It was started following the murder of my sister in 1979, and at that time, my parents realized that crime victims had no voice. In our criminal justice system and really public safety was not as important to leadership in California. So they formed crime victims United, bringing together voices for those that really couldn't speak anymore the victims and with a mission to be the voice for crime victims and public safety. For balance in our criminal justice system and to promote public safety for our California families. So thank you for for being there. Um, and standing up for these people like you say, cannot stand up for themselves. Their voices have been silenced. Um, in your mission to let's say, stop, and if there's and I'd like to ask you both Topo and Nina You guys are the experts on this? Um, I am not. So if I don't cover something that needs to be covered. I'd like you to just go ahead and jump in there. But I'm wondering how we as citizens of California who are absolutely fed up with his garbage. Well, this This is an unfortunate timely matter in the world of politics, but we'll bring it back up next year because you see many of those legislators down there. They have memories, some of them six days, some of the six weeks and some of them six months. Very few six years. They forget about these victims of crime. And I want to say this. What about all the people that have been murdered just in the past weekend in Chicago? They forgot about. Forget about him. Question. This poor lady mischief, bits of scent of Southland Park to be murdered to get Bob Hertzberg and many others and the Legislature's attention. They are City hall, so I will close by saying this about fighting back. It shouldn't take money Crime victims, United should not have to go throughout the state and raise hundreds and hundreds of thousands of dollars to fight City Hall. They should have people that march with them, But when we have our march is one of the last march is they had it was protested. It was protested. And that is disgusting. And that's why I think it's very important to have Nina on here Speaking up. For Mary Tibbets and the rest of the people that are victims of crime and hopefully to prevent others from being victims. And I think that to your question, and I'm grateful to those actually a board member. I'm grateful to shows like yours. For us. It is. I mean, it is monumental. As the attorney general said, You know, basically they were going to bring the firepower against us. When we're just trying to protect Californians from 78,000 violent individuals, But it's getting the word out. And I'm grateful for shows like yours and the more that we can rely on. Talk radio media and I have to say the media seems to be looking more at victims now than they have in the past and getting the stories up and getting people really involved. And looking at our elections and who were electing there's you know, we're going to have an attorney general's race and we have a current attorney general that thinks people should be released back into our communities. He's fighting us. To allow 78,000 people back in our streets. So let's look at a candidate that didn't grow up. Maybe in the best neighborhood that has been there either served as a district attorney or in some type of public service in public safety. And let's start electing people that have common sense of balance. Because our legislature is way out of balance. They are not and they're going to say Well, these we did these so called reforms because of the black and brown communities are being hurt. In reality, they're hurting the black and brown communities in Los Angeles County alone, just this year murders up by 100 and 10% within the city. It is up 98%. Los Angeles has a large black and brown community. Those are the communities that are being hurt, so their so called criminal justice reform that they painted. The system has racial and I'm not saying that there didn't need to be fixed to the system. But they have gone so far. They're hurting the very communities that we are trying to protect. So I think looking at elections and I don't care if you're Republican. Democrat Independent Green Party. Let's start looking at what's going to keep our Children safe. What's going to keep our families safe? And let's just bring back balance into our criminal justice system. And I think when in in in, boy, That's how I agree so much with you on that, Um, going back a couple of minutes here and then Tope away. I think one of you were saying that I think it's terrible. You were saying that Uh, Bob Hertzberg was saying, Did I hear you write that? This wasn't an untimely in the world of politics is that in the response to the death of his Tibbetts Yes, I have. "Heart radio app. And of course you're smart Speaker Hope you're having a great day. It is a beautiful day today. And there are a lot of things talk about extraordinarily busy week, and, uh, it's kind of settling in here first time I sat still in a while, like an app. And it's great to have a chance to chat with you. Regrettably, I'm looking at a monitor that shows a fire. It looks as I was burning out of control up in the southern Yuba County area. Wheatland area. In fact, it looks like a big old Victorian home has been, uh Largely gutted by it and very, very sad that looked like it was a good size home on an acreage. I don't know what the source of that is yet. But as it's, uh, is moving into what appears to be a tract area, so we'll kind of give you up to speed on that. Up to date, I should say on that, as it develops. But, interestingly enough, That's why I want to start the conversation this afternoon because we know that in recent days on the American River Parkway, which I think many people wisely and appropriately consider the jewel of the Sacramento region, it is it is a spectacular amenity when you think about it. Spent a lot of time on that park last. I really, truly enjoy it and and love everything about it. Regrettably, in recent years, it has taken a turn, especially as you get more downstream downstream from the SAC State campus area. Down all the way past the Arden Arcade area into into the Discovery Park, whether you have the confluence of the Sacramento American rivers That is the area that's been taken over by homeless encampments. And it is often times people from that demographic group that have accosted people using the bike trail for its intended purpose for Hikers, joggers bicycle is going through there to the degree that people have been reticent to do. So. There was a time you could you can leave the false, um, area, for example, and I have to cross some streets but never really ride on a street on a bicycle and take that parkway all the way into downtown. Sacramento to the to the courthouse to the federal courthouse to Capitol Mall to the capital of that whole area made for a very, very, very, uh, safe in terms of traffic risk. Of commute and where people can get some exercise along the way on this long summer days. But as things have changed, and the quality has deteriorated, not because the environment has changed itself, but because of the people who populate the area. And if I neglected to mention in clear violation of the law, you you personally? Yes. I'm talking to you. You are not allowed to go camp there. And if you endeavor to do so, you will be removed. You'll be cited or arrested and told you can't be there. However, there is a complicating factor known as the ninth Circuit Court of Appeals opinion, and I'm called Martin versus Boise. Ironically, it emanates from Boise, Idaho, where they really truly don't have a homeless problem, but they did have people camping in parks where such activity was prohibited. So the police and Boise arrested folks for that. They were convicted for trespassing, unlawful camping in a city park that case there was an appeal after the conviction. It went all with the ninth Circuit. The ninth Circuit said. No, no, no. Boise. You can't do that. In fact, anybody in the ninth circuit, which is effectively the western United States, you shall not enforce trespassing laws unless you have adequate shelter unless you As a public entity provide adequate shelter for people who, otherwise we'll find themselves living on the streets. So what has come of that is local jurisdictions feel powerless to enforce enforce their existing statutes that prohibit public camping. And it's just like around here. You can't you can't camp on the American River Parkway. You can't camp in in in Southland Park. You can't camp an asshole Hoffman Park. That is not the reason why those parks exist. And it's a function and a product of the local legislative bodies. The city of Sacramento in the county of Sacramento and their respective bodies, the city and the Board of Supervisors determining the best most appropriate use for those lands and they are not overnight camping, so they passed ordinances accordingly. But along comes this ninth circuit decision that blows that out of the water. You cannot do it unless Provide adequate shelter for people who otherwise would find themselves on the streets. So one of the things that's been done in other jurisdictions, and I think it's definitely worthy of consideration. Is to repurpose from some public buildings. To make them available for people who are not cutting it not able to provide for their own housing is is as wrong as that seems at its core. If you simply provided shoulders say that a portion of the old Army Depot Was repurposed to a shelter for homeless people, Uh, they wouldn't have to take advantage of it. They don't have to go there. They don't have to stay at that facility, but if it's available, then the laws can be enforced. Well, we know that in recent days, three separate fires were started at homeless encampments, and fortunately, the firefighters got in there and and managed to, uh, to shoot down the flames. With sufficient time it is to prevent something far, far, far worse from happening. Nonetheless, it is it serves as a graphic. Graphic illustration of what can happen and quite frankly, what will happen? In the future because you cannot be everywhere. So as people are talking about this, uh I took notice of the fact that Mayor Steinberg Has actually suggested that in terms of addressing the city's homelessness crisis One of those one of the the the needs is to address the fire prevention concept. And so he recommends providing the homeless with with fire extinguishers hears a sound from K. C. R A and a conversation with Mayor Steinberg. We are going to be very proactive about educating people who are living out. The American Parkway about the dangers of fire. The mayor says the city is even considering giving fire extinguishers to people living along the parkway as a tool to stop the fire before it starts, but says getting people into housing is the long term solution to the city's homelessness crisis into housing. Into shelter and even into organized campgrounds that are monitored and where people can get the services and supports they need to actually get off the streets. Well, I don't know how that hits your ears, and I'm sure that it was expressed with nothing but benevolence on the part of the mayor, But I think it comes up short in terms of frankly practical application. How realistic is it? To to provide people.
