to other parts of the country. Well, I can't really comment on that. We do have some local report cards. But there isn't one percents natty. So it's a little hard for me to give an answer on that. I didn't tell you. It's bad. But we we're under a court order to spend like four billion dollars to redo the sewer system. And the Democrats can't get along with other Democrats city commission the city council. Can't get along with the county commission. We have the seventy one I seventy five is in constant state of disrepair. It's been under construction since I was born the g the airport. I think he's doing a great job like many others way of hundreds of bridges in Hamilton county that need repair with the western hills, viaduct. That's terrible. Then we've got the bread, Spence bridge, which is the main connection between the north and the south has been out a repair spin out of date for about twenty-five years everywhere. There was a congressman named Brent Spence from northern Kentucky and Sam Rayburn, as you know, was the speaker of the house in nineteen fifty eight and the interstate highway system was being built at that point. So Brent Spence was was a somewhat lower level US congressman, but Sam Rayburn, the speaker needed his photo in some Bill. So same Rayburn goes to Brent, Spence and says, hey, Brent. I need your vote on that, Bill. L andbranch spent said to Sam Rayburn in one thousand nine hundred fifty eight I'll tell you what. Mr Speaker, give you my vote. But I wanna bridge between Cincinnati and Covington in my district, and I wanna named after me, the Brent, Spence bridge, Sam Rayburn said Brent, you got it. Give me your vote, but three months later, he voted within five years. So that conversation, the Brent Spence bridge was scheduled to open on November the twenty second nineteen sixty three I think that will live and infamy infamy American history. So they delayed the delayed their grand opening for three or four days. But it took the Americans living in one thousand nine hundred fifty eight about five years to identify location. Do the engineering do whatever environmental impact. Studies had to be done to actually build a double layer bridge between Cincinnati and Covington it took five years. Let's bed at two thousand four as you know, in two thousand and four Charlie. Lucan was marry Cincinnati by this point. The Brent Spence bridge is out of date. It was fashioned to have seventy thousand cars go over it. There's one hundred and fifty thousand cars ago over it completely out of date. So in two thousand and four Charlie Lukens said, it's time to redo the Brent Spence bridge. He put together a task force an order to come up with where to put it put it in the same place, how much money will cost. How do we fund it all the issues? We're now. We're now. What fifteen years later fifteen years later, Robin? We're no closer today to building a replacement for the Brent Spence bridge than we were in two thousand and four. So why in nineteen fifty eight could the Americans living at that point build a Utah bridge between Ohio, Kentucky within five years, but now we're in the twenty first century with all the computers and digital work. And in fifteen years, we have got to starting line yet. Why is that? We need the leadership in order to make this all happen. We need the will after people and our elected officials to make happen. Well, that's what anybody having generation non investing in anything we when the interstate came through it was because the president Eisenhower's vision of having the interstate and being that knee on it seems that we're slowly getting it, but it's just coming to Philly and what you talk about the environmental. That's also part of civil engineering today's Byron peck study, take a lot longer than they did back then. So those are the other things that come into play. But why there's no decision? I get I happen to be from New Jersey, I can't speak to the specifics. But that's where we need to get everybody. The public, the engineers, the officials everybody involved saying, there's a true need, and then we have to find the financing. To do it. And what happened here, you got the city of Cincinnati has to sign off on the deal. Hamlin account has got a sign off on the deal. The city of Covington and Joe Mars got sign off on the deal. Ken count has got a sign off on the deal. The state of Ohio has got to sign off on the deal. This data Kentucky's got a son off on the deal and the feds have to sign off on the deal by the time you go through all that nobody can get through the red tape. It is ridiculous that we have so much red tape. We can't do anything. We're stuck in red tape. That sounds correct. Because you went you said before it was just two people involved like two people brench, Spence and Sam Rayburn said, let's build the bridge and within five years, the bridge was built. We couldn't how long would it take to build a bridge like today, I would think it would take ten to twenty years, wasn't it? I, I would say, yes, the beginning to the end actual construction, though. But like you said, you have all the environmental impact studies today have to get all the permiting done. There has been some level at the some effort at the federal level streamline permitting, permanent can take years, one hundred Robin Kemper. Why don't we let this to happen is that the lack of political will is it's to pity? What is it? Because everybody agrees, we need a Brent Spence bridge or western hose viaduct. Everyone says, yes, yes, we need but nothing happens for decades, nothing. Sounds like to me that what it needs is strong leadership. Well, we need leaders crew. We need a city, the county, the city and the county northern that's four state of Ohio is five state of Kentucky, six to federal you need seven different government entities that come together.
