Blizzard warnings have been posted for the black hills on the Rapid City area, wind gusts could exceed 50 mph through Tuesday with some heavy snow and winter storm watches have been posted for tomorrow across much of the dakotas and in northwestern Minnesota. Red flag warnings are out for a portions of New Mexico and West Texas with dry conditions and very low relative humidities. I'm Nathan Hager. This is Bloomberg daybreak. The strong start to 2023 might just be a red herring. That's the message from former treasury secretary Larry summers, who says the economic data and hawkish fed messaging that have spooked markets recently may be signaling further weakness in the U.S. economy. Summers discussed his concerns and the economic outlook in a conversation with David Westin on Bloomberg's Wall Street week. Let's listen to part of that conversation. Those minutes were superseded by history in terms of the strong CPI print, the incredible job market creation and the retail sales. So I don't think there was anything much informative in them. Look, I think we've got an extremely difficult economy to read. On the one hand, we got a set of very, very strong statistics. I think the data are coming in in a way that confirms the view that I have had for a long time that inflation does not get back to 2% without a meaningful slowdown in economic activity Yes, inflation may over some intervals come down. But that's really mean reversion from the transitory increases that took place. But that's not enough to bring us to enduring 2%. The other big uncertainty that we have is that while so called coincident indicators, things that move right along with the economy look very strong, there are a variety of leading indicators that are more troubling inventories look to be building up relative to sales, firms are reporting concerns about their order books. It looks like the business sector has a lot of people on hand for the level without put their producing and consumer savings are being depleted with a low savings rate and who knows where the market's going to go next. And so on the one hand, we have this current robustness and concern about inflation on the other, there is stuff when you look down the road a bit that has to be substantially concerning about the wily coyote kind of moment. So I think the fed should stay nimble and flexible, the fed should resist the pressure to be giving strong signals about what it's going to do next because the fed's job is not to do a constant predictable thing. The fed's job is to respond to what's happening in the economy and that's this uncertain as I can remember it ever having been. So I think the constant in many ways is likely to be volatility. As we go forwards and I think people may be reading a bit too much into the moment in terms of economic strength relative to the way things could look very differently in a quarter or two and if that were to happen, it would obviously have some important implications for earnings. I'm Nathan Hager, this is Bloomberg daybreak and we continue our coverage of a year of war in Ukraine, professor Julie Norman is with us live now co director of the center for U.S. politics at university college London. Professor your thoughts as this war heads into year two. Yeah, when Nathan, obviously, very significant day today. And as your correspondent noted, you're looking back one year, the fact that Keith is still standing that Ukraine is still standing at there is still so much resolve among Ukrainians and civilians and fighters alike is just so notable. I would say from the U.S. perspective, you know, Biden was obviously made that surprise visit to keep earlier this week. I do think that was an important visit for him. And throughout this last year, again, the U.S., the Biden administration's top two priorities, I would say, have been keeping the NATO alliance unified and not giving in to any kind of cracks and whatnot, and they've been successful in that. And also trying to support Ukraine without getting into direct confrontation with Russia and they've succeeded there as well. So I would say those two priorities were strong for these last this last year. And I think this next year will be a bit more complicated, but I think that's still the two aims that they'll be trying to preserve going into these next few months. Well, we might perhaps not be seeing direct engagement between the U.S. NATO and Russia, but we're certainly seeing indirect engagement with more sanctions coming against Russia, including huge round of sanctions just announced this morning. Do you think it will have an impact? The sanctions have been an important part, but I think did not have quite the impact that some thought they would again a year ago when we were talking about some of these really quite unprecedented sanctions packages just did not blunt Europe Russia quite as much. Their economy did reduce a bit, but maybe by like 2% not like the 15% that some had been estimated that they might. And that was partly simply because the Kremlin is pretty agile and responding to some of those sanctions. They were able to maneuver around them, but more importantly, as strong as the sanctions regime has been from the U.S. and from Europe, much, if not most of the world is still carrying on trade with Russia, including quite notably China. And so even though they've lost some western markets, they've actually gained in other markets, particularly in China, India, and elsewhere with other allies. Speaking of China, they just put out a 12 point ceasefire plan that seems to be getting a cold shoulder from the U.S., but how much more of a factor could China be as this warheads into the second year? It will need that. China has been such an outline wild card since this started a year ago. It was always a question. Would China put their weight behind Russia or not? And over this last year, what we've seen is Beijing kind of playing this middle road, they have, again, continue to engage with Russia on trade and not economic partnerships. But they have not yet committed any kind of military aid. What U.S. intelligence has been saying just over this last week, however, is that China might be moving in that direction. They might be looking to start supplying Russia with weapons with ammunition. And if that happens, one I do think it will change the momentum of the war to some degree for Russia to have that kind of infusion of aid. But it will also quite crucially, really really just drive U.S. China relations to a lower point than they're already at. And that really would be seen as crossing a line, which we say quite a lot, but that really would be seen as an overstep. In our last 30 seconds here, Julie, do you see any cracks that could lead to a resolution for this war? Oh, Nathan, I wish I could say, yes, I mean, right now we're in one of those situations where it's almost like escalate to deescalate, where we see a lot of the western powers trying to say, look, let's give as much military aid as possible as we can. Get Ukraine to a point where they are at a good point on the battlefield that then time might be right for negotiations. But unfortunately right now, there's not a clear endgame and there's not a clear end in sight. And it's the sad fact to acknowledge on this day that otherwise is, I think, being celebrated with a sense of resolve, but the lack of a real endgame is also is also concerning for everyone involved.
